Dehradun, Mar 24 :  The statewide lockdown in Uttarakhand was strictly enforced on Tuesday with the administration not allowing even grocery shops to remain open and private vehicles on the roads after 10 am.

The lockdown was imposed on Sunday night to contain the spread of coronavirus outbreak which has infected four persons, including a US national in Uttarakhand so far.

Shops selling essentials and private vehicles had been kept out of the purview of the lockdown so that people are not inconvenienced but crowding on the streets on Monday prompted the government to open them only for three hours in the morning from 7am to 10am.

Heavy barricading was done in towns and cities besides making adequate deployment of police personnel to stop crowding and ask people to return to their homes.

Chief Minister Trivendra Singh Rawat appealed to people to stay put for their own safety and that of their families.

"Take a pledge to stay at home for ten days and spend time with your families. Capture the happy moments on your phone and share them," Rawat said in a tweet.

Tourists in the state were asked to reschedule their travel plans in view of the cancellation of all flights after midnight on Tuesday.

Tourist guest houses in Naukuchiatal and Ganga resort of the Garhwal Mandal Vikas Nigam will be available to them on transit to Rishikesh, the tourism department said in an advisory.

The shops selling essential articles downed their shutters after 10 am as ordered and police personnel were seen intercepting people at the barricades to stop their free movement in view of the lockdown.

A report from Karnaprayag in Chamoli district said police personnel took pictures of lockdown violators holding a pamphlet in their hands that read: "I am enemy of society, I won't stay at home" to build moral pressure on residents not to venture out".

The Rispana bridge in Dehradun, where daily wage labourers gather every morning looking for work, was devoid of the crowds on Tuesday.

The chief minister had announced on Sunday that Rs 1000 will be paid to every registered daily wage labourer to compensate them for the loss of work during the lockdown period.

However, unregistered labourers were seen gardening, doing carpenter's or plumbing jobs inside private homes in colonies.

Construction workers were missing from building sites.

Dehradun, Jun 17 :   It rained in Dehradun on Monday after a long dry spell, bringing much-needed respite to residents from heat.

Though it was sunny and hot in the morning, rain made the weather pleasant in the afternoon.

Dehradun is experiencing gruelling heat this summer with the maximum temperature hovering around 40 degrees Celsius.

The city had its hottest day this summer on Saturday recording a temperature of 41 degrees Celsius.

Dehradun, Feb 18 :  Even as the last rites of Major Chitresh Bisht were still underway in Haridwar on Monday, Uttarakhand received the news of another brave soldier -- Major Vibhuti Dhoundiyal -- attaining martyrdom in an encounter with terrorists in Pulwama in Jammu Kashmir. 

Major Dhoundiyal, a resident of Dehradun, was among four Army men killed in an encounter with JeM terrorists in Pulwama district just a short distance away from the spot where 40 CRPF personnel were killed recently in a suicide attack by the outfit.

Chief Minister Trivendra Singh Rawat expressed grief at the martyrdom of Major Dhoundiyal, saying the entire country stood with the martyr's family.

Major Chitresh Bisht was killed while defusing a mine on the LoC in Nowshera sector of Rajouri district on Saturday.His mortal remains were consigned to flames in Haridwar on Monday afternoon.

Dehradun Feb 14 : The upper reaches of Uttarakhand received fresh snowfall on Thursday while the lower areas were lashed by heavy rains, the meteorological department said.

Areas located above 2,500 metres above the sea level in Chamoli and Rudraprayag districts received fresh snowfall and the lower areas in most of the districts were hit by rains adding to chill all over the state, it said.

The Met office said it started snowing in Badrinath, Hemkund Sahib, Rudranath and Panchkedar temples in Chamoli district and at Kedarnath in Rudraprayag district early in the morning and continued intermittently.

Cold winds blowing from the hills swept the plains which also received showers in varying degrees, it said.

It rained intermittently in Dehradun throughout the day. Even Prime Minister Narendra Modi who arrived here on way to Rudrapur to address a rally was held up at the Jolly Grant airport here for over four hours due to bad weather.

The prime minister arrived here at around 7 am but could leave in an IAF helicopter for his onward journey only at 11.15 am, a senior police official said.             PTI

New Delhi, Oct 13 (PTI) Environment Minister Harsh Vardhan said Saturday a plant to covert plastic waste into bio-diesel will soon be made operational at the Indian Institute of Petroleum (IIP) in Dehradun.

