New Delhi, Dec 21: The Government on Thursday called upon elected MPs to launch a public movement
emulating the works of Anna Hazare for water conservation and said legislating
mere new laws might not yield expected results.
"About framing of a new law for making conservation at
various levels mandatory, there is a second opinion also. It is considered that
better results may be found if such a mission is taken up voluntarily,"
Union Water Resources Minister Nitin Gadkari told the Lok Sabha during Question
Hour.
He said the traditional wisdom on this that 'water must be preserved at local or sources of origin' must become a part of the people's movement and students, educational institutions, NGOs and also charitable trusts should be involved.
"Anna Hazare has worked on this in Maharashtra. Already lot many people, including religious leaders and organisations like Art of Living, are working on this and I would appeal to the members to take up the movement with earnestness in all areas especially where there is water shortage," he said.
The Minister was answering to supplementary questions from members, including Shobha Karandlaje (BJP) and Eknath Shinde (Shiv Sena).
Ms Karandlaje also wanted to know if some states have failed to implement the Master Plan and the number of over-exploited units for ground water has increased.
To a supplementary query from Trinamool Congress member Aparupa Poddar, the Minister said there is "no research work" done so far on cloud harvesting. "But we are open to ideas, if you have anything specific about success story of such research, we may refer it to science and technology department," Mr Gadkari said.
The Minister told the members that the rise or fall of ground water level depends on several natural and man-made factors.
He further said his ministry has circulated a Model Bill to all the states and union territories to enable them to enact suitable ground water legislation for its regulation and development. This can also include provision of rain water harvesting. UNI
