New Delhi, Feb 16: Bihar Chief Secretary Anjani Kumar Singh and Jharkhand Chief Secretary Ms
Rajbala Verma, both going to retire this month, have come in for sharp
criticism from the court and other agencies for their 'hyper’ roles in the
infamous fodder scam.
On Thursday, special CBI judge Shivpal Singh, hearing a
fodder scam case pertaining to fraudulent withdrawal of Rs 3.31-crore from
Dumka treasury, wondered why the then Dumka Deputy Commissioner Anjani Kumar
Singh was not made an accused by the CBI in the case. Former Bihar Chief
Minister along with a host of other politicians, officials and suppliers are
accused in the case.
Earlier, Jharkhand Cabinet Minister Saryu Roy wrote a letter to Chief Minister Raghubar Das, asking the latter to start departmental proceedings against Chief Secretary Rajbala Verma in tune with the CBI's recommendations in a fodder scam case.
The CBI, while probing fodder scam cases had found complicity of Rajbala Verma in inflated withdrawals from West Singhbhum district treasury during her tenure as Deputy Commissioner from April 30,190 to December 30.1991.
But surprisingly the investigating agency took a soft stance and did not make her an accused in the case and only recommended for initiating a departmental proceedings against her to the state government.
Jharkhand Chief Secretaries from 2003 to 2014 issued more than two-dozen show-cause notices to Verma on this and asked her every time to submit her reply within 15 days, which she did not.
Even a strong bureaucrat like Rajiv Gauba, who was appointed Chief Secretary of the state after the BJP government-led by Raghubar Das was formed, did not cut much ice over the issue and failed to take any action against Verma and finally handed over the charge of the Chief Secretary to her before leaving for central deputation in 2016.
Speculations are now rife in the power corridors that the CBI may go for a complimentary charge-sheet in the fodder scam in view of the court’s observation of letting some influential bureaucrats off in the case.
Rajbala Verma is a 1983 batch Bihar cadre IAS officer who later opted for the Jharkhand cadre. She became Chief Secretary in 2016. Her husband J B Tubid, a former bureaucrat, is now a BJP leader who unsuccessfully contested the last assembly polls as party nominee from Chaibasa.
Anjani Singh, a 1981-batch IAS officer of Bihar cadre was appointed Chief Secretary by superseding at least 8 officers. UNI
