DODA, JUNE 23: District Development Commissioner, Doda Bhawani Rakwal today issued suspension orders of 18 officers and officials of different departments in the district as they were found absent from their legitimate duties without the prior approval/sanctioned leave from appropriate authority.
The action has been taken after carrying out inspections of various offices in the whole district, on the directions   regarding   punctuality in government offices and making biometric attendance system compulsorily for all the employees working in the state.
Meanwhile, the DDC has ordered an enquiry into the matter and has directed the concerned DDOs to keep the salaries of the aforementioned officials on hold with immediate effect till further orders. He said that the absenteeism culture would be dealt with iron fist.
The DDC further issued directions to all the offices to install biometric attendance system by the end of this month, failing which the salaries of the employees without biometrics shall be kept on hold. He also warned the late comers and habitual offenders to be in office in time otherwise action would be taken against them.

DODA, APRIL 05: District Development Commissioner, Bhawani Singh Rakwal convened a meeting to review National Consultations on “Inclusion of PWDs (Persons with disabilities) in Electoral Process”, here today.
The meeting was attended by ACR Tariq Hussain Naik, Executive Engineer PWD, DEPO, Social Welfare Officer, Naib Tehsildar Election and other district officers.
During the meeting, DDC directed for devising a comprehensive strategy for “inclusion of persons with disability in electoral process” after consultations with stakeholders. 
He further directed for completion of consultations by April, 15 and submission of consolidated reports by April, 25.

DODA, MARCH 16: District Development Commissioner Bhawani Rakwal today convened a meeting to assess physical and financial progress under various sectors besides progress made in the implementation of the directions issued by the Chief Minister during public outreach programme held in December 2017, here today.
The meeting was attended by ADDC Mohd Hanief Malik, ADC Pawan Kumar, ADC Bhaderwah Imam din, ACR Tariq Hussain Naik, ACD Akhter Qazi, CPO Yoginder Katoch, AD Planning Waseem Raja, Executive Engineers of R&B, PHE, PDD, JKPCC, CMO, CEO besides various other district and sectoral officers.
During the meeting, threadbare discussion and a detailed review with regard to status of work completion and funds utilisation under District Plan, State Plan, Centrally Sponsored Schemes, Mega Projects, MPLAD funds , CDF etc were held and the concerned officers were directed to expedite the pace of work and finish it within allotted timelines.
DDC stressed on proper monitoring of the projects to ensure quality works and strict adherence to the timelines. The officers from various departments gave details of the ongoing development works in different parts of district under their respective departments.
DDC further reviewed the action taken status on the directions issued by the Chief Minster during public outreach programme held on 10th of Dec 2017 and asked the concerned to keep the work list on priority and finish the work by the end of this financial year.
Meanwhile DDC enquired about the financial targets achieved by various departments in their respective sectors and reviewed the status of expenditure incurred under District/ State plan, CSS, MPLAD, CDF, SCA to TSP & SCSP etc.
Directions were passed to all the departments to submit final Excess and Surrender certificates under district  plan for the year 2017-18 by 20th of March 2018.
Later a meeting to review the progress of Swach Bharat Mission was convened by DDC which was attended by ACD and all the BDOs of the district.

DODA, MARCH 12: District Development Commissioner Doda Bhawani Rakwal today convened a meeting to review the progress of Swachh Bharat Mission (SBM) of all blocks of District Doda.
ADC Doda Pawan Kumar, ACD Akhter Hussain Qazi, AD Planning Waseem Raja, DPO Doda Idrees, Xen REW and all BDOs of the District were present in the meeting.
DDC reviewed the Panchayat-wise performance of blocks under Swachh Bharat Mission and set the timelines for completion of all pending works in the current financial year in time bound manner.
During the meeting, District Panchayat Officer  briefed about the progress of the mission. Detailed discussions were held on various issues like Uploading of data in MIS under SBM, Geo Tagging under SBM.
District Panchayat Officer and all BDOs  were directed to achieve the target of geo-tagging and uploading of data in MIS in full within the cutoff date as fixed by the  Chief Secretary J&K. The target for the current financial year under construction, 100% Geo tagging and 100% MIS shall also have to be achieved by the end of the March 2018.
DDC directed all the BDOs to work in mission mode and complete their due assignments with a great sense of responsibility and team spirit so that all targets fixed for this district are met in time. He also directed to achieve the full ODF status for the district by the end of July 2018.

