Discusses legislations of F&CSCA
SRINGAR,
SEPTEMBER 26- A meeting
of the Committee on Subordinate Legislation of Jammu and Kashmir Legislative
Assembly was held here today under the Chairmanship of MLA, Bashir Ahmed Dar.
Legislators, Mubark Gul, Aijaz Ahmed Khan,
Mushtaq Ahmed Shah and Abdul Rahim Rather participated in the meeting.
The Committee held threadbare discussion
on the status of existing rules, regulations, scope of their further amendment
and implementation in respect of Department of Food, Civil Supplies and
Consumer Affairs Department. The issues related to Public Safety Acts,
Jammu & Kashmir Consumer Protection Act, Hoarding and Profiteering
Prevention Ordinance Svt, 2000, Jammu and Kashmir Legal Metrology (Subordinate
Recruitment Rules, 2009, The Jammu & Kashmir Weight & measures
(Enforcement Act, 1997 and Jammu and Kashmir Brick Kilns (Regulation) rules,
2011 were prominently figured in the meeting and the Members put forth their
views and valuable suggestions to make these laws more effective. The Committee
opined that the Rules need to be reviewed after some period of time to make
these people friendly.
The Committee also took serious note of
price hike of essential commodities by the traders arbitrarily at their own and
directed the concerned authorities to take strong action against the offenders
under relevant provisions of law. The committee also directed for regular
monitoring of allied commodities, especially the eatables, packed food, their
weight so that the consumers get quality food items on genuine rates. It also
directed for prominently displaying the rate lists by the dealers/shopkeepers
for the information of consumers. The Committee also called for streamlining
the supply of K.oil to the consumers and stressed the need for stepping up
efforts to ensure regular checking of adulteration of food items and Petroleum
products.
Commissioner Secretary, Food, Civil
Supplies and Consumer Affairs, Shafiq Ahmed Raina briefed the Committee about
the overall working of the Department and present status of implementation of
Rules and initiatives taken for their further amendments.
Among others Secretary Legislative
Assembly, M R Singh, Special Secretary, Department of Law, Justice and
Parliamentary Affairs, Additional Secretary, Food & Civil Supplies, Joint
Controller, Legal Metrology Jammu, and senior officers and officials of
concerned department, besides officers and officials of Assembly Secretariat
were attended the meeting.
