JAMMU, SEPTEMBER 10: Department of Information and Public Relations (DIPR), in collaboration with Department of Ecology, Environment and Remote Sensing, today conducted a plantation drive at Media Complex, Railhead here.
Various tree saplings including Chinar, Alsotia, Cestrum Nocturnum (Raat Ki Rani), Motia and Neem besides medicinal, ornamental and flower plants were planted during the drive.
Speaking on the occasion, Joint Director Information, Jammu, Naresh Kumar called for   carrying out more such plantation drives for cleaner environment. He urged the staff members to plant more and more trees for the conservation of environment and a clean atmosphere. He said objective of the drive is to promote awareness regarding planting tress & preserving the environment.
Deputy Director Information (PR) Jammu, Atul Gupta called for active participation of officers and staff members in spreading the awareness about the importance of clean and healthy environment. “Such initiatives are bound to bring about major respite from the degrading environment besides maintaining the ecological balance”, he added.
Highlighting the importance of plantation drive, Environmental Soil Conservationist, Ecology, Environment and Remote Sensing, Saleem-Ul-Haq said that by planting a tree each individual can play a major role in preserving the green wealth.
The plantation drive also witnessed the participation of Deputy Director Information (HQ), Priyanaka Bhat, Deputy Director Information (Central), Avleen Kour, Youth Information Officer Jammu, Imran Kataria, Field Publicity Officer, Vipan Bhagat, Cultural Officer Jammu, Parul Khajuria, Photo Officer, Ahmed Khan beside other officers and staff members alongwith I/C, Environmental Parks and Awareness Programme, Dev Raj Sharma and concerned officers of Ecology, Environment and Remote Sensing.
Pledge for planting more trees in the vicinity of their offices and households were also undertaken by the participants.

SRINAGAR, SEPTEMBER 10: The Government has strongly refuted the distorted news report regarding purported discontinuation of subscription of vernacular newspapers by the Raj Bhavan.
“The news report claiming that the Raj Bhavan has stopped subscription of the Urdu language newspapers is factually incorrect and grossly disingenuous,” said an official spokesman while responding to the news report appearing in a local English daily today. 
He said the fact is that the Raj Bhavan is being supplied Urdu newspapers regularly by the state’s Department of Information and Public Relations alongwith translation of important clippings as per the Department’s mandate. “Earlier, all the newspapers including vernacular newspapers were being provided to the Raj Bhavan directly by the authorized news agent, but of late these newspapers are being supplied by the DIPR officially,” he said and added that during the political government, DIPR is mandated to supply newspapers and magazines to the Chief Minister and other dignitaries in the State.
The spokesman said that in addition to newspapers, DIPR is regularly sending important press clippings from English, Urdu and Hindi newspapers to Raj Bhavan for the perusal of the Governor.
Besides, he said, a summary of the public grievances highlighted by the vernacular press is being translated into English regularly by DIPR and sent to the Governor’s Secretariat, Advisors to the Governor and the Chief Secretary on daily basis. 
Expressing dismay over the misleading news report, the spokesman said that before having rushed through with its publication, the journalist should have, in tune with the professional ethics, at least contacted some responsible government functionary to get the facts correct.

