JAMMU, JANUARY 19 – The Minister for PHE, Irrigation and Flood Control, Ch. Sham Lal informed the House that the Irrigation and Flood Control Department,
Kashmir, in collaboration with Department of Disaster Management, Relief,
Rehabilitation & Reconstruction of J&K, has floated the Expression of
Interest(EoI) for consultancy services for conducting surveys, studies,
formulation of comprehensive FM Plan and preparation of detailed project report
for flood management works on river Jhelum and its tributaries through Project
Management Unit Jhelum Tawi Flood Recovery Project funded by World Bank.
He said the study also includes the options for treatment of catchment
areas of Jhelum Basin.
Replying
to a question by Mr. Abdul Rahim Rather, the Minister said that three DPRs
amounting to Rs.43.90 crore submitted for flood protection works on Gawran,
Daksum, Gadole, Koril, Khalshi and Main Brenghi Nallah, have been cleared by
Technical Advisory Committee (TAC). He said that these projects could not be
submitted to Union Government for funding due to change in guidelines i.e.
funding pattern from 90:10 to 70:30 and again changed from 70:30 to 80:20. He
said that Rs.8.11 crore Gowran/Daksum Nallah, Rs.6.20 crore Gaddol Nallah and
Rs.29.59 crore Main Bringi nallah and its Tributaries will be re-cost as per
revised funding pattern and shall be considered under Flood Management
Programme for its recommendation to Union Government.
The
Minister further said that these projects will be taken up as and when approved
and funded by Government of India under Flood Management Programme.
Meanwhile, the Minister said that nine spots have been executed and
completed at an amount of Rs.39.92 lakhs on Main Bringi Nallah and its
tributaries under Flood Restoration and Spot treatment which include Rs.5.00
lakh F.P work at Theedwa, Rs.3.80 lakh F.P work at NaidArd Nagam, Rs.4.05 lakhs
F.P work at Talk ward Nagam, Rs. 5.01 lakhs F P work at Soya Sogam, Rs.4.55
lakhs F.P work at Khreng, Rs. 7.65 lakhs F P work at Syphon Chek/Ghat Banger,
Rs.4.18 lakhs F.P work at Khungamrag, Rs.3.07 lakhs F.P work at ArdNagam,
Rs.2.61 lakhs F.P work at Bohrikard.
Mr. Kuldeep Raj, while raising supplementary question to the main
question, drew the attention of the government towards need for flood
protection workers in his constituency.