DODA, JANUARY 05:- District Development Commissioner Bhawani Rakwal today visited the area of Pull-Doda to identify the land for rehabilitation of displaced people of the area due to submerging of Old Pull Doda resulting from construction of Baglihar HEP Dam.
The DDC was accompanied by ACR Tariq Hussain Naik and Tehsildar Nasir Ali Natnoo .
During the camp, affected people placed their grievances before the DDC, who assured them early resolution of all the grievances along with on priority identification of suitable   land in nearby area for their rehabilitation so that displaced people start their routine life afresh. The local populace expressed their trust and hope in the present dispensation for swift solution of long pending issues.
During DDC's visit to the dam construction site of multipurpose community hall at Paryote by RDD, he instructed BDO Khellani to remove all bottleneck so that early and timely construction of the said building is executed for the benefit of locals.

The DDC also visited Sub Division Thathri where issue of land for construction of TRC was discussed with revenue officers and Army authorities .During the threadbare discussion with SDM Thathri and Commanding officer 26 RR, it was decided to allot suitable land for TRC by removing some of the structures in the already occupied land of 26RR.

DODA, JANUARY 05:- District Development Commissioner Doda Bhawani Rakwal on Friday convened a meeting with all district officers to review the arrangements for celebration of Republic Day 2018.
During the meeting, it was decided that in case of inclement weather the main functions shall be held at District Police Line Doda whereas if the weather and the condition of Sports stadium improves then the venue will be sports stadium Doda where the VIP shall unfurl the flag and take salute of the March Past contingents drawn from JKP, JKAP, CRPF, Forest Protection Force, NCC and various Government & Private Schools.
DDC Doda exhorted upon all agencies to ensure that all necessary arrangements are put in place well in time for smooth and successful celebration of the Republic Day. Other arrangements pertaining to security, sanitation, sitting arrangements, power supply and other issues related to Republic Day Celebrations were thoroughly discussed.
It was decided that as per past practice, day shall start with the playing of Shehnai Wadan. After the flag hoisting and parade ceremony, cultural items on patriotic and nationalistic theme shall be performed by students of various government and private schools.
DDC directed PHE and PDD to ensure availability of safe drinking water and uninterrupted power supply. Health and fire services were directed to make available sufficient number of ambulances and fire tenders at the venue.
DDC asked Municipal committee to intensify the sanitation drive and make the town beautiful by illuminating govt buildings and the main venue. It was also decided that full dress rehearsal shall be held on 24th January 2018.

ASP Vinay Kumar, Dy SP Hq Ganai Nazir, CPO  Youginder Katoch, ACR Tariq Hussain, ACD Akhter Hussain besides Principals and  Officers of the District participated in the meeting.

DODA, NOVEMBER 01: District Development Commissioner, Bhawani Rakwal along with SSP Doda Shabir Ahmed today visited tehsil Phagsoo and Thathri and convened a public grievance redress camp to listen to the issues of the local people.
        Deputy Commissioner was accompanied by the district and sectoral officers, while a large number of people from nearby surrounding areas attended the camp.
       The issues put forth by the public included compensation to the owners of land acquired for road and various other projects, maintenance and black topping of link road from Thathri to Phagsoo, Cherrah, development of tourism infrastructure at Jantroon Dhar, release of payment under MGNREGA, staff strengthening at accident hospital Thathri, ration cards to beneficiaries and filling of vacant posts of Revenue Department including Patwari.
          The long pending demand  for acquiring land for construction of bus stand at Thathri  for decongestion in the main town was also put forth by the public besides demand for construction of a Degree college already sanctioned at Jangalwar was also laid very enthusiastically .
        Meanwhile, compensation amount for owner of land and trees falling under 48 MW HEP project at Dunadi was also demanded.
     The people of Phagsoo area raised other demands regarding opening of a J&k bank branch along with ATM already sanctioned for the area, a filter plant and a PHC at phagsoo, up gradation of high school Nandna to Hr sec, compensation for land acquired for Thathri-cherra road besides awareness programmes by various deptt was also raised by the public.
    In response to the demands for payments under RDD, ACD Doda informed the Deputy Commissioner that payment will be shortly received by the department and will be distributed on priority.
        Responding to the demand of bus stand at Thathri, DDC directed SDM to make proposal for acquiring land under possession of sheep husbandry department and submit the same for making DPRs at the earliest. Besides directions were passed on to the police deptt to deploy sufficient number of police personnels to avoid wrong parking on highway and prevent traffic congestion.
          He directed PHE deptt to repair water pipelines and argument supply to the cloud burst affected families.
     On the matter of land compensation DDC informed the general public that under PMGSY funds are available and shall be distributed on priority at the earliest whereas under R&B Sector liabilities shall be cleared as soon as funds are released.
    He also directed Xen PMGSY to check the quality of work and BT on various Link Road networks.
        Deputy Commissioner informed that the matter regarding filling of vacant posts of doctors has already been taken with the authorities besides he directed CMO to appoint few doctors on rotation basis till the appointment of new doctors.
        He further informed that for Rabi season, the Agriculture Department has received quality seeds which will be distributed to the farmers soon. Similarly pruning season for horticultural crops is also arriving, so he directed the concerned to organise awareness camps in the area.
       The DDC instructed the concerned officers to take requisite steps to redress the issues raised by the public and put in efforts for overall development and welfare of the public.

