New Delhi, Mar 24 :  Expressing concern over the plight of construction workers after the country-wide lockdown over coronavirus, Congress president Sonia Gandhi on Tuesday urged Prime Minister Narendra Modi to announce emergency measures, including wage support to those in distress.

In a letter to the prime minister, Gandhi said over 44 million construction workers are now faced with a "precarious" future as many of them are stranded in cities and are deprived of livelihood due to the lockdown.

In a separate letter to the chief ministers of Congress-ruled states, the Congress chief urged them to ensure urgent wage support to construction workers who are now deprived of work due to the restrictions.

She said the country is in the midst of the worst global pandemic and this has necessitated stringent measures for containment and management of the COVID-19 transmission.

"These measures have led to widespread economic disruptions that had a debilitating impact on the informal sector," she said in her letter to Modi.

Nearly 500 coronavirus cases have been reported in India so far, according to Health Ministry data on Tuesday.

As cases of the viral infection surged, authorities have put almost the entire country under lockdown, banning gathering of people and suspending road, rail and air traffic till March 31, to check the spread of the deadly coronavirus.

The Congress president said that over the last year, lakhs of migrant workers in major cities across India have left for their home towns and villages fearing a prolonged economic downturn.

"As the second largest employer in India, over 44 million construction workers are now faced with a precarious future. Many are stranded in cities and are deprived of their livelihoods due to the stringent lock down measures," Gandhi told the PM.

The Congress chief said several countries around the world, most notably Canada, have announced wage subsidy measures as part of COVID-19 Economic Response Plan.

"Considering the extraordinary circumstance, I request you to consider advising the State Building and other Construction Worker's Welfare Boards to roll out emergency measures, particularly wage support to the construction workers who are in distress," Gandhi urged the prime minister.

She said the Building and other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 provides for various welfare measures for workers.

The Act also provides for constitution of state welfare boards and the constitution of welfare fund, she said, noting that it is reported that the welfare boards collected cess amounting to Rs 49,688 crore till March 31, 2019.

She said only an amount of Rs 19,379 crore had been spent.

In her letter to Congress chief ministers, she commended their tireless efforts towards responding to the COVID-19 pandemic. This public health emergency has triggered a severe economic downturn that threatens the livelihoods of millions, she noted.

"The construction sector is still reeling under the twin blow of demonetisation and GST, and slowdown triggered by COVID-19 is likely to further deepen the crisis. While lakhs of migrant workers fled large cities over the last week due to panic and stoppage of work, many are left stranded due to stringent lockdown measures and closure of public transport. Given their dependence of daily wages, it is important to provide urgent wage support to construction workers who have been deprived of work," she wrote to the CMs.

"At this juncture, it is critical to ensure that workers are given the benefits they are entitled to under various statutory provisions," she said.

State Welfare Boards set up under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 have a large pool of unutilised funds collected through the levy of Building and Other Construction Workers Welfare Cess, she told the Congress chief ministers.

Given that a significant amount of cess lies unutilised, the State Welfare Boards may consider providing wage support to their registered beneficiaries, Gandhi told the chief ministers.

Several countries around the world, most notably Canada has announced wage subsidy measures as part of its COVID-19 Economic Response Plan, she said.

"In light of the extraordinary circumstance, I urge you to advise the State Welfare Boards to take necessary action at the earliest. Kindly keep me informed of progress in this matter," she told the CMs.

Gandhi wrote to Rajasthan Chief Minister Ashok Gehlot, Punjab Chief Minister Amarinder Singh, Chhattisgarh CM Bhupesh Baghel and Puducherry CM V Narayanasamy.
Ashok Chavan

Aurangabad, Jan 27 :  Congress president Sonia Gandhi had sought a written undertaking from the Shiv Sena that the new government in Maharashtra would work within the ambit of the Constitution, former chief minister Ashok Chavan has said.

Sonia Gandhi had given clear guidelines that the state government must work within the frame of Constitution, the state PWD minister said at a meeting in Nanded on Sunday.

"She told us that first we should get this in writing (from Sena) that the government should work within the ambit of the Constitution and shouldn't violate the Constitution preamble. We were told to convey this to Uddhav Thackeray," Chavan said.

Thackeray was sworn in CM in November last year, heading an alliance government with the Congress and NCP, after results of the October 21 Assembly elections failed to throw up a clear winner.

