JAMMU, NOVEMBER 20: As a part of the department-wise pre-budget discussions, the Principal Secretary Finance, Navin Kumar Choudhary today discussed the budget proposals of the Power Development, Education, Youth Services & Sports and Technical Education Departments with the concerned officers.
Principal Secretary Higher Education, Dr Asgar Hassan Samoon, Commissioner Secretary, Power Development Department Hirdesh Kumar, Secretary Education, Farooq Ahmad Shah, Secretary Technical Education, Hilal Ahmad Parray, Director Youth Services & Sports, Sheikh Fayaz, Director Technical Education, Shabnam Kamili, Director Budget Imtiyaz Ahmad and other senior officers of the PDD, Education, Technical Education and Finance Departments were present at the meeting.
The Principal Secretary Finance started department-wise budget discussions here on November 7 in run up to the formulation of the State Budget 2018-19.
Speaking at the meeting the Principal Secretary Finance asked these Departments to ensure judicious and productive use of funds for developmental and other welfare initiatives.

Pertinently, the State Government has started presenting the budget in advance in the month of January to ensure timely release of resources for the developmental initiatives in the State.

SRINAGAR, JUNE 20: Minister for Revenue, Relief, Rehabilitation and Reconstruction, Abdul Rehman Veeri today stressed the need for augmentation of power distribution network in the state.
The Minister was speaking at a high level review meeting of various schemes of Power Development Department (PDD) of Anantnag district here.
The meeting was also attended by Development Commissioner Power Asghar Ali, Chief Engineer PDD (M&RE) Shahnaz Goni, Sheikh Gul Ayaz Secretary Technical (PDD), Khursheed Ahmed, Nisar Ahmed Khan and Daljeet Singh CE Projects. The meeting was also attended by Xens and AEEs of district Anantnag.
To provide succor from the power cuts in a major way in Bijbehara area, the Minister passed directions for the installation of new 10 MVA transformer at Receiving Station Khiram.
The Minister also impressed on the officers to setup a taskforce of PDD officials equipped with necessary equipments for speedy redressal of grievances regarding power distribution in South Kashmir.
He also asked them to setup a dedicated helpline wherein people can register their grievances and provide it wide publicity in print and electricity media.  
Mr Veeri also asked the officers to ensure uninterrupted power supply is provided on auspicious occasions of Shab-e-Qadr, Jumat-ul-Vida and Eid-ul-Fitr.
He also stressed on the officers to direct field staff to check the condition of transformers in their respective areas regularly.
The Minister impressed on the officers to ensure time bound and early completion of various new schemes and initiatives being taken in the power sector.

The Minister also asked officers to synergize efforts for better transmission and distribution of electricity in their respective areas.

Accountability fixed from highest position for T&D losses; gap in response time; system maintenance, monitoring
JAMMU, JUNE 09:  The Government has decided to go for a stringent performance audit in Power Development Department (PDD) ranks followed by strict administrative action against the deficient functionaries.
“The audit will be from the highest level and may invite   punitive action to the extent of declaring lacking officers as deadwood” Deputy Chief Minister, Dr Nirmal Singh said here today at a high level meeting of the department.
Reviewing general power scenario and restoration of damages caused by recent windstorm, the Deputy Chief Minister expressed dismay over delayed response to the public complaints of power breakdown and lingering on the implementation of directions issued from time to time. He asked the functionaries to deliver or get ready to face the music.
The meeting was attended by Secretary Power Development Department, Dheeraj Gupta, Development Commissioner Power, Asgar Ali, Deputy Commissioner, Jammu Kumar Rajeev Ranjan, Chief Engineer M&RE, Jammu Ashwani Gupta, SEs and Executive Engineers of Jammu districts.
Taking review of different wings, Dr Nirmal Singh said the responsibility will be fixed from the highest level down to the line in terms of Transmission & Distribution losses, low revenue collection, power theft and breakdowns due to unchecked loads.
He specially stressed on quick response to complaints of breakdown, even as ordering stringent action for any lapse in the maintenance and monitoring of the system.
For proper system maintenance, the department will get the support from district and local administration to keep tab on functioning of each Feeder line including snags, pilferage and legalisation of connections, the meeting decided.
Dr Nirmal Singh informed that the practice has already been introduced in Reasi during his recent tour to the district where one administrative officer have been asked to own each Feeder line for effective monitoring of power supply.

The meeting also decided to create Whatsapp group in each district to receive public complaints and monitor the response to avoid public outcry over delay.  The Whatsapp   group would be monitored by the concerned Deputy Commissioners.

Asks authorities to cover un-electrified villages/hamlets on priority
SRINAGAR, MAY 24: Department Related Standing Committee (DRSC) today directed the Power Development Department (PDD) to regularize the services of daily wagers working in Power Development Corporation (PDC) on the same analogy adopted in respect of daily wagers of PDD.
This was directed by Member Legislative Council Ramesh Arora, who is also Chairman DRSC, during a meeting convened to review the functioning the PDD and PDC here today.
The Committee also directed the concerned to provide electricity to all un-electrified villages/hamlets in the State on priority.
Legislators Showkat Hussain Ganai, Mohammad Khursheed Alam, Firdous Ahmad Tak, besides special invitees Naresh Kumar Gupta and G L Raina were also present in the meeting. They gave their suggestions to improve the functioning of the PDD and PDC to make them more viable and result oriented.
The Committee also asked the concerned to take all the necessary steps which will help in further improving the working of the department at grass root level besides strengthening the power infrastructure in the State, especially in rural and far off areas.
On the occasion, Commissioner Secretary PDD, Dheeraj Gupta, briefed the Committee about working of the department besides progress made in various flagship and other centrally sponsored schemes. He briefed about different aspects of budget components including Capex Expenditure on Projects (CEP) and said that 50 percent budget allocations have been released so far.
He informed that Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY) has been sanctioned for an amount of Rs 619.67 crores for electrification of 83 un-electrified villages in 21 districts of Jammu and Kashmir. The programme aims at creation of infrastructure in power distribution system for strengthening and electrification of un-electrified households in the rural areas, he added.
 He further said that efforts are on to improve various services being provided by the department to consumers with special emphasis on improving power supply scenario in the State. Besides, life saving equipment has also been provided to line mans to ensure their safety while executing duties for the department, he informed.
            The Committee also discussed other issues of department including, expediting works on power projects in the State, filling vacant post of lineman, status of installation of smart meters in Srinagar and Jammu cities, installation of street lights among others.  

          Managing Director JKSPDC Shah Faesal, DCP Asgar Ali Majaz, Chief Engineers, M&RE, Kashmir and Jammu, Chief Engineers of different wings of PDD besides senior officers of PDD, PDC and Council Secretariat were also present in the meeting.
