Jamabandies of 68 villages completed
GANDERBAL, SEPTEMBER 05: A meeting of revenue officers was held under the chairmanship of District Development Commissioner Ganderbal, Dr Piyush Singla to review the progress of Digital India Land Record Modernization Programme (DILRMP) in the district.
The meeting was attended by Assistant Commissioner Revenue Ganderbal, Nisar Ahmad, Tehsildar Ganderbal Rabiya Yousuf, Tehsildar Wakura, Gh Mohammad Bhat, Tehsildar Kangan, Mushtaq Ahmad, Tehsildar Gund, Fareed-ud-din Khatana, Tehsildar Tullmulla G.M Khatana, Naib-Tehsildar, Lar, Farooq Ahmad and Assistant Revenue Attorney, Ganderbal Altaf Hussain.
At the outset, all Tehsildars   gave a brief account of the progress made in respect of implementation DILRMP in their respective jurisdiction.
ACR informed that out of 139 target villages, writing of jamabandies of 68 villages is completed, writing of jamabandies of 28 villages is under progress and writing of jamabandies of 26 villages is yet to be started.
Regarding writing of remaining Jamabandis, the DDC impressed upon the Tehsildars for completion of pending jambandies by end of November this year.
Speaking on the occasion, the DDC said digitization of land and property records will directly boost the government’s Digital India mission and will also help in avoiding confusion between government land and private land.
During the meeting several issues were put forth by Tehsildars regarding stationery and dearth of ground staff for writing of jamabandies, DDC issues Instructions to ACR, Ganderbal for looking into matter and for making necessary arrangements.
DDC stressed upon the revenue officers to work with more zeal and dedication for the smooth and early implementation of the project (DILRMP) in the district.


77.55 lac documents scanned for digitization
SRINAGAR, JULY 03: Financial Commissioner Revenue (FCR), Dr. Asgar Hussain Samoon today visited the Central Record Room Bemina to inspect the progress of implementation of Digital India Land Record Modernization Programme (DILRMP).
The Regional Director Survey and Land Record gave the latest status of the implementation of the project.
The FCR moved around the central record room to have a firsthand review of progress. He was informed that so far 77.55 lakh documents have been scanned, out of which 24.86 lakh documents have been approved after quality check.
Similarly, 26487 Massavis have been scanned out of which 335 Massavis of District Srinagar have been digitised. Besides 20 Jamabandis updated by the revenue staff have been taken up for digitisation out of which 14 have been digitised.
Samoon impressed upon the officials to work with zeal and dedication so that the project is completed at earliest.


RAMBAN, JULY 02: Regional Director (RD) Survey & Land Records (Ex-Officio Settlement Officer) Chenab Valley Doda, Mohammad Hanief Malik launched the scanning process of the revenue records   under Digital India Land Records Modernization Programme (DILRMP), here today.
ACR Ramban VevaikPuri, Tehsildar Ramban, Parmod Kumar, Naib Tehsildars and other officials of   revenue department were also present on the occasion.
Director informed about the aim of the programme to computerise all land records, digitise maps, up-grade the survey and settlement records. He highlighted the importance of digitization of the revenue records for bringing in transparency and clarity in the title of the land holders and minimizing the land disputes and litigations.
The biggest achievement after completion of this project would be that the public will be able to have an access to revenue record in a hassle-free manner, he added.
He said that in first phase scanning of land records of Ramban tehsil has been taken up and same process for other tehsil will start soon.
Regional Director also directed to the technical staff of Ramtech Software Solution Pvt. Ltd engaged on the job as well as concerned officers, officials of data providing team to ensure page numbering and arranging in sequence all the old record lying in each tehsil for its scanning.


            RAMBAN APRIL 27: To review the settlement process under Digital India Land Records Modernization Programme (DILRMP) and status of land records, Regional Director (RD) Survey & Land Records (Ex-Officio Settlement Officer) Chenab Valley Doda, Mohd Hanief Malik convened a meeting, here today.
          ACR Vevaik Puri, SDM Ramsoo Vikar Ahmed Gari, SDM Banihal, Zaheer Abass, Tehsildars, Naib Tehsildars and other officials were present in the meeting.
   Highlighting the importance of digitization of the revenue records in the state, the Director said that the project envisages transparency and clarity in the title of the land holders ultimately minimizing the land disputes and litigations. The biggest achievement after completion of this project would be that the public will be able to have an access to revenue record in a hassle free manner.
           He directed the concerned officers to constitute a committee for page numbering and arranging in sequence all the old record lying in each tehsil for its scanning and complete the exercise within prescribed time.
 Progress with regard to writing of Jamabandi Charsalla and Girdawaries was also reviewed.  
           Senior Manager, Ramtech Software Solution Pvt. Ltd, and resource person DILRMP Jammu presented a power point presentation for imparting the know-how of said programme to officers.

