Nov 9: The National Green Tribunal (NGT) on Thursday pulled up Delhi, UP,
Haryana, Punjab and Rajasthan authorities over the killing air pollution in the
Delhi and NCR region, hereby directing them to put a halt to all kinds of
construction activities till November 14.
The NGT said that under article 21 and 48 of the Constitution that people have the right to live in a clean and conducive environment, stressing that right to life was being being denied to them, since they were not getting clean environment to live. “All construction activity in the entire Delhi-NCR is hereby prohibited. Construction of any kind will not be carried out by any person, private or the government,' said Justice Swatanter Kumar, chairperson NGT.
It was also directed by court that 'All corporations and department of health should constitute a team to visit areas under their jurisdiction to make sure there was no burning of waste, which was equally applicable for Ghaziabad, Faridabad, Noida, Palwal, Bahadurgarh and other neighboring and affected areas. The green court also said that labourers working on such construction sites will not be denied daily wages during the period. The green court also directed the neighbouring state Govts of Punjab, Haryana, UP and Rajasthan, and asked them to ensure there was no crop burning, while appropriate incentives and benefits to be issued to farmers for not burning stubble. In a bid to control the alarming situation in Delhi, the green court also gave directions including, sprinkling of water in the areas where Pm 10 was more than 600 micrograms, while daily cleaning of roads after water sprinkling to make sure there was no deposition of dust. In view of improving the ambient air quality , the green bench also directed the authorities to implement EPCA’s directions. The Tribunal has also put a ban on plying of trucks carrying construction material like sand and cement within the capital, while 10 year old diesel cars and 15 year old petrol cars have been asked to be taken off the road by concerned authorities and being parked at identified sites. The matter is to be scheduled to be heard further on November 14. UNI
