SRINAGAR, SEPTEMBER 17: The Governor’s Administration today accorded sanction to the adoption of revised Standard Operating Procedures (SOPs) for State Disaster Response Fund (SDRF).
According to the order issued by GAD, State Executive Committee (SEC) will place funds at the disposal of Departments/agencies for utilization as per SDRF norms and in line with government rules on financial matters based on the proposals received from administrative departments.
Whereas, the funds shall continue to be allocated and authorized for the expenditure out of SDRF by the Finance Department on the basis of recommendations of the SEC. The respective line departments shall certify that the proposals are covered under SDRF norms/guidelines and are not funded from any other State/central scheme etc.
The funds shall be utilized by the line departments/executing agencies in accordance with the laid down framework for administrative/technical/financial sanctions besides the guidelines/norms and ceilings of SDRF guidelines, the GAD order said.
The Department of DMRRR shall consolidate the proposals submitted by the administrative departments and place the same before SEC for allocation of funds.
“The SEC should approve the amount to be placed at the disposal of Financial Commissioner (Revenue), J&K, Divisional Commissioner, Kashmir/Jammu and each Deputy Commissioner of the State for meeting out expenses on notified natural calamities as per SDRF guidelines,” the order stated.
According to the revised SOPs, in respect of damage to the private property (immovable), the Deputy Commissioner of the concerned District shall sanction the claims in accordance with the norms of assistance and ceiling thereof notified by MHA (GoI) under SDRF.
While as, the Additional District Development Commissioner (and in his absence the Additional Deputy Commissioner) shall be the chairman of the committee and ADC, District Treasury Officer/Chief Accounts Officer/ Accounts Officer, Assistant Commissioner (Revenue), Tehsildar (concerned) and Executive Engineer R&B (concerned) as members. The chairman of the committee may co-opt any other officer as member as he may deem fit.
 “In respect of payment of relief in cases of milch/drought animal losses, the Deputy Commissioner shall sanction the claims as per the laid down SDRF norms/ceilings subject to its authentication/verification by a committee headed by Additional District Development Commissioner (and in his absence the Additional Deputy Commissioner).
 “The members of the Committee are ADC, District Treasury Officer/ Chief Accounts Officer/ Accounts Officer, Chief Animal Husbandry Officer, District Sheep Husbandry Officer and Tehsildar (concerned),” the GAD order said. 
Similarly, in respect of crop loss, the claims shall be sanctioned by the respective Deputy Commissioners. The claims shall be sanctioned strictly as per the SDRF norms/guidelines and ceilings and for verification of such claims, a committee headed by Additional District Development Commissioner (in his absence the Additional Deputy Commissioner) with ADC, Chief Agriculture Officer, District Horticulture Officer and Tehsildar (concerned) as members.
For the restoration of public infrastructure, the Deputy Commissioners shall sanction works for temporary restoration as per SDRF guidelines/norms. The claims shall be considered after the same are authenticated by a team of officers viz; Superintending Engineer (concerned), Executive Engineer (concerned) and the Tehsildar (concerned) headed by the respective Additional District Development Commissioner (in his absence the Additional Deputy Commissioner).
The claims of SDRF shall be settled as per the delegation of powers enshrined in the J&K Book of Financial Powers. The claims beyond the jurisdiction of Deputy Commissioners shall be settled by the respective administrative departments strictly as per the notified guidelines/norms/ceiling notified by the MHA (GoI) in respect of such works undertaken by the department.
Further, the order said claims submitted to the Department of Disaster Management, Relief, Rehabilitation and Reconstruction (DMRRR) shall be routed through Director Finance, Department of DMRRR.
The Divisional Commissioners of the concerned Divisions shall be responsible for arranging/supervising the relief material vis-a-vis tents, blankets, ration, boats etc, whenever required. They shall also decide for keeping such stocks available at different places and supervise and monitor the working of the District committees on a quarterly basis to review the provisions under Disaster Management Plans, capacity building and preparedness of the District Disaster Management Authorities and line departments to meet any eventuality/disaster.
