JAMMU, NOVEMBER 8 - Minister for Food, Civil Supplies and Consumer
Affairs, Tribal Affairs Chowdhary Zulfkar Ali today asked the officers of the
department to work with proactive approach for successful implementation of
Electronic Public Distribution System (ePDS) in the state.
Speaking during the meeting convened to review the progress of
implementation of ePDS in the state, the Minister said that to make the system
fully transparent, it is important that every aspect of ePDS should be
completed as soon as possible so that visible changes can be noticed on the
ground.
The meeting was attended by Commissioner Secretary FCS&CA
Mehraj-ud-din Khan, Director FCS&CA Kashmir Nasir Khan Wani, Director
FCS&CA Jammu R A Inqalabi, Deputy Secretary Arun Kotwal, Joint Director
FCS&CA Jammu, Deputy Directors, Assistant Directors of Jammu division and
other senior officers of the department.
During the meeting, the Minister discussed district wise target reports
and asked Directors Jammu/Kashmir to ensure that the variation in the target
report is reduced to zero for both PHH and NPHH category immediately. He asked
the officers to place right beneficiary in right category to avoid any
disturbances during ration distribution.
While discussing the progress on trial run of Supply Chain Management in
the state, the Minister said that on December 1, 2017, Supply Chain
Management will be made operational in the state adding that all the related
work needs to be completed before its formal launching.
Regarding Aadhar seeding, Zulfkar seeks district wise report and asked
for achieving the given targets in 20 days. “All the
generated Aadhar should be seeded immediately as it has been made mandatory for
receiving ration March 31, 2018 onwards. Taking note of slow progress of Aadhar seeding especially in
Kashmir division, the Minister fixed the targets for districts and asked the
concerned to complete it within 15 days.
To strengthen the monitoring system in the department by geo-tagging of
its assets through Geographical Integration System (GIS), the Minister sought
the district wise details of capturing of GIS Information of Fair Price Shops.
While discussing the progress made on this important aspect of monitoring
system, Zulfkar asked for completing the same within 2
days.
Speaking about the installation of Point of Sales (PoS) machines on
pilot basis in government food outlets, Fair Price Shops (FPS), the Minister
said that PoS installation will be launched on November
12 from district Samba.
For entering the details of the Vigilance Monitoring Committee on the
portal, the Minister directed the concerned to complete the task within 7
days. While lauding the efforts of Assistant Directors, who have shown good
performance in capturing of GIS Information of Fair Price Shops and completing
the task of Vigilance Monitoring Committee, the Minister asked the Commissioner
Secretary FCS&CA to award appreciation letters to those deserving officers.
On the slow progress on distribution of ration cards to the
beneficiaries especially in Jammu division, the Minister directed the concerned
to distribute the same to the consumers immediately under all categories. The
Minister was informed that in Kashmir division, the work on distribution of
ration cards has almost been completed.
During the meeting, all the Assistant Directors were directed to forward
daily report of Ration Cards being distributed in their respective districts to
the appointed nodal officers. Zulfkar also asked the nodal officers to ensure
the distribution in given time frame.
Regarding the establishment of Call Centre Cum Command and Control Room
in the Directorates, it was informed to the Minister that both the directors
have visited Hyderabad to check the existing system there and soon the work on
the same would be initiated in the state.
In order
to maintain the old records of the department especially of Trade & Store,
the Minister asked for digitalization of records for future reference.
It was also decided in the meeting that all the payments to SRTC will be
stopped till they install GPRS on their vehicles carrying food grains and
government order in this regard will soon be issued by the administrative
department.
Later, the Minister also reviewed status of installation of Bio-Metric
attendance system in all offices and stores of the department.
Speaking to the officers, the Minister stressed on strict
adherence of instructions issued in the meetings and said the decisions taken
in the review meetings should be implemented in letter and spirit. He also
emphasized on need for making collective efforts in improving the functioning
of the department.
