          SRINAGAR, OCTOBER 05: Secretary Agriculture Production Department, Manzoor Ahmad Lone chaired a high-level meeting of concerned officers to review the status of ongoing projects funded under NABARD here at agriculture complex Lalmandi.
          Secretary APD also reviewed the status of DPR’s formulated for raising institutional financing under NABARD funding. The meeting was informed that for the financial year 2018-19 under NABARD Rs 38 crore worth of projects have been submitted for approval for Agriculture Sector.
            Speaking on the occasion Manzoor Ahmad Lone said that ground level projects enable NABARD to touch almost every aspect of Rural economy. He asked the participants for preparation and submission of DPR’s and project completion reports with focus on developing composite, multidimensional and multipurpose infrastructural utilities.
           He said, "80 to 90% of State population is directly or indirectly connected to agriculture and horticulture sectors and there is huge potential to create more employment in the State given the potential of these sectors, therefore DPR’s should be prepared in such a manner that all the stake holders must be taken on board.” He asked the concerned officers to expedite the expenditure in the ongoing projects and submit utilization certificates (UC’s) and project completion reports (PCR’s) immediately. He asked the officers to assess the viability and economic sustainability of all the projects that are being submitted for funding under NABARD assistance.
            Lone asked the officers to take all the works in a mission mode and ensure their completion in a set time frame with all the quality standards uphold. He impressed upon the officers to explore the opportunities for promoting entrepreneurial culture among the farmers, rural youth and encourage them to start agri-based enterprises. He highlighted the importance of capacity development measures for farmers.

 KUPWARA SEPTEMBER 18: National Bank of Agriculture and Rural Development (NABARD), today organized a workshop at Kupwara on Dairy Entrepreneurship Development Scheme (DEDS) and other Centrally Sponsored Schemes promoted by NABARD as a Nodal agency in district Kupwara. 
          Additional District Development Commissioner (ADDC) Kupwara, Mohammad Yousuf Mir chaired the workshop which was attended by JD Planning Imtiyaz Ahmad, DDM NABARD Zubair Wasil, Chief Animal Husbandry Officer Kupwara, officials from Sheep Husbandry, Cooperative Department, KVK, LDM, NRLM Officials, Bankers, NGOs and Progressive Dairy Farmers of the District.
          ADDC on the occasion advised animal and sheep husbandry departments to provide all support and cooperation in implementation of the scheme in the district.
           He also advised the banks to provide timely sanction of the cases under the scheme, so that maximum beneficiaries will be covered under GOI Schemes. The ADDC stressed on regular conduct of awareness camps on village level and block level in the district so that the people are fully aware of all the schemes. 
   While giving presentation, DDM NABARD apprised about the benefits of the scheme and the contribution of diary sector to the cause of doubling of farmer income by 2022, especially for small and marginal farmers who constitute almost 85% of the farming community in the district. He also applauded the bankers and Animal Husbandry department for their efforts during 2017-18 in sponsoring and disbursing the maximum number of cases during the period.
          The sale and features of the current DEDS and method of online claim was discussed in detail. He said beneficiaries can step up dairy units ranging from 2 animals to 10 at the rate of Rupees 70000 per animal. The scheme also carries a subsidy component of 25% for general category and 33.33% for ST/SC.
          DDM said that DEDS scheme has 09 components like the establishment of dairy units, purchase of milking machine, dairy product transportation facility, cold storage facility for dairy products etc, He stressed for sponsoring and disbursement of a greater number of cases under the scheme. He suggested for better backward and forward linkages, adaptation of milk villages, strengthening of veterinary health in the district.
 JD Planning, Chief Animal Husbandry Officer and LDM besides progressive farmers also shared their thoughts and experiences on the occasion.

