SRINAGAR, SEPTEMBER 05: A meeting of Committee on Subordinate
Legislations was held here today under the Chairmanship of MLA, Bashir Ahmed
Dar.
The Committee examined and scrutinized the rules, sub-rules,
regulations, bye-laws of Rural Development Department and observed that the
department should take all necessary steps to further strengthening of the
rules of the department.
Legislators Mubarak Gul, Mushtaq Ahmed Shah and Altaf Ahmed Wani
attended the meeting and gave their valuable suggestions for further
improvement in making the laws of the department more effective and people
friendly. They suggested that maximum facilities should be given to rural areas
so that people from urban areas desire to move there.
The Committee stressed upon the concerned authorities to take all
necessary steps to hold the panchayat elections in the State in time.
The Committee also discussed the Panchayati Raj Act-1989, Panchayati Raj
Rules-1996 and SROs of the department and observed that the same should be
implemented on ground level so that the development of the rural areas could be
ensured.
The Committee directed the concerned authorities to involve the local
representatives while preparing DPR of any development project in their areas
so they can contribute their experience.
The Committee directed the concerned authorities to take adequate steps
to implement rules in the department in letter and spirit.
Commissioner Secretary, Rural Development Department, Nirmal Sharma,
Secretary Legislative Assembly,Secretary, Rural Development Department, Rafiq
Ahmed, Director RDD, Kashmir, Gazanafar Ali, Director, Rural Sanitation,
J&K, Special Secretary Law, Justice and Parliament Affairs, ACDs from
different districts besides other senior officers of concerned department and
Assembly Secretariat were present in the meeting were
present in the meeting.
