Jammu, Apr 15 :  Director General of Police, Sh. Dilbag Singh, today presented a cheque of Rs 9.47 crores to the Lieutenant Governor, Girish Chandra Murmu, on behalf of the J&K Police, as a contribution to J&K Relief Fund towards the efforts being undertaken by the Government to prevent and mitigate the spread of COVID-19 in the Union Territory of Jammu and Kashmir.

The donation has been a collective effort of all ranks of J&K Police wherein all gazetted officers have contributed two day’s salary and all non-gazetted police personnel have contributed a day's salary towards the COVID-19 relief fund.

The Lt Governor appreciated the efforts of the department and outlined the collective responsibility of individuals, institutions, and organizations for coming forward to play their role in protecting our communities and fellow countrymen in this time of crisis.

Dr. B. Srinivas, ADGP CID, Sh. Abdul Ghani Mir, ADGP Hqrs PHQ, and Sh. Mukesh Singh, IGP Jammu Zone were present on the occasion.


Jammu, Apr 12 :   Advisor to Lieutenant Governor, Farooq Khan has extended his felicitation to the people on the auspicious occasion of Baisakhi.

In his message on Baisakhi, Advisor Khan highlighted the rich ethos of Jammu and Kashmir of celebrating festivals and holy occasions in an atmosphere of brotherhood and amity.

He hoped that this unique characteristic of the J&K would get further strengthened while wishing the people happiness and well being.

He appealed people that in the hour of COVID-19 Pandemic they should pray for the well being of all countrymen and try to help poor and destitute people.

The Advisor wished peace, prosperity and development of the Jammu and Kashmir and the country.


Srinagar, Apr 12 :   Mission Director, Mid-Day Meal Scheme Dr Arun Manhas today said that amidst the lockdown imposed due to COVID-19 pandemic, his Department has worked overtime to ensure that full benefits of midday meal scheme reach to around 8 lakh students in Jammu and Kashmir.

Giving details, Dr Arun Manhas said that it was a challenge to extend the benefits of the mid-day meal scheme to such a large number of students. “We utilised all of our resources and achieved the target in a time-bound manner. I must say everyone from top-level officials to ground level staff worked hard to make it happen. Our Principal Secretary was monitoring it on a daily basis. our Mid-day meal in charge teachers deserve accolades for reaching out to students in crisis,” he said.

The J&K Government had earlier decided that two-month advance dry ration (Rice) would be provided to the eligible children through the Department of Food Civil Supplies and Consumer Affairs (FCS&CA) and cooking cost of the Mid-Day meal scheme would be provided to the children through DBT mode.

For the successful distribution of dry ration among children, the Directorate of Mid-day Meal Scheme in collaboration with FCS&CA department distributed dry-ration among 886905 children. These included 584387 students of Primary level and 302518 of Upper Primary level from all the districts of J&K. 

According to the data, in Kashmir division 15948 students were provided dry ration in Srinagar, 17805 in Ganderbal, 49379 in Budgam, 57264 in Anantnag, 27700 in Kulgam, 22792 in Pulwama, 16882 in Shopian, 46989 in Baramulla, 34539 in Bandipora and 70420 in Kupwara.

Similarly in Jammu division, the Mission Director said 43834 students were given dry ration in Jammu district, 10907 in Samba, 43011 in Kathua, 58632 in Udhampur, 44198 in Reasi, 47430 in Doda, 43542 in Ramban, 23268 in Kishtiwar, 64180 in Rajouri and 63766 in Poonch district.

He added that some of the students belonging to families of migrant workers could not be covered under the scheme as they have left the J&K during the present crisis.

Regarding the submission of bank account details of eligible students/ parents for crediting the cooking cost of Mid-Day Meals, Dr Arun Manhas said that the bank account details of students have been received from the Chief Education Officers for transferring the cooking component amount of MDS Scheme to the students via Direct Benefit Transfer mode.