SRINAGAR, SEPTEMBER 10: Principal Secretary, Animal, Sheep Husbandry, Dr Asgar Hassan Samoon today convened a meeting to review the status of various ongoing projects of the department being implemented under NABARD in the State.
The meeting was attended by Director Animal Husbandry Kashmir, M Y Chaproo, Director Sheep Husbandry Kashmir, Dr Mohammad Sharief, representatives of NABARD, Banks and senior officers of allied departments. Besides Director Animal Husbandry Jammu, Victor Kaul and Director Sheep Husbandry Jammu, Sanjeev Kumar participated in the meeting via video conferencing.
On the occasion, Samoon took a detailed review of various ongoing projects and stressed on the officials to complete all the projects in time. The meeting also discussed the future projects of the department for the uplift and overall welfare of the people.
While stressing on NABARD officials to invest more in the Agriculture and its allied departments like Animal and Sheep husbandry by upgrading infrastructure and improving other facilities, Samoon said there is the huge potential to create more employment in the state given the potential of these sectors.
Later, Samoon chaired a meeting to review the implementation of the Central Sector Scheme ‘Dairy Entrepreneurship Development’ (DEDS). The meeting was informed that total cases sponsored in 2018-2019 are 2337 under which 66 cases stand sanctioned so far, which includes 23 in Kashmir and 43 in Jammu.
The Principal Secretary asked the NABARD and Bank officials to start awareness programmes so that the people can be benefited from these schemes. He also asked them to provide training to the officials of the department so that all the benefits of these schemes are properly implemented for its beneficiaries.
He said that the department is in a process to ensure greater transparency as the department has a huge potential to generate economy in the state. He asked the officials to lessen the communication gap for the better output.


POONCH, AUGUST 30: District Development Commissioner Rahul Yadav reviewed the performance of Health and PHE departments including status of upcoming projects under the twin sectors.
Reviewing health sector, the DDC sought detailed status of projects taken up under district plan, NABARD, BADP District Sector, BADP State Sector, NHM, PMDP, TSP etc.
The meeting was attended by CMO Dr Mumtaz Bhatti, XEN PWD(R&B) Surinder Singh Aandhi, AEEs (R&B) of Mendhar, Mandi and Surankote were present during the meeting.
The DDC stressed upon the Executing Agencies for timely completion of works which involve minor funding.
Meanwhile, the DC took review of projects under PHE sector in a separate meeting attended by XEN Rajinder Sharma and JEs of various areas.
The meeting was informed that against the total requirement of 87 Lakh gallon, the department supplies 70 Lakh gallons.
 The DC directed the concerned officials to check all pumping stations and take measures for augment the existing supply. He also directed the concerned officials to regularize all water connections in Mendhar, Surankote and Poonch city.


SRINAGAR, AUGUST 11: Principal Secretary, Animal, Sheep Husbandry, Fisheries and Transport Departments, Dr Asgar Hassan Samoon, today convened a meeting here to take a detailed review of various projects under Rural Infrastructure Development Fund (RIDF)- NABARD.
The meeting was attended by Directors of Animal, Sheep Husbandry Kashmir and Jammu, Deputy General Manager NABARD officials from Planning Monitoring & Development and Finance Departments besides other concerned.
On the occasion, Principal Secretary was informed that since 2010-11, 143 projects at an estimated cost of Rs 50 crore have been supported under RIDF -NABARD till date, of which 79 projects at an estimated cost of Rs 11.50 crore have been completed.
It was said that allocation under RIDF-XXIV for the year 2018-19 is Rs 35.16 crore with an amount of Rs 6.63 crore for ongoing 41 projects and remaining Rs 28.52 crore for new projects. 
During the meeting, Samoon directed for formulation and submission of DPRs for new projects in Animal and Sheep Husbandry sector within a fortnight.
He also asked the concerned to expedite execution of non-starter projects and furnish quarterly progress reports to NABARD for timely release of funds.
Samoon emphasized upon the need for the development of infrastructure in the Animal and Sheep Husbandry sector to cater to the growing need of milk, meat, and poultry products for growing population.

REASI, JULY 31: Deputy Commissioner Reasi, Prasanna Ramaswamy G, today attended the certificate distribution ceremony organized by State Bank of India on the conclusion of thirty-day training programme conducted here at Rural Self Employment Training Institute.
After distributing certificates among 21 successful trainees, the DC expressed happiness and urged them to channelize their skills to acquire employment. He asked them to put in use the skills they have learnt during one-month training course to beat the unemployment.
The trainees were also assured sufficient financial support from banks and other bodies to help them establish their own business units.
Pertinently, SBI’s Rural Self Employment Training Institute regularly conducts training courses in the trades like computer operation, beauty parlor, tailoring, electrical fitting, plumbing etc. to help curb unemployment.
Others present on the occasion were Mukesh Bansal, Director of the institute, Anil Thakur, GM DIC, Adarsh Gupta, DDM NABARD and BK Sharma, LDM Reasi.