SRINAGAR, AUGUST 07: The Government has designated Department of Information & Public Relations as the Central Office for distribution of all official advertisements, both in the print and electronic media.
“Except where otherwise provided by any general or special order of Government in any particular case, the Information Department will be the Central Office for the issuance of all official advertisements and it will secure standing contracts for advertisement space in the various media approved by Government from time to time,” said a Circular issued by the General Administration Department (GAD) here this evening.
It said the instructions relating to routing of Government Advertisements through Department of Information have been issued from time to time both by the General Administration Department and the Finance Department. “In this context, reference is invited to Government OrderNo: 671-GAD of 2007 dated: 08.06.2007 and Circular No: 16-GAD of 2015 dated: 16.03.2015 issued by the General Administration Department and Govt Order No: 201-F of 2018 dated: 06.04.2018 and Circular issued under No: FD-VII-Gen/2008-09 dated: 14.11.2008 by the Finance Department,” said the Circular adding that notwithstanding these instructions, it has been brought to the notice of the Government that certain Departments and Public Sector Undertaking/Autonomous bodies are still issuing official advertisement(s) directly to the print and electronic media without routing the same through Department of Information, which is a stark violation of the rule position and standing instructions of the Government.
“It is, therefore, impressed upon all the Administrative Secretaries/Heads of Departments /Managing Directors of PSUs that no Government Department/Public sector Undertaking/Autonomous Body shall, under any circumstances, issue official advertisements directly to the print and electronic media and instead routethe same through the Directorate of Information,” it said adding any violation in this regard will be reviewed seriously and appropriate action initiated against the delinquent official/officer (s) if any, including recovery of costs of such advertisements from Administrative Secretaries/HODs/MDs/etc.
“The Information Department shall closely monitor the matter and report violations, if any, of these circular instructions to the General Administration Department on afortnightly basis,” the Circular said.
Pertinently, the Government has designated the offices of Joint Director Information Kashmir/Jammu as Nodal Offices for the distribution of official advertisements and release of payments to the newspapers.
The State Government has enhanced the Advertisement Budget substantially during the past few years and from Rs 22 crore in 2014-15 it has gone up to Rs 35 crore for the current fiscal. The Advertisement rates for the print media were also hiked by more than 50% by the government last year.
The Information Department is in the process of formulating an Advertisement Policy for the Electronic Media as well.

SRINAGAR, JULY 30: The Department of Information and Public Relations (DIPR) today condoled the demise of sister-in-law of Photo Officer Muhammad Yasin.
A condolence meeting held at DIPR was attended by officers and officials of the department. They prayed for the eternal peace to the departed soul and strength to the bereaved family.
The deceased Dr Sharifah Rasool wife of Dr Muhammad Altaf Hakeem was working as consultant medical oncology in SMHS Hospital. The family is presently residing in Gousia Mohalla Umar Colony-A Lal Bazar Srinagar.
Family sources said that Fateh Khwani will be held on Wednesday at 9:30am at their ancestral graveyard Moula Masjid Zaindar Mohallah Habakadal.

Sarmad Hafeez calls for better coordination at various levels
SRINAGAR, JULY 30: Secretary to Government, Information Department, Sarmad Hafeez reviewed the functioning of Department of Information & Public Relations (DIPR) at a meeting convened in his office chambers here today.
Special Secretary Information, Narinder Singh Bali, Joint Director Information Headquarters, Saajid Yehaya Naqash, Joint Director Information Jammu, Naresh Kumar, Joint Director Information Kashmir, Mohammad Ashraf Hakak, Deputy Director Information, KBI, New Delhi, Vidhushi Kapoor, Field Publicity Officer Kashmir, Mohammad Aslam Khan and other officers and officials were present at the meeting.
The Secretary Information besides taking stock of the overall functioning of the Department, reviewed the progress achieved on the latest targets set by the Government including Aadhaar Enabled Biometric Attendance System (AEBAS) and time-bound initiatives to be taken to further improvise the overall productivity at various levels.
The Secretary Information also took a comprehensive review of the arrangements to be made by the Department of Information in connection with the Independence Day functions across the State.
It was decided in the meeting that the Joint Director Information Kashmir and Joint Director Information Jammu shall be the nodal officers for coordinating the installation of Public Address Systems (PAS) at the venue of the main functions in Jammu and Srinagar as also at all the district headquarters through respective District Information Centres.
It was further decided that Joint Director Information Kashmir and Joint Director Information Jammu would also coordinate the coverage of the functions in Srinagar and Jammu and facilitate entry of journalists and deployment of OB Vans at the venues of the function.
At the district level, it was decided that the concerned District Information Officers, shall coordinate and facilitate the entry of the local journalists at the venue of the function in their respective districts.
The Secretary Information called for effective coordination at various levels in the Department, both at the provincial and district levels, to ensure smooth arrangements for the Independence Day functions.
Joint Director Information Kashmir and Joint Director Information Jammu gave a detailed presentation about the arrangements made by the concerned offices for the Independence Day functions.