 “Both the Divisional Commissioners shall review the Vulnerability and Hazard Risk Management in each District and assess the capacities to deal with the disasters and identify the gaps and issue instructions to the Stake Holders.
They shall conduct sample audit in respect of expenditures in each District and department in their respective Divisions and furnish reports with their considered comments on the quarterly basis through Financial Commissioner (Revenue), J&K for placement before the SEC,” the order said. 
The revised SOPs state that Financial Commissioner (Revenue), J&K, shall convene meetings with divisional administration and the Deputy Commissioners at least once in three months to review the progress and also assess the preparedness of the district authorities and line departments to meet any eventuality/disaster.
Deputy Commissioners shall ensure disbursement of funds, to the eligible beneficiaries or against the verified claims through DBT/BEAMS mode.
Further, the utilization certificate and calamity-wise statement of expenditure shall be furnished by the Deputy Commissioners through Financial Commissioner (Revenue), J&K on the prescribed format with the requisite certificates.
Moreover, Financial Commissioner (Revenue), J&K shall also submit an interim un-audited financial report (IUFR) along with consolidated statement of expenditure (SOE) for each category of notified calamity under SDRF guidelines on the quarterly basis for placement before the SEC.
The GAD order said, “Department of DMRRR shall constitute teams in consultation with Finance Department for annual inspections and audit in respect of districts/departments.”
While as, Department of Disaster Management, Relief, Rehabilitation and Reconstruction (DMRRR) shall provide clarifications as may be required on the implementation of the SOPs.

SRINAGAR, SEPTEMBER 13: Disaster preparedness training on first-aid, fire-fighting, search and rescue, followed by mock exercise was imparted to the staff of Doordarshan Kendra Srinagar here today.
The programme was done under the aegis of the Capacity Building programme of the Jhelum & Tawi Flood Recovery Project, a World Bank Aided Project, of Department of Disaster Management, Relief, Rehabilitation and Reconstruction.
The training was conducted by Disaster Management, in collaboration with J&K State Disaster Response Force, Fire & Emergency Services and Red Cross Society. More than 60 employees of the Doordarshan Kendra Srinagar from different sections attended the training session.
The training programme was inaugurated by Deputy Director General, Doordarshan Kendra, P.K. Singh. Others present on the occasion included Director DDK, (Engineering) NL Chauhan, Dy. Director News, Qazi Salman, Director, Disaster Management Aamir Ali, Joint Director Fire & Emergency Services, Bashir Ahmed Shah, Red Cross Trainer Dr IPS Bali and teams from SDRF and NDRF lead by Trainer Aijaz Ahmed of SDRF and Sarwanjit Singh of NDRF.
Speaking on the occasion, the Deputy Director General Doordarshan appreciated the Disaster Management for conducting the life-saving training for the staff and hoped that such programmes would continue to be organised in future so that all the employees can get benefitted.
He said that majority of the disasters cannot be averted, but such training can help minimize the damages due to disasters.  Deputy Director (News) welcomed the participants and extended his support to the Department for disseminating awareness through such programmes, which can help in reducing the impacts of disasters.

LEH, AUGUST 30: A two-day training /workshop on “Updation of District Disaster Management Plan” under CSS on Sustainable Reduction in Disaster Risk begins in the DC Conference Hall Leh today. 
The Additional Deputy Commissioner, Leh Moses Kunzang chaired the first day training. The workshop is organised by Organized by IMPA, Srinagar. Dy SP SDRF Sonam Dorjey, Headquarter Assistant DC Office Leh, Mohd Sharif, Officer from Airforce Leh, HOSs and representatives from various departments, representatives from civil society, NGOs and Jawans of SDRF Leh attended the first day training.
Addressing the workshop, ADC, Leh Moses Kunzang appreciated IMPA, Srinagar headed by Dr G.M Dar Associate Professor Centre for Disaster Management & Environmental Studies (IMPA) for organizing this vital workshop at Leh and strongly urged upon the participants to take the workshop seriously as their valuable input and participation will prove very beneficial in updation of District Disaster Management Plan of Leh. 
