New Delhi, Mar 08: Banking scams, demand for enhanced Muslim quota
in Telangana and issues related to special category status for Andhra Pradesh,
among other regional demands, disrupted proceedings in the Lok Sabha for the
fourth consecutive day on Thursday.
Uproarious scenes and slogan-shouting members
entering into the well of the House forced Speaker Sumitra Mahajan to adjourn
the proceedings first till noon and subsequently for the day.The second part of the Budget session of Parliament had got underway on Monday, March 5, but so far no business could be transacted in either House.
The main deadlock in Lok Sabha related to the banking scams.
Opposition parties, led by Congress, have declined to participate in the Rule 193 discussion. Congress party floor leader Mallikarjun Kharge has sought a debate under rules that entail voting.
Parliamentary Affairs Minister Ananth Kumar said the government was ready for debate on all issues, including the banking scams, provided the members allowed the House function smoothly.
Even on Thursday, Mr Kumar said the debate could be taken up as the banking issues and irregularities in the system as a subject matter figured in the day's business.
The names of Congress member K C Venugopal and N K Premchandran figured in the day's agenda papers as 'movers' for a debate on 'alleged systemic irregularities in banking sector over the years and its impact on Indian economy.'
Right from the moment, the House of the People assembled to begin day's proceedings, pandemonium prevailed.
As soon as the Speaker read out her message on the occasion of International Women's Day, members from Telugu Desam Party, Telangana Rashtra Samiti, All India Trinamool Congress and others rushed to the well, raising anti-government slogans.
Members from All India Anna Dravida Munnetra Kaghazam demanded setting up of Cauvery Water Management Board. Some AIADMK members also carried photographs of Dravidian icon E V Ramasamy ‘Periyar’ to protest the vandalisation of his statue in Vellore, Tamil Nadu.
Congress and Trinamool MPs raised slogans demanding a satisfactory response from Government on the banking scams. They said alleged kingpin diamond merchant Nirav Modi was allegedly allowed to flee India after fleecing a state-run lender. Members from TDP and Yuvajan Sharmik Ryuthu Congress Party displayed placards demanding Special Category status for Andhra Pradesh.
In her message, Ms Mahajan greeted women in India and across the world on the occasion of International Women's Day.

Union Minister of State for Finance Arjun Ram Meghawal tabled a statement showing fourth batch of Supplementary Demands for Grants for the 2017-18 fiscal.
