New Delhi, Jul 4: The Supreme Court verdict on the power tussle between the Delhi government and the Centre had done away with all the possibilities of a "blame game" between the BJP and the AAP and the two parties should now ensure that the development of the national capital, which was "stalled" for years, started again, the Congress said today.

In a landmark verdict, the Supreme Court today held that Lieutenant Governor (LG) Anil Baijal did not have independent decision-making powers and that he was bound to act on the aid and advice of the council of ministers.

"Since the apex court has clarified about the powers in Delhi, we hope that the development, which has been stalled ever since the Congress was voted out of power over four years ago, will start again," Delhi Congress chief Ajay Maken told.

He said the LG and Chief Minister Arvind Kejriwal should stop the "blame game" now and develop Delhi as the Congress did during its 15-year rule (1998-2013).

The Supreme Court decision is a major victory for the Kejriwal-led Aam Aadmi Party (AAP) government, which has been in a constant tug of war with the LG over the power wielded by the two branches of the executive.

New Delhi, Jul 4: Delhi Chief Minister Arvind Kejriwal today hailed the Supreme Court verdict on the power tussle between the Delhi government and the Centre as a "big victory" for the people of the city and for democracy.

The apex court today held that Lieutenant Governor Anil Baijal does not have independent decision-making powers, and is bound to act on the aid and advice of the Council of Ministers.

The judgement pronounced in the court by Chief Justice Dipak Misra, who was heading a five judge Constitution bench, also held that the LG cannot act as an "obstructionist".

"A big victory for the people of Delhi...a big victory for democracy...," Kejriwal tweeted minutes after the verdict.

The decision is a major victory for Chief Minister Arvind Kejriwal's AAP government which has been in a constant tug of war with LG Anil Baijal over the power wielded by the two branches of the executive.

The Supreme Court said that except for three issues, including land and law and order, the Delhi government has the power to legislate and govern on other issues.

The LG needs to work harmoniously with the Council of Ministers and an attempt should be made to settle the difference of opinion with discussions, the apex court said.

New Delhi, Jul 4: In a landmark verdict on the power tussle between the Delhi government and the Centre, the Supreme Court today held that Lieutenant Governor Anil Baijal does not have independent decision making powers, and is bound to act on the aid and advice of the Council of Ministers.

The judgement pronounced in the court by Chief Justice Dipak Misra, who was heading a five judge Constitution bench, also held that the LG cannot act as an "obstructionist".

Two other judges, Justices A K Sikri and A M Khanwilkar, concurred with the verdict.

It said all decisions of the Council of Ministers must be communicated to the LG but that does not mean his concurrence is required.

"There is no room for absolutism and there is no room for anarchism also," the court ruled.

The decision is a major victory for Chief Minister Arvind Kejriwal's AAP government which has been in a constant tug of war with LG Anil Baijal over the power wielded by the two branches of the executive.

The Supreme Court said that except for three issues, including land and law and order, Delhi government has the power to legislate and govern on other issues.

It was ruling on a batch of appeals filed by Kejriwal's government challenging the Delhi High Court's order holding the LG as the administrative head of the national capital.

Virtually disagreeing with the High Court order, the Supreme Court said the LG should not act in a mechanical manner and stall the decisions of the Council of Ministers.

It said the LG has not been entrusted with independent powers and he can refer issues on difference of opinion to the president only in exceptional matters and not as a general rule.

The LG needs to work harmoniously with the Council of Ministers and an attempt should be made to settle the difference of opinion with discussions, the apex court said.

New Delhi, Nov 9: In the wake of the alarming rise in air pollution, which had reached dangerous levels, the 'controversial' Odd-Even formula to reduce vehicular congestion is likely to be back in the national capital from November 13.
According to Delhi government sources, the scheme, under which odd and even number vehicles are allowed to run on alternate days, will be enforced for five days, starting from November 13 to November 17. The decision of the Kejriwal government comes a day after Lt Governor Anil Baijal held a high-level meeting on the burning issue of pollution, in which he asked the Transport Department to start preparing for odd-even scheme. Earlier this morning, Delhi Chief Minister Arvind Kejriwal announced that a decision on re-introducing the Odd-Even formula to reduce regular vehicular congestion, was coming soon. While expressing concern over the rise in the level of PM2.5 and PM10, the polluting particles in the air, Mr Kejriwal, however, blamed the stubble burning in neighbouring Punjab and Haryana states as the major cause for the present conditions. New Delhi, Nov 7: Expressing concern over increasing level of pollution in Delhi, Chief Minister Arvind Kejriwal on Tuesday asked Education Minister Manish Sisodia to close schools for a few days.
'Considering high level of pollution, I have requested Manish Sisodia, Education Minister, to consider closing schools for a few days," Mr Kejriwal tweeted. The Chief Minister also said all should come together to find a solution to this problem as during this time every year, Delhi becomes a gas chamber for almost a month. Notably, Environment Minister Imran Hussain had written letters to the adjoining states on August urging them to take steps to check crop burning, which is considered to be one of the major causes of increasing air pollution. Last week, Lt Governor Anil Baijal held a meeting at Raj Niwas to review the status of measures taken by various agencies to combat air pollution. In the meeting, Mr Baijal had emphasised on water sprinkling with mechanical sweeping and directed the agencies concerned to penalise all construction agencies in case of any violation of dust control norms.
