New Delhi, Mar 24 :  Expressing concern over the plight of construction workers after the country-wide lockdown over coronavirus, Congress president Sonia Gandhi on Tuesday urged Prime Minister Narendra Modi to announce emergency measures, including wage support to those in distress.

In a letter to the prime minister, Gandhi said over 44 million construction workers are now faced with a "precarious" future as many of them are stranded in cities and are deprived of livelihood due to the lockdown.

In a separate letter to the chief ministers of Congress-ruled states, the Congress chief urged them to ensure urgent wage support to construction workers who are now deprived of work due to the restrictions.

She said the country is in the midst of the worst global pandemic and this has necessitated stringent measures for containment and management of the COVID-19 transmission.

"These measures have led to widespread economic disruptions that had a debilitating impact on the informal sector," she said in her letter to Modi.

Nearly 500 coronavirus cases have been reported in India so far, according to Health Ministry data on Tuesday.

As cases of the viral infection surged, authorities have put almost the entire country under lockdown, banning gathering of people and suspending road, rail and air traffic till March 31, to check the spread of the deadly coronavirus.

The Congress president said that over the last year, lakhs of migrant workers in major cities across India have left for their home towns and villages fearing a prolonged economic downturn.

"As the second largest employer in India, over 44 million construction workers are now faced with a precarious future. Many are stranded in cities and are deprived of their livelihoods due to the stringent lock down measures," Gandhi told the PM.

The Congress chief said several countries around the world, most notably Canada, have announced wage subsidy measures as part of COVID-19 Economic Response Plan.

"Considering the extraordinary circumstance, I request you to consider advising the State Building and other Construction Worker's Welfare Boards to roll out emergency measures, particularly wage support to the construction workers who are in distress," Gandhi urged the prime minister.

She said the Building and other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 provides for various welfare measures for workers.

The Act also provides for constitution of state welfare boards and the constitution of welfare fund, she said, noting that it is reported that the welfare boards collected cess amounting to Rs 49,688 crore till March 31, 2019.

She said only an amount of Rs 19,379 crore had been spent.

In her letter to Congress chief ministers, she commended their tireless efforts towards responding to the COVID-19 pandemic. This public health emergency has triggered a severe economic downturn that threatens the livelihoods of millions, she noted.

"The construction sector is still reeling under the twin blow of demonetisation and GST, and slowdown triggered by COVID-19 is likely to further deepen the crisis. While lakhs of migrant workers fled large cities over the last week due to panic and stoppage of work, many are left stranded due to stringent lockdown measures and closure of public transport. Given their dependence of daily wages, it is important to provide urgent wage support to construction workers who have been deprived of work," she wrote to the CMs.

"At this juncture, it is critical to ensure that workers are given the benefits they are entitled to under various statutory provisions," she said.

State Welfare Boards set up under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 have a large pool of unutilised funds collected through the levy of Building and Other Construction Workers Welfare Cess, she told the Congress chief ministers.

Given that a significant amount of cess lies unutilised, the State Welfare Boards may consider providing wage support to their registered beneficiaries, Gandhi told the chief ministers.

Several countries around the world, most notably Canada has announced wage subsidy measures as part of its COVID-19 Economic Response Plan, she said.

"In light of the extraordinary circumstance, I urge you to advise the State Welfare Boards to take necessary action at the earliest. Kindly keep me informed of progress in this matter," she told the CMs.

New Delhi, Feb 3 :  Congress leader Rahul Gandhi on Monday targeted the government over the issue of unemployment, saying it has "failed miserably" to generate jobs for the youth of the country.

He said Union Finance Minister Nirmala Sitharaman should not be afraid of answering questions raised by him on behalf of the youth, to whom the government is answerable.

"Finance Minister, don't be scared of my questions. I am asking these questions on behalf of the youth of the country, to answer whom is your responsibility," Gandhi said in a tweet in Hindi.

"The youth of the country want employment and your government has failed miserably to provide them the same," he said.

The Congress leader used the hashtag "JawaabDoMantriJi" to put across his point.

New Delhi, Feb 3 :  The Congress hit out at the ruling BJP on Monday over its leader Anantkumar Hegde's remarks against the Mahatma Gandhi-led freedom movement, saying a sedition case should be slapped against the former Union minister and Prime Minister Narendra Modi must apologise for it.

The opposition party demanded that the prime minister must come to Parliament and clarify his position on Hegde's "objectionable" remarks, and asserted that it was time for Modi to prove whether his loyalty was towards Gandhi's assassin Nathuram Godse or the Father of the Nation.

