Revenue officials updated about DILRMP
JAMMU, SEPTEMBER 28: A two day workshop-cum-training on scanning and
digitization of land records was organized here today at the Revenue Training
Institute.
The two day workshop organized under Digital India Land Records
Modernization Programme (DILRMP) was conducted on the directions of the Revenue Minister, Abdul Rehman Veeri and
concluded here today.
Commissioner, Survey and Land records, Shahid Anayatullah, inaugurated
the workshop which was attended by Regional Director, Survey and Land
Records, Rifat Kohli, Principal Revenue Training Institute, Harvinder Kour, Assistant Settlement Officer, Jammu, Tehsildars, Consultant, JaKLaRMA,
Project Co-ordinator, DILRMP, Jammu Sr. Manager, Ramtech Software Solutions
Private Limited (service Provider) , Naib Tehsildas, Girdawars and Patwaris of
all the Tehsils of district Jammu.
At the very outset, Commissioner, Survey and Land Records informed the
participants about the importance of digitization of the revenue records in the
state. He said that after 1947, J&K state has undergone many reforms with
respect to ownership and the allied rights, which calls for proper updating
and preservation of the old records.
“The project
envisages transparency and clarity in the title of the land holders which will
ultimately minimize the land disputes” he asserted. He said
that updated Jamabandis are the pre-requisite for the implementation of the
project, and if the Service Provider does not get updated Jamabandis, the
project will not meet its desired ambition.
He said that
the revenue Minister and the Financial Commissioner Revenue, J&K are
personally reviewing the progress in this regard so that the project is
properly implemented. In this backdrop, he requested the revenue
officers/officials to work with zeal to make this project a true success story.
The Regional Director, Survey and Land Records, Jammu acquainted the
participants with various components of the project. She informed about the
scanning, Khasra indexing, data entry of the textual records, digitization of
the cadastral map and its use with respect to the satellite imagery and
integration with the records.
She said that the biggest achievement of the project would be that in
the coming times, the users/public will be able to have access to the revenue
records in their mobiles like other mobile apps. It was also highlighted that
Tehsil Jammu west has been earmarked on pilot basis under the DILRMP and the
updated Jamabandi and cadastral map of village Chak Lal Din of this Tehsil has
been integrated.
Dr. Rana Singh presented a power point presentation with regard to the
scope and objectives of the Digital India Land Records Modernization Programme.
He acquainted the officers about the way in which the project will be carried
out in the State. He said, in Phase-I, two districts viz., Jammu and Srinagar
have been taken up for end to end solution. However, three activities viz.,
Establishment of Ground Control Points (GCPs) network across the state,
Scanning of old records/archival of scanned data and development
of Web-based Enterprise GIS are to be taken up in one go for the
entire state in Phase I only. 10 more districts will be taken up in Phase-II
and the remaining in Phase-III. He further informed the participants about the
modalities which are already put in place at the Central Record Room, Gole
Gujral, Jammu where the main centre for the implementation of the project has
been set up.
The workshop was conducted in a participative manner wherein all the
aspects and issues relating to the project were deliberated upon in detail and
an overall perspective was put across so as to familirise the officers and
officials of the revenue department with the programme.
