New Delhi, Aug 1: Nearly 24,000 second appeals and complaints are pending with transparency watchdog Central Information Commission (CIC), the government said today.

Systems at 2,200 public authorities or central government departments have been aligned to receive, process and reply to online RTIs from applicants, it said.

"The CIC has informed that 23,978 second appeals/complaints are pending as on July 26, 2018," Minister of State for Personnel Jitendra Singh said in a written reply to the Lok Sabha.

No such data is maintained in respect to state information commissions, he said.

"State governments have been advised to explore the feasibility of implementing online RTI portal in their states. The National Informatics Centre (NIC) has been advised to provide technical support to the states desirous of replicating the web portal of the department of personnel and training for online filing of RTI applications," the minister said.

The Right to Information (RTI) Act allows a citizens to seek time-bound response to their plea seeking information on governance matters from the government departments.

They can file a second appeal and complaint under the law in case they are aggrieved over the response by government departments concerned. (PTI)

New Delhi, Jul 18: The government today said it is considering a proposal to amend the Right to Information (RTI) Act, 2005 to frame rules on salaries and services of Chief Information Commissioner (CIC) and Information Commissioners (ICs) .

A notice of intention has been given to introduce 'The Right to Information (Amendment) Bill, 2018' in the Rajya Sabha for consideration and passage during the current session of Parliament, Minister of State for Personnel Jitendra Singh said in a written reply to Lok Sabha.

According to the proposed amendment, the salaries, allowances and other terms and conditions of service of the CIC and ICs "shall be such as may be prescribed by the central government". The tenure of information commissioners at the centre and the states is proposed to be amended from "a term of five years" to "terms as may be prescribed by the central government".

"The purport of the amendments proposed is to provide for enabling provisions under the RTI Act to frame rules regarding salaries, allowances and conditions of service for Chief Information Commissioners and Information Commissioners and State Information Commissioners. Presently, there are no such provisions available under the RTI Act," he said.

Many RTI activists have strongly opposed amendments to the RTI Act saying they are aimed at lowering the stature of Information Commissions from equivalent to the Election Commission (EC) and to do away with their five years fixed tenure.

The proposed amendments circulated among Members of Parliament seek to do away with the parity given to information commissions with the EC in terms of salary, allowances and conditions of service.

"The salaries and allowances payable to and other terms and conditions of service of the chief information commissioner and the information commissioners shall be such as may be prescribed by the central government...," according to the proposed amendment.

It also aims to amend the tenure of information commissioners at the Centre and the states from "for a term of five years..." to "...terms as may be prescribed by the central government".

In the statement of objects and reasons of the bill, the government has said functions carried out by the EC and information commissions are completely different.

The EC is a constitutional body established by clause (1) of Article 324 of the Constitution, while the CIC and state information commissions are statutory bodies established under the provisions of the RTI Act, 2005, it said. (PTI)

Governor discussed with Sh. Ganai measures which require to be taken to visibly enhance the accountability, promptitude, efficiency and transparency in the functioning of the administrative machinery.

Application begins at Directorate of RD
JAMMU, MAY 24: A two-day training programme regarding the operating of Panchayat Enterprise Suite (PES) Application organized by   Regional Extension Training Centre (RETC), R. S. Pura started here today at Directorate of Rural Development.
The programme was inaugurated by Director Rural Development Jammu Ravinder Kumar Bhat and it will continue for two days.
The training is being imparted to the CIC Operators working in various districts of Jammu Division.
The main focus of training is to get familiar with the Modules of PES applications including Plan Plus, Local Government Directory updation, Updation of Priya soft, Service Plus, ActionSoft, Area Profiler, National Panchayat Portal, National Asset Directory, Social Audit and Meeting Management, Training Management Portal and Audit online.
While highlighting the objectives of the training programme, Director, Rural Development stressed upon the trainee to implement the PES in letter and spirit. He asked the participant to upload the Gram Panchayat Development plan (GPDP) on the plan plus module of the PES Portal as the Ministry of Panchayati Raj (MoPR) has under taken e-Panchayat on mission mode project (e-Panchayat MMP) with a view to introduce and strengthen e-governance in Panchayat Raj Institutions (PRIs) across the country and build associated capacities of the PRIs for the effective adoption of the e-governance initiatives.
Assistant Commissioners Development, Jammu and Udhampur M. L. Tasirand NoorAlam, Principal, RETC, Sanchi Misra BDO(HQ) Ravdeep Kour and Master trainers were also present on the occasion.