Questioning the freedom movement led by Gandhi, Hegde said it was an "adjustment" with the British.

"They are disparaging the national movement. If the prime minister and the BJP government are sincere about the 150th birth anniversary celebrations of Mahatma Gandhi, we demand that the PM comes to Parliament and clarifies his position," Congress's senior spokesperson Anand Sharma told a press conference.

"They are desperate for elections and only to get some votes, they are inflicting deep wounds on the soul of India," he said.

Asserting that the Bharatiya Janata Party (BJP) MP's statement was condemnable, Rajasthan Chief Minister Ashok Gehlot said the leaders of the saffron party could afford to call the freedom movement a drama as they never fought for the country's independence and made any sacrifices.

"Such statements reveal their true mindset that they use Gandhi's name just for show and have no regard for him," he said.

Demanding Hegde's expulsion from the BJP, Congress spokesperson Jaiveer Shergill said it was time for the prime minister to prove whether his loyalty was towards Godse or Gandhi.

"The prime minister did not take action against Pragya Thakur, who continues to insult Mahatma Gandhi on a daily basis, and now, Anantkumar Hegde has joined the 'hate bapu' chorus. The prime minister's love for Gandhi exists only in advertisements and on the ground, 'hate Mahatma Gandhi' seems to be the tool to mobilise his cadres.

"If the prime minister has even an ounce of respect for Gandhi, he should remove Thakur and Hegde from the party. It is time for the prime minister to prove whether his loyalty is towards Godse or Gandhi," he said.

Modi should apologise for Hegde's remarks, a sedition case should be slapped on the former Union minister and both Thakur and he should be removed from the BJP, Shergill demanded.

"If the prime minister does not take action as usual or takes patchwork action, then India will know that the PM stands with the killers of Gandhi," he said.

Earlier, in a tweet, Shergill said, "Mahatma Gandhi does not need a certificate from cadre of Britishers 'Chamchas & Spies'. High time BJP is renamed as 'Nathuram Godse Party'."

Congress's chief spokesperson Randeep Surjewala also took a dig at the BJP over Hegde's remarks, wondering how could those who believed in "kattagraha" (the rule of pistols) accept "satyagraha".

"This is Modi's Bharat, where Bapu's thoughts and the path he walked on are attacked everyday. Will Modi ji take action against Anant Hegde? Otherwise, it will be proven that the voice was of Hegde, but the idea was of ??Modi ji?," he said in a tweet.

Earlier, reacting to Hegde's remarks, Sharma said there could not be a greater insult to India's national movement and those who sacrificed everything to give the country freedom.

"The prime minister, the BJP leadership as a whole has to apologise for these things," he said.

Senior Congress leader Jairam Ramesh tweeted, saying, "Anant Kumar Hegde is perhaps reflecting the views of his masters. If he is not, his comments should invite the strictest possible action from his party.

"Those who sacrificed their lives and worked towards big change in the country were dumped in the dark corners of history, but those who fought in adjustment with the British became freedom fighters with certificates.... This is the tragedy of the country," Hegde said in his remarks.


New Delhi, Feb 2 :  The Congress on Sunday promised to implement unemployment allowance of Rs 5,000-7,500 per month, cashback schemes for water and power consumers and challenge the contentious CAA in the Supreme Court if voted to power in Delhi.

The manifesto presented by Delhi Congress chief Subhash Chopra also committed to spend 25 per cent budget each year on fighting pollution and improving transport facilities.

The party has promised to provide free electricity up to 300 units per month.

He said the Congress will open 100 Indira Canteens in the city to give subsidised meals at Rs 15, Chopra said.

An unemployment allowance of Rs 5,000 for graduates and Rs 7,500 for post graduates will be provided monthly under the Yuva Swabhiman Yojna, he said.

The announcements come in the backdrop of promises and initiatives by its rivals AAP and BJP.

The Congress will challenge the Citizenship (Amendment) Act in the Supreme Court and demand the Centre to withdraw the law. The party will also not implement the proposed National Register of Citizens (NRC) and the existing form of the National Population Register (NPR), if voted to power in Delhi.

The manifesto, titled 'Aisi Hogi Hamari Delhi', was released at the Delhi Congress office in presence of senior leaders Anand Sharma, manifesto committee chairman Ajay Maken, Rajiv Gowda, Sharmishtha Mukherjee among others.

"We will get a strong Lokpal in first six months," Chopra said.

The Congress will launch flagship cashback schemes for power and water supply to benefit consumers saving these resources.