KISHTWAR NOVEMBER 13: To review the settlement process under Digital India Land Records Modernization Programme (DILRMP) and status of land records MohdHanief Malik, Regional Director Survey & Land Records (Ex-Officio Settlement Officer) Chenab Valley Doda convened a meeting here today .
          ACR Kishtwar, Mohd Syed Khan, Tehsildars, Naib Tehsildars and other officials  of the revenue department were present on the occasion.
        While speaking on the occasion, Director  apprised the participants about the importance of digitization of the revenue records in the state and said that the project envisages transparency and clarity in the title of the land holders ultimately minimizing the land disputes  and litigations. The biggest achievement after completion of this project would be that the  public will be able to have an access to revenue record in a hassle free manner .
      Regional Director also inspected the record room at District Headquarter Kishtwar and directed  the concerned  officers to constitute a committee headed by a Naib Tehsildar for page numbering and arranging  in sequence all the old record lying in each tehsil for its scanning .He directed to complete  the exercisewithin thirty days time.

      Progress with regard to writing of jamabandicharsalla and girdawaries was also reviewed and all  the  tehsildars were directed to complete the jamma bandies and girdawaries as per targets without any fail and it was warned that any laxity on the part of concerned officers shall invite disciplinary action against them. Besides Tehsildars were also directed to identify 05 marlas of land for construction of patwarkhannas at the earliest.

          SHOPIAN, NOVEMBER 02:  As a part of Governments 'Digital India Land Record Modernization Programme (DILRMP), the district administration organized a day-long awareness camp here at Arahama Shopian.
          The workshop was inaugurated by District Development Commissioner Shopian Mohammad Aijaz Asad and Principal Revenue
Tanning Institute Mohammad Altaf was the resource person for the workshop.
Additional Deputy Commissioner, Assistant Commissioner Revenue, all tehsildars, naib tehsildars, girdawars, pathwaris and other concerned officials were present in the workshop.
 The DDC impressed upon the participants to put in every effort for migration to digital record regime. He highlighted the scope and objectives of the digital India land records modernization programme.
He advised the revenue officers and officials to make optimum use of this orientation programme and deliver on the ground to make government initiative of 'DILRMP' a reality of the day.
          He also said that digitization of land records will help in preserving gold and new land records and it shall infuse transparency in the system as people can have access to requisite information in a hassle-free manner.
On the occasion, the technical expert Mohammad Altaf presented a detailed power point presentation with regard to do's and don'ts while processing of scanned of khasras, their indexing, data entry of the textual records, digitization of the cadastral map and its use with respect to the satellite imagery and integration with the records and quality checks of scanned records.

He also acquainted the officers with the way and certain processes involved in the modernization programme.