He was speaking at the International E-Waste Day event organised by the International Finance Corporation (IFC).

"The plant has been set up at Dehradun and it will be operational by January end. The facility, which will be run on pilot basis, is capable of converting plastic waste into bio-diesel. The model will then be replicated across the country," Vardhan said.

The plant has the capacity to convert one tonne of plastic waste into 800 litres biofuel which will be of highest quality and it can be used in any diesel automotive vehicle, according to a government official.

Vardhan said the whole country was concerned about the problem of e-waste and the government had amended the existing rules to ensure better management of e-waste and bio-medical waste through revised targets.

As per the Global E-Waste Monitor 2017 Report of United National University the world world generation of e-waste in 2016 was 44.7 million metric tonnes and the annual generation of e-waste in India was 2 million metric tonnes.

"Therefore, the contribution of India to worldwide generation of e-waste is 4.47 per cent. We are neck deep into the problem and we have already have got the rules amended in 2018 based on discussions with the industry and other stake holders.

"On behalf of our prime minister, we can promise to the whole world that like many other fields in environment... we will certainly try to do our best on e-waste front," he said.

He also urged those present at the event to build a social movement around Green Good Deeds'- an initiative of the Environment Ministry and make it successful like the 'Pulse Polio' campaign.

The ministry has drawn up a list of over 500 deeds to motivate and involve the masses in environment protection. It mainly focuses on altering the behaviour to make it nature friendly, he said.

On the occassion, Japan's Ambassador to India Kenji Hiramatsu, "I congratulate IFC on the successful implementation of its India E-waste Advisory Project, and I am pleased to inform that Government of Japan has been supporting this project through the Comprehensive Japan Trust Fund since 2014. 

"I hope that this project would continue to contribute to the implementation of the E-waste policy in India," he said.

He also spoke about the importance of promoting a circular economy to achieve the goal of a sustainable society.

E-waste is the world's fastest growing waste stream and India is the fourth largest e-waste producer. At present around 95 per cent of the waste is processed by the informal sector, using practices harmful to their health and the environment. 

Half of the e-waste generated globally is from personal devices such as computers, screens, smartphones, tablets and televisions, with the remainder being larger household appliances and heating and cooling equipments.

Dehradun, Oct 12 (PTI) The Uttarakhand Police Friday launched a fresh operation in areas adjoining Kedarnath in search of the skeletal remains of the victims of massive floods and landslides that lashed the region in 2013, officials said.

The operation is in accordance with an order of the Uttarakhand High Court passed in 2016 that asked the state government to conduct fresh searches in the tragedy-hit area to find if any more remains were lying hidden.


Led by SP rank officers, police teams comprising 35 members have gone deep into the jungles around the shrine in search of the remains of people who went missing after the deluge, Additional Director General (law and order) Ashok Kumar said. The teams will comb the stretch between Gaurikund and Kedarnath on different routes including Kalimath and Trijuginarayan, the official said. The hight court had issued directives on a PIL that contended that despite the state government admitting around 3,500 persons had gone missing after the devastating deluge, only 450 bodies had been recovered. 

Thirty-one skeletons were recovered from the forests near Trijuginarayan area in Rudraprayag district in October 2016, more than three years after the calamity.

Dehradun, Oct 7 (PTI) Prime Minister Narendra Modi inaugurated Uttarakhand's first investors summit Sunday, saying India is the ideal investment destination in the world today with major social and economic changes sweeping the country.

Addressing the country's top business leaders and industrial houses at 'Destination Uttarakhand: Investors Summit 2018', Modi said the country was passing through an era of unprecedented social and economic changes at present and expressed confidence that in the coming decades India will become the engine of world economic growth.

"Fiscal deficit has come down, the rate of inflation has come down. The middle class is growing and the country is full of demographic dividend.

"In the past 4 years, the state and central governments together have taken over 10,000 measures, which have helped the country improve its position in the ease of doing business rankings by 42 points," Modi said, describing the current times as the best for investors in the country.

GST is the biggest tax reform in the country post independence which has turned the country into a single market, he said.