If voted to power, the Congress will launch Sheila Pension Yojna under which Rs 5,000 per month will be provided to senior citizens, persons with disabilities and transgender.

The manifesto also promised opening of a 'Yaari Startup Incubation Fund' of Rs 5,000 crore to incentivise entrepreneurs.

A major focus area of the manifesto is pollution mitigation and boosting public transport.

"We will now make Delhi India's first electric vehicle city via DEVI-Delhi Electric Vehicles Initiative," stated the manifesto, promising procurement of 15,000 electric buses.

It also stated that fares of the Delhi Metro will be subsidised for women, students and senior citizens. For students, a subsidy of Rs 300 per month will be given through direct benefit transfer.

The manifesto also cited a scheme proposed by party leader Rahul Gandhi in the last Lok Sabha election, promising Rs 7,2000 per year to five lakh families.

For women empowerment and safety, the manifesto promised to revive 'Ladli' scheme, free education to girls upto PhD and free health check up for women.

Another area of focus in the manifesto is urban renewal and infrastructure promising a 350- square flat for residents of JJ clusters, renewal of TransYamuna Development Board and creation of a Resettlement Colonies Development Board and Shahjahanabad Development Board. These boards will be provided Rs 1,000 crore annually for smooth functioning, it added.

While the BJP has promised to set up a water taxi service between Wazirabad and Sonia Vihar, Jagatpur and Tronica City at affordable prices; free rides for women on DTC buses and subsidised electricity are some of the initiatives taken by the AAP government in Delhi.

New Delhi, Feb 1 :  Congress leader Rahul Gandhi on Saturday said there was no strategic idea or anything concrete in the Union Budget and it described the "hollow" approach of the government that was "all talk and nothing happening".

Talking to reporters outside Parliament soon after the presentation of the budget, he described it as repetitive, saying the budget does not address the main issue of unemployment confronting the country's youth and the poor state of the economy.

"The main issues confronting this country today are unemployment and the situation as far as the economy is concerned. I did not see any concrete idea, any strategic idea that would help our youngsters get jobs. I saw a lot of tactical stuff, redundant things, I did not see any central idea," he told reporters.

"The speech was over 2.5 hours long and I did not find any strategic thing in it. The main issue is employment and economy. There is redundancy and income tax has been complicated instead.

"The government's approach is visible in this budget. It did not have anything in it. It was hollow," he said.

Gandhi said the Union Budget describes the government quite well, which is of "all talking" and nothing concrete.

"It was more than 2 hours and 45 minutes (long). A lot of repetition, a lot of rambling, nothing concrete. So it is the mindset of the government - all talk, all talk, all talk, nothing happening. But, the country is, of course, is suffering," he said.

"Our youth want jobs. Instead they got the longest budget speech in parliamentary history that said absolutely nothing of consequence. PM & FM both looked like they have absolutely no clue what to do next," Gandhi tweeted.

Addressing youth in universities and colleges directly, he said, "You know exactly what is going on. You know that you don't have a future, as far as jobs are concerned. And, nothing happened here to help you."

The Congress leader said the budget was very long and it was probably the longest speech ever which saw tactical stuff but no central idea.

Finance Minister Nirmala Sitharaman announced cuts in personal income tax, extended tax benefits for affordable housing and gave relief to companies on payment of dividend in the Union Budget for 2020-21 as the government looked to boost consumption to bring the economy out of the worst slowdown in 11 years.

The minister proposed raising customs duty on a variety of products ranging from tableware and kitchenware, electrical appliances to footwear, furniture, stationery and toys to give a level playing field to domestic companies and boost 'Make in India'.

Offering an optional lower rate of income tax to individuals, Sitharaman in her Budget for 2020-21 proposed new tax slabs of 15 per cent and 25 per cent in addition to the existing 10 per cent, 20 per cent and 30 per cent. The new I-T slabs would be for individuals not availing certain specified deductions or exemptions.


Jaipur, Jan 28 :  Congress leader Rahul Gandhi on Tuesday accused Prime Minister Narendra Modi of destroying India's image as a country of peace and harmony and urged the youth not to let their voice be suppressed.

Addressing a youth rally here, the former Congress president blamed the BJP-led government at the Centre of creating an image for the country that deterred investors.

He claimed that one crore people lost their jobs in the past year while the Modi government had promised the creation of two crore new ones.

Gandhi said the growth rate of 9 per cent reached during the UPA term has now declined to 5 per cent -- and claimed it is only 2.5 per cent if measured in the same manner in which it was during the UPA period.