“We are compiling the final data and the money will be credited into the accounts in some days,” Dr Manhas said.

It is pertinent to mention that Mid-Day meal scheme is aimed to improve the Nutritional status of the children from classes I to VIII besides encouraging poor children to attend schools regularly. According to the scheme, every child enrolled in the primary class is provided with a free supply of 100 grams of food grains per day and 150 grams are provided to every child of Upper Primary respectively.

The Scheme has also a provision to spend Rs 4.48 for cooking purposes for every child of Primary level per day and Rs 6.71 for every Upper Primary level child per day.


Jammu, Apr 12 :  In view of the prevailing situation arisen due to Corona Virus, Secretary Indian Red Cross Society Jammu Vinod Malhotra along with his staff members distributed ration and other food items among 160 poor and needy families of Muthi, Barnai, Domana and Mishriwala.

Besides that green fodder was also given to stray animals.


Jammu, Apr 11 :  Keeping In view the lock down situation in Jammu District, J&K State Legal Services Authority, in compliance to the directions of Executive Chairman J&K SLSA Justice Rajesh Bindal and under the guidance of Member Secretary MK Sharma today launched a campaign to ensure that nobody is without meals or any other necessities of life.

In this regards, Member Secretary J&K SLSA deputed functionaries of DLSA Jammu to visit Gho Manhasan, Gole Gujral, Machine Domana, Qasim Nagar, Talab Tillo, Janipur, Ban Talab and slums around Industrial areas of Kunjwani and Gangyal to review the measures being taken by the District Administration to contain the spread of the Corona Virus infection with respect to the housing, sanitation, health care of the labourers from Uttrakhand, Chattisgarh, UP, Bihar and Orissa who are working in un-organized sector.

J&K SLSA, in association with Shri Mata Vaishno Devi Shrine Board, Red Cross, Police and Local Administration besides Sarpanches and Panches in the rural areas of the Jammu District, distributed 3500 masks, Medical kits, Ration items, Vegetables, Fruits, Sanitizers to more than 350 families. People were also educated to conduct their behavior and habits as per the guidelines/advisories issued by the Health department and State Government in letter and spirit.

They were appealed to strictly practice social distancing, cleanliness, hygiene to keep their surrounding disinfected and sanitized, staying at home and to avoid all non essential travels/contacts so that the chain of the transmission of the Corona Virus infection can be broken.

To appreciate the relentless efforts of Para Military Forces, CRPF, SSB and J&K Police personals in serving the people under Corona Virus threat and sanitation problems being faced by field workers of Jammu Municipality, Secretary DLSA Jammu, Naushad Ahmed Khan distributed fruits, portable drinking water, sanitizers packs, disinfectants to them.

On Social and Electronic media, DLSA is continuously creating awareness among the masses, on how to flatten the curve of the Corona Virus infection. During the lock down period, Para Legal Volunteers of DLSA Jammu have attended and provided counseling to more than 7000 Callers.


Jammu, Apr 10 :  J&K SICOP has set up a sanitization tunnel at the entry of Udyog Bhawan, Jammu with a view to sanitize the employees and visitors entering the complex.

The tunnel shall be beneficial for all the employees and visitors of various departments housed in the Udyog Bhawan Complex including Directorate of Industries & Commerce, J&K SIDCO, J&K SICOP, Handloom & Handicrafts Department, Geology & Mining Department and J&K DFC.

Director Industries & Commerce Jammu Anoo Malhotra, MD SICOP Atul Sharma and GM DIC Subah Mehta were also present at the time of operation of tunnel.

Commissioner Secretary, Industries and Commerce M K Dwivedi appreciated the efforts of MD SICOP and directed all employees/ visitors to make use of this facility and cooperate with the administration in fighting the COVID 19 pandemic. Anoo Malhotra also lauded the step taken by MD SICOP.

