Jammu, Jul 27: The APMCC, an organisation representing displaced Kashmiri Hindus, has begun a "Kalash Yatra" to the banks of the Kishenganga river in Teetwal village of Kashmir, to pray for the reopening of the Sharda temple in Pakistan-occupied Kashmir (PoK).

Sharda Peeth, an abandoned Hindu temple located in Sharda village, is situated along the Neelum river in PoK near the Line of Control. It was a major centre of learning at par with the ancient sites of Nalanda and Taxila.

The All Party Migrant Coordination Committee (APMCC), supported by the Harmukh Ganga (Gangbal) Trust (HGGT) performed the ceremony in Teetwal village, about 186 km from Srinagar, in Karnah sector of Kashmir, for the first time since 1947.

The "yatra" started from Srinagar and passed through Sangrama, Sopore, Kupwara,Trehgam, Kralpora, Chowkibal, and Sadhna Top, Tangdar, Chamkoot, Chitrakoot, Sikh Bridge, Dringla, to reach Teetwal Kishenganga located in the Himalayas, originally known as Tirath Mal.

APMCC chairman Vinod Pandit appealed to the governments of India and Pakistan to expedite the process of reopening of the Shardha temple to the Hindus of Jammu and Kashmir on the lines of cross-LoC visits by the residents of J&K on permit system.

Former chief minister Mehbooba Mufti had taken up the issue with Prime Minister Narendra Modi earlier this year.

It may be recalled that the APMCC has been agitating for the reopening of the ancient Shardha temple since 2004. (PTI)

Hiranagar BJP workers' meet

He added that unlike past this is for the first time in the history of Jammu and Kashmir State that all centrally sponsored schemes are being implemented here without any pilferage. Unlike past where even Congress stalwarts admitted that only ten out of a hundred paise reach deserving, people here are reaping benefits of complete transparency and accountability.
Appreciating the move of defence ministry to transfer over seven acres of land for construction of Kendriya Vidyalaya in Udhampur are one example where BJP workers or common people could be sure of sincerity of union government in developing remotesr of areas and providing people quality education.

POONCH, JULY 03: Deputy Commissioner Poonch Mohammad Aijaz Asad today ordered cancellation of attachment of medicos of Raja Sukhdev Singh District Hospital Poonch. Around 12 medicos of the hospital were serving on attachment basis within and outside district in contravention of instructions of government for cancellation of all attachments.
 Five of them were attached outside district including 1 at Kulgam, 1 at Kishtwar and 3 in Jammu, while remaining 7 were attached within District in various CHCs/PHCs of Medical blocks of the district.
 All 12 Medicos have been asked to join at the place of posting from where their salaries are drawn.
Meanwhile, District Treasury Officer has been directed to withhold their salaries, while Medical Superintendent District Hospital was told   to treat them on unauthorized absence   and initiate action under rules in case of non-compliance of detachment order.
 Pertinently, issue of staff shortage in District Hospital Poonch hampering effective delivery of patient care services was being repeatedly raised by the local people.

SRINAGAR, JUNE 23: In order to ensure transparency in the working system and improve work culture in government offices, Divisional Commissioner Kashmir, Baseer Ahmad Khan, Saturday directed all Deputy Commissioners to constitute squads for conducting surprise checks of different offices to ascertain the attendance of officials and employees.
The Div Com instructed that strict action as per service rules be initiated against officials found unauthorisedly absent from their duties. He also directed for immediate and strict operationalization of biometric attendance system in all the government offices.
The DCs were also directed to ensure submission of daily attendance reports as per the format of employees by their respective departments to the Div Com Office by 10.30 am so that same could be submitted to the Governor’s Secretariat and GAD.
It was said the non-compliance with these instructions would lead to the initiation of strict disciplinary action against the defaulters.