       The team of officers present included SSP Doda Shabir Ahmed, ACD Akhter Hussian Qazi, CPO Yoginder Katoch, DPO Doda, BDO Mohd Rafi Naik, ARTO Zubair Ahmed and other officers of district administration.

DODA, OCTOBER 26: District Development Commissioner (DDC) Bhawani Rakwal today visited village Bharath and convened a public grievance redress camp to listen to the issues of the local people.
The DDC was accompanied by the district and sectoral officers, while a large number of locals  and people from surrounding areas including Bagla and Kalihand attended the camp.
 The DDC interacted with the people and listened to their problems and grievances.  The DDC issued on the spot directions to officers concerned for the early redress of certain grievances projected by the people. He   assured that rest of the demands shall be taken up for concrete outcome.
The issues/ demands raised by the public included payment of compensation to owners of land acquired for Bharath-Nagni Road, black topping of remaining stretch of Bharath-keshawn road, development of tourism infra at Nagni Dhar, opening of a handicraft centre at Bharath, release of payment under MGNREGA, activation of irrigation and flood control centre for slide prone zone, repair of HT line and augmentation of power supply, establishment of local unit of floriculture, agriculture and fisheries departments in the area to facilitate the local population  mainly dependent on agricultural and allied activities.
In response to the demands for payment under MGNREGA, ACD Doda informed the Deputy Commissioner that around 50% of the payment shall be released within a week. 
Meanwhile the DDC also said that the district has a liability of Rs 30 crore  for compensation payments, which shall be distributed on priority as soon as the payment is released.
Responding to the demand of black topping of Bharath keshwan road, XEN R&B said that BT has already been done on 3.2 km of 4km stretch up to Nallah , while the work on  rest 800 metre will be started as soon as the Intend is received by the deptt.
The agriculture department was directed to provide best quality seeds to the farmers and start the distribution process at the earliest.   Fisheries deptt was asked to identify beneficiaries and patches of land near water bodies and submit the consolidated report to ACD Doda for construction of the ponds in convergence with RDD for pisciculture.
Similarly deptt of FCS&CA was directed to expedite the process of correction in ration cards and ensure the distribution of available ration cards to the beneficiaries in a speedy and transparent  manner. It was emphasised upon Social welfare department to forward the pending cases under pension schemes for sanction.
Deputy Commissioner directed the PDD to identify the weak points in HT line to Bharath and take up necessary repair of poles, lines and transformers wherever required. It was impressed upon Sheep husbandry department to hold  cattle vaccination camps to reduce  livestock mortality rate in the area.
The DDC instructed the concerned to take serious note of the demands regarding   additional staff in schools, SRTC bus for Bharath, free timber for local residents, availability of wheat flour instead of grains   and resolve the issue in shortest span of time.

  The team of officers present included ACD Akhter Hussian Qazi, CPO Yoginder Katoch, Xen R&B Doda, Xen PMGSY, CMO Doda, DPO Doda, ARTO and other officers of district administration.