J&K SICOP is also in the process of installing similar tunnels at Raj Bhawan, Civil Secretariat Jammu, Excise and Taxation Complex, High Court Complex Jammu and Medical College Jammu in first phase.


Jammu, Apr 10 :  Financial Commissioner (FC), Health and Medical Education Department, Atal Dulloo Friday visited the Government Gandhi Nagar Hospital and inspected the isolation facilities established in the newly set-up block to deal with the corona pandemic.

During his visit to the hospital, the FC directed the authorities to follow all health care guidelines that are being issued from time to time. He said that the department will upgrade the Gandhi Nagar Hospital to a Level 3 hospital and will be equipped with all the tertiary care facilities to handle the COVID-19 effectively.

The FC during a recent meeting had directed the health officers to upgrade Level 2 hospitals to Level 3 and Level 1 to Level 2 hospitals so as to lower the burden on the tertiary care health institutions.

In its efforts to tackle the corona pandemic effectively, the government had converted Gandhi Nagar Hospital into COVID-19 exclusive hospital with designation of Level-2 hospital.

The FC reviewed the steps taken by the COVID hospital for handling corona pandemic in terms of isolation facilities, fostering social distance, preventing intermingling of patients and advised the concerned officials to maintain hygiene and cleanliness in the hospital.

The FC was informed by the Medical Superintendent L D Bhagat that the 200 bedded new block of the hospital is ready to handle the COVID-19 patients. He informed that all the protocols are being followed and every effort is being made to provide proper care to the patients.

Atal Dulloo appreciated the efforts of the doctors, nurses, paramedical staff and other departments for making the hospital ready in a short period of time. He said that these are tough times but the dedication and hard work of the frontline health workers of the hospital is laudable.

The FC was accompanied by Director (Coordination) New Medical Colleges, Dr Yashpal Sharma; Chief Engineer R&B; Chief Engineer Mechanical and other officers of the health department.


Jammu, Apr 10 :  Brig. (Retd.) Harcharn Singh, Director, Sainik Welfare Board today called on the Lieutenant Governor, Girish Chandra Murmu here at the Raj Bhavan and briefed him about the implementation of various schemes for promoting the welfare of all serving personnel and ex-Servicemen, besides activities undertaken by the Sainik Board to bolster the efforts of the Civil Administration in mitigating the spread of COVID-19.

He informed the Lt Governor about the directions received from the Ministry of Defence to mobilize the ex-Servicemen towards the efforts of the Government for management and containment of coronavirus. “A list of the volunteers has been handed over to the Districts Administration with phone numbers and contact details”, he added.

He also briefed the Lt Governor about the volunteer work being done by ex-Servicemen especially for the welfare of poor labourers from outside in the UT and apprised him about the drive undertaken by the Sainik Board in collaboration with various NGOs to collect donations for J&K Relief Fund and PM Cares Fund.

The Lt Governor appreciated the work being done by ex-Servicemen in alleviating the sufferings of people due to COVID-19.


Jammu, Apr 10 :  Sh. Farooq Khan Advisor to Lieutenant Governor, holding the charge of Haj & Auqaf Department today presented a cheque of Rs 5 crores to the Lieutenant Governor, Girish Chandra Murmu, on behalf of the J&K Haj & Auqaf Department, as a contribution towards J&K Relief Fund.

Out of the donation of Rs 5 cr, contribution of Rs 3 cr came from Auqaf Islamia Ziyarat Shahdara Sharief, while Auqaf Islamia Jammu and erstwhile Muslim Wakf Board Kashmir contributed the amount of Rs 1 cr each towards the efforts being undertaken by the Government to prevent and contain COVID-19 in the Union Territory of Jammu and Kashmir.

The Lt Governor appreciated the efforts of Advisor Khan and outlined the collective responsibility of individuals, institutions, and organizations for coming forward to play their role in protecting communities and fellow countrymen in this time of crisis.

Pertinently, Advisor Khan has contributed his one month’s salary towards J&K Relief Fund.