Seeks plan proposals for car parking, public park
RAJOURI, JULY 31: Development Commissioner Mohammad Aijaz Asad, inspected pace of progress on key projects and identified sites for new projects here at Sunderbani, the other day.
He passed directions for speedy completion of   roads taken up under NABARD, ongoing work on College at Thandapani and additional infrastructure of Sub-district hospital Sunderbani, tourist cafeteria at Lamberi, Forest and Horticulture nurseries and bye pass road from old bus stand to hospital. He visited each construction site and inspected sites for setting up park and parking slots within municipal limits.
After taking stock of healthcare facilities at SDH Sunderbani and interacting with patients to take feedback, the DDC reviewed work progress on 100 bedded extra block of hospital and directed for earliest completion of ground floor and handing it over to health department.
Issue of transferring of 3 Kanal land of Animal Husbandry Department to Health Department for extension of SDH was also discussed and directions for expeditious transfer of land were passed.
During the visit, the DDC also took decision for shifting the poultry farm within municipal limits to spare space for creation of park. Besides, proposal for establishing parking slots by dismantling out of use staff quarters of Health Department was also sought by DDC. At Thandapani the DDC inspected construction work on College infrastructure. He enjoined upon concerned to adhere to the deadline and ensure quality of work. Infrastructure created under tourism sector including cafeteria at Lamberi was also inspected.
Nursery of Horticulture Department at Siot and that of Forest Department at Lamberi were thoroughly inspected and the concerned were exhorted upon to grow high yielding varieties of fruit plants to benefit the farmers and indigenous plants to utilize these in City Forest to be established at district headquarters.
Earlier, Aijaz went around the Sunderbani town to assess the scope of decongesting town with special focus on removal of encroachment.
The pace of work on crucial road projects like bye pass road from Old bus stand to hospital besides two NABARD road projects Lamberi to Chapriat and Dandesar to Water point Dandesar was also reviewed by District Development Commissioner.
ADC Sunderbani Gurmukh Singh, CEO RDA Dr Tahir Firdous, CPO Abdul Hamid Choudhary, CMO Dr Suresh Gupta, Chief Horticulture Officer, DFO Nowshera, ExEn PWD Nowshera Parvaiz Ahmad and other concerned accompanied the DDC during visit.

SRINAGAR, JULY 20: Commissioner Secretary Forest, Environment & Ecology, Saurabh Bhagat (CEO, Climate Change Cell) today chaired the meeting to review the progress achieved in J&K with regard to the implementation of project namely ‘Climate Resilient Sustainable Agriculture in Rain-Fed areas' of Jammu and Kashmir.
The project is under implementation in the water-stressed in rainfed areas of Bhalwal block of Jammu district and Surysyar block of Budgam district through Agriculture Production Department as an executing entity.
The meeting was attended by Director, Ecology, Environment & Remote Sensing (Nodal Officer, State Climate Change Cell), Om Prakash Sharma, Director Agriculture Kashmir, Syed Altaf A Andrabi, Director Agriculture Jammu, H. P. Razdan, Chief General Manager, NABARD, P. Balachandran, Dy. General Manager NABARD, DDM, NABARD, Chief Agr. Officer, Budgam, Astt. Director (Planning) FEED, Coordinator, State Climate Change Cell, Zulfikar Ahmad, Nodal Officer Climate Change Project Block Budgam, APD and Officer In-charge, Coordination and Documentation Cell, APD.
The Commissioner Secretary informed about the plans of submitting few more projects for funding to National Adaption of Fund on Climate Change and in this regard the progress achieved in implementing the first project viz. ‘Climate Resilient Sustainable Agriculture in Rainfed areas of Jammu and Kashmir’ is obligatory and the funding of 2nd project depends on the achievements of 1st Project.
          The representatives of APD explained the progress achieved so far and informed the chair that the project has yielded excellent results viz-a-via interventions made from climate change point of view. The areas were interventions have been made have become suitable for three-crops instead of one crop as was the scenario before implementation of the project, they added.
The physical and financial progress was discussed threadbare. The delay in establishment of Soil Testing Laboratory in Jammu came under discussion and it was informed that due to the unavailability of land, the lab could not be established. The Commissioner Secretary suggested to find the alternate land within 15 days or may also explore the feasibility of establishing mobile soil testing labs. The Agriculture Production Department should bring up a report on the results achieved under the project as success story, he added. 
The Commissioner Secretary desired that the Annual Plan of Action be modified and actions detrimental to the Climate Change be removed. He further added that the benefit of the bore wells should not be given to particular individual instead should strictly; benefit the villages at community level. He stressed on baseline survey, third party monitoring and geo-tagging of the assets created in the areas of intervention be made compulsory. The NABARD authorities were asked to share the monitoring and evaluation reports with Coordinator, State Climate Change Cell.
The Director, Ecology Environment and Remote Sensing suggested inclusion of traditional crop varieties in the intervention areas. The project is sanctioned for an amount of Rs 22.5 crore and Rs 11.25 crore already parked with NABARD.
The Commissioner Secretary impressed upon the executing agency to keep the Climate Change Cell appraised and updated with the progress of project at all stages.