 Sharing the experiences of 2010 flash flood and recent flash flood at Saboo village, ADC Leh said that such training/workshops on regular basis are very important to improve our disaster management plan.
Talking about the District Disaster Management Plan of Leh, ADC, Leh said that district administration Leh is conducting mock drills at district, sub-divisional and black levels time to time and said that Leh is the only district in J&K State which has permanent emergency operation centre situated in the office complex of the Council Secretariat and district administration is trying hard to equip this centre with all required facilities.

PULWAMA/ANANTNAG AUGUST 11: In order to oversee the functioning of District Disaster Management Authority (DDMA) and the facilities put in place in Pulwama and Anantnag, Secretary Disaster Management, Relief and Rehabilitation, Talat Parvaiz today chaired two meetings at DC Office Complex Pulwama and Dak Bungalow Anantnag.
The meetings were attended by Additional Deputy Commissioner Pulwama (CEO DDMA), Additional Deputy Commissioner Anantnag Shabir Hussain, ADC Awantipora, ADC Tral, Chief Medical Officer, Chief Horticulture officer, SE Hydraulic, Revenue officials, representatives of Civil Defence and SDRF and other District officers.
Speaking on the occasion, Secretary said that community plays a vital role in disaster management and its members are always the first responders. He stressed on need for their capacity building and upgrading their skills  by  organizing  workshops cum training programmes so that the community members and other volunteers  can  perform their work efficiently by minimizing the risk.  
He said that disasters pose many challenges to mankind and can be handled only through coordination, cooperation and collaboration among many stakeholders. He emphasized the role of prevention and mitigation in reducing disaster losses. He highlighted the ongoing efforts of Government in disaster risk reduction like preparation of disaster management plan and policy, development of early warning systems, construction of Emergency Operating Centres (EOC) and flood embankments, raising of disaster response forces at district levels and capacity building of communities through continuous training and awareness programme.
He appealed to the stakeholders to prevent “preventable death” caused by disasters and also prepare an action plan for vulnerable communities of societies. As sustainable developments are closely related with better disaster management, he urged all stakeholders to make all development initiatives disaster resilient. He requested the disaster managers to give proper consideration to geo-physical condition of the particular area, while making any action plan for disaster risk reduction.
During meeting, Secretary  also sought department wise   disaster management preparedness  plans in the District. He also announced Rs 50 lakh for purchase of disaster related equipment’s and Rs 10 lakh for upgradation of control room in the district which will work round the clock.
In Anantnag the ADC informed the meeting that District Administration has identified 16 expected Emergency Operation Taskforces/ Incident Response Teams (IRTs) for key response Operation functions, each Headed by an Officer In-charge and supported by other concerned members/organizations. 
He further stated that under capacity building being an integral part of Disaster Management. Awareness Programs and Trainings have been imparted to Officials, other Stakeholders and Community Volunteers to perform their functions in a better manner during a Crisis situation or a Disaster.
The ADC further stated that for meeting any eventuality of disasters, the resources available in the district include 7959 blankets, 55 solar lanterns, cloths for women, 100 tents, 68 boats, private machinery of114 JCBs, 183 Tippers & 801 Tractors. The manpower available is 215 from Home guard, 538 personal from civil defense, 3660 civil defense volunteers & 535 SDRF persons.

SRINAGAR, JULY 26: J&K State Disaster Management Authority organized life-saving and water rescue technique training programme here at Water Sports Center Nageen today morning in which over 150 local residents of all age groups participated.
Expert trainers, deputed by Commandant, State Disaster Response Force (SDRF) Bashir Ahmed Sofi and Commandant, National Disaster Response Force (NDRF) Ravi Kumar, imparted basic skills in Water Rescue Techniques, Emergency Rescue methods, including two hand-lifts, three-hand lifts, fire-man’s lift, Cardio Pulmonary Resuscitation (CPR) and other rescue measures required to be taken in case of drowning or choking, use of improvised floating devices made of the material, readily available at homes, methods to save a drowning person, basic first aid etc. The NDRF team was headed by Inspector Sarwan Deep, while as SDRF team comprised expert trainers Aijaz Hussain and Parvez Ahmad.
