SRINAGAR, OCTOBER 24: Chief
Secretary, B B Vyas Tuesday chaired the 2nd High Powered Committee (HPC)
meeting-2017-18, to review the status of projects funded under Rural
Infrastructure Development Fund (RIDF) of NABARD.
Principal Secretary, Health & Medical Education, Commissioner/
Secretary, PW(R&B), Commissioner/ Secretary, Animal & Sheep Husbandry,
Chief General Manager, NABARD and other senior officers participated in the
meeting.
The Committee was informed that for the financial year 2017-18, under
RIDF, a total outlay of Rs 445.11 Crore has been sanctioned for projects in
R&B, PHE, I&FC, Health, Animal & Sheep Husbandry and Agriculture
sectors. Out of the total outlay Rs 397.61 Crore have been sanctioned under
District sector and Rs 47.50 Crore under State Sector.
Chief Secretary asked the concerned Administrative Secretaries to speed
up expenditure in the ongoing projects and forward project proposals to NABARD
immediately for funding. The Committee set up a revised deadline of 15th November,
2017, for preparation and submission of DPRs and Project Completion Reports
(PCRs).
Chief Secretary stressed upon the implementing agencies to expedite the
work on all projects to be completed during the year 2017-18. He further stressed
that incomplete projects of earlier tranches should be reposed under current
tranche to ensure completion of balance work. Administrative Secretaries were
directed to review progress of NABARD funded projects on monthly basis and
share the progress with the Finance and Planning Departments.
The PHE, I&FC department was asked to formulate a comprehensive Long
Term Irrigation Plan (LTIF) for the financial year 2017-18 under NABARD funding
and submit DPR to NABARD for funding through the Planning and Finance
department.
Chief Secretary stressed on organising exposure visits for KAS officers
to successful RIDF projects implemented in other states across various sectors.
He said officers will have to make a presentation after returning from such
exposure visits and share their experience.
Deliberations were also held to address various issues relating to fund
flow and gaps, non starter and slow moving projects The Committee will again
meet to review the progress in the 3rd week of
November, 2017.