GANDERBAL, JULY 12: The District Development Commissioner Ganderbal, Dr Piyush Singla today reviewed the pace and progress of the ongoing road projects in the District during a meeting.
The meeting took a comprehensive review of the progress of land acquisition on Pandach-Beehama Road, Gangerhama to Wayil road under NABARD and Sumbal Balla Road under CRF.
The meeting was attended by Assistant Commissioner Revenue Ganderbal, Executive Engineer PWD (R&B) Ganderbal, Tehsildar Ganderbal/Lar, Chief Horticulture Officer Ganderbal, Assistant Executive Engineers and other concerned officers.
While reviewing the land acquisition process on Pandach-Beehama Road, the DDC asked the concerned officers to remove the illegal structures and stop further construction of structures in and around the demarcation area and clear the bottlenecks, if any.
DDC directed R&B engineers to demolish those structures immediately on Pandach-Beehama Road whose owners have received compensation.
The meeting was informed that the first phase of   Gangerhama to Wayil road under NABARD is of 3 km and the work is already started.
While reviewing the pace of work on Sumbal Balla Road, the DDC asked the officials to follow the safety measures while executing the earth cutting and other construction works as the topography of land in the area is hilly.
He stressed upon the concerned authorities to speed up the demolishing process of illegal structures and clear the pending cases immediately so that the widening work of the district roads takes place as earliest for the benefit of commuters besides it will provide smooth traffic management in district Ganderbal.

DC calls for spreading financial literacy
JAMMU JUNE 28: Deputy Commissioner Jammu, Kumar Rajeev Ranjan today chaired the meeting of District Level Review Committee (DLRC) and District Consultative Committee.
The meeting was attended by Lead District Manager (LDM), SBI , Bhupinder Singh , Chief Planning Officer, B L Sharma , AGM RBI, Vikram ,  DDM NABARD , Aman Kalsotra , Prof Dipankar Sen Gupta besides senior functionaries of the concerned Banks and departments.
During the meeting, detailed discussions were held on CD ratios of the banks, identification of beneficiaries, KCC loan cases, flow of credit, steps taken to realize doubling of farmers’ income by 2022, assistance under Government sponsored schemes, SME financing, progress under SHG-Bank linkage, performances of banks under District Credit Plan (DCP), achievements of SBI RSETI, monitoring initiatives, Credit Plus activities, setting up of Financial Literacy Centres (FLCs) and many alike.
Stressing on spreading financial literacy among the masses, the DC instructed the banks to prepare calendar for awareness camps and directed the concerned departments to install informative stalls regarding benefits of various welfare schemes.
The DC asked the Banks and the concerned departments to motivate and identify maximum number of potential beneficiaries under centrally sponsored schemes such as MUDRA, PMJJBY, PMSBY and many more.
The DC directed the banks to submit the branch wise report of rejected loan cases with reasons for rejection. He further asked them to sort out KCC loan cases. He asked the banks to intimate concerned agencies and departments before rejecting the loan cases.
The DC directed the banks to submit block and category wise CD ratio report and take necessary action against the branches with low CD ratio. He asked the agriculture department to identify entrants who can establish the fodder banks.

