HC to introduce Video-Conferencing facility for litigants from far flung areas: Chief Justice

Justice Badar Durrez visits Kargil Courts, interacts with Judicial Officials, Lawyers

KARGIL, SEPTEMBER 15:  Chief Justice of the Jammu and Kashmir High Court Justice Badar Durrez Ahmed today said efforts are on to introduce video conferencing facility for the litigants from far flung areas of the state.

Chief Justice is on a tour to Ladakh and was speaking during his visit to various courts in Kargil. He said in order to ensure speedy disposal of cases and to lessen the inconvenience to the litigants hailing from Kargil and Leh districts; the High Court will soon introduce a mechanism for hearing cases through video conferencing from Srinagar and Jammu. He said Video Conferencing will save precious time of the people living in far flung areas.  

He said the DPR for the construction of New Court Complex at Kurbathang Kargil has been submitted to the Government and the construction of the complex shall start next year.

During his visit to the Court Complex Kargil, the Chief Justice took stock of its functioning. He was accompanied by High Court Judge Justice Tashi Rabstan, Registrar General J&K High Court, Sanjay Dhar, Principal Secretary to the Chief Justice Jawad Ahmad, Principal District and Session Judge Kargil Syed Sarfaraz Hussain Shah, Chief Judicial Magistrate Kargil Spalzes Angmo, other judicial officers and members of the Bar Association Kargil.

The Chief Justice also interacted with the judicial officers and members of the Bar Association Kargil and inquired about the status of cases that are sent from district Kargil to the High Court for disposal.

Justice Badar Durrez also inquired about the membership status of the association and gave a patient hearing to the issues and demands raised by the bar members on the occasion which included the establishment of Circuit Bench of High Court, construction of court building, establishment of consumer court, steps for making District Jail Kargil functional, grant in aid to the Bar Association and construction of chambers for new bar members and installation of heating facilities in the court complex.

The Chief Justice also inspected various sections of the Sessions Court, CJM Court and Special Court housed in the Court Complex and inquired from the officers about the status of civil and criminal cases in the district. He was also apprised about the functioning of Munsif Court Drass, Sankoo and Zanaskar. In the e-Section of the Court Complex he took stock of the updation of cases on the Case Information System (CIS).

Later, the Chief Justice also visited the allotted site for the construction of New Court Complex and inquired about the status of the land. The officers of the Revenue Department informed the Chief Justice that out of the total committed allotment by the District Administration, 47 Kanals of land has already been allotted to District Court Kargil while as 13 canals shall be formally allotted in near future.

The Chief Justice emphasized upon the revenue officers to take immediate measures in this regard so that the construction work is facilitated in the smoothest possible manner.

Earlier, the Chief Justice also visited Munsif Court Drass and underlined the need for introduction of innovative measures for effective disposal of cases. He also visited Drass War Memorial at Bhimbhat and paid rich tributes to the martyred soldiers.
