ANANTNAG, NOVEMBER 3: Chairing a
meeting to review the functioning of the Rural Development Department here at
DC Office, Anantnag, the District Development Commissioner, Mohammad Younis
Malik today called upon all the officers of the department to ensure that the
benefits under Mahatma Gandhi National Rural Employment Guarantee Scheme are
availed by all the gram panchayats of the district.
The DDC reviewed the block wise performance of the department focussing
on the total number of works undertaken, nature of the works, person days
generated and the physical and financial completion of the works.
The ACD informed the DDC that against the target of generation of 8 lac
person days in the first quarter, 6.86 lac person days have been generated so
far. In addition, expenditure of Rs 53.27 crores has been made against the
availability of Rs 55 crores.
The DDC called upon all the BDOs to ensure that work plans are prepared
in advance so that the demand for employment provision is sustained. By this,
the crowding of the work execution towards the fag end of the financial year
shall also be curtailed down.
He directed the BDOs to undertake field inspection of the works and also
interact with the gram panchayats about their requirements so that tangible
assets are created. Besides, he prevailed upon them to start new works
prioritising those haqlas where less works have been taken up so far.
“An evaluation study shall also be conducted to gauge the impact of the
MGNREGS on ground level in some blocks” said the DDC. He also added that focus need to be laid upon the water harvesting in
the karewas of the district so that people do not suffer during drought period.
Meanwhile, the Exen RDD was directed to develop a prototype design of
the works so that project estimation is done in the shortest possible time.
Besides, the BDOs have to ensure that field functionaries work with due
diligence, transparency and efficiency.
All the BDOs were also impressed upon to complete the baseline survey of
the households so that concrete steps are taken to make the district open
defeacation free (ODF).
The ACD was also directed to ensure the development of rural
infrastructure in Bakerwal Chek as this has been designated as the model
village under Tribal Sub Plan.