Dr. Pawan Kotwal, Principal Secretary to the Government, Revenue Department was also present on the occasion.


Jammu, Apr 01 :  Principal Secretary Planning, Information and Government Spokesperson, Rohit Kansal today informed that as of today there are 62 positive cases of COVID 19 in J&K.

Giving breakup of the figures at a press briefing, Kansal said 58 are active cases of which 48 are in Kashmir and 10 in Jammu division. “A total of 17041 cases are under surveillance so far. This is a dynamic process and while some cases who complete their period are being released for home quarantine, newer cases keep getting added as per contact tracing results,” he said.

Kansal said that government is conscious that there has been concern among the public at large about the cases being tested positive. “However we would like to emphasize we have a robust tracing process. Many of the positive cases could be traced as a result of a vigorous contact tracing exercise undertaken by the administration. As a result we were able to trace many cases including some that were asymptomatic. This is important because if not traced these cases could have continued in the general population and could even have infected more cases,” he said while adding that the government will actively pursue this strategy.

The government spokesperson said that nearly 2000 contacts of positive cases have been identified. “We have issued instructions that no known contact be left untraced. I had mentioned last time that this is bound to lead to some inconvenience. Hot spots would need to be isolated and sealed and movements fully restricted,” he said while appealing people for their cooperation in this exercise. “Believe me, it is worth the trouble and effort. Every single case detected and traced means so many more have been prevented from being infected.”

Kansal revealed that Jammu and Kashmir has also been testing cases aggressively and it was among the first to start testing locally through 4 testing centres. “Our testing rate has been nearly 77.5 per million, one of the highest in the country and next only to Kerala. We have decided to further increase it. To begin with, we plan to test every single one of the 2000 contacts that we have identified,” he said.

The government spokesperson said that the strategy of aggressive tracing and increased testing will continue. He said that in order to achieve the concerned authorities have well defined protocols for quarantine, isolation and restrictions on movement. “In defining protocols we have often gone beyond what is being followed in some other states; however this has been carefully planned. Wherever we have been deliberately stricter, it is because we firmly believe that it is better to be strict and firm initially than dealing with a large pool of infections at a later stage,” he said.

Kansal repeated that there are 11 exclusive COVID 19 hospitals, an administrative quarantine facility of over 35000 beds and 2400 earmarked treatment beds in Jammu and Kashmir to deal with any kind of situation. He said that the health department has also started upgrading its manpower and equipment. “It has started reengagement of retired professionals, consultants and will use every possible mechanism to ensure that there is no shortage of manpower. Similarly, it is procuring all essential material including masks, PPEs and ventilators,” he said.

The Government spokesperson said that the government is aware that there are a large number of citizens and residents who need support and assistance of various kinds. These include patients, students, migrant labour and other citizens. He assured that adequate arrangements have been made for each group of people and the Resident Commission in Delhi has established a dedicated 24X7 helpline centre to assist students, patients or any other residents of J&K facing difficulties due to the lockdown. He said that over 2800 calls have so been received so far on these numbers. “ Similarly help lines have been set up for labour and migrants both interstate Migrant labourers in J&K and migrant labourers of J&K stranded in various parts of the country (nearly 11000). Over 300 calls have been received so far,” he said. “An amount of Rs. 1000 per registered construction worker was approved by the Govt on 25-03-2020. An amount of Rs. 11.915 crore has been disbursed till date among 119150 active registered workers,” he said.

Kansal said that an advisory has been issued to all the employers of Public/Private Shops Establishments, Industrial Establishments, Factories, Mines, Projects and Contractors etc. in the Union Territory of Jammu and Kashmir to not terminate, particularly casual or contractual workers from job or reduce their wages due to the ongoing situation.

He said that the process of distribution of advance ration for April and May has begun and nearly 1.31 lakh qtl of foodgrains have been distributed so far. To help the destitute, slum dwellers and migrant labour, he said that ration packets containing essential edibles are being prepared and supplied through the DCs and urban local bodies.

