NEW DELHI, APRIL 24: The Special Cell for migrants has kick started issuance of Permanent Resident Certificates for Kashmiri Migrants in Delhi. 
This step has been reinitiated after a gap of 2 years and the Cell is receiving overwhelming response from the migrant community. So far, more than 100 applicants have approached the Special Cell for issuance of PRC’s which would start on 25th of April, 2018.
This special cell has also asked Kashmiri Migrants from other cities of the country to approach this office for mitigation of their issues. The issuance of registration cards of family members has also been taken up with the Government of NCT of Delhi.
Various representatives of Kashmiri Migrants have appreciated the efforts of the J&K Government especially Chief Minister for taking such initiative keeping in view the hardships faced by the Migrant Community.



NEW DELHI, APRIL 10:  The Special Cell for Migrants (SCM) has been recently established in the Resident Commission, J&K Government, New Delhi to coordinate the matters relating to migrants.
The Cell would take care of various issues concerning the welfare of Kashmiri Pandit community like issuance of Permanent Resident Certificate, release of salaries, pension, relief, birth certificates etc.
The Cell will function at Resident Commissions Office, 5-Prithvi Raj Road, New Delhi; contact numbers for the same are 011-24611108, 24611210, (Fax) 011-24601277, 24627047.
Pertinently, the cell has started functioning officially from April 06, 2018. The cell has been created with the efforts of Chief Minister, Mehbooba Mufti.
Various Kashmiri Pandit Social Associations/ Groups have hailed the decision of Chief Minister for her personal intervention in establishment of this Special Cell which would greatly help in mitigating the issues of Kashmiri Pandits who have migrated to New Delhi and NCR.



JAMMU, MARCH 15: The Kashmiri migrant employees appointed under Prime Minister’s Special Package will be henceforth entitled to House Rent Allowance (HRA).
“The employees appointed under Prime Minister’s Special Package for Return and Rehabilitation of Kashmiri Migrants provided with shared government accommodation at the transit camps shall be entitled to HRA at the rates as admissible at their place of posting,” said an order issued by Principal Secretary Finance, Mr Navin Kumar Choudhary.
Pertinently, the State Government has filled 3000 posts under Kashmiri Migrant employment package, even as it has referred more 2575 posts for recruitment to the recruiting agencies.


Asks for issuance of ration slips quarterly instead of yearly basis


JAMMU, NOVEMBER 22: Minister for Food, Civil Supplies and Consumer Affairs (FCS&CA) and Tribal Affairs Chowdhary Zulfkar Ali today reiterated directions for providing adequate and timely supply of ration to kashmiri migrants in a fair and transparent manner.
The Minister said this while chairing a meeting of officers of FCS&CA department and Relief Organization held to review stock and supply position of  food grains, sugar in the Kashmiri Migrants Camps.
Deputy Commissioner Relief Organization (Migrants), Kuldeep Krishan Sidha, Controller Legal Metrology Raj Kumar Katoch, Deputy Controller Legal Metrology Manoj Prabhakar, Assistant Directors of FCS &CA department besides other senior officers of Relief Organization and FCS&CA attended the meeting.
The Minister was briefed about the status of present quota of ration available with the department for the 16439 migrant souls living in Purkhoo, Muthi, Nagrota and Jagti Camps.
He directed the concerned officers to timely distribute ration including sugar among the migrant families and ensure quality control in procurement and distribution of food grains. “Strictly adhere to time schedule to avoid delays in ration distribution”, he asked the concerned.
Taking serious notice of delay in distribution of ration particularly sugar in various migrant camps, the Minister directed to hold enquiry in this regard.
Zulfkar asked the officers to start the process of preparing new ration cards for Kashmiri migrants under relief and non-relief categories for their convenience besides issuing ration slips quarterly instead of yearly basis. He directed the officers of Relief organization and FCS &CA department for quarterly reconciliation of food grains for proper monitoring of food supply.
 Zulfkar emphasized for close coordination and collective efforts between various departments to streamline public distribution system among migrants. He asked the officers to monitor the distribution of food grains among the migrants and submit the physical report in detail to the administrative department on monthly basis.
The Minister said various initiatives have been taken by the government to bring transparency and accountability in the functioning of all departments. Linking of ration cards with Aadhaar is a step in the same direction, he added.
The Minister said FCS&CA department is working hard to complete digitization process expeditiously to curb black marketing and make Public Distribution System more transparent and accountable in the state. He directed for installation of PoS machines at ration depots in Jagti Camp.

Zulfkar directed Deputy Commissioner Relief for preparing a detailed project report for opening of fair price shops,  government ration depots in transit camps in Kashmir at Vessu Quazigund, Mattan Anantnag, Hawal Pulwama, Veervan Baramulla, Natnusa Kupwara for smooth distribution of ration supply among the consumers.

5 new Ration Depots to be opened at Migrant Township Jagti
JAMMU, JULY 24 – Minister for Food, Civil Supplies and Consumer Affairs and Information, Choudhary Zulfkar Ali today directed the concerned to start the process of preparing new ration cards for Kashmiri migrants under relief and non-relief categories so that they don’t face any difficulty in getting rations.
The Minister issued these directions while inspecting ration depots at Migrants Township in Jagti here.
The Minister said five new ration depots would be opened in the Migrant Township for hassle-free distribution of rations.
While inspecting the ration depots at Jagti, the Minister enquired about the supply and stock position, quality of food-grains and rates of essential commodities. The Minister directed Relief and Rehabilitation Commissioner (Migrants) to submit a list of beneficiaries under different categories in the Migrant Township so that transparency and accountability is maintained in ration distribution.
He further directed the officers to ensure adequate quantity of ration is distributed to the beneficiaries and proper weighing scales are used at the ration depots. He asked them to conduct regular inspection at fair price shops and submit real time feedback to his Office daily.
While inspecting Food Godown, Nagrota, the Minister checked the samples of food grains and stock position in the godown. He directed the concerned officers to ensure proper stacking and timely distribution of wheat, rice and sugar in different parts of Jammu division.
He further asked them to take up repair and renovation works of the godown, besides carrying out plantation drive and maintaining cleanliness in and around the complex.
In the day, the Minister also inspected Govt. Ration Depot, Khanpur and directed for timely distribution of ration to the consumers.  

Director, FCS&CA Jammu R A Inquilabi, Relief and Rehabilitation Commissioner (Migrants) M L Raina, Deputy Controller, LMD Manoj Prabhakar, Assistant Director, Trade and Stores, Jammu Ankush Hans and other officers of the department accompanied the minister during the visit.