He said Narendra Modi has not studied economics, claiming that the prime minister could not understand the Goods and Services Tax (GST). Gandhi also criticised the PM on demonetisation, when high-value currency notes were withdrawn.

He urged the youth not to let their voice be suppressed and ask questions on employment and on the country's future.

Gandhi said wherever Modi goes he talks of CAA, NRC and NPR but not on real issues like unemployment.

But the Congress leader made no direct comment on the Citizenship Amendment Act, the National Register of Citizens and the National Population Register -- or on the recent protests, many of them involving young people, on these issues.

The Jaipur public meeting was billed 'Yuva Aakrosh Rally', focusing on youth anger over unemployment and the state of the economy.

"Narendra Modi has destroyed India's image and reputation in the world. Today, India is known as the rape capital but Narendra Modi does not talk about this," he said at the rally at Jaipur's Ramniwas Garden.

He said when the youth raise questions over unemployment and ask Modi why he "destroyed" India's image, you are answered with bullets and are suppressed.

He said India's biggest asset and strength are the youth, who are capable of competing with China but the government is wasting this asset.

Rahul Gandhi suggested that the US, Europe and other regions are looking at India as a manufacturing hub as a balance to China.

India's youth have the potential. They can compete with China. The companies which are there in China want to invest in India. But they say that earlier peace prevailed in India but today there is violence, he said.

They say that the government of India is spreading violence and how can an investment be made in an environment where there is no surety for tomorrow, he said.

He said the world saw India in the past as a country where there was harmony.

People used to say look at Pakistan where there is an environment of violence. Pakistan is a divided nation but India takes everyone along -- and this image of India has been tarnished by Modi, he said.

Gandhi charged Modi of extending benefits to a handful of industrialists, ignoring farmers and the youth.

The first thing he did was benefitting top 15 industrialists -- only 15 and not 100 or 200, Gandhi said. Urging balance he said Modi should have waived farm loans as well.

Chief minister Ashok Gehlot and Deputy Chief minister and state Congress president Sachin Pilot were among the Congress leaders who attended the rally.


Ahmedabad, Jun 25  :   The cross-examination of senior Congress leader Ahmed Patel over a petition filed by BJP leader Balvantsinh Rajput challenging his election to the Rajya Sabha ended before the Gujarat High Court Tuesday.

Patel was cross-examined for four days before Justice Bela Trivedi.

On Tuesday, Rajput's lawyer questioned Patel about a press conference he had held on August 7, 2017, a day before the election.

When asked if he recalled the conference, the Congress leader said he did address it but could not say when it was held.

On Wednesday, the court will deal with two applications filed by Patel.

One of the applications claims that Rajput's signature on the petition was forged and should be examined by a forensic science laboratory.

The other plea seeks removal of BJP leaders Amit Shah and Smriti Irani from respondents' list, in view of their election to the Lok Sabha. In 2017, Shah, Irani and Patel were elected to the Upper House of Parliament from Gujarat.

Patel had told the high court during the cross-examination Monday that it was the state Congress' decision, and not his, to shift 44 of its MLAs to a Bengaluru resort ahead of the election.

Rajput lost to Patel in the election which had become a prestige battle for both the BJP and Congress.

Among other things, his petition has accused Patel of bribing the MLAs to get their votes.

He has also sought that votes cast by Congress MLAs Shailesh Parmar and Mitesh Garasiya (in Patel's favour) be held invalid for a procedural breach, and the votes cast by Congress rebels Bholabhai Gohil and Raghavji Patel (which went to Rajput) be held as valid.      [Agencies]


New Delhi, Jun 25  :   Notwithstanding his decision to resign as Congress president after the party's Lok Sabha election debacle, Rahul Gandhi will meet leaders from various poll-bound states to discuss the party's preparedness.

According to sources, Gandhi, who has not been meeting the leaders of various parties ever since he offered to resign as the party chief at the May 25 meeting of the Congress Working Committee (CWC), is slated to meet party leaders from Maharashtra, Haryana and Delhi.

While the CWC had rejected his resignation and asked him to restructure the party at all levels, Gandhi had refrained from meeting people and asked his sister and Congress general secretary Priyanka Gandhi Vadra to do the talking on his behalf.

Sources said the Congress chief met Chhattisgarh Chief Minister Bhupesh Baghel and party leaders from the state on Monday and would be meeting leaders from Maharashtra on Wednesday.

Congress general secretary in-charge of Maharashtra Mallikarjun Kharge and AICC secretaries for the state, along with the PCC chief, would be meeting Gandhi to discuss the party's preparedness for the Assembly election in the state due later this year.