JAMMU MAY 25:  The Joint House Committee on Medical Negligence (JHCMN) headed by its Chairman, Ghulam Nabi Monga today visited Government Medical College (GMC) Hospital here to enquire about the condition of persons    injured in cross border firing.
The Committee members G.M. Saroori, Naresh Kumar Gupta, Dr. Shehnaz Ganai, Ali Mohammed Dar, Firdous Ahmed Tak and Ramesh Arora were part of the visiting joint house panel.
The legislators interacted with the injured persons undergoing treatment in the hospital and enquired about their health and facilities provided to them.
The Committee was briefed by a team of doctors, led by Principal, GMC, Dr Sunanda Raina about the treatment being provided to the patients. The Committee directed the management to maintain cleanliness in the wards and surroundings.
Committee also inspected various Departments of the hospital and interacted with the staff.  
Later, the Committee also visited Super specialty Hospital Jammu and took stock of the functioning of the hospital.

BARAMULLA, MAY 24: District Magistrate Baramulla, Dr Nasir Ahmad Naqash, today imposed restrictions under Section 144 of CrPC on the assembly of five or more persons and carrying of any copying material, phones or any kind of electronic devices in and around the examination centres for J&K Services Selection Board examination on May 27 in the district.
The order shall remain in force throughout the duration of the examination between 12 noon and 2 pm.

BARAMULLA, MAY 24: According to the Deputy Commissioner Baramulla, all those candidates appearing in the SSB examination scheduled on May 27 who were earlier allotted centre in the SSM Engineering College Parihaspora are hereby informed that their centre has been shifted to SRM Welkin Higher Secondary School Sopore.
Similarly, the exam centre at Govt Higher Secondary School Palhallan Baramulla has been shifted to Pioneer Institute of Learning, National Highway Hanjiweera Pattan Baramulla.

SHOPIAN MAY 24:  J&K State Rural Livelihood Mission and UMEED today organized a workshop on SHG-Bank Linkage programme in collaboration with J&K Bank at RSETI Shopian here.
The aim of the workshop was to sensitize the bankers and the community for proper implementation of the programme and offer an opportunity for direct interaction between bankers and SHG members.
Programme Manager SRLM while speaking on the occasion presented an overview of activities, approach and achievements of UMEED, particularly in the area of financial inclusion. He said the mandate of SRLM is to reach out to 66 percent of rural population and link them to sustainable livelihood opportunities.
Cluster Head JK Bank who also spoke on the occasion said the J&K Bank is committed to walking an extra mile in efforts towards financial inclusion and empowerment of women.
Other bankers speaking on the occasion said SHG credit linkage is a social concern and a promising business proposition and assured of all kinds of possible assistance to the SHGs.

BARAMULLA, MAY 24: Economic Advisor, Union Ministry of Micro Small and Medium Enterprises (MSME), D P S Negi, today chaired a meeting at Dak Bungalow here to examine project proposals for fast-tracking incubation and development of MSMEs in the district.
The meeting was attended by DDC Baramulla Dr Nasir Ahmad Naqash, ADC Baramulla, Director Industries and Commerce, Director KVIB, Secretary KVIB, AD MSME, General Manager DIC Baramulla, industrialists, entrepreneurs, representatives of various trade associations of the district and others concerned.
The meeting held threadbare discussions on prospects for promotion of MSMEs in the district. DC Kupwara informed the chair about the economic viability of potential industrial sectors like apple production, walnut processing, agriculture production and horticulture in the district. He also briefed the chair about the cross-LOC trade that is being carried through the district.
The DDC also appraised the Economic Advisor about various issues with regard to the industrial sector and said that lack of proper infrastructure hampers effective utilization of resources. He said these sectors can absorb a significant manpower thereby improve the socio-economic index of the society.     
Negi discussed various prospects for promotion of MSMEs with industrialists and entrepreneurs of the district. He said the district with an abundance of natural resources has been chosen as an aspirational district and the purpose of his visit was to explore ways for their maximum utilization while ensuring minimal disturbance to environmental  sustainability.
Representatives of various departments including industrialists and entrepreneurs urged support for the promotion of agriculture and allied sectors in the district. The Economic Advisor had a patient hearing and assured to chalk out ways for their redressal.
Later, DPS Negi visited some industrial estates located at Mazboug, Doubgah and other places of Sopore town to get a first-hand appraisal of concerns of entrepreneurs and others associated with the sector.

