JAMMU, NOVEMBER 02: As a part of observance of Vigilance Week, State
Vigilance Organization (SVO) today held series of awareness camps at district
headquarters on the theme “My vision corruption free India”.
The camps were attended by senior government functionaries including
department heads and Drawing Disbursing officers and Departmental Vigilance
Officers (DVOs).
The SVO Udhampur-Doda-Kishwar-Ramban Range organized the awareness camp
at Udhampur which was inaugurated by District Development Commissioner,
Ravinder Kumar as the chief guest.
In his address, the Chief Guest stressed on the need for collective
efforts to eradicate the menace of corruption. He pitched for adopting zero
tolerance policy against unfair and corrupt practices committed by any one irrespective of his or her status. “We as
responsible citizens should will and ability to eliminating corruption from the
society” he added.
Earlier, a
power point presentation regarding aims and objectives of the vigilance
organization was given by Deputy Superintendent of Police, Kamaljeet Singh. He
said that the organization investigates cases of corruption, fraud, misconduct
and abuse of official position committed by any state government functionary. He also
deliberated on the role of media, public and social organization in the
eradication of corruption.
He further
said that parents and teachers can play a key role in enlightening the young
minds about the fallout of this menace and enable India to emerge as a
corruption free country.
Later, a pledge to make India corruption free was also administered to
the participants.
The camp was attended by Additional District Development Commissioner,
Arvind Sharma, Assistant Commissioner Revenue, Subash Dogra, GM DIC, Suram
Chand Sharma, PO DRDA, Dr. Jagdish Mehra, Executive Engineer PHE, Ashok Sharma,
Executive Engineer PDD, Rashpal Chand, PO IWMP, Sushil Kesar, Deputy controller Civil Defence, Shamsher Singh,
Assistant Director FCS&CA, Haroon Naik, DFO (T), Jugal Gupta and officers
of various departments.
Poonch
A similar camp was held at border district Poonch. The camp was held
under the chairmanship of deputy commissioner, Tariq Ahmad Zargar and attended
by DVOs and DDOs
Addressing
the officers, the DC said all government functionaries from top to bottom are
public servant and their priority should be to provide best services to the
common man who is paying for their salaries as the tax payer.
“Dishonesty
is not confined to accepting bribe but also shying away from performing our
duties, adopting delaying tactics and not giving out our best” he added.
He said that officers are the guardians of the state exchequer which
they need to protect and ensure that it may not go waste. He stressed on the
need for promotion of “e-governance & e-payment at all levels”
On the occasion, experts from vigilance organization including Dy SP
Gardari Lal enlightened the participants about various procedures and process
adopted by the VO while dealing with complaints. He said that DVOs & officers should be prompt in dealing with complaints
registered against their organization or public servants.
At Rajouri District Administration in collaboration with State Vigilance
Organisation, also organised a workshop for Departmental Vigilance Officers and
Drawing & Disbursing Officers on the theme “Corruption
Free society”.
District Development Commissioner, Dr Shahid Iqbal Choudhary,- the
chief guest impressed upon the Departmental Vigilance Officers to strengthen
internal vigilance mechanism and build capacity of staff dealing with finances, administrative affairs and quasi-judicial work.
Dr Shahid dwelled on the role of State Vigilance Organisation and asked
the departments to coordinate with it for preliminary verifications required to
be conducted for detection of any kind of embezzlement, fraud or corrupt
practices. He stressed on maintenance of records and files, prompt disposal of
public grievances and complaints and assigning of proactive role to DVOs.
He called for greater transparency and public participation in decision making
for striking an efficient, corruption free and healthy administrative network
at all levels. He also underlined the important of prompt decision making to
avoid delays.
SSP Vigilance and senior officers gave a detailed PowerPoint
presentation on issues and procedures involved in investigation, measures for
prevention of corruption and steps involved in detection of fraud. They also
responded to the queries raised by the officers regarding the functioning of SVO,
mainstreaming of anti-corruption measures in development administration and
other related issues.
