New Delhi, Dec 21: The Rajya Sabha was adjourned for the day on Thursday as Congress party members
continued to disrupt proceedings over its demand for an apology from Prime
Minister Narendra Modi for his Pakistan conspiracy remarks against his
predecessor Manmohan Singh and on 2G spectrum acquittals.
The Government attempted to break the deadlock by fielding
noted cricketer and nominated member Sachin Tendulkar to deliver his maiden
speech in a short-duration discussion, but it did not deliver.
It was the fifth straight day that there was no transaction of government business in the Council of States.
When it reassembled after lunch, agitated Congress members created ruckus prompting Chairman M Venkaiah Naidu to adjourn the Upper House for the second and final time.
Even as Mr Tendulkar was on his feet to open the discussion on the future of sports in India, Congress members raised slogans against the BJP. They were heard shouting that the BJP should stop misguiding the nation.
Trying to bring the House to order, Mr Naidu requested the agitating members to allow Mr Tendulkar, 'a Bharat Ratna and a legendary cricketer,’’ to deliver his maiden speech.
He said a number of attempts had been made to break the deadlock even outside the House but there was no consensus.
“All focus should be on Sachin Tendulkar,’’ he told the House, and turning to the Congress members said ‘’don’t create trouble and get a bad name. This is not the practice, do not go beyond limits. A legendary sportsman is standing before you and you don’t want to listen. You don’t have sportsman spirit.’’
He also ordered that there will be no live telecast without permission of the proceedings.
Earlier, as soon as the House assembled for the day, Leader of the Opposition Ghulam Nabi Azad said they were expecting the Prime Minister's presence in the House as it was his question day, and they wanted his clarification on his 'false allegation' against Dr Manmohan Singh, but today something more (court acquittals in 2G scam case) had happened.
Motioning towards the Treasury benches, he said it was because of the 2G issue that 'today you are there and we are here (Opposition benches).'
His remarks about the Prime Minister were strongly protested by the members on the treasury benches and they objected to the use of ' false allegation,' phrase, to which Mr Azad said that he had not said anything unparliamentary.
He asked, 'if the Prime Minister's allegation were not false, then should we accept that Dr Singh conspired with Pakistan?'
While the verbal duel was going on between the Opposition and Treasury benches, Mr Naidu told Mr Azad that he would not allow him to speak on the issue as he had not received any notice. On this, Congress Members trooped into the Well of the House raising slogans, making it impossible for the chair to proceed with Zero Hour.
Mr Naidu asked Mr Azad to call back his members to their seats. 'You don't want to run the House. You can't raise any issue without my permission, and I am not giving my permission.'
He said if there was something serious, it could be raised with the permission of the Chair and asked Congress members to desist from naming any party, the Prime Minister or his predecessors in their protests.
The Congress was unrelenting, which finally forced the chair to adjourn the House till 1400 hours and subsequently for the day. UNI