KARGIL, MAY 24: Deputy Commissioner and CEO LAHDC, Kargil Vikas Kundal today convened a meeting of the district officers to discuss the arrangements being put in place for simultaneous plantation drive in the district in connection with the Environment Day on 5th of June, 2018.
Divisional Forest Officer and In Charge plantation drive Muhammad Ali informed the meeting that a target of over 1 lakh saplings have been set to be planted as per the annual action plan set under District Plan, CAMPA and CAT this year.
Issues with regard to the appointment of nodal officers and in charge plantation locations for different divisions in the district were discussed threadbare. The DC was informed that to carry out the simultaneous drive 21 locations for Zanskar, 17 for Sankoo, 13 for Drass, 7 for Kargil and Shargole while as 6 locations have been earmarked for Chiktan area.
 The Deputy Commissioner while impressing upon the officers to make all out efforts to accomplish the set plantation target within the allotted 3 hours’ time directed them to personally monitor the plantation of saplings besides planting saplings by themselves as well.
Meanwhile the DC also directed the officers of MC, Education, Fisheries, Health, Agriculture, R&B, Tourism, PHE, Horticulture, Industries, Animal Husbandry and other concerned departments to furnish inputs for the compilation of Zanskar Master Plan within the stipulated period of time so that the plan is put into public domain at the earliest possible.
While enquiring about the status of installation of biometric attendance system in Government offices in the district, the DC directed the officers to ensure the installation of biometric attendance machines in the offices under their control without further delay.
To complete the process the DC set 30th May, 2018 as the deadline.

Reviews functioning of Housing & Urban Dev Deptt
SRINAGAR, MAY 24: The meeting of Department Related Standing Committee (DRSC-I) of Jammu and Kashmir Legislative Council was held here today under the Chairmanship of MLC, Qaiser Jamsheed Lone to review the functioning of Housing and Urban Development Department (H&UDD).
The Committee discussed the overall functioning of Housing and Urban Development Department including Urban Local Bodies, UEED, J&K Housing Board, Srinagar Municipal Corporation, SDA, Town Planning Organization, Kashmir, Lakes and Waterways Development Authority (LDA) and other allied wing of the H&UD department.
Legislators, Aga Syed Mahmood-Ul-Mosavi, Mohammad Khursheed Alam and G L Raina attended the meeting and gave their valuable suggestions to make the H&UD department more vibrant and result oriented.
Financial Commissioner, H&UDD, K B Agarwal briefed the Committee about measures for improving the functioning of the department. He also presented a brief about the physical and financial achievements in different sectors of the department.
The Committee also discussed the proper implementation of various schemes including Capital City Dev Programme (CCDP), Integrated Dev of Medium Towns (IDMT), Special Infrastructure Dev of District HQ/Major Towns (SIDMT), preparation of Master Plans, Development of Model Town Charar-i-Sharief, on-going projects of Dal Development, Sewerage and Drainage system, Smart City Mission and Swachh Bharat Mission.      
 The Committee directed the concerned authorities of H&UDD to take necessary steps to expedite the process on all ongoing projects of the department for their early completion.     
Managing Director, JK Housing Board, Dr Manmohan Singh, Vice Chairman, LAWDA, Dr A Hafeez Shah, VC SDA, Abdul Majid Raina, Director ULB, Manzoor Ahmed Sofi, CTPK, Fayaz Khan, CE JKUEED, Er Mohammad Hanief Lone, besides Special Secretary, Council, Mohammad Ashraf Wani and other senior officers of H&UDD and Council Secretariat were present in the meeting.

