New Delhi, Feb 21: A delegation led by Israeli Ambassador to India Daniel Carmon met Development of North Eastern Region (DoNER) Minister Jitendra Singh, here on Wednesday and discussed issues of common interest including start-ups, food processing, innovation and technology.
According to an official statement, Mr Carmon informed Dr Singh that a Centre for Agriculture, with Israeli expertise was going to be inaugurated in Mizoram on March 7, the first such centre in the North East region being established with Israeli collaboration.
Dr Singh said this centre was the beginning of the larger collaboration between the two countries in this area and DoNER would coordinate wherever required.
He further said it would benefit the farmers of the NE region in the long run and also encourage farmers from other regions.
It would serve as a model of learning for other countries in the Indian sub-continent, he added.
He said Sikkim had been declared the first organic state of the country and Israel could look forward to this kind of collaboration there also. It would benefit the people of the region in the area of innovation, specially for start-ups.
Established at a cost of around Rs 10 crore, the Centre for Agriculture was exclusively for processing of citrus fruits. The project has been set up with the tripartite collaboration of Ministry of Agriculture and Farmers Welfare, Government of Israel and State Government of Mizoram. The country would provide expertise, knowledge and professional support.
Though located in Mizoram, this centre would cater to the whole of the region. UNI

New Delhi, Jan 4: With the Union Government initiatives like UDAN-Regional Connectivity Scheme and rail connectivity, the day is not far when the North Eastern region will become the favourite destination for the young, Union Minister of State for Development of North-eastern Region (DONER) Jitendra Singh told the Rajya Sabha on Thursday.
``With the government’s Start-up, Stand-up policies and venture funding for which a corpus of Rs 1000 crore had been set aside with North Eastern Development Finance Corporation Limited (NEDFI), the day is not far when NE will become a favourite destination for the youth,’’ he said during Question Hour.
Replying to questions on the connectivity of state capitals in the north-east, the Minister said the government had taken several initiatives for basic infrastructure development and providing road, rail, water, telecom and air connectivity in the North-Eastern region.
A green-field airport had been constructed in Pakyong in Sikkim, suitable for operation of ATR-72 type of aircraft. The Airports Authority of India had developed the Tezu airport in Arunachal Pradesh.
There is a proposal to construct a new airport in Arunachal Pradesh for which the state government had been requested details of land acquisition and cost involved.
The Minister said that the Ministry had provided funds to AAI through RCS for up gradation of facilities in the airports and for meeting the viability gap to incentivize air operations.
Mr. Singh said work was on to meet the target of connecting all north-eastern state capitals with rail links by 2022.
While earlier only Guwahati was on broad gauge, Agartala had been recently connected with broad gauge railway.
Broad gauge network had also reached Mizoram and Manipur in 2016-17 and works on providing board gauge to locations near Imphal and Aizawal were at different stages of execution. Work on providing broad gauge connectivity to Kohima had also been taken up.
Work up to Rangpo, 40 kms short of Gangtok, had been sanctioned. Itanagar had been provided with broad gauge connectivity by commissioning new line from Harmuti to Naharlagun.
He said rail link to Shillong had been sanctioned but work has been stalled due to local issues.
To a query on whether the NE Industrial Promotion Policy had been suspended, he said it was still on, restrictions of finance.
However, when the Minister attempted to elaborate further, Chairman M. Venkaiah Naidu asked him to send details to the member who had raised the query. ``The Ministers need not react to every observation made by members,’’ he observed. UNI

New Delhi, Nov 13: India’s first-ever "Air Dispensary" based in a helicopter will start soon in the Northeast region for which the Union Ministry of Development of Northeast (DONER) has contributed Rs 25 crore as part of the initial funding for this initiative.
The Union Ministry of Northeast/DoNER is 'keenly pursuing' the proposal so that by the beginning of 2018, this could be 'the Union Government’s gift to the people of Northeast,' Union Minister of State (independent charge) for Development of North Eastern Region (DoNER) and PMO Jitendra Singh said. He was speaking at a meeting with representatives of the aviation sector and helicopter service Pawan Hans. Dr Jitendra Singh said his ministry had been mulling the idea of introducing a helicopter-based dispensary/OPD service in such far flung and remote areas, where no doctor or medical facility was available and the patient, in need, also did not have any access to any medical care. The proposal put forward by the DONER ministry has been 'accepted and is in the final stages of process in the Union Ministry of Civil Aviation,' Dr Singh said.He disclosed that even today, nearly 1/3rd of India’s population did not have access to proper hospital bed care, as a result of which, poor patients living in remote areas remained deprived of crucial medical care. The experiment being introduced in the Northeast, at the behest of the Ministry of Northeast/DoNER, can also be emulated in other hill states having difficult topography like Jammu and Kashmir and Himachal Pradesh, he suggested. To begin with, the helicopter will be based at two locations, namely Imphal in Manipur and Meghalaya in Shillong. Both of these cities have premier post-graduate medical institutes from where pecialist doctors, along with the necessary equipment and paramedical staff, would be able to move into the helicopter and hold a dispensary/OPD in different locations across the eight North Eastern states. On its way back, he said, the same helicopter can also transport a sick patient, requiring admission, to a city hospital. Giving an account of other new helicopter service plans for the Northeast, Dr Singh said, three twin-engine helicopters are planned to be placed for initial operation on six routes in the region around Imphal, Guwahati and Dibrugarh, an official release here said.
