Kangra, HP, Nov 2: Stating that "Congress has become a laughing club", Prime Minister Narendra Modi on Thursday called upon voters to overthrow the Virbhadra Singh Government in the November 9 Himachal Pradesh Assembly polls, saying the time has come 'to oust those who have looted the state'.
Addressing his first election rally in Kangra, Mr Modi took a dig at the Congress whose manifesto stated it would not tolerate corruption, but he noted that the Chief Minister himself was on bail for corruption and professing about not being tolerant of corruption when he returned to power.
He hit out, "I feel like the Congress party has become a laughing club."
This district is crucial in the 68-member state assembly as it has 15 assembly seats. In the 2012 elections, the ruling party won 10 seats while three went to the BJP and two others. 
Bharatiya Janata Party (BJP) Chief Ministerial candidate Prem Kumar Dhumal is contesting from Sujanpur constituency.
Mr Modi alleged that the Congress has 'kept five monsters'. These were the 'mining mafia, forest mafia, drug mafia, tender mafia and transfers mafia'.
He told the electorate that the 'souls of these five demons are in the buttons of the polling booth' and urged them to vanquish them 'by pressing the BJP button on November 9 so that the BJP wins with an overwhelming majority.' UNI