SRINAGAR, JULY 03: Secretary to Government, Information Department, Sarmad Hafeez reviewed the functioning of Department of Information & Public Relations (DIPR) at a meeting convened at Media Complex here today.
Director Information and Public Relations, Tariq Ahmad Zargar, Special Secretary Information, Narinder Singh Bali, Joint Director Information Headquarters, Saajid Yehaya Naqash, Joint Director Information Jammu, Joint Director Information Kashmir, Mohammad Ashraf Hakak, Deputy Director Information (AV), Rakesh Dubey, Field Publicity Officer Kashmirand other officers and officials were present at the meeting.
The Director Information gave a detailed presentation about the overall functioning of the department and the initiatives taken to further improvise the overall productivity at various levels.
The meeting was informed that the DIPR is facing acute shortage of staff as around 365 posts are presently vacant which is hampering the smooth functioning especially at the cutting-edge level. The vacant posts include 36 gazetted posts including key positions of Deputy Director Information (PR) Kashmir and Deputy Director Information (HQs) Kashmir.
Besides the posts of District Information Officers (DIO) at Reasi, Shopian, Kishtwar, Ramban, Kulgam, Kathua, Poonch, Samba, Ganderbal, Bandipora, Kargil and Leh and Cultural Officer Kashmir and Field Publicity Officer Kashmir are also vacant.
The meeting was informed that the selection against 40 posts of Assistant Information Officers (AIOs) in limbo since 2004 as the Apex Court after quashing the SSB’s selection list has ordered re-conducting the recruitment process. Recruitment against other 115 non-gazetted posts including information assistants, cameramen, junior Assistants, drivers, etc is pending selection at various stages with the Services Selection Board (SSB), the meeting was told.
The meeting was informed that the department has submitted a comprehensive re-organization proposal to the administrative department to fine-tune the human resource deployment at various levels in DIPR.
The meeting was told that given the pressing demand for deployment of Information Officers, the Department has sought the approval of the Government for engagement of more Stringers (Reporters) to be deployed for coverage with Chief Justice and other Justices of the State High Court, State Accountability Commission, State Information Commission, Jammu and Kashmir Public Service Commission, Chief Electoral Officer and other offices. Hailing various new initiatives taken by the department especially in the sphere of capacity and infrastructure building, the secretary information assured full support to DIPR in carrying forward the initiatives.

SRINAGAR, JUNE 29: Directorate of Information and Public Relations today held a function to bid an affectionate farewell to Senior Assistant Syed Nazir, who attained superannuation after serving the Department for almost three decades.
Director Information, Tariq Ahmad Zargar, Joint Director Information (Headquarters), Saajid Yehaya Naqash, Deputy Director (AV), Rakesh Dubey, and other senior officers and staff of DIPR were present on the occasion.
The Director Information described Nazir as an upright and an honest official who always did his work diligently. Services of the Nazir which he rendered for the Department were highly appreciated on the occasion.
The officers and staff of DIPR wished the retiring Senior Assistant a happy and prosperous post-retirement life. 
On the occasion, Director Information and other officers presented a shawl, memento and bouquet to the Syed Nazir as a token of appreciation to his services for the Department.
Meanwhile, a warm farewell was also accorded to Assistant Information Officer, Kashmir Bureau of Information New Delhi, Veena Dhar, after attaining superannuation today.
She had been serving the Bureau for last 27 years. Officials on the occasion termed Ms Dhar as an honest and hardworking employee and wished her a prosperous and joyful post-retirement life.

