          ANANTNAG, NOVEMBER 3: Chairing a meeting to review the functioning of the Rural Development Department here at DC Office, Anantnag, the District Development Commissioner, Mohammad Younis Malik today called upon all the officers of the department to ensure that the benefits under Mahatma Gandhi National Rural Employment Guarantee Scheme are availed by all the gram panchayats of the district.
            The DDC reviewed the block wise performance of the department focussing on the total number of works undertaken, nature of the works, person days generated and the physical and financial completion of the works.
            The ACD informed the DDC that against the target of generation of 8 lac person days in the first quarter, 6.86 lac person days have been generated so far. In addition, expenditure of Rs 53.27 crores has been made against the availability of Rs 55 crores.
            The DDC called upon all the BDOs to ensure that work plans are prepared in advance so that the demand for employment provision is sustained. By this, the crowding of the work execution towards the fag end of the financial year shall also be curtailed down.
            He directed the BDOs to undertake field inspection of the works and also interact with the gram panchayats about their requirements so that tangible assets are created. Besides, he prevailed upon them to start new works prioritising those haqlas where less works have been taken up so far.
            “An evaluation study shall also be conducted to gauge the impact of the MGNREGS on ground level in some blocks” said the DDC.  He also added that focus need to be laid upon the water harvesting in the karewas of the district so that people do not suffer during drought period.
            Meanwhile, the Exen RDD was directed to develop a prototype design of the works so that project estimation is done in the shortest possible time. Besides, the BDOs have to ensure that field functionaries work with due diligence, transparency and efficiency.
            All the BDOs were also impressed upon to complete the baseline survey of the households so that concrete steps are taken to make the district open defeacation free (ODF).

The ACD was also directed to ensure the development of rural infrastructure in Bakerwal Chek as this has been designated as the model village under Tribal Sub Plan.

Directs-for-launching-mass-awareness-programmes-regarding-Govt's-welfare-schemes
SRINAGAR, AUGUST 09: A meeting of the Committee on Estimates of Jammu and Kashmir Legislative Assembly was held here today under the Chairmanship of MLA, Mohammad Ashraf Mir to review the overall functioning of the Rural Development Department (RDD).
Legislators, Mubarak Gul, Choudhary Sukhnandan Kumar, Vikar Rasool Wani, Abdul Majid Padder, Altaf Ahmed Wani, R S Pathania, Yawar Ahmed Mir and Javed Ahmed Mirchal attended the meeting.
The Committee discussed issues pertaining to various schemes launched by the department for benefits of the people including PMAY, MGNREGA, Swachh Bharat Mission, IWMP, UMEED, Himayat, CD and Panchayats and 14th Finance Commission Awards etc.
The Committee directed the concerned authorities to provide 100 days employment to the job card holders and to review the transfer policy of the department besides directing for clearing all pending cases of financial assistance for construction of toilets and houses.
The Committee directed concerned authorities to take necessary steps to fill up all vacant posts of Block Development Officers so that progress of development works in the area is not hampered. It was also directed to clear all pending liabilities under various schemes.
The Committee also directed for launching awareness programmes at grass root level to create awareness among people about various welfare schemes being carried out by the department for the people, especially those living in rural areas.
Further, the Committee directed all concerned departments to furnish reply to the Chairman and members of the Committee well in time regarding the agenda points to be discussed in the meeting.
Commissioner Secretary, RDD Nirmal Sharma briefed the Committee about functioning of the department besides action taken on different centrally and state sponsored schemes being carried out for the poor and needy people of the state.
Directions were also passed to the higher authority of RDD to ensure presence of all DPOs and BDOs in the next meeting of the Committee.

Among others, Secretary, Legislative Assembly, M R Singh, Director, RDD Kashmir, Gazanfar Ali, Director RDD Jammu, R K Bhat, Director Rural Sanitation, M M Rehman, MD, JKSRLM Bakshi Javid, all ADCs besides other senior officers of RDD and Assembly Secretariat were present in the meeting.

          GANDERBAL, JULY 19: District Development Commissioner today convened a meeting to review implementation of various schemes of Rural Development Department (RDD) in the district.
          Assistant Commissioner Development, CPO, BDOs, Assistant Executive Engineers and other concerned officers attended the meeting.
          The meeting was informed that during the financial year 2016-17 Rs 2133.14 lakh have been expended out of which Rs 1824.81 lakh have been carried over as work done liability and so far Rs 1600.00 lakh cleared under MGNREGA in the district.
          With regard to IAY in the district, the chair was apprised that during financial year 2016-17 Rs 83.97 lakh has been utilized in the district with completion of 247 units, out of which, 168 units have been finalized.
          However, with regard to current financial year the chair was apprised that under the scheme PMAY the registration of beneficiaries is underway and 301 beneficiaries have been registered online out of 355 beneficiaries. The chair laid stress on Aadhaar Seeding of Job Card holders along with Geo-tagging of Assets.