Kansal said that the position of supplies as on date is normal. “In order to maintain the supply line of all essential commodities, medicines, baby foods and other items, special arrangements have been made across the UT of J&K and especially at Lakhanpur. Since the beginning of the lockdown upto 8 Am today morning 3483 trucks carrying essential goods containing fruit &vegetables(1114), Ration/food grains(1003), Milk(141), Eggs (138), Medicines (108), LPG (307), POL (94) etc. have entered J&K from Lakhanpur. In order to ensure uninterrupted farming and agricultural activities, Cattle feed/fodders (234 trucks), Fertilisers (19 trucks) and Polutry/sheep have also been allowed. On an average, 800 trucks of essential supplies are entering J&K through Lakhanpur (Kathua) in 24 hours,” he said while giving details.

Kansal said that a facilitation centre at Lakhanpur entry point, manned by a senior interdepartmental team and a 24x7 Control Room have been set up at Lakhanpur for facilitating movement of trucks carrying essential supplies to UT of J&K.

Regarding distribution of Masks and Sanitizers to public servants on duty Kansal said that Lieutenant Governor has directed the department of FCS&CA to create stocks of Masks and Sanitizers for distribution among various public servants on duty and all residents of areas identified as hot spots or red spots. “We have accordingly placed orders for nearly 4 lakh masks and 1.60 lakh sanitizers. We have already distributed 90000 masks and 6000 sanitisers to various essential service departments such as power, PHE, police etc,” he said.

As per the Daily Bulletin on Novel Corona Virus 07 new positive cases of novel Coronavirus (COVID-19), all from Kashmir division, have been reported today thus taking the total number of positive cases in Jammu and Kashmir to 62.

Till date 17041 travellers and persons in contact with suspected cases have been put under surveillance which include 10355 persons in home quarantine including in facilities operated by government, 516 in Hospital Quarantine, 52 in hospital isolation and 3961 under home surveillance. Besides, 2157 persons have completed their 28 days surveillance period.

Further the Bulletin said that till date 977 samples have been sent for testing of which 911 have tested as negative, 62 positive and 04 reports are awaited till April 01, 2020.


Jammu, Apr 01 :  Chief Secretary, BVR Subhramanyam today directed all Deputy Commissioners to carryout aggressive contact tracing campaign and putting all such persons under quarantine after taking their samples as per health protocol. He also asked to further minimize movement on roads in order to contain spread of coronavirus.

Financial Commissioner, Health, Principal Secretary, Planning & Information, Divisional Commissioner, Jammu, IGP Traffic, Secretary FCS&CA, MD NHM, DC Jammu and SSP Jammu participated in the meeting. Divisional Commissioner, Kashmir and all Deputy Commissioners attended the meeting through video conference.

Chief Secretary complimented the Deputy Commissioners for their serious efforts in battling with coronavirus and said that it is because of our aggressive contact tracing campaign that we have controlled the spread of virus to some extent. He said that we are far ahead of many states in testing process and 100% testing of contacts is being done which actually have resulted not letting the situation out of control.

The details of people who have attended religious function in Delhi have been shared with the Deputy Commissioners, Chief Secretary said adding that both the Divisional Commissioners should coordinate with IGP’s and further DCs, with the help of District police, need to ensure that the entire list is checked and action as per health protocol is taken accordingly.

With regard to red zones, as identified by the district administrations, the Chief Secretary applauded the efforts of everyone deployed on duty there. He asked to implement lockdown restrictions in red zones in even more serious manner.

Emphasizing on following proper quarantine protocol, the Chief Secretary asked DCs to ensure that while dealing with such cases, they need to be handled as per the defined protocol so that people do not get intermingled with each other.

Chief Secretary lauds the role of police in implementation of lockdown restrictions and controlling movement of people on roads. He said that police is doing tough job on roads restricting people not to come out unnecessary on roads. There is need to have strict imposition of lockdown orders but ask them not to be harsh while dealing with public in this time of humanitarian crisis.