SRINAGAR, MAY 24: Minister for Forest, Environment and Ecology, Rajiv Jasrotia chaired the review meeting regarding progress on diversion of forest land cases under forest conservation act pertaining to PMGSY, PWD and R&B departments in all the forest divisions of J&K here today.
The meeting was attended by Minister of State for Forest, Ecology and Environment, Zahoor Ahmad Mir, Minister of State for Education Shakti Raj, Commissioner Secretary Forest  Saurabh Bhagat, Principal Chief Conservator Forests M M Pant, Chief Conservator of Forests Kashmir Farooq Geelani, Chief Engineers PWD and R&B besides Conservator of Forests and District Forest Officers from Jammu and Kashmir range.
On the occasion, Jasrotia stressed on R&B and PMGSY departments that no laxity would be allowed as far as joint surveys and inspections are concerned.
Minister directed the concerned officials to expedite the demarcation between the forest department and indenting agencies in twin divisions of Jammu and Kashmir so that   road cases that are lying pending are taken on priority.
He said that government is committed to better infrastructure and would ensure that the promise is fulfilled in letter and spirit and asked the concerned officers to work with dedication with regard to forest clearances and facilitate development projects execution.
The Minister directed Commissioner Secretary to call a meeting of all DC’s through Chief Secretary for expediting the transfer of alternate state land so that over all process of forest clearances becomes easy and fast.
He also directed to conduct joint surveys and inspections and submit cases on fast track basis in a time-bound manner so that these projects are completed well in time.
The executing agencies and the DFOs were directed to work hard in a coordinated manner for forest clearance cases.

KARGIL MAY 24: Minister for Cooperatives Chering Dorjay today said that the present Government is fully committed to the development and strengthening of cooperative sector in Ladakh region and several key measures are underway to introduce profitable schemes to help farmers in getting profitable income.
The Minister stated this while chairing a meeting convened to discuss projects to be formulated under National Cooperative Development Corporation (NCDC) for Kargil District at conference Hall Baroo here today.
Chairman and Chief Executive Councillor Kargil Kacho Ahmad Ali Khan, Deputy Commissioner Kargil Vikas Kundal besides other concerned officers were present in the meeting.
The Minister said that Government is working for the prosperity of the farmers by providing environment friendly, real time reliable and high quality agricultural services and is keen to implement several schemes and projects under NCDC in the district in the days to come.
Dorjay said that focused attention would be given with regard to the production of finished products of sea buck thorn, apricot and dairy by introducing high quality machinery so as to produce quality products in line with the present needs.
The Minister said that there is no dearth of funds under NCDC and directed the concerned officers to formulate proposals for establishment of polycarbonate sheet green houses, cold storages, milk processing units, Pashmina goat rearing units, Fishery units and other business ventures for larger benefit of the cooperative societies.
While referring to the steps being taken by the Cooperative Department for welfare of the people, the Minister said that issue with regard to the establishment of a tetra pack plant in Leh has already been taken up with the Central Government which is under active consideration. Dorjay said that coming up of the plant in the region will on the one hand produce sea buck thorn and apricot products of high quality and will also usher in an era of profitable business to the peasants of the twin districts of Leh and Kargil.
The Minister said work on the 1000 MT cold storage at Leh is nearing completion and will start functioning this year. He directed the Deputy Commissioner Kargil to start work on the establishment of cold storage at Kargil out of the Rs 4.50 crores released for the district under PMDP.
The Minster while stressing on the need to enlighten beneficiaries about the schemes under NCDC, National Horticulture Board (NHB) and other related schemes directed the Deputy Commissioner to hold awareness programmes in different parts of the district so that the farmers are encouraged to avail benefits of such schemes thereby giving boost to their income.

SRINAGAR, MAY 24: Minister for School Education, Haj and Auqaf and Tribal Affairs Chowdhary Zulfkar Ali today announced that the Government would release salary of teachers of Sarva Shiksha Abhiyaan (SSA) before Eid-ul-Fitr.
Speaking about the issues, the Minister said a special committee has been formed which will look into the modalities of sorting salary issue of SSA teachers.
However, the Minister said till the issue gets sorted, the department would disburse Rs 143 crore as the salary of SSA teachers from their own resources before Eid so that SSA teachers could take care of their financial issues.

