Ask DDCs to lay special thrust on rural development sector
SRINAGAR, MAY 17: Minister for Rural Development and Panchayati Raj, Abdul Rehman Veeri has said that RDD plays a pivotal role in the transformation of rural sector and everyone associated with this department needs to take keen interest in achieving the positive results. He said the schemes in RD sector are changing socio-economic profile and developmental landscape of the rural areas.
The Minister said this while chairing a meeting with District Development Commissioners of Kashmir division to review the progress of schemes being implemented by RDD at a meeting convened, here today.
Secretary RDD Sheetal Nanda, Director RDD Kashmir Nazir Ahmed, Director RDD Jammu R K Bhat, Director Planning RDD, ACDs and other senior officers.
Terming the role of DDCs important for monitoring the implementation of all government schemes at district level, the Minister said that they should have ensure strong monitoring of these schemes so that a visible impact can be seen on ground.
There are sufficient amount of funding under all the schemes but the need is to utilize them properly, the Minister said adding that the rural people have great expectations from the government and serious efforts need to be put in by all of us.
Addressing the DDCs, Veeri said that besides many government schemes/programmes being implemented by various departments, thrust should be given to the RDD sector. He said that your guidance to ACDs will take them in a right direction and positive results will be achieved.
"DDCs should take a monthly exclusive meeting with ADCs, DPOs, BDOs and Programme Officers (IWMP) so that their progress be monitored and ground issues be resolved in time", the Minister said.
Veeri asked the DDCs to make BDOs responsible and accountable for delivery of services on the ground.
With regard to activities under MGNREGA, Veeri said that convergence mode component of this programme has proved very beneficial and many new works have been added to the list of convergence works.
"We should take maximum benefits out of convergence mode but only after ensuring that works taken up should be completed in given time", he said.
He asked for ensuring distribution of job cards to the registered workers and seeding of Aadhar with their bank accounts for online transfer of wages.
Veeri stressed for creating vermicompost units in the rural areas under MGNREGA. He asked for developing at least one village in a block as organic village to promote organic farming.
The Minister asked for focusing on achieving given targets under SBM and to put in dedicated efforts in making the blocks ODF. He also asked for completing ODF verification at the earliest and to submit ODF sustainability plan at the earliest. The district lagging behind in construction of IHHLs should expedite the works and also the geo-tagging of the assets be expedited.
During the meeting, the District Development Commissioners gave brief overview of the RD activities being carried out in their respective districts and also put forth various issues they are facing at district level including shortage of technical staff at BDO offices.
The Minister assured the DDCs that all the issues raised would be taken care of. He asked Secretary RDD to look into the concerns and resolve them at the earliest for improved performance under the schemes.
On the occasion, the Minister unveiled a booklet comprising details of works that can be taken up under convergence mode in MGNREGA.


Technology driven monitoring mechanism put in place to track works
JAMMU, JANUARY 23: Minister for Rural Development, Panchayati Raj, Law and Justice Abdul Haq Khan said that various programmes and schemes launched by the government aimed for holistic development of rural areas of the state. He said the effective implementation of RDD schemes has changed the lives of people by reshaping the rural economy.
The Minister was replying to the discussion on working of Rural Development Department in the Legislative Council, here today.
With a view to enlighten the House, the Minister highlighted various achievements made by the department during the past three years and also outlined the future strategy to bring era of development in the rural areas of the state.
         He said the department has laid a network of roads, bridges and culverts in the state under MGNREGA that has changed the socio-economic status of the rural populace.
In a first, RDD has done some commendable job after launching MGNREGA scheme in the State, which has been acknowledged at national level and has also won many awards in last three years, he said.
Under MGNREGA, the department has set short terms missions with an aim to create durable assets for the people of rural areas, while jobs are created during the last three years, he added.
 He said that it has identified the rural connectivity a major challenge in rural areas and hence took up the task to focus on rural connectivity in first two years and has constructed 679 bridges, 2283 culverts, 31337 roads during the period.
          The Minister further informed that the department has also constructed 2696 ponds, 885 check dams , 3617 water harvesting tanks , 561 play fields, 72 fisheries ponds, 55 Anganwari centers, renovation of 4622 traditional water bodies and 20143 micro irrigation works while providing jobs to 23.90 lac persons.
          Our main focus is on water harvesting in kandi areas including construction of water harvesting tanks, check dams and other small dams in upper belts to conserve the water, he added.  
He said that after introduction of technology to monitor the assets, all the assets in the districts have been geo-tagged and it is a touchstone of transparency that will enforce better monitoring, recording and management of development works at the cutting edge level.
          He further informed that one ombudsman will be shortly engaged for two districts in the state to look into complaints to bring transparency and accountability in the system.
It was a breakthrough for the department in the implementation of the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) in the State by adopting e-FMS in which system allows direct transfer of fund from State Account to Job card holders Account, reducing human intervention and delays in wage payment, he said.
To boost self-esteem and self-confidence of women folk especially living in rural areas, the Minister informed that biggest success of UMEED scheme in the state is that currently 2.08 lakh women are associated with the 22270 Self Helf Groups formed under the scheme in 68 blocks of the state.

          He further stated that JKSRLM has also been entrusted with the responsibility of training and placing over 1.24 lakh JK youth with an allocation of Rs 1,601.51 crore for a period of three years under Himayat Scheme.

          Kishtwar, November 02: Deputy Commissioner Kishtwar Angrez Singh Rana convened a meeting to review the functioning of Rural Development Department here today
He took a detailed review of the performance in implementation of MGNREGA, PMAY & SBM and other schemes of the department. Expressing  dismay over  slow pace of   geo-tagging of works executed and being executed under PMAY and SBM schemes and failing to update/ upload data on MIS equivalent to man- days generated under MGNREGA, IHHL constructed under SBM and houses approved under PMAY,  DDC gave stern warning to the concerned  to expedite the process and ensure timely updation of data.
Taking strong note of sluggish progress under PMAY Deputy Commissioner has given directions to Assistant Commissioner Development, Executive Engineer REW, District panchayat Officer and Block Development Officers to put in strenuous efforts in this regard.
He warned that any laxity in this regard shall be viewed seriously and      non performance shall invite strict    against the concerned  officers 
The DC has directed the   officers and field functionaries   to complete the process of Geo-tagging & registration of houses under PMAY, geo-tagging under SBM, updation of MGNREGA works on web portal inclusion of deserving poor in the baseline survey and exclusion of undeserving from the SECC list by or before 20th of November 2017, failing which strict action as warranted under rules shall be initiated against the defaulters  He further warned officers to ensure transparency in the working of the department and keep public informed about the decisions taken at village level.

          Reviewing the Block-wise performance of the department in view of the implementation of MGNREGA, SBM, PMAY, the Deputy Commissioner exhorted the concerned officers to ensure that the benefits of all the developmental projects percolate down to the desired beneficiaries. He urged to officers to work with zeal and enthusiasm so that the expectations of people are met.