Gandhi will meet Congress general secretary in-charge of Haryana Ghulam Nabi Azad and party leaders from the state on Thursday and those from the national capital region of Delhi on Friday to ascertain their poll preparedness and chalk out the party's strategy going forward.

Gandhi has so far stuck to his decision to quit as the Congress chief, but the party is in a state of flux ever since as he has not been meeting leaders.

The fresh round of meetings will give a ray of hope to the party, which is looking up to its leadership for direction after its humiliating defeat in the Lok Sabha polls.

The grand old party has already dissolved its Uttar Pradesh and Karnataka units and similar decisions are likely to come for other states too.

While a majority of Congress leaders is trying to convince Gandhi to change his decision, he is reportedly adamant on his plan and is learnt to have given some time to the party leaders to work out an alternative.

The sources said Gandhi's decision to meet state leaders would help infuse confidence in the party's rank and file.

While Assembly elections are due in Haryana and Maharashtra later this year, the Delhi polls are slated to be held early next year.                                                 [Agencies]


Chandigarh, Oct 12 (PTI) Congress leader Deepender Singh Hooda on Friday alleged that the NDA government has "scaled down" a rail coach manufacturing unit approved by the UPA dispensation in Sonipat district to a refurbishing and rehabilitation factory.


He said Prime Minister Narendra Modi laid the foundation stone of a Rs 500-crore rail coach refurbishing and rehabilitation factory in Sonipat, during his visit to Sampla in Rohtak district on Tuesday.

However, he said, the previous UPA government in 2013 had approved a "full-fledged" coach manufacturing unit at a cost of Rs 3,500 crore.

"After nearly six years, instead of starting the project approved during our time, what the Modi government has done is scaled down the project," he told reporters in Chandigarh.

"I raise strong objection to what the Narendra Modi government has done," the Rohtak MP said.

Hooda said now "no manufacturing will take place" at the unit and it will be reduced to a repair factory.

"The Centre is not giving anything much to Haryana, but what has been approved even that is being taken back," Hooda, son of former Haryana chief minister Bhupinder Singh Hooda, alleged.

He said he had attended the unveiling of a 64-foot-tall statue of peasant leader Sir Chhotu Ram in Sampla on Tuesday by Modi, but opted out of another function of the prime minister nearby because "no provision had been made for my speech despite I being an MP from the area".


Mumbai, Aug 22: Senior Congress leader Gurudas Kamat died today after a brief illness, party sources said.

He was 63. The former Union minister died at a hospital in Delhi, where he was admitted early today.

Kamat was a Member of Parliament for the Mumbai North West constituency in 2009 and the Mumbai North East constituency in 1984, 1991, 1998 and 2004.

He was Union Minister of State for Home Affairs with an additional charge of the Communications and Information Technology ministry from 2009 to 2011. In July 2011, he resigned as the minister.

He was also a former president of the Mumbai Regional Congress Committee.

An advocate by profession, Kamat was a commerce graduate from the R A Podar College in Mumbai and also had a law degree from the Government Law College here.

New Delhi, Jul 5: The Supreme Court today sought response from Congress leader Sajjan Kumar, accused in 1984 anti-Sikh riots cases, on a plea filed by the SIT challenging the anticipatory bail granted to him by the Delhi High Court.

A bench of Justice A K Sikri and Ashok Bhushan said it is high time that these cases are tried at the earliest.

The bench said it was an over 30-year-old case and it took around "200 pages" for the high court to grant anticipatory bail when it could have been done in just "40-50 pages".

Additional Solicitor General Maninder Singh, appearing for the SIT, said the investigation started against Kumar only in 2016 and now he has come armed with a battery of lawyers and dictates his statement to the investigating officer of the case.

The ASG said that while granting anticipatory bail to him, the high court had said that everything will be tested in trial of the case but at the end it granted him the relief saying there was no evidence.

To this, the bench said whether all this was considered at the time of anticipatory bail?

Singh said, "Yes. This is totally contrary to the established procedure of law".

The bench then issued notice.

The Delhi High Court had on February 22 upheld a trial court order granting anticipatory bail to Congress leader Kumar in two anti-Sikh riots cases of 1984, saying that according to records, he was available throughout the investigation.

The Congress leader was granted anticipatory bail by the trial court on December 21, 2016 in two cases of killing of three Sikhs during the riots which had occurred after the assassination of then prime minister Indira Gandhi.

Kumar had submitted that his name was never taken earlier and it was a case of fresh allegations coming up after 32 years.