           He further called for holding monthly meetings to review the performance of banks under NABARD’s Area Development Scheme for Dairy and Poultry Development 2018-2023 on regular basis. He further asked the concerned functionaries to put in committed efforts to achieve the desired results.

KULGAM, JUNE 28: District Development Commissioner Kulgam Sajad Hussain today chaired Priority Sector Lending & Preparation of Potential Linked plan meeting ( PLP) 2019-20 here in his office chamber today. The meeting was organised by NABARD in collaboration with Lead bank manager Kulgam.
Speaking on the occasion the DDBM apprised the DDC that NABARD has projected an amount of Rs 938 Cr for the financial year 2019-20 in potential linked areas of priority sector including agriculture and allied sectors. He said government is trying to create a parallel source of funding mechanism for farmers in order to double their income by 2022. He requested the line departments to encourage collective farming for creating farm producing organization in the district.
DDC directed the officers of line departments and bankers to organize a mass awareness campaign for motivating progressive farmers to avail term loans for getting better returns. The projections depicted in PLP are based on some realistic data  of priority sectors of  agriculture, horticulture, manufacturing and service areas of the district. DDC sought suggestions and modifications in PLP  from the officers of line departments to make it farmer convinent so  that potential identified in PLP would be realised.
The meeting was attended by DM NABARD,LBM, District Officers of line departments including agriculture, horticulture, animal & sheep husbandry, KVIB,DIC, Handicrafts, Urban Development, Handloom, Fisheries, NRLM, & bankers of different branches.
New Delhi, Jun 23 : The Congress today alleged that NABARD was "forced" to issue a statement to "suppress" its own RTI reply that notes worth over Rs 745 crore were deposited in a cooperative bank, where BJP chief Amit Shah is a director, within five days of Prime Minister Narendra Modi's demonetisation announcement.

The Congress asked Prime Minister Modi to conduct an inquiry into the matter.

The Congress had yesterday demanded a probe into reports that notes worth Rs 745.58 crore were deposited in Ahmedabad District Cooperative Bank within five days of demonetisation in 2016.

However, just before the Congress made the demand, NABARD had issued a statement, saying that the average deposit amount in the Ahmedabad DCCB was Rs 46,795 per account holder, which is lower than the average per depositor in 18 DCCBs of Gujarat.

NABARD, or National Bank for Agriculture and Rural Development, is the country's apex financing agency for institutions that promote rural development.

The BJP had cited the NABARD statement to say that the Ahmedabad DCCB was one of the biggest in the country and that it was not out of the ordinary for it to collect such an amount.

"NABARD was forced to answer and issue a statement, Congress spokesperson Pawan Khera said.

NABARD's independence was attacked yesterday," he charged.

Finance Minister Piyush Goyal forced NABARD to issue a press statement, Khera claimed in a statement.

He said far from addressing the core allegation, the release looked like a BJP statement embedded on NABARD's website as it only sought to defend Amit Shah.

In its own Right to Information findings, NABARD said that in 11 district cooperative banks in Gujarat, as much as Rs 3,118 crore worth of old notes were deposited within the five days after demonetisation, he said.

He said there was need to know the compulsion that made NABARD suppress its own RTI reply.

"Our senior leaders who used to say that demonetisation is a scam have been proven right. You cannot hide the truth, it will come out and it is coming out," he said.

Piyush Goyal made an effort to save Amit Shah but failed, he said.

"We also ask 'Blog Minister' Arun Jaitley ji to tell us how did the scam happen in Amit Shah ji's banks," he said.

During the press briefing, Khera also highlighted another alleged 2,000-crore bank fraud in Maharashtra.

"Nobody has forgotten Vijay Mallya, Lalit Modi, Chhota Modi, Mehul Chowksi, Jatin Mehta, Amit Bhatnagar, and another scam comes along," he said.