‘Minister issues on-spot directions on public issues’
GANDERBAL, MAY 24: Reaching out to the people of Ganderbal, Minister for Public Works and Culture, Naeem Akhtar, today held a ‘Grievance Camp’ here to take stock of ongoing developmental works and address the issues faced by the people of the district. 
Several delegations comprising of young and old, men and women from various areas of Ganderbal district met the Minister at the office of Deputy Commissioner here, where the camp was organized, and apprised him about the problems faced by them in their day-to-day life regarding roads, supply of electricity and drinking water.
The Minister assured the delegations that the development of Ganderbal district is a top priority for the state government and the chief minister Mehbooba Mufti is taking keen interest in ensuring that the fruits of economic transformation taking place across the state are tasted by Ganderbal as well.   
“The government will come out with a holistic plan for overall development of Ganderbal including road widening and sanitation projects that will fulfil the long-pending demands of this historic town. Besides, the new hospital with state-of-the-art facilities will soon be dedicated to people which will go a long way in addressing the issues of healthcare in Ganderbal,” Akhtar said.
The Works Minister said that on the demand of several delegations, he has raised the issue of lack of proper sanitation in Ganderbal town with the Housing and Urban Development Minister, Sat Sharma, and a positive announcement will be made by the state government in this regard very soon.
During his interactions at the camp, the Minister gave patient hearing to the grievances of the people and also issued on-spot directions to the officers of the civil and police administration regarding the issues raised by the public. Senior officers of the district administration also attended the camp.

SRINAGAR, MAY 24: Minister for School Education, Haj and Auqaf and Tribal Affairs, Chowdhary Zulfkar Ali today announced that Government would soon start separate schools for specially-abled children across the State.
The Minister made the announcement during a departmental review meeting.
Speaking on the occasion, the Minister said although Government is making sure that concept of inclusive education is followed in letter and spirit, and a child irrespective of his health condition receives the same education as a child with normal health condition. However, he said there are some, who due to their medical condition of having 100 percent or near 100 percent disability, could not be taught in regular schools and require special care and special attention.
It is for these specially-abled children, the Minister said that Government intends to start special schools, where they could receive their education, without any hindrance.
The Minister directed both the directors from Kashmir and Jammu division to identify places across the State to establish these schools within a fortnight.
Zulfkar Ali said the department has sufficient infrastructure and some buildings can be easily converted as special schools for specially-abled children.
He directed the directors to complete all the required formalities, which include deputing well trained resource persons and putting in together the requisite infra-structure in these schools so that they would be made operational this year only.
Directing the concerned to ensure that all high schools and higher secondary schools should have ramps constructed at an earliest, the Minister said in a developed society, the needs and interests of every individual that includes people with special needs, are taken care of.
He said that lack of ramps in an educational institute defeats the concept of inclusive education.
The Minister informed that under the central scheme of ‘Shala Darpan’ the Government would provide 1800 computer tablets to 2458 high schools and higher secondary schools. 
During the meeting, the Minister was informed that during financial years of 2015-16, 2016-17, and 2017-18 the department has provided vocational training courses to 132, 220, and 200 students respectively studying in 9th to higher secondary schools. The courses included were health, retail, information technology, travel and tourism, security, telecom, agriculture, media and entertainment.
Secretary School Education, Director School Education Kashmir, Director School Education Jammu, Director RMSA, Director SSA, Chief Engineers R&B, and other concerned were present in the meeting.