SRINAGAR, JUNE 14: Applauding the role of private educational institutes in the state Minister for School Education, Haj and Auqaf and Tribal Affairs Chowdhary Zulfkar Ali acknowledged that the private schools have played a phenomenal role in the disseminating quality education in the region.
The Minister expressed these views at prize giving ceremony of the winners of State level Naat Competition, organized by private schools association earlier during the day in the Auditorium of Directorate of Information and Public Relations (DIPR).
Explaining the purpose of schooling, the Minister said that teachers from public as well as private sectors need to understand that the core purpose of schooling is to endow the students with the best knowledge. Such should be the preparation that our students should be able compete in today’s competitive jobs market, the Minister added.
The Minister said as a part of developed society it becomes the responsibility of education providing institutions to promote the best habits with independent thought among their students. He said instead of imposing things, need of the hour is to let the children discover their strengths, and to make the most of their talents.
Zulfkar Ali acknowledged that to achieve the desired results, public and private sectors need to work in synergy. He said the frequent exchange of ideas between government and private school associations would surely help in raising the education standards in the State.
He said no one can deny the significant role private schools have and are still playing in strengthening the State’s education sector. He admitted that it is with the ongoing support from the private schools that the Governments in the past and even in the present times has managed to provide quality education the students of the State.
Reiterating the need to work hard, the Minister said everyone, public as well as private schools need to reinvent themselves and their image among the masses.
He said everyone is well aware with the fact that while private schools are doing a social service by providing education, they are also required to generate revenue for themselves as it is a business venture where a person who has invested needs to get returns. But, he added, there needs to be a reasonable balance between the two.
Secretary School Education Farooq Shah, Director School Education Kashmir G N Itoo, president private school association G N Var, along with the representatives of other schools were present in the function.

JAMMU, JUNE 13: Department of Information and Public Relations in collaboration with Anant Kala Kendra Jammu organized summer Music Camp from 1st to 12th June, 2018, which concluded, here today.
Deputy Director Information, (PR), Atul Gupta was the chief guest on the occasion while Deputy Director (HQ), Priyanka Bhat was the Guest of honour. 
45 students of different schools participated in the camp.
Speaking on the occasion, chief guest said that such camps help the children to explore their creativity besides learning about our rich and varied culture through classical dance forms like kathak alongwith improvement in learning skills, social skills and confidence to face the challenges of present day society.
He appreciated the initiative of Cultural Officer/AD Information   Shabnam Jaipuria and her team for organizing this event.
Students presented Kathak performance, Dogri dance and songs besides other cultural programmes highlighting rich culture and heritage of Jammu and Kashmir in the culmination function.
Field Publicity Officer, Priya Lakshmi, Director Anant Kala Kendra, Narinder Bhardwaj, Assistant Director Anju Radha, Vocalist, Ramesh Kalotra, Tabla performer, Amit Anand besides students and parents were present on the occasion.

SRINAGAR, JUNE 13:  The State level Naat Competition which commenced from day one of Holy month of Ramadhan, concluded here in the Auditorium of Directorate of Information and Public Relations (DIPR).
The competition was organized  by the Private Schools Association.
As many as 850 students  drawn from 10 districts of Kashmir and 5 districts of Jammu participated in the competition during the month long event.  Out of 850 students, 45 students qualified for final competition held today.
  Justice (R) Hakim Imitiyaz Hussain was the chief guest,  while as Director Information and Public Relations Tariq Ahmad Zargar was the guest of honour on the occasion.
 Mohammad Arshid, 8th class student of MET School Rajouri bagged first, Annan Ayub, 8th class student of Amin Academy, Kishtwar bagged 2nd, while as Gazzala Nazir of Iqra Public School Achhabal Anantnag got third position in the final competition.
Justice(R) Hakim Imitiyaz Hussain said that Kashmir Valley has very ancient history of Naat recitation and the state has produced a number of “ Naat Khawn” during the past several years. He said that this tradition means to be enriched in the days to come and this spirit needs to be engraved in the minds of new generation so that the young boys and girls are brought up with high moral values and dedicated approach towards living a virtuous  life.
Addressing on the occasion, the Director DIPR appreciated  and congratulated the students for participation in the competition. He said there is no dearth of potential in the students of the state, saying that there is need to provide them opportunity and proper platform for showing their worth in different fields like academics, sports and other extracurricular activities.