Highlighting rapid growth in the infrastructure sector, the prime minister said 10,000 km highways have been built, which is double in comparison with what was done by earlier governments.

The aviation sector is growing at a record speed with 100 new airports and helipads coming up across the country. Type II and Type III cities are getting air connectivity.

With the high speed rail projects and metro lines in various cities and the Centre's policy of housing for all, power for all, fuel for all and banking for all, scenario of an ideal investment destination becomes complete, Modi said.

"My message to investors is make in India but not just for Indians but for the whole world," he said.

The prime minister said schemes like Ayushman Bharat Yojana will provide health insurance coverage to a huge population and it will also open up huge opportunities for investors in the health sector.

Describing Uttarakhand as a shining jewel in the crown of emerging new India, Modi extended an invitation to top industrial houses to invest in the state, which has taken huge strides in its development since its creation.

When former Prime Minister Atal Bihari Vajpayee decided to create Uttarakhand, the challenges were big but now the scenario has changed, with major steps taken in terms of infrastructure building and connectivity.

"The state government's new policy on tourism, which gives it the status of an industry, is going to give a big advantage to investors coming to the state. The new policies framed by the state government like support subsidy for investors in the MSME sector will be another advantage," he said.

With its unique blend of nature-adventure-culture and yoga, Uttarakhand has enough to stimulate the interest of investors, he said, adding that it has the potential to emerge as the country's "Spiritual Eco Zone" (SEZ).

Noting that the states had great potential, Modi said if India is able to channelise its strength nothing can stop it from growing expeditiously.

Emphasising that the strengths of each of India's states surpass those of many European countries, Modi said if every state recognises its strengths and develops accordingly nothing can stop the country from growing by leaps and bounds.

Citing his own experience after he took over as the chief minister of Gujarat for the first time, he said journalists decided to grill him as he was new in the office and asked him what model he had in mind for the development of the state.

"I said, I will follow the model of South Korea. They were puzzled to hear my answer because they had little idea about South Korea. But, I explained to them how that model could work for Gujarat as it had a similar size of population and a similar geography," Modi said.

The prime minister asked the investors to expedite their projects in the state where they have an industry friendly government.

The prime minister also said that Uttarakhand has great potential in organic farming and asked investors to invest in the sector apart from food processing, agriculture and agri-business, which could help double the income of farmers.

Uttarakhand Chief Minister Trivendra Singh Rawat thanked the prime minister for his constant support and guidance without which organising the summit like this would not have been possible. 

Addressing investors the chief minister said that apart from the advantages like cheap availability of power and good law & order scenario, the coming years will give investors a lot of benefits with rapid progress in the chardham, the all weather road project and other infrastructure projects coming up.

The Rishikesh-Karnaprayag and the Roorkee-Deoband rail links, on which work is in progress, will further reduce the distance between Dehradun and the national capital, Rawat said.

He said the investors had shown unusual enthusiasm to invest in the state.

"With its remotest parts connected with roads and investors coming to the state, I am confident that development will now reach every doorstep even in its remotest parts as envisioned by people who fought for a separate Uttarakhand," the chief minister said.

Leading companies that spoke of their plans to invest in the state include Adani group, Mahindra group, JSW, Amul and Patanjali.

Japan, the Czech Republic and Singapore also sent their representatives for the summit.

Dehradun, Jul 26: Uttarakhand Chief Minister Trivendra Singh Rawat has honoured Asia junior badminton champion Lakshya Sen by presenting him with a cheque of Rs 5.53 lakh at a felicitation ceremony held at the chief minister's residence here.

At the event held yesterday, Rawat also presented Kuhoo Garg, who won the Lagos International Badminton Classics, with a cheque of Rs 2 lakh.

"The children of Uttarakhand grow up in the lap of nature and are therefore strong. They also have the spirit to excel in whichever field they choose. The success of Lakshya Sen and Kuhoo Garg is a victory of our youth who are showing promise in every sports," the chief minister said.

Sen said his efforts would be directed towards bringing glory to his country and state in the future. Since Garg is in Russia nowadays, the cash award was received by her parents.