In order to help the old age people during this lockdown period, Chief Secretary asked police to work out with district administrations to start a helpline for old age people in distress. As the district administrations are busy in lot many works in tackling coronavirus threat, this helpline should run and managed by police for the help of such people like taking care of their daily/medical needs. Chief Secretary also asked for publicizing the helpline properly so that old age people are benefitted by this move.

He asked the DCs to ensure that banking operations are functional in their respective districts so that disbursement of relief package announced by the Government under Pradhan Mantri Garib Kalyan Yojana (PMGKY) for the poor to help them fight the battle against coronavirus can be done in a smooth manner. He asked DCs to convene District Level Review Committee (DLRC) meetings to finalize action plan in this regard.

Chief Secretary asked all DCs to reach out to people and make them calm, assures full support of administration in taking care of them especially poor class by providing ration and other essential goods.

Jammu, Mar 29 :  In order to disseminate information and make lawyers as well as litigants aware about novel Coronavirus (COVID-19) pandemic, High Court of Jammu and Kashmir is using Short Messaging Services (SMS).

Around 1,89,000 SMS have been sent by the High Court as well as by District Courts of JK and Ladakh UTs to the lawyers and litigants.

Various advisories/guidelines/helplines issued by WHO, Ministry of Health and Family Welfare, Government of India and by Health and Medical Education Department J&K are being conveyed through SMS.

The move is a part of the measures taken by High Court of Jammu and Kashmir to sensitize lawyers and litigants especially those residing in far flung areas of JK and Ladakh UTs on novel Coronavirus (COVID-19) pandemic.


Jammu, Mar 29 :  The government today issued helpline numbers to facilitate inter-state migrant labourers who arrived in Jammu and Kashmir prior lockdown announced in view of coronavirus (Covid-19) pandemic.

According to the Labour Commissioner J&K, the migrant labourers can contact the following helpline numbers for assistance and help: Showkat Shafi, Inspector, 8899546373 and Ansar Ahmad, Inspector, 7006286174 (for Kashmir Division)

Shivika Sharma, Labour Officer, 9149691329 and Stander Pal Singh, Section officer, 7051986422 (for Jammu Division).

The aforementioned officers shall be available round-the-clock for help and assistance.


Jammu, Mar 26 :  Divisional Commissioner Jammu, Sanjeev Verma today convened a meeting of officers of various departments engaged under essential services and reviewed stock position of essentials and supply in districts of the division in view prevailing situation.

The meeting was attended by IGP Jammu, Deputy Commissioner Jammu, Commissioner JMC, Additional Commissioner, Director FCS&CA, besides senior functionaries of Health, PHE, PDD, JKRTC, ULB, Oil Companies and other concerned officers.

The meeting was informed that adequate stock of ration, medicines and fuel is available in the districts while supply of essentials is regular.

The Divisional Commissioner directed the concerned officers to ensure smooth and hassle-free movement of essential commodity trucks so that consumers do not face any inconvenience during lock down.

The meeting was also discussed various important issues including issuance of passes to labour, staff engaged with supply of essentials.

It was informed that there is requirement of passes to labour engaged with pharmaceutical industry, retailers, wholesalers, petrol pumps, chemists, pharmacists and other engaged with essentials services. 

The Div Com asked DC Jammu to issue passes to the employees, labour and engaged with essential services.


Jammu, Mar 26 :  Public Health Engineering Department today issued an advisory and urged public to ensure judicious use of water following the Coronavirus scare in Jammu and Kashmir.

Stressing on maintaining the hygiene by washing hands with soap for twenty seconds, the advisory said it is incumbent upon every individual to ensure that tap water remains closed for those twenty seconds so that Coronavirus crisis doesn’t turn into water crisis.