SRINAGAR, JUNE 06: Tariq Ahmad Zargar (KAS) today took charge as Director Information and Public Relations (DIPR) here.
He was given a warm welcome by outgoing Director DIPR Muneer-ul-Islam (KAS), who has been posted as Director, Archives, Archaeology and Museums.
Zargar has earlier served in various capacities in many Departments. He has also been Deputy Commissioner Poonch.
Upon assuming office, Zargar went around various sections of the Directorate of Information and took an appraisal of the activities of the Department. He also interacted with the staff members.
He stressed upon the officers and officials of the Department to further cement the relationship between the Department and the media for furthering the goal of an informed and knowledge society.
Meanwhile, Munir-ul-Islam assumed office as Director Archives, Archaeology and Museums today. He was accorded warm welcome by the employees of the Department.

Prof Mattoo lauds FTII-DIPR collaboration for bringing renaissance in JK’s filmmaking craft
          SRINAGAR, MAY 14: A concluding event marking the culmination of Film Appreciation Course viz-a-viz 'Foundation Course in Still Photography' and 'Course in Screenplay Writing' organized by FTII Pune and DIPR J&K was held at Media Complex Auditorium, Polo View, here today. 
          Advisor to Chief Minister, Prof. Amitabh Mattoo was the Chief Guest on the occasion while Director FTII Pune, Bhupendra Kainthola was the Guest of Honor. 
          Managing Director JKPDC, Dr Shah Faesal, Deputy Director News Radio Kashmir Srinagar M ATantray, Course Director Screenplay Writing Vadahi Sanchati, Course Director Digital Photography Bharat Kanaray, faculty member FTII Faheem Mulla, Editor Kashmir University, Muslim Jan, University Teachers, media professionals, filmmakers, artists besides students and their parents were present on the occasion.
          As part of the event, Certificates Distribution Ceremony was also held for the students who underwent these innovative courses organized to introduce the interested local youth to the craft and nuances of film making. 
          The event was marked by presentation of short films and photographic works created by participants during the said courses. 
Speaking on the occasion, Prof Mattoo appreciated the joint efforts by DIPR and FTII in organizing these courses in all regions of the state. He hoped that such courses will bring about a renaissance in film making craft in the region. He congratulated the participants for successfully completing the courses and asked both the institutions to carry forward the mission.
          Addressing the participants, Prof. Mattoo assured every possible help from the state government to the DIPR in providing opportunities for skill development of youth of the state in the media.
          Director FTII Pune, Bhupendra Kainthola said that the response for these courses in the state has been phenomenal. He said that looking at the enthusiasm regarding the craft in the state, FTII in coordination with DIPR and other state institutions will increase its outreach in the state and organize many such courses.
          He hoped for long lasting association with the state and its people with a hope to give rise to a full-fledged, independent media/film industry in the region.
          "These short courses are open for people of all age groups and can provide working professional with opportunities to upgrade and sharpen their skill-set. We invite participation across sectors, industries and will work with the state institutions in this regard", he added.
Director Information, Muneer-ul-Islam while addressing the students advised them on taking full advantage of these opportunities being made available for them in their home turf. 
          'Better you put your stories in your own words, rather than letting others present your stories for you', he advised the students. 
He said that efforts are underway to organize additional allied courses in the state and DIPR will be in the forefront for revival of this industry in the region.
          The participants underwent training under these courses also shared their experiences and hoped that such opportunities will be provided to the young aspirants of the state in future too.
          On the occasion, a musical presentation of cultural songs were also presented by the artists of Information & Public Relations department.

