New Delhi, Apr 6: After both the Houses of Parliament were adjourned sine die on Friday, the government blamed the Congress Party and its leadership for the second part of the budget session being a wash-out.
Union Parliamentary Affairs Minister Ananth Kumar declared that the BJP Members of Parliament will go on ``anshan’’ on April 12 to take the issue to the people of Opposition parties, particularly the Congress, stalling Parliament. 
They have already foregone their salary and daily allowance for all the 22 days to the second leg of the Budget Session. 
Only 4 per cent productive work could be carried out in the Lok Sabha as against 134 per cent in the first part of the session. In the Rajya Sabha, the productivity was only 8 per cent compared to 96 per cent in the first part of the Budget session.
Launching a scathing attack on the Congress Party and its leadership, he squarely blamed the Congress Party for the second leg of the Budget Session being 'unsuccessful’’.
'It is unfortunate that a party that ruled the country for 55 years demonstrated negative politics and intolerance to people’s mandate in favour of the BJP and the National Democratic Alliance,' he said addressing a press conference.
During the second part of the session, the Lok Sabha passed the Finance Bill , 2018, the Appropriation Bill relating to Fourth Supplementary Demands for Grants for 2017-18 and the Demands for Grants of the Ministries/Departments. The Bills were passed without discussion as the House was in din.
However, these important Bills could not be taken up in the Upper House where proceedings were disrupted from Day 1 and were not returned by the House. As is the rule, these Bills were deemed to have been passed by the Rajya Sabha on March 28, within 14 days of their receipt, the Minister said.
The Rajya Sabha only passed one Bill—The Payments of Gratuity (Amendment) Bill, 2018.
Mr Kumar said when the session commenced on March 5, there was nobody in the Well of the House. The Congress notice for discussion on banking fraud in the Lok Sabha was accepted by the Speaker. Yet the Party chose to disrupt the House. 
The Party’s notice for no-confidence came on March 27, much after the notices given by YSR Congress Party, Telugu Desam Party. 'What were they doing for so long? They did not come up with a notice because they were not serious.'
'Our question to the Congress is why dis they change their initial notice for bank fraud discussion? Why did they not come with no-confidence between March 5 and 27 and followed regional parties? Why did they not cooperate on pro-people Bills? They are criticising us for foregoing our salary and allowances. Why did they not do the same?' the Minister asked. UNI