On Sunday, Lakshya became only the third Indian shuttler to win the Asia Junior Championships after late Gautam Thakkar (1965) and Olympic silver medallist P V Sindhu (2012). He defeated the reigning world junior champion, Kunlavut Vitidsarn of Thailand, in straight games at the finals in Jakarta, Indonesia.

On the same day, Kuhoo Garg and Ria Mukherjee had won the women's doubles title in the Lagos International badminton tournament in Nigeria. (PTI)

Dehradun/Gopeshwar, Jul 16: Nearly a dozen houses, ten shops and six vehicles were swept away following a cloudburst in Tharali and Ghat areas of Chamoli distrtict early today, officials said.

No casualties have been reported.

Over ten shops and six vehicles were washed away after a cloudburst flooded Pranmati River on way to Ratgaon in Dharbagad area of Tharali at around 3 am, the District Disaster Management Centre in Chamoli said.

Heavy rains also caused landslides in Dhurma-Kundi village in Ghat area of the district where muck and rubble swept away five cowsheds and as many houses, an official spokesman in Dehradun said.

There were also reports of seven houses being washed away in Maukh Malla village of Serabagad area of Chamoli.

Relief and rescue teams have been rushed to affected areas, Chamoli District Magistrate Ashish Joshi said.

The Badrinath Highway was also blocked for some time this morning at Lambagad, Pipalkoti and Gauchar due to heavy rains.

The highway at Pipalkopti has been opened while JCBs are being used to clear the road at Lambagad and Gauchar, the district disaster management centre in Chamoli said.

Karnaprayag-Gwaldam motor road, which connects Garhwal with Kumaon, is also blocked near Gwaldam, it said. (PTI)

Dehradun, Jul 14: Four people were killed and six others injured today when their car fell into a deep gorge in Uttarakhand's Champawat district, police said.

The car carrying nine people apart from the driver met with the accident at Dhon about 12 kms away from the district headquarters, Champawat SP Dhirendra Gunjyal told on the phone.

Four people died on the spot while six others who sustained injuries were rushed to Champawat district Hospital, where their condition is stated to be critical, the SP said.

They have been referred to Sushila Tiwari Hospital in Haldwani, he said.

The injured also include two army men who are under treatment at the district hospital Champawat, the official said.

The car was on its way to Pithoragarh from Khatima when the accident occurred, he said.

The driver of the car jumped out of it as it began rolling down the gorge. He is also among the injured, the SP said.

Though the exact cause of the accident has not been ascertained, prima facie it appears to have been caused partially by the driver's carelessness.

"The road in the area is wide enough and the accident would not have occurred if the driver was more careful," the SP said.

Another factor maybe the wet weather because of which all the rubble deposited on the road has converted into muck and made it slippery, the official said.

Muck disposal by the highway authorities on the route has been slow despite repeated reminders, he said. (PTI)

Dehradun, Jun 29: Uttarakhand Chief Minister Trivendra Singh Rawat has ordered the arrest and suspension of a primary school principal after she allegedly used abusive language in front of the CM here.

Government sources said that the principal was briefly detained and suspended.

The incident happened yesterday at the 'Janata Darbar' of the chief minister here when the principal of a government school in Nagaon area of Uttarkashi district made a transfer request.

According to government release, principal Uttara Bahuguna "showed disrespect and used abusive language during the Janata Darbar. She was told to put forward her request in a decent manner but she kept on misbehaving.

Bahuguna had requested the CM that she be transferred from the remote location. Her claim was that she has been posted in remote locations for the last 25 years and she now wanted to live with her children.

On being asked by Rawat if she had given any undertaking while securing the job, Bahuguna shot back that she had not stated "she will live in forest through out her life".

On this the chief minister lost his cool and asked her to put forward her request in decent manner but she kept on "showing disrespect", the release said.

The woman said that her husband had died and she did not want to leave her children as "orphans in Dehradun".

"My condition is such that neither can I leave my children alone nor my job," Bahuguna said.

After the incident, Rawat said that request for transfers must not be brought to a platform meant for hearing public grievances. All transfers of government employees will be done under the state's Transfer Act, he said. (PTI)

Dehradun, Jun 23 : As tour operators of Uttarakhand struggle to come to terms with a recent court order banning water sports in the state, Chief Minister Trivendra Singh Rawat today assured them of protecting their interests, even as all district magistrates were asked to implement the ban in their areas.