          The DDC stressed on greater transparency in implementation of developmental works and judicious use of funds. He called for proper coordination among concerned departments for effective and timely completion of developmental projects and their subsequent benefits to intending sections.

UDHAMPUR, JULY 05: Director RDD, Jammu Ravinder Kumar Bhat held a meeting with the officers of Rural Development Department to review the progress of ongoing developmental works here today.
During the meeting, the Director reviewed the status of Aadhaar seeding and Job card verification in the district. Detailed discussions were held on various issues like Geo-tagging, Focus area plan 2016-17, Convergence Plan 2016-17 and implementation of schemes like Swachh Bharat Mission, PMAY, IAY etc.
The meeting also discussed in detail the status of ODF, Polythene Free status, 14th FC scheme and details of own source revenue. The Director took stock of various achievements registered by the department in the district under MGNREGA including construction of bridges, CFC Buildings, CFC-cum- Training Centers, Flood protection, Tractor roads etc. He also reviewed the status of pending court cases. He directed the concerned officers to expedite the pace of ongoing works and ensure adherence to quality norms

 The meeting was attended by ACD Om Prakash, DPO Sandeep Seointra, BDOs and other staff of Rural Development Department.

JAMMU, JUNE 03 - Commissioner Secretary Rural Development and Panchayati Raj, Nirmal Sharma convened a meeting to review the functioning of the department here today.

Director, Rural Development Jammu, Superintending Engineer REW Jammu, Joint Director (Adm), DRDJ Assistant Commissioners Development of Jammu Division, District Panchayat Officers, Executive Engineers, REW, Deputy Director, Rural Sanitation Jammu Besides Assistant Director (Planning) RDD and PR were present in the meeting.

Director Rural Development Jammu, Ravinder Kumar Bhat briefed the chair about the achievements made under various schemes being implemented by the RDD Jammu.

Ms Sharma took a threadbare review of the progress of PMAY (G) /IAY SBM, 14th FC, work completion, rate Geo-Tagging of assets under MGNREGA, Adhaar Seeding, and Job Card verification.

Under Clean and Green Mission, Commissioner / Secretary asked the concerned officers   to put in strenuous efforts to make their blocks Open Defecation Free (ODF) and Polythene free Panchayats.

She also asked the Assistant Commissioners Development to upload the Priority list of beneficiaries under PMAY (G) after conducting Gram Sabhas in their respective blocks/panchayats.

She also directed District Officers to conduct extensive tour in their areas for on spot inspections of the works executed by the Department. She expressed her satisfaction over the implementation of Central Sponsored Schemes/State Plan Scheme.

15 culverts, 113 Km roads, 88 harvesting tanks, 42 irrigation wells constructed 
under MGNREGA in district


          KULGAM, MAY 27: Minister for Rural Development and Panchayati Raj, Abdul Haq today chaired a meeting of officers convened to review the progress of works being executed under MGNREGA by Rural Development Department in Kulgam district.
          The Minister said that the under the leadership of Chief Minister, Mehbooba Mufti, the government is committed to overall development of the state. In this vein, the significance of the Rural Development Department is pivotal and development in this area can do wonders, said the Minister.
          The meeting was informed that during the last fiscal, Kulgam district had an available budget of Rs 39.58 crore under Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), which has been fully utilised during which 8675 works were taken up, of which 8542 were completed  both physically and financially.
          To cater to the demands of jobs under MGNREGA, the RDD provided jobs to 57146 job card holders. The department generated 17.14 lakh man-days against the target of 12 lakh. As many as 1896 households completed the target of 100 days under MGNREGA during the last fiscal.   Water conservation and water harvesting, minor irrigation works, flood protection and rural connectivity are the focus areas of development, under the scheme, the meeting was informed.
          The meeting was informed that the Department has constructed 88 water harvesting tanks at a cost of Rs23.84 lakh, 4015 cubic metre micro irrigation works, 42 irrigation wells, renovation of 6 traditional water bodies and 152 Kms of drainage works during the period. Under Rural Connectivity Programme, the department has constructed 113 Kilometres of road length, 80 Kilometre lanes and 15 culverts in the district during the last financial year. The department has also completed footbridges at Rampora, Jiabal, Kund and DK Pora during the last year.
The meeting was further informed that to create infrastructure for grass root democratic participation, the department took up work on 46 Panchayats ghars of which work on 24 Panchayat ghars stands completed.
          The meeting was further told that on the directions of the Minister, the department has identified 7 villages including Arigatnoo, Asthall,  Laisoo-Gudder, GT Pora and Adpora where flood protection works have been taken at an estimated cost of Rs 3.5 crore, of which Rs 2.62 crore stands expended so far.
 Under Convergence programme, the Department has so far dovetailed with Education, Animal Husbandry, Fisheries and Youth Services & Sports Department completing a total of 266 works at a cost of Rs13.20 crore.
          Addressing the meeting, the Minister directed the concerned officers to ensure that all the ongoing developmental projects should be executed in a time-bound manner with specification so that the benefits of the projects reach to the common masses.
         Directing the ACD to personally monitor the work on rural connectivity, the Minister also directed for completion of grading of roads so that macadamization process could be taken up soon on these roads. He  instructed the officers to ensure proper monitoring and execution of various RDD schemes including IAY, MGNREGA, SGSY, IWDP at district levels. He stressed that tangible results should be visible on the ground.
                For maintaining transparency and providing information to the people about welfare schemes being executed by the Government in rural areas, Haq emphasized that the Monitoring Information System of the Department should be updated regularly.
 Reviewing the to-date status of ongoing anti-Polythene drive of RDD in district, the Minister called upon the concerned to work with missionary zeal to realize the results.
 DDC Kulgam, ACD, DPO, and other district officers of RDD attended the meeting.