Chavan said Gandhi had also told state Congress leaders that if the government doesn't function as expected, the party should quit it. "We conveyed the same to Thackeray.

He agreed and we went to form the government," Chavan said.

Responding to Chavan's remarks, former CM Devendra Fadnavis said Shiv Sena should clarify about the 'deals' done before the Maha Vikas Aghadi government was formed.

"If alliance parties don't have faith (in Sena) why is the Sena in government," Fadnavis told media.

NEW DELHI  :    Sonia Gandhi will return as Congress president for now, two years after she handed the top job to her son Rahul Gandhi, the party's top decision-making body, the Working Committee, decided on Saturday after a 12-hour meeting. Pitching it as a stop-gap measure, the party said it will pick a new president when its plenary session is held later this year. Rahul Gandhi had quit the party's top post in May after its disastrous performance in the Lok Sabha election and subsequently refused the party's requests to withdraw his resignation. On Saturday morning, Sonia Gandhi and Rahul Gandhi had excused themselves from group meetings held to decide on a new chief, saying they cannot be part of the selection process. Despite Rahul Gandhi's insistence, the party failed to come up with a non-Gandhi alternative.                                       [Agencies]

Raebareli, Jun 12 :   UPA chairperson Sonia Gandhi thanked Raebareli voters for re-electing her in the recently held Lok Sabha elections on her one-day visit to the constituency Wednesday.

Her daughter and Congress general secretary Priyanka Gandhi Vadra accompanied her, holding discussions with party workers.

After the meeting, Congress leader Sanjay Sinh said the workers were of the view that there should be no alliance for the upcoming assembly byelections in Uttar Pradesh.

The mother-daughter duo this time skipped visiting adjoining Amethi, from where Congress chief Rahul Gandhi lost to BJP's Smriti Irani in the Lok Sabha elections.

This is the first visit of the two leaders to Raebareli after the constituency re-elected Sonia Gandhi to Parliament in the recently-concluded polls.

District Congress spokesperson Lal Aash Kiran Pratap Singh said the two leaders landed at the Fursatganj airport here, after which their cavalcade reached the Bhuyemau guest house.

Priyanka Gandhi, the Congress general secretary in-charge of eastern Uttar Pradesh, held a meeting with the party's district chiefs from the area at the guest house.

In the just-concluded polls, the Congress suffered one of its worst defeats in the politically crucial state of Uttar Pradesh, which sends 80 members to the Lok Sabha.

Rahul Gandhi lost to Union minister Smriti Irani of the Bharatiya Janata Party (BJP) from his family stronghold of Amethi by a margin of 55,120 votes. In the 2014 Lok Sabha election, the Congress chief had defeated Irani by a margin of over 1.07 lakh votes from Amethi.

However, the Congress was able to retain Raebareli -- the only seat it won in Uttar Pradesh -- with Sonia Gandhi defeating BJP's Dinesh Pratap Singh by a margin of 1,67,178 votes.

Earlier in May, Sonia Gandhi had said she was ready to sacrifice everything to safeguard the basic values of the country as she thanked the people of Raebareli for re-electing her.

"I promise you that to safeguard the basic values of the country and to uphold the tradition of the ancestors of the Congress, I will not step back from sacrificing whatever I have got," she had written in a letter addressed to the voters of her constituency.

"I know that the coming days are going to be very tough, but I am fully confident that with the power of your support and trust, the Congress will meet every challenge," she had said.

Referring to the people of her constituency, the UPA chairperson had said she had always tried to look after this extended family.

"Like every Lok Sabha election, this time also you have reposed your faith in me. I am thankful to each and every Congress worker and friends from the SP, BSP, Swabhiman Dal for the hard work put in for my win," Sonia Gandhi had said.

"My life is an open book in front of you all. You are my family. I derive strength from you and this is my real asset," she had added.

The Congress leader had also thanked the Samajwadi Party (SP) and the Bahujan Samaj Party (BSP), which did not field any candidate against her in the Lok Sabha polls.                       [Agencies]

Lucknow, Dec 15 (PTI) Prime Minister Narendra Modi will visit on Sunday Rae Bareli, his first trip to the traditional seat of the Gandhi family.
He will also visit Allahabad to review preparations for the Kumbh Mela to be held in the city next year.