The advisory further said by turning-off the tap during 20 seconds of hand washing, 2 liters of water can be saved and a family of five individuals would save 100 liters per day.

Urging responsible citizens to conserve tap water, the advisory said that it would ensure adequate water supply for health workers and communities who are fighting hard to prevent the spread of Coronavirus pandemic.

Jammu, Mar 26 :  The Government today informed that 5482 travellers and persons in contact with suspected cases have been enlisted for surveillance and, so far, 13 cases have tested positive in Jammu and Kashmir (11 active positive, 01 recovered, 01 death).

According to the daily Media Bulletin on novel coronavirus (COVID-19), 3053 persons have been kept under home quarantine, including at facilities operated by the Government, while as 117 are in hospital quarantine.

Persons who are under home surveillance stand at 1761 while as 551 persons have completed their 28-day surveillance period.

Further, the Bulletin said that 379 samples have been sent for testing, of which 341 tested as negative and 13 cases have tested positive of which one recovered and one died. It said that reports of 25 cases are awaited till March 26, 2020.

According to the Bulletin, the Government of India has requested for volunteer doctors who are fit and willing to be available for providing their services in the public health facilities and the training hospitals in the near future in case the outbreak leads to a high number of infected individuals.

State Health Society, J&K has also called for hiring of specialists and Medical Officers (MBBS) under NHM in J&K. Meanwhile, the government has appealed people to stay in their homes and take the lockdown with utmost sincerity as carelessness of few can throw all others into the grave jeopardy.

Those violating the lockdown orders can face legal action under the Epidemic Diseases Act, 1897, which lays down punishment as per Section 188 of the Indian Penal Code, 1860, for flouting such orders, the government advisory said.

The Government has also urged the general public to maintain social distancing as it is the key to stop and prevent the spread of Covid-19 from those who are infected.

“The intervention includes remaining out of crowded settings, avoiding mass gatherings, and maintaining distance (approximately 6 feet or 2 meters) from others,” the Government advisory said.

Further, the Government has appealed people to not panic and take care of health and protect others.

“Public in general is advised to avoid unnecessary travel and use of public transport. Avoid unnecessary travel and use of public transport; avoid crowded places and large gatherings, do not spit in public. People must take basic precautions for personal hygiene; frequent handwashing with soap and observing coughing and sneezing etiquettes,” the Government advisory added.

The advisory also calls upon the general public to strictly follow the advisories issued by the Government from time to time and rely only on the information released by the Government through the daily media bulletin to print and electronic media.

“People are advised to refrain from spreading rumours and pay no heed to them at the same time,” the advisory added.


Jammu, Mar 26 :  Managing Director Jammu Power Distribution Corporation Limited (JPDCL), Yasha Mudgal visited various quarantine centers of district Jammu to ensure adequacy of security, logistics like food/essential commodities etc, medical surveillance and sanitation arrangements

During the tour, she visited five quarantine centers including Teacher Bhawan Gandhi Nagar, Yatri Bhawan, Bhagwati Nagar, NHPC Guest House Railway Road, Hotel Red Rose Narwal, Pahari Hostel Bantalab.

Directions were passed to the concerned staff to take necessary measures to cope up with the emergent situation arising due to COVID-19 to detect, test, treat, isolate, trace and mobilize the people in order to prevent future cases. After reviewing the arrangements, the concerned officers were directed to implement the quarantine guidelines in strict possible manner, while taking care that the patients are provided adequate comforts and proper medical care.


Jammu, Mar 26 :  Cabinet Secretary, Rajiv Gauba today held video conference with Chief Secretaries of all States/Union Territories to review supply chain management and transportation of essential commodities and services in and out of the State/UTs during the lockdown period as announced by the Prime Minister to deal with the Coronavirus outbreak. The meeting was also attended by Home Secretary, Ajay Kumar Bhalla, Secretary Health, Preeti Sudan and other Secretaries of concerned Ministries.