"All aspects of the high court order regarding the ban on adventure tourism activities are being studied. The next step will be taken after that. The interests of entrepreneurs associated with the trade will be protected," he said in a statement here.

Rawat also directed the tourism secretary to look into all legal options available in the case and take appropriate action.

He said effective steps were being taken by the state government to promote adventure tourism, "which is crucial to tourism in Uttarakhand".

Keeping in view the interests of the people involved in the trade, the chief minister said Uttarakhand Rafting, Kayaking Manual has been framed, adding that manuals for paragliding and other adventure tourism activities would be prepared soon.

He said a comprehensive policy would be prepared to further promote the industry so that it strengthened the economy of the state.

Meanwhile, Tourism Secretary Dilip Jawalkar today wrote to all district magistrates, asking them to strictly implement the high court order in their respective areas.

The Uttarakhand High Court, had on June 18, put a ban on white water river rafting, other water sports and paragliding across the state till a transparent policy was framed by the state government on adventure sports, giving the latter two weeks' time for the purpose.

Devendra Rawat, former president of Rafting Association of Uttarakhand, said the ban would affect 40,000 people associated with the trade.

A total of 281 companies are associated with the rafting trade, which together own 600 rafts and transact business worth over Rs 20 crore every season. The season lasts nine months from October to June, he said.



With the ban coming at the peak of the season, there will be heavy losses, he said.

Vaibhav Kala, director, Aquaterra Adventures said majority of outfits cannot be penalised for the errors of a few.

"Rafting is currently being regulated under a Rafting Act passed by the Uttarakhand government. There is a technical and regulatory committee that grants permits and proper rafting rules are framed to ensure compliance," he said.

"Regulation, of course, has been a challenge, but that needs to be checked stringently by the authorities concerned. Majority of outfits cannot be penalised for the errors of a few," Kala said, adding that "rhetorical judgements" like this would harm the country's travel industry.

Kala said the state needs to weed out outfits that do not meet the global benchmark. "We will lose many bookings in the last week. The industry losses for a week should be around Rs 4-5 crore," he said. PTI

Addressing the large gathering in the backdrop of the iconic British-era building of FRI, Modi said yoga has shown the world the way from "illness to wellness" and is enriching lives across the globe

He said in fact yoga has become the biggest mass movement across the globe in the quest for good health and wellbeing, which is crucial to the creation of a peaceful world.

"Dehradun to Dublin, Shanghai to Chicago, Jakarta to Johannesburg, Himalayan highlands or sunburnt deserts, Yoga is enriching millions of lives all over the world

"Yoga fosters amity in societies which can form the basis of national unity," the prime minister said

He said the proposal for the Yoga Day at the UN was accepted in record time with a majority of nations supporting it

Today people all over the world have come to look upon yoga as something which belongs to them, Modi said

He also asked people to learn to honour their own legacy and heritage if they wanted the rest of the world to respect them.

"If we don't take pride in our own legacy and heritage no one else will. We should not hesitate in honouring the gems of our own heritage

He said the way to lead a calm, creative and content life was Yoga

"In Yoga, we have the perfect solution to the problems we face, either as individuals or in our society," the prime minister said

"Instead of dividing, yoga unites. Instead of further animosity, yoga assimilates

Instead of increasing suffering, yoga heals," he said

Modi said yoga presents a ray of hope for future of the world

"Yoga is beautiful because it is ancient yet modern, it is constant yet evolving," he said

"India's legacy of which yoga is a significant part is unique and rich. We must take pride in it," the prime minister said, adding that it has the power to promote universal bortherhood as it unites and assimilates instead of dividing

"From Tokyo to Toronto from Stockholm to Sao Paulo yoga has become a positive influence in the lives of millions," Modi said

He asked people to embrace yoga not just for a healthy but happy and peaceful life

The growing popularity of yoga across the globe has brought India closer to the world and this position is going to get strengthened in times to come, he said

The prime minister had arrived here last night to participate in the main event on the International Yoga Day

Elaborate security arrangements were made with nearly 3,000 security personnel deployed in and around the venue

Modi arrived at the FRI at around 6.30 am and addressed the people before performing asanas with them

The prime minister had earlier participated in yoga celebrations at Rajpath in New Delhi in 2015, the Capitol Complex in Chandigarh in 2016, and the Ramabai Ambedkar Sabha Sthal in Lucknow in 2017

On Wednesday, while greeting yoga enthusiasts across the world, the prime minister had said that this exercise is one of the most precious gifts given by the ancient Indian sages to humankind

Dehradun, Jun 18 :  Preparations for the International Yoga Day are underway at the Forest Research Institute (FRI) campus in the city, where Prime Minister Narendra Modi is scheduled to take part in the event on June 21.