He said the scam involved Pune's D S Kulkarni, the managing director of the DSK group, who had joined the BJP in 2014 in Union minister Rajnath Singh's presence.

RTI activists have brought to light how the DSK group borrowed money from banks and other financial organisations in the last few years and then did not return the amount.

The DSK group owes almost Rs 1,500 crore in outstanding loans to banks and financial organisations and its total liabilities total Rs 5,400 crore, he claimed.

This was the 12th bank scam that has come to light this year, adding up to Rs 63,036 crore, Khera claimed.

Khera said under the BJP-led government the country's institutions, including the media, worked in fear.  PTI

Chairman LC thanks CM, R&B Minister for sanctioning various projects
             SRINAGAR, JUNE 14: Chairman, J&K Legislative Council, Haji Anayat Ali has expressed his heartfelt gratitude towards the government functionaries for kick-starting the developmental era in the far-flung, unconnected areas of district Kargil. He said the people of Kargil are highly thankful to the present government headed by Chief Minister Mehbooba Mufti and Minister for R&B Naeem Akhter for sanctioning various developmental projects in the hilly district.
          Chairman said that the present government has sanctioned many projects in the state in various sectors through PMGSY, CRF, NABARD and it is for the first time since last 40 years, that almost all the areas in district Kargil have been covered under the said. Government has recently sanctioned the projects under NABARD, CRF and PMGSY for Rs 324.37 crore in aggregate for construction of Roads and bridges which would indeed lessen the miseries of the people living in the areas which remain almost cut off from main Kargil especially during harsh winters.
            The Government has also sanctioned the up gradation of Middle, High and Higher Secondary Schools and highest number of schools has been upgraded only in district Kargil besides the development works executed in the district under UDDAN.
Other remarkable step taken by the government was to provide the people of Kargil, Drass and Padum (Zanskar) with the facility of Helicopter, which was the long pending demand of the people. It has also regularized the services of DRWs of PDD and PDC of District Kargil which has really given a sigh of relief to all of them and their families who have suffered a lot on this account.
            It is in the recent past that the Prime Minister has laid the foundation for Zojila Tunnel which is indeed as a dream come true for the people of the state, especially Leh and Kargil which would in future on its completion change the economic situation in both the districts of Leh and Kargil, he added.
            Giving details of the developmental works, he said that projects have been sanctioned under CRF at an aggregate cost of Rs 78.26 crore which includes widening, up gradation of road from circular road to Degree College via Poyen at a cost of Rs 16.89 crore, construction of Link road Karsha to Rkongchet Zanskar cost of Rs 11.5 crore, widening of road from NH-1D to Archoo Cheskore Kargil for cost Rs 19.7 crore, widening of road Broglungma, Wakha, Sherling, Wakha, Sarak Khangral, Kukstay and Link road Tumail to Grongyur Grong and Lungma Broq for Cost Rs 35.62 crore.
            Under NABARD, projects having total cost of Rs 13.62 crore have been sanctioned including construction of Link Road Garpora Apti to Tumail Broq via Chamba, construction of 1x50 mtr span steel girder bridge over Singh at Markalaga Photsathang Kargil and Up-gradation of link road Chanchik.
            Chairman further said that the Government has approved 23 number of projects under PMGSY of which Rs 232.490 crore in aggregate for the year 2018-19 has been allocated for the purpose for developmental works in Kargil which is really remarkable and almost all the areas would be covered.
            There are many other projects which are in the pipeline and expected to be executed in the near future, Chairman said. These projects includes, construction of 1x30 Mtr span motor able bridge at Congma Tangloe, Gongma Gato Lankerchey link road, Mongrong Sankoo link road, Tangzur Kargee link road, Construction of link road Karam Bagh to Chomo Shukpa Fokar, Widening construction of Narroq stretch of link road of Shakar Sapi, up-gradation of link road from Razvi road kousar to Masleh Mahadia Sankoo/Barbursay link road from Baniyalsa to Barbursay Sankoo, widening/up-gradation if link road Kurtan Mulbek and construction of link road Tazethang Stakpa Khaws and Kanoor to Trespone.
            Terming the initiatives taken by the government in Kargil district as beginning of new era of development, Haji Anayat Ali said that the people living in district Kargil would be surely benefitted and these projects will also helps in changing the socio-economic profile of the people.