Chief Secretary, BVR Subrahmanyam, Director General of Police, Dilbag Singh, Financial Commissioner, Health, Atal Dulloo, Principal Secretary, Home, Shaleen Kabra, Principal Secretary, Planning, Rohit Kansal, Commissioner Secretary, Industries & Commerce, Manoj Dwivedi, IGP Jammu, Mukesh Singh, Secretary, FCS&CA, Simrandeep Singh, Mission Director NHM, Bhupinder Kumar, Deputy Commissioner Jammu, Sushma Chauhan and Commissioner JMC, Avny Lavasa participated in the video conference.

Cabinet Secretary while interacting with Chief Secretaries of the States/UTs sought details from them with regard to the implementation of lockdown and arrangements put in place for maintenance of supply chain and transportation of essential goods/services as already notified by the Government of India. He said it is imperative to successfully implement the notified lockdown/restrictions, but at the same it is necessary to ensure the unhindered transportation/supply of essential services, which have been exempted under the various prohibitory orders.

Cabinet Secretary commended the States/UTs for implementing the lockdown restrictions seriously. He asked them to further sustain the restrictions in an effective manner for the period as the partial implementation will not solve the problem.

While referring the issue of trucks being stranded in many States, the Cabinet Secretary said that the District Magistrates be asked to ensure that the trucks carrying essential goods/medicines/perishable items should not be stopped and be allowed to reach their destinations.

Considering the rise in the confirmed coronavirus cases in the country, the Cabinet Secretary asked all States/UTs to upgrade their hospitals/infrastructure with the resources available with them. He emphasized that at least, one Government hospital should be fully equipped with doctors, staff and equipments to tackle Covid-19 and that hospital should be a dedicated health facility exclusively for treating patients having infected with the virus.

Later, Chief Secretary reviewed stock position of essential supplies available in the Union Territory and asked Secretary FCS&CA to ensure that supply is not affected anywhere because of the restrictions imposed.

Commissioner Secretary, Industries & Commerce and Secretary FCS&CA were directed to ensure that only industrial units involved in manufacturing of pharmaceuticals/essential items are allowed to carry out their operations and permission to such units be given accordingly.

Chief Secretary directed Commissioner JMC to ensure that RTC buses, hospitals and other important public places are fumigated regularly to avoid the transmission of virus.


Jammu, Mar 25 :  The Lt Governor Sh. G. C. Murmu approved a series of proposals to provide support to the needy and destitute in the light of the extraordinary situation caused by the ongoing Corona pandemic and the consequent lockdown. The move is expected to benefit nearly 35 lakh people including organised and un-organised workers, daily wagers, pension holders and ordinary citizens.

The LG directed the Labour & Employment department to release Rs 1000 to each of the 3.50 lakh workers registered with Building & Other Construction Workers Welfare Board for purchase of ration during the 21 days lockdown period. The department was also directed to ask the ESIC to ensure that all the 2.26 lakh unorganised sector workers registered under ESIC scheme are extended with the relief/compensation including wages through ESIC hospitals/employers as directed by the Central government.

The Social Welfare department was directed to release immediately two installments of old age, disability and family pension to all the 7.7 lakh pensioners. The department would also additionally cover the 1.7 lakh pending cases thereby ensuring 100% coverage of all eligible cases.

The LG also directed the Finance department to request the banks to honour requests for overdraft by Jan Dhan account holders. This decision would help nearly 22 lakh Jan Dhan account holders.

In a major relief to contractors and other categories, it was directed that bills for all authorized works and approved procurements which could not be presented before March 31 due to the ongoing situation would be entertained in the next financial year as well.

These decisions were in addition to the decisions already taken yesterday by the Administrative Council under the Chairmanship of the Lt Governor whereby a number of relief measures including two month ration under PDS, one month’s advance ration under Mid-Day meal, ration packets for slum dwellers and destitutes and Rs 45 crores for management of COVID-19 under Disaster Response Fund had been approved.
