SRINAGAR,
JANUARY 06: Director Agriculture today stressed for keeping liabilities under
check and to ensure that the projects are taken up in consonance with financial
allocations to avoid unwarranted fiscal liabilities.
This
was stated by the Director Agriculture Kashmir Syed Altaf Aijaz Andrabi, while
chairing a meeting to discuss the expenditure and liability position of various
key schemes and projects. The meeting was attended by Joint Director, Agriculture
Extension Ab Rahim Samoon, Joint Director, Agriculture Inputs Sajad Ah Shah,
Chief Agriculture Officers of all the districts and other senior officers of
the department and allied wings.
During
the meeting, detailed discussions were held regarding expenditure and liability
position of various key schemes including RKVY, PMKSY, NSM, NMOP, Soil Health
Scheme etc.
Addressing
the meeting, Director Agriculture emphasized on strict implementation of budget
directives to ensure 100 percent expenditure by the end of the fourth and last
quarter of the current fiscal year. He asked the district heads to accelerate
the utilization of expenditure allocated in the budget.
He
asked the officers to adhere to the guidelines of different centrally sponsored
schemes and ensure that undue liabilities are not created. He also asked to
work out the core issues that lead to the creation of liabilities.
Director
Agriculture said that expenditure management and monitoring system needs to be
put in place for making expenditures result oriented. He said adding that
expenditures should be backed-up with the financial allocation for staying away
from unwarranted fiscal liabilities.
Mr Andrabi directed the concerned officers to submit
the requirement of fertilizers for upcoming Kharief & Rabi seasons to the
concerned office so that the fertilizers can be made available to the farmers
well in time.