RAJOURI, JUNE 07: The District Level Implementation Committee (DLIC) which met under the chairmanship of District Magistrate finalised deployment of additional Business Correspondents and opening of Business Centres (BC) in various areas not covered by banking in the district.
ACR Abdul Qayoom Mir, CPO A H Choudhary, SDM Afzal Mirza, Staff Officer Mohammad Raiyaz, LDM Banks Parvez Mir, heads of various banks and representatives of NABARD and RBI attended the meeting which reviewed the proposals formulated by committees headed by Addl Deputy Commissioners, SDMs and Tehsildars constituted by the District Magistrate earlier.
The opening of banking Business Centres in these areas will provide much-required banking facilities thereby acting as a major relief for the population where no banks are located in 5-10 KM area. This will also provide an additional business-cum-employment opportunity for hundreds of youth in the district over a period of time.
The DLIC approved more than 70 Business Centres in the district. These include 10 in Koteranka, 11 in Khwas, 2 in Sunderbani, 3 in Tryathy, 5 in Kalakote, 5 in Darhal, 3 in Beripattan, 3 in Manjakote, 8 in Thannamandi, 4 in Nowshera, 3 in Qila Darlah and 13 in Rajouri Tehsil.
The Business Centres are proposed at Phalni, Draj, Mandir Gala, Swari, Prori Gujjran, Rehan, Jamola, Kanthol, Chambitrar, Budhal, Gundi, Kandal, Gadyod, Dhaleri, Keri, Gunda, Bhela, Udhan, Narla, Ghai bass, Khorebanni, Patrara, Bhamblya, Treru, Thanna, Kalka Mathiyani, Garn, Panjah, Metka, Dharamsal, Brari, Khoriwali, Sabzi, Lower Dodaj, Kurhad, Lower Ujhan, Dharat, Thangar, Nah, Kakora, Ghambir Mughlan, BG, Manyal, Shahdra, Badakhanna, Dodasan Chwatta, Rajdhani, Banghai, Mangota, Kote upper, Jhangar/Khamba, Dhanaka, Breri, Narian, Qila Darhal, Rajpur Kamila, Laroka, Sasalkote, Plullian, Doongi, PB, Fatehpur, Gurdan Bala, Challas, Dharat, Bagla Nadyala, Dhanore and other villages.
The business representatives appointed at these BCs will also be awarded Rs 20 each for No Frill account, Rs 50 per savings account and 0.5% cash handling charges. BCs will also be provided with various financial services.
The Banks have been asked to update the progress in the coverage of uncovered/ additional BCs on PMJDY F1 Plan. The DLIC also decided to explore more potential areas for the opening of BCs wherever banking services are not available upto 5 KM distance.

