New Delhi, Mar 15: The Rajya Sabha was adjourned on Thursday till 1400 hours after the Congress members created ruckus after the former minister YS Chowdary started accusing the previous dispensation of bifurcating the State of Andhra Pradesh in haste in 2014.
After laying of papers, Chairman Venkaiah Naidu allowed Mr Chowdary to speak under Rule 241 on "as why did he resign from the Council of Ministers". 
When he started accusing the Manmohan Singh-led UPA government for all mess, the Congress members created uproar which forced the Chairman to adjourn the House. 
Mr Chowdary was the Minister of State for Science and Technology in the present government. 
It was the ninth-day in a stretch when the Upper House didn't transact any legislative business. 
Earlier, the Upper House paid tribute on passing away of former member Hamida Abdullah, who died on March 13, 2018.She was 101. UNI