The Secretary visited different sections of the department wherein he was given a detailed presentation of the working of the department and its future endeavours. He inspected the ongoing work on Library-cum-Reading Room with Reference facility at the Media Complex, Srinagar. He directed the officials to complete the works at the earliest for the greater benefit of scholars, students and the general public. He said that funds won't be a constraint in further augmenting the facilities at the office complex.
The Secretary also visited the auditorium wherein he was apprised of the FTII course underway at the department. He was informed that FTII Pune and DIPR-JK have already organized a month-long course in Digital Filmmaking at Srinagar while a course on Film Appreciation will be organized at Jammu from tomorrow. The other courses to be organized at Srinagar, Jammu and Leh as a part of this collaboration include Digital Cinematography, Digital Film Production, Acting, Video Editing and Writing for TV Fiction.
The Secretary also interacted with the employees at the department and patiently listened to their suggestions for further improving the working of the department.

Prof Mattoo hails DIPR-FTII Pune for organizing advancedtraining courses for media professionals
SRINAGAR, MAY 08:The Advisor to Chief Minister, Prof Amitabh Mattoo today visited the Media Complex Srinagar and interacted with the students undergoing training in Still Photography and Screenplay Writing.
The month-long Foundation Course in Still Photography and Screenplay Writing is being jointly organized by FTII Pune and the Department of Information & Public Relations (DIPR) for media professionals in J&K under Skilling India in Film and Television (SKIFT) initiative. Around 50 media professionals from across the state including Kargil and Leh are presently undergoing training in these two courses.
As a part of this initiative, FTII Pune & DIPR-JK have already organized a month-long course in Digital Filmmaking at Srinagar while a course on Film Appreciation will be organized at Jammu from tomorrow. The other courses to be organized at Srinagar, Jammu and Leh as a part of this collaboration include Digital Cinematography, Digital Film Production, Acting, Video Editing and Writing for TV Fiction.
Hailing the DIPR-JK and FTII Pune for this novel initiative, Prof Mattoo said that exposure to latest technology and techniques in filmmaking and photography would go a long way in harnessing the creative skills of the local youth and building their capacities for the related jobs. He said DIPR could and should play a proactive role in honing the skills of the local media professionals to expose them to the latest technological interventions in the field of filmmaking and digital journalism.
The FTII faculty who are imparting training to the students in Srinagar, while acknowledging and appreciating the enthusiasm, inquisitiveness and ingenuity of the trainees said that they are keen to learn as much as possible within the shortest possible time and make use of the new and imaginative techniques in the related field.
The students expressed gratitude to the DIPR-JK and FTII Pune for organizing such innovative courses in Srinagar. They also thanked the FTII Pune faculty for their dedication and passion in teaching and imparting new techniques to them.
Speaking on the occasion, Director Information & Public Relations, Mr Muneer-ul-Islam while thanking the FTII Pune faculty for coming all along from Pune to Srinagar to train the local media professionals said DIPR is ready to elevate the skills of youth in the media industry and would facilitate such programmes for them in future as well so that they can keep pace with changing requirements of media and film industry. He also expressed gratitude to Director, FTII, Pune, Mr Bhupendra Kaintholafor his keen interest in the joint initiative.
Muneer-ul-Islam said the DIPR is also organizing internship for local media professionals in various newspapers outside the state in collaboration with Press Council of India.
Pertinently, FTII has already trained around 2600 youth in 19 cities in different courses like editing, cinematography, direction, action, script writing, acting and other courses under SKIFT initiative.
The Advisor to the Chief Minister took a round of the Media Complex and appreciated various facilities like Auditorium and Conference Hall. He also visited the upcoming facilities at the Media Complex including state-of-the-art studio and Reference Library-cum-Reading Room and said that it is for the first time that such an integrated facility for media professionals is coming up in Srinagar under one roof.