Uttar Pradesh Bharatiya Janata Party media co-incharge Navin Srivastava told PTI, "Prime Minister Narendra Modi will be visiting Rae Bareli and then he will be in Allahabad."

Modi will hold a public meeting and flag off the Humsafar Express on Sunday, an official said.

According to district officials, the prime minister will lay the foundation stone and inaugurate projects worth Rs 1,100 crore during the visit.

On Thursday, Uttar Pradesh Chief Minister Yogi Adityanath had visited Rae Bareli to oversee preparations for the visit. He also took a tour of the Rail Coach Factory in the district.

The prime minister's visit is being seen as a strategy of the BJP to pin the Congress leadership in their respective constituencies in the 2019 general election. Rae Bareli is represented in the Lok Sabha by former Congress chief and UPA (United Progressive Alliance) chairperson Sonia Gandhi.

Modi's visit was planned before the counting of votes polled in the five states was taken up on December 11, following which the Congress party threw out BJP governments in three states - Rajasthan, Madhya Pradesh and Chhattisgarh.

Sonia Gandhi has not visited Rae Bareli since April. Before that, she visited the constituency in mid-2016. Also, she did not campaign in the constituency during the 2017 UP election, after she developed a health issue during a roadshow in Varanasi.

The Congress has accused the Modi government of derailing the development of Rae Bareli.

Union Finance minister and Rajya Sabha member Arun Jaitley had recently spent his Members of Parliament Local Area Development Scheme (MPLAD) funds on developmental works in the constituency.

Modi is likely to visit Uttar Pradesh again on December 29 to issue a commemorative postal stamp on backward caste Maharaja Suheldev Rajbhar and lay the foundation stone of infrastructure projects in Ghazipur.

New Delhi, Mar 6: In what can be termed as a significant political development, Congress leader and UPA chairperson Sonia Gandhi on Tuesday met Biju Janata Dal leader Bhartruhari Mahtab in the Lok Sabha and tried to speak about Odisha politics.
The interaction took place when several MPs were protesting in the House of the People raising respective demands.
In fact, Ms Gandhi crossed over to the BJD benches and was seen talking to Mr Mahtab for several minutes.
When contacted, Mr Mahtab declined to divulge details but said it was more about 'floor coordination in the House.'
The meeting between the UPA chairperson and Mr Mahtab, a trusted aide of BJD chief and Odisha Chief Minister Naveen Patnaik, assumes significance as the development comes amid efforts by regional players like Trinamool Congress and Telangana Rashtra Samiti (TRS) to cobble together a new front.
Moreover, lately Congress has lost its ground considerably in Odisha where the anti-BJD vote went to the BJP.
The vote share of Congress dropped from 33 per cent a few years back to 12 pc while that of Saffron party has surged from 18 pc to 31 pc. The BJD has maintained 43-44 per cent of its share.
On the fresh move made by TRS chief K Chandrasekhar Rao and Mamata Banerjee of Trinamool Congress to float a new front, Mr Mahtab told 'It is a very good idea and we will see how it evolves.'
He further said the BJD is however, firm about maintaining 'equi-distance from both the BJP-led NDA and Congress-led UPA and our party is in favour of genuine federal front of regional parties.'
At the national level, he said his party does not mind sitting in the opposition but will not compromise either with the BJP or the Congress.
Mr Mahtab said the BJP's efforts to fight and marginalise all opposition, parties including the Congress and regional forces, was 'undemocratic'. UNI

New Delhi, Feb 8: The Congress will hold discussions with like minded parties to form a joint opposition front to ensure defeat of the BJP in the 2019 lok Sabha election, chairperson of the Congress Parliamentary Party, Sonia Gandhi, said on Thursday.
Addressing a meeting of the Congress Parliamentary Party, Mrs Gandhi said ,'As Chairperson of the Congress Parliamentary Party, I will work with the Congress President and other colleagues in discussions with like-minded political parties to ensure that in the next election, the BJP is defeated and India is restored to a democratic, inclusive, secular, tolerant and economically progressive path."
Mrs Gandhi asked the party MPs to be in a state of readiness for the Lok Sabha election and work to convert the
disillusionment of various sections of society with the present regime into support for the Congress party.
'We have to be in a state of readiness for the national elections which are due in slightly over a year – and might well be called earlier as they were in 2004. No doubt 2014 was a severe setback, but I am convinced that it was an aberration. Increasingly, the people of our country, people belonging to all sections of our society—are getting disillusioned with the present regime.
"It is for us to channel this discontent into support. We have demonstrated our resilience before and we are now called upon to do so again. For this we must not only highlight the abject failures of the Modi government but more importantly, build a positive and credible narrative for ourselves on issues of public concern,'she said. UNI