Revenue officials updated about DILRMP
JAMMU, SEPTEMBER 28: A two day workshop-cum-training on scanning and digitization of land records was organized here today at the Revenue Training Institute.
The two day workshop organized under Digital India Land Records Modernization Programme (DILRMP) was conducted on the directions of the   Revenue Minister,  Abdul Rehman Veeri  and concluded here today.
            Commissioner, Survey and Land records, Shahid Anayatullah, inaugurated the workshop which was attended by  Regional Director, Survey and Land Records, Rifat Kohli,  Principal Revenue Training Institute,   Harvinder Kour,  Assistant Settlement Officer, Jammu, Tehsildars, Consultant, JaKLaRMA, Project Co-ordinator, DILRMP, Jammu Sr. Manager, Ramtech Software Solutions Private Limited (service Provider) , Naib Tehsildas, Girdawars and Patwaris of all the Tehsils of district Jammu.
At the very outset, Commissioner, Survey and Land Records informed the participants about the importance of digitization of the revenue records in the state. He said that after 1947, J&K state has undergone many reforms with respect to  ownership and the allied rights, which calls for  proper  updating and  preservation of the old records.
The project envisages transparency and clarity in the title of the land holders which will ultimately minimize the land disputes he asserted.  He said that updated Jamabandis are the pre-requisite for the implementation of the project, and if the Service Provider does not get updated Jamabandis, the project will not meet its desired ambition.
 He said that the revenue Minister and the Financial Commissioner Revenue, J&K are personally reviewing the progress in this regard so that the project is properly implemented. In this backdrop, he requested the revenue officers/officials to work with zeal to make this project a true success story.
The Regional Director, Survey and Land Records, Jammu acquainted the participants with various components of the project. She informed about the scanning, Khasra indexing, data entry of the textual records, digitization of the cadastral map and its use with respect to the satellite imagery and integration with the records.
She said that the biggest achievement of the project would be that in the coming times, the users/public will be able to have access to the revenue records in their mobiles like other mobile apps. It was also highlighted that Tehsil Jammu west has been earmarked on pilot basis under the DILRMP and the updated Jamabandi and cadastral map of village Chak Lal Din of this Tehsil has been integrated.
Dr. Rana Singh presented a power point presentation with regard to the scope and objectives of the Digital India Land Records Modernization Programme. He acquainted the officers about the way in which the project will be carried out in the State. He said, in Phase-I, two districts viz., Jammu and Srinagar have been taken up for end to end solution. However, three activities viz., Establishment of Ground Control Points (GCPs) network across the state, Scanning of old records/archival of scanned data and  development of Web-based Enterprise GIS are  to be taken up in one go for the entire state in Phase I only. 10 more districts will be taken up in Phase-II and the remaining in Phase-III. He further informed the participants about the modalities which are already put in place at the Central Record Room, Gole Gujral, Jammu where the main centre for the implementation of the project has been set up.

The workshop was conducted in a participative manner wherein all the aspects and issues relating to the project were deliberated upon in detail and an overall perspective was put across so as to familirise the officers and officials of the revenue department with the programme.



KATHUA, AUGUST 22: To review the progress achieved under digitization of land records, Deputy Commissioner, Ramesh Kumar today chaired a meeting under Digital India Land Records Modernization Programme (DILRMP) at the conference hall of DC office complex.

Pertinent to mention that the programme aims to modernize management of land records, minimize scope of land/property disputes and enhance transparency in the land records maintenance system.

ADC Kathua, Dr Bharat Bhushan, Regional Director Survey and Land Records, Assistant Settlement officer, ACR, SDM Hiranagar, Tehsildars and revenue officials of district Kathua were present in the meeting.

Reviewing the progress of various works commenced under digitization process, DC called for accelerating the pace of work for developing a modern, comprehensive and transparent land records management system and further directed the concerned to ensure that standard procedure is followed for checking the names of villages and tehsils with those in census books and the old record may be preserved in such a way that it is saved for posterity.

He further directed the revenue officers to update their revenue records especially Jamabandies at war footing to ensure that the digitisation is completed in a time bound manner and people can avail the benefits of the programme with digital maintenance, preservation and updation of land records.

ADC Kathua was nominated as Nodal Officer to facilitate all the stake holders involved in the process of digitization besides providing requisite support to the agency, enabling it to complete the task at the earliest.

Later, the Deputy Commissioner called upon the revenue officers to take all necessary steps to make public services delivery easier, accountable and transparent in a meeting where he reviewed the functioning of revenue department also.

The Deputy Commissioner directed revenue officers to prioritize the work of jamabandhi strictly in conformity with the standing instructions and fixed tehsil wise targets. Committees were also framed for inspecting jamabandies.

He also directed Tehsildars to speed up the process of land acquisition in consultation with all the stakeholders so that best location can be identified for major developmental projects and work on these projects can be started at the earliest besides completing mutation of major developmental projects under PMGSY, BRO, GREF and NHAI. He further directed them to attest mutation of displaced persons of 1965 and 71 at the earliest.

Stressing for keeping close check on encroachments in areas under their respective jurisdiction and strengthening the anti encroachment mechanism to retrieve encroached state, common and kahchrai land, DC impressed upon revenue officers to keep a strict vigil to prohibit conversion of agriculture land for non-agricultural purposes. Similar emphasis is to be laid on conserving water bodies besides restricting their conversion to some other use, he asserted.

The DC also reviewed the status of applications received under PSGA in the district along with their disposal rate and exhorted upon the officers to ensure timely disposal of applications and submission of information under PSGA so that such cases are disposed off within the prescribed period. He also reviewed the status of AADHAR enrollments in the tehsils.

DC directed SDMs and Tehsildars to ensure that Patwaris remain present in their respective Patwarkhanas on Monday and Thursday and further directed them to conduct random inspections to keep a check on their activities.