The FRI campus was closed for visitors for two days to prepare the venue for the event, while women officials led a 'Walk for Yoga' through the main roads of the city to motivate people to turn up in large numbers to ensure its success.

Preparations are underway on a large scale in the city for over a week to organise the yoga day function here, with top administrative officials visiting the venue on a daily basis to see if everything was in place. 

The routes, from where the prime minister's convoy is likely to pass, is being repaired on a war footing with the potholes being filled up, a fresh coat of asphalt being laid on them and the dividers being painted afresh. 

A release from the FRI said its campus will remain closed on June 19-20 as various measures are being undertaken to clean its premises, spread over an area of about 500 hectares. 

All kinds of waste, including polythene and plastic litters, will be collected and disposed of over the next two days, it said regretting the inconvenience caused to the people by the closure. 

Several 'Walk for Yoga' have been held in the city since Saturday, including the ones by Chief Minister Trivendra Singh Rawat and his Cabinet colleagues, police officials led by Director General of Police Anil Raturi. 

Leading a 'Walk for Yoga' in the city on Saturday, the chief minister appealed to people to make yoga an integral part of their lives, saying a healthy India cannot be imagined without yoga becoming part of every Indian's daily routine. 

Similar appeals were made by the DGP and Chief Secretary Utpal Kumar Singh, who flagged off a 'Walk for Yoga' by the women officials. 

The pradesh BJP will also conduct a 'Walk for Yoga' tomorrow a day ahead of the PM's arrival here as part of the awareness campaign. 

Modi is likely to arrive here at 9 PM on June 20 to participate in the programme to be held at the FRI from 6.45 AM to 7.45 AM the following morning.

The prime minister will stay at the Raj Bhawan on the night of June 20 and will take part in the event early next morning at the FRI lawns with its iconic British-era building in the backdrop, along with an estimated crowd of 50,000 people, before leaving for New Delhi, an official said.PTI

Dehradun, Jun 14: An earthquake measuring 4.0 on the Richter scale shook Uttarkashi district of Uttarakhand this morning, according to the meteorological department.
No damage to life and property has been reported.
The tremor was felt in Uttarkashi at 6:12 am, MeT office Director Vikram Singh said.
It had a latitude of 30.8 North and a longitude of 78.2 East. Its depth was 10 km.
Singh categorised it as a slight intensity quake which is common in the hills of Uttarakhand. (PTI)

Dehradun, June 9: Uttarakhand Chief Minister Trivendra Singh Rawat today flagged off a trekking expedition to Uttarkashi district's Gaumukh, the point from where the Ganga originates. 
The 30-member team will carry out a tree plantation drive besides trekking and camping in Gaumukh and Gangotri during the expedition which will conclude on June 12.
The main objective behind the expedition is to create awareness about Ganga cleanliness and the need for tree plantation to revive the country's dying rivers, the chief minister said at the flag-off event at his official residence.
"There is need to plant as many trees as possible for the rejuvenation of our rivers and preservation of environment," Rawat said.
More than 3.5 lakh saplings are to be planted in a single day next month as part of the state government's Rispana and Kosi rejuvenation campaign, he said. (PTI)

Dehradun, Feb 7: At least 10 people were killed after a jeep, ferrying passengers, skidded off the road and nose-dived into a deep gorge in Champawat district on Wednesday morning.
According to sources, the jeep en route Pithoragarh from Tanakpur, veered off the road near Swala village and fell into a 600 metre deep gorge at 0630 hrs. While nine passengers died on the spot, one succumbed to his injuries in the hospital. The deceased includes two women and a child.
A police and State Disaster Response Fund (SDRF) teams have reached the spot and launched a rescue operation. 
A magistrate inquiry has been ordered into the accident, the sources said. UNI