Asks officers to expedite work on ODF measures
 RAMBAN, MAY 22:  District Development Commissioner, Mohammad Aijaz, reviewed progress on anti-polythene campaign launched by Rural Development Department (RDD) and Municipal Committees (MC) across the district as part of Swacchta Abhyan.
ADDC, Ravinder Nath Sadhgu, CPO, Uttam Singh, ACD, Jhangir Khanday, BDOs, EO of MCs and other officers of concerned departments were present on the occasion.
 While reviewing the progress on banning polythene by the concerned department, the DDC underscored the need for close coordination among government functionaries and locals to curb the menace of polythene use. He asked the officers to make the campaign a regular feature to consolidate its gains.
On the occasion, the DDC was informed that large quantity of polythene was seized during the campaign and penalty was also imposed on violators.
The ACD informed that nearly 5 quintal polythene has been collected from different places besides realizing penalty from the erring traders.
The DDC directed ACD and EOs of MCs   to gear up their men and machinery to collect all the waste polythene lying on different spots in their jurisdiction. He asked the officials ensuring strict enforcement of ban on use of polythene.
Meanwhile, he also reviewed the status of open defecation in the district and directed the officers to redouble their efforts for achieving the targets of Open Defecation Free (ODF) areas.

REASI, MAY 17: A huge public rally was taken out by Rural Development Department to mark conclusion of Swachhta Saptah here today.
ADC Babu Ram, Joint Director RDD Jammu, Champa Devi, ACD M.Y. Malik, District Panchyat Officer, BDOs besides other officers and officials were present on the occasion
The rally was taken out from Trintha which passed through Gita Nagar and Gran More areas and finally culminated with an awareness programme at Gita Nagar.
The officers interacted with the local people and educated them about the need of avoiding use of polythene bags besides maintaining a clean and green environment.

 DODA, MAY 17:  The Swachhata week organised by the Rural Development Department to create awareness among the general public regarding ill effects of polythene use besides importance of a clean environment concluded here today.
          The programme started with flagging off a huge rally of school children carrying banners depicting disadvantages and hazardous effects of polythene use which after passing through the town culminated at HSS boys. Around 2000 students from GHSS Boys Doda, GHSS girls Doda, Green Model HSS Doda and Shaheen public school HSS Doda participated in the event. Besides rally, a debate and a painting competition was also organised on the theme "to save Human life and ecology".
MLA Shakti Raj Parihar, who was chief guest on the occasion, highlighted the need of avoiding use of polythene bags which not only destroys the environment but poses a serious threat towards human health.
Deputy Commissioner, Bhupinder Kumar, who also spoke on the occasion and urged upon the people to participate in large numbers in such campaigns to make the district pollution free.

DODA, MAY 09: District Development Commissioner, Bhupinder Kumar, convened a meeting to review the progress on various works being done under MGNREGA, Convergence plan, plan of IWMP sector, 13th and 14th FC, SAGY plan besides other schemes of Rural Development Department.
           The DC had a detailed review of functioning, performance and achievements of recorded in all blocks of RDD. He also assessed the status of convergence plan taken with various line departments and the progress of works under MGNREGA.
BDOs informed the meeting about the status of works taken up in their respective blocks.
DDC directed the ACD to complete estimation of all the works for current quarter and achieve the targets in time. He asked the BDOs to monitor progress of works regularly with no compromise in quality.
Kumar directed DPO IWMP to submit report about the number of households without toilets in the panchayats and select one panchayat in each block to carry out ODF within a months’ time. He further asked the concerned to submit the monthly progress report and position of Geotagging to the DCs office on regular basis.
          ADDC Narinder Singh Bali, ACD Akhtar Hussian Qazi, PO ICDS Surat Singh, CPO Yoginder Katoch, XEN PDD, DPO IWMP, BDOs besides other staff of concerned departments were present in the meeting.