Express solidarity with shelling hit families
JAMMU, May 24: Deputy Chief Minister Kavinder Gupta today visited firing affected border villages of R. S. Pura, Suchetgarh and Arnia and took stock of the situation and inspected facilities made available for inmates at the make-shift relief camps.
Accompanied by Minister for PHE, Irrigation and Flood Control Sham Choudhary, Member Parliament Jugal Kishore, Legislators Ravinder Raina and GaganBhagat, the Dy CM took on the spot review of facilities made available at the shelter and relief camps established for border firing victims by the administration at Higher Secondary School R. S. Pura, ITI College R. S. Pura, Chakroi Panchayat GharJojawal and other places.  
The Dy CM asked the concerned officers to make sure that these people do not suffer for want of necessary amenities.  He gave instructions to the concerned agencies to ensure adequate supply of ration, LPG, electricity and other essential commodities to the affected people.
Kavinder Gupta, while interacting with the local people, enquired about the problems being faced by them in the wake of continuous shelling from across the border.  The villagers apprised Dy CM of the need for construction of permanent bunkers. They also demanded for making provision for one room flat at safer places and timely disbursement of compensation to NoK of those killed in cross border firing, etc.
Kavinder, Sham and Jugal Kishore assured the people living in the relief camps that it is the prime concern of the Government to provide every facility to them. They also informed that the Centre Government has already enhanced compensation for Next of the Kin of those killed in border firing from Rs 1 lakh to 5 lakh.
Divisional Commissioner Jammu Hemant Kumar Sharma, IGP Jammu Zone S. D. Singh, Deputy Commissioner Jammu Kumar Rajeev Ranjan, Superintending Engineer PDD, SDM R.S. Pura, Tehsildar R.S. Pura, besides senior functionaries of various department accompanied the Deputy CM.
Earlier, Deputy Chief Minister also attended the last rites of a man who died in cross border firing yesterday. He also conveyed his heartfelt sympathies with the bereaved family and prayed for peace to the departed soul.
Meanwhile, the Dy CM convened meeting at SDM Office R. S. Pura with civil and police administration and had detailed information regarding the measures being put in place to provide necessary help to the affected people.
Kavinder directed the concerned officers to remain available in the camps to redress the problems of the people and ensure provision of all basic amenities so that inmates don’t face any inconvenience on this account.
Deputy Chief Minister also directed the health authorities to provide adequate health care facilities besides asking the concerned to provide mobile health unit for livestock as well.

Emphasising the crucial importance of games and sports to promote balanced personality development of youth, Governor advised Sh. Parra to take all possible steps to augment the sports infrastructure in all the districts of the State and promote inter-State level championships to provide opportunities to the J&K youth to enhance their skills. Vohra inaugurated a one day Conference on “Food Processing and Pradhan Mantri Kisan Smpada Yojana” at the Shalimar Campus of the Sher-e-Kashmir University of Agricultural Sciences and Technology Kashmir, today. This Conference has been organized by the Directorate of Extension SKUAST-K, Ministry of Food Processing Industry, Government of India and the Associated Chambers of Commerce and Industry of India (ASSOCHAM), New Delhi.
        Appreciating the organisation of this important Conference, Governor observed that there is inadequate awareness about this pan India Programme which is a flagship scheme launched by the Govt. of India with the objective of supplementing agriculture, modernizing food processing and decreasing Agri-Waste. 
 Governor observed that currently a very high percentage of agricultural produce of the country goes waste because of lack of processing facilities and modern preservation techniques. He noted that if we endeavor to minimise this waste, the producers’ surplus would increase very substantially.
Governor urged Vice- Chancellors of the Farm Universities and other entities involved in the implementation of this Yojna to formulate sound sector wise schemes under the ambit of this flagship progamme so as to double the farmer’s income by 2022-23, promote farmers' welfare and reduce agrarian distress.
Prof. Nazeer Ahmed, Vice-Chancellor, SKUAST-K, Sh. Parvez Ahmed, Chairman and CEO J&K Bank Ltd.; Sh. K.B. Subramanian, Director Ministry of Food Processing Industries, GoI; Sh. D.S. Rawat, Secretary General, ASSOCHAM; Sh. Javid Ahmad Tenga, President Kashmir Chamber of  Commerce & Industry (KCCI) presented their views on the opportunities available to farmers to become entrepreneurs by taking full advantage of benefits available under Pradhan MantriKisan Sampada Yojana.
Governor presented certificates of Skill Development Programmes to the Course Directors and ICAR’s Best Teachers Awards to the teachers of the University. Later Governor visited the High-Density Apple Orchard & Rootstock Block of the University and enquired about the health of high-density apple crop.