New Delhi, Feb 8: In a strong attack on the Narendra Modi government at the Centre, Chairperson of the Congress parliamentary party Sonia Gandhi on Thursday said foundation of our democracy have come under systematic assault during the NDA rule , an all-pervasive atmosphere of fear and intimidation created and the pluralistic nature of our society was s being eroded.
Addressing a meeting of the Congress parliamentary party, Mrs Gandhi described the union budget for 2018-19, presented in the Lok Sabha by finance minister Arun Jaitley on February 1, as full of 'jumlas' and 'oft-repeated but impossible to achieve promises to double farmer incomes in five years'.
Questioning the silence of the government on the deal for Rafale fighter jets, Mrs Gandhi said government wss resorting to fictitious arguments to justify the secrecy about the price of one of India’s biggest defence purchases.
Lauding the Congress workers for the party's creditable performance in Gujarat and the recent by-election results in Rajasthan mrs gabdhi said the Gujarat election results and that of Rajasthan bypolks showed that the winds of change are coming and expressed confidence that the election results in Karnataka would underline the resurgence of the Congress.
Asking the Congress workers to be in a state of readiness for the lok sabha elections , she called on them to channel
disillusioned with the present regime among various sections into support for the Congress.
Describing Rahul as her 'boss', she expressed confidence that all partymen will work cohesively under his leadership to revive the fortunes.of the Congress.
Noting that foundation of our democracy have come under systematic assault during the NDA rule, Mrs Gandhi said, 'it has been almost four years since this government came to power. This has been a period in which institutions that are at the foundation of our democracy have come under systematic assault—Parliament itself, the judiciary, media and civil society. Investigative agencies have been let loose against political opponents. An all-pervasive atmosphere of fear and intimidation has been created. Liberal, secular and democratic traditions are being wantonly damaged. The pluralistic nature of our society—which has been its strength for centuries—is being eroded.'
Describing the union budget for 2018-19, presented in the Lok Sabha by finance minister Arun Jaitley on February 1, as full of 'jumlas', Mrs Gandhi said the document was full of 'oft-repeated but impossible to achieve promise to double farmer incomes in five years'.
'The last budget is full of sleights of hand – of jumlas -- such as the oft-repeated but impossible to achieve promise to double farmer incomes in five years, and the promises of increased support prices without clarifying their basis.
The disinvestment figures have been exaggerated by including the sale of equity in one public sector company to another, a revised health insurance scheme has been passed off as new and proposed without adequate preparation or worse, budgetary support,'Mrs Gandhi said Describing the New schemes announced in the budget as
'simply recycled schemes that were launched during the UPA government', Mrs Gandhi said, ' this government announces what it calls new programmes and initiatives ever so often, unveiling them with the flourish of a magician. In reality, they are simply recycled schemes that were launched during the UPA government. True, the new names are catchy and colourful, perhaps much more so than during our time, we must admit. But this seems to be a game of Maximum Publicity, Minimum Government, or put another way, Maximum Marketing, Minimum Delivery.'
She said the Modi government was out of touch with ground realities which was reflected in the PM 's speech in parliament on Wednesday.
'If this government is to be believed, India had accomplished nothing before May 2014. The arrogance and dishonesty of thistells us that the Modi government is out of touch with reality, and lives by its own propaganda and lies. We need no further evidence of this than the Prime Minister’s speech in the Lok Sabha yesterday morning,'Mrs Gandhi said.
Describing the 'tall claims' being made of so-called economic achievements as being far removed from reality, she said, 'tall claims are being made of so-called economic achievements, but the reality is quite different. Agriculture continues to be in deep distress and the desperation of farmers is sadly evident in the number of suicides.
The rural economy and small and medium enterprises, are in shambles. Unemployment is staring at our youth. New jobs are not only not being created, but existing jobs themselves are being lost. Employment cannot happen without new investments and the fact is that there has been a marked decline in the rate of investment over the past four years.' UNI