Rs 75 cr to be spent in current fiscal for watershed management programme in JK
SRINAGAR, JUNE 07: Minister for Rural Development and Panchayati Raj, Abdul Rehman Veeri today convened a meeting to discuss the Action Plan and prioritizing of works for the current financial year under Integrated Watershed Management Programme (IWMP).
The meeting was attended by Secretary RDD Sheetal Nanda, Director Finance RDD S L Pandita, Chief Executive         Officer IWMP Farooq Ahmad, Joint Director Planning RDD, Additional Secretary RDD R K Badyal, Programme Officers IWMP and other concerned officials of the department and IWMP.
CEO IWMP informed the meeting that as per the directions, Action Plan for the year 2018-19 has been received from the districts along with the district wise details of prominent works to be taken up. He also informed the meeting about the district wise details of allocation of funds out of the total allocation of Rs 75 crore to the state under the watershed management programme for the current financial year.
Further, the meeting was informed that in the current year, a total of 1027 works have been proposed under the programme in Kashmir division as per the detailed Action Plan submitted by the concerned district officers.
Action plan should be strictly implemented on ground for better performance and avoiding unnecessary liabilities, the Minister stressed.
The Minister while discussing the expenditure details of previous year asked the concerned officers to close the works which were taken up but not initiated due to any reasons. This exercise would help us to make a clear picture on the ground of works taken up and completed on ground.
Veeri stressed that the Batch-III works needs to be closed for which the concerned officers must develop a work plan or strategy. He asked CEO IWMP to call a meeting with the NABARD and to discuss the possibilities of funding for completion of these works.
 “NABARD is carrying out many activities in the state under various important sectors and there is a scope of taking up some activities in convergence for effective implementation of such schemes/programmes”, the Minister said adding that we must come up with proposals so that NABARD and IWMP J&K can take up some joint activities in the state in convergence.
The Minister said that we should look out for joint activities that can be taken up for construction of irrigation kuls, rain water harvesting, creation of ponds etc in convergence with NABARD.
Regarding appraisal, monitoring and evaluation of the works completed, the meeting was told that this exercise is very important to assess the ground performance and is also required for getting funds from GoI.
CEO IWMP informed the Minister that soon a MoU would be signed with NABCONS for monitoring and appraisal of the works.
Addressing the officers, Veeri said that IWMP is an important programme and should be taken seriously. Funds allocated under the programme needs to be utilized effectively having their visible impact on the ground.
Presently, performance of RDD is seen through the performance under MGNREGA only, thrust should also be given to other schemes/programmes of Rural Development Department including IWMP so that aims and objectives of watershed management programme be fulfilled.
He said that the completed works need to be showcased through documentaries so that people be made aware of the benefits of IWMP and the performance registered in the state under the programme.
During the meeting, the Minister also asked CEO to look into the salary issue of supporting staff of IWMP and take necessary action in this regard.

NABARD playing commendable role in development of rural infra
SRINAGAR, JUNE 06: Minister for Rural Development and Panchayati Raj, Abdul Rehman Veeri today asked the representatives of National Bank for Agriculture and Rural Development (NABARD) to come up with proposals where the NABARD activities can be taken up in convergence with Rural Development Department.
The Minister said this while chairing a meeting with the representatives of NABARD and officers of Rural Development Department to explore the possible areas of convergence.
Secretary RDD Sheetal Nanda, Director RDD Kashmir M N Shiekh, Director Finance RDD S L Pandita, Mission Director JKSRLM Javed Bakshi, Joint Director Planning RDD, COO Himayat Kapil Sharma, Additional Secretary RDD R K Badyal, Deputy General Manager NABARD Qamar Javed and DDM NABARD Budgam, Junaid Ahmad Hakim attended the meeting.
DGM NABARD gave the detailed presentation regarding functions of the organization and about the financial support which is being provided to carry out various activities under different sectors in the state.
Threadbare discussions were held on possibilities where RDD and NABARD both can join hands and take up the activities in convergence which are being designed for the betterment of the people of rural areas of the state. The meeting also discussed the priority areas and convergence activities that can be taken up.
It was felt that the Skill training initiative of NABARD can be utilized for the Self Helf Groups (SHGs) created by JKSRLM so that people associated with these SHGs be benefitted with up-gradation in skill training.
The meeting was informed that under MGNREGA, the department of Rural Development needs to construct Rural Haats where members of SHGs can come up with their products to sell. The representatives of NABARD said that the for creation of infrastructure for these Rural Haats, financial support can be provided upto Rs 10 lakh for each Haat.
The Minister asked the Secretary RDD to submit a proposal in this regard to NABARD so that in convergence, these Haats would be established in the state to provide a suitable platform to the beneficiaries for better marketing of their products.
Veeri said that NABARD has done a commendable job in the state for creating rural infrastructure under RIDF and there are many other areas, activities where RDD and NABARD can do intervention and utilize the resources in a best manner to provide benefits to the rural people.
It was decided that the department of RD will identify the beneficiaries that can be provided with skill training under Skill Initiatives of NABARD for making them able to get into self-employment model.
The representative of NABARD assured the Minister that they would come up with remodeled proposals as per the need of the people of the state so that they can do intervention and its existing activities including Watershed Management Fund (WMF), Tribal Development Fund (TDF) and off farm sector activities in remodeled shape are implemented in convergence.
The meeting also felt the need of utilizing the services of NABCONS as Technical Support Agency (TSA) for monitoring and evaluation of various schemes/programmes of RDD for their effective implementation on the ground.