Notably, over 150 locals join swimming classes at Nageen Water Sports Center every morning, which has been organized by Department of Tourism Kashmir, where certified trainers Riyaz Ahmad Wani and Abid Bhat, besides volunteers, including Mohammad Zahid, Sajad Ahmed and Yasir Ahmad provide free training to the non-swimmers.
Director, Disaster Management & Dy. CEO J&K SDMA Aamir Ali personally supervised the four-hour long training programme which started at 5 am in the morning and continued till 9 am today. Aamir Ali, while appreciating the conduct of swimming courses, assured that more rescue training programmes would be organized for volunteers at Nageen Water Center, to train more local youth for any eventuality.
“Rescue training programme is very important and we have been conducting these sessions across the State. We are happy that trained local volunteers are coming forward and teaching swimming to non-swimmers. We have witnessed many drowning incidents this year which could have been avoided, by imparting these essential life-saving skills to the general public,” Aamir said.
Pertinent to mention that J&K SDMA has already provided funds to Tourism Department last year, for the procurement of water safety equipment including Life Jackets and Life-Buoy tubes, which have been distributed to registered Shikara owners at Dal Lake, Nageen Lake and at Manasbal Lake. Earlier, Deputy Commissioner Srinagar had also met these volunteers on Wednesday morning. Besides, on the instructions of the Chief Secretary J&K, the SDMA has provided Rs 5.00 Cr to each Deputy Commissioner, under the State Disaster Response Fund.

Rs. 42.97 Crore approved for procurement of disaster management equipment
SRINAGAR, JULY 21: The State Executive Committee (SEC) of State Disaster Management Authority (SDMA), headed by Chief Secretary, Shri B.V.R. Subrahmanyam on Saturday allocated funds to the tune of Rs. 42.97 Crore for procurement of essential equipment for disaster management in the state.
This was the second meeting of the SEC in a week with the earlier meeting held on 16th of July, 2018.
The meeting was attended by Financial Commissioner, H&UDD, Director General of Police, J&K, Director General, Fire & Emergency Services, Principal Secretary, Home, Principal Secretary, Finance, Principal Secretary, H&ME, ADGP, Home Guards/CD/SDRF, Administrative Secretaries of PDD, Revenue, PWD, DMRRR, PHE/I&FC, RDD, Divisional Commissioner Kashmir and other senior officers. Divisional Commissioner Jammu participated in the meeting through video conferencing.
Out of the allocated funds of Rs. 42.97 Crore, Rs. 7.50 Crore each were approved for placement at the disposal of Divisional Commissioner Kashmir and Divisional Commissioner Jammu,  Rs. 15 Crore for placement at the disposal of Director General, Fire & Emergency Services, J&K and Rs. 12.97 Crore for placement at the disposal of ADGP Home Guards/CD/SDRF for procurement of disaster management equipments like search and rescue equipment, raft boats, tents, satellite phones, etc.
It is pertinent to mention that the SEC in its earlier meeting held on 16th of July, 2018, approved Rs. 5 Crore each, for placement at the disposal of Deputy Commissioners so that funds meant for disaster relief are readily available at the District level. The SEC also approved allocation of Rs. 5.62 Crore for Home Guards for procurement of critical rescue equipment and Rs. 5.61 Crore for procurement of advanced network command and control system.
The enhanced allocations to the Departments/Agencies and Deputy Commissioners will immensely help the State Administration to promptly and effectively respond to various natural disasters that the State is prone to and also augment any deficiency in the relief and rescue equipment.

SRINAGAR, JULY 20:  HOPE Disability Centre (NGO), Srinagar, in collaboration of Department of Information, Kashmir Division, Tourism, Fire and Emergency Services and State Disaster Response Force today organized one day workshop-cum-practical training programme for local youth at SDRF Office, Barzulla. The workshop was supported by CARITAS.
On the occasion the Superintendent of Police, SDRF along with the master trainers imparted necessary training to as many as 220 volunteers who joined hands with the SDRF and HOPE Disability Centre to serve people in case of any eventuality, disaster or natural calamities.
Later, the HOPE Disability Centre conducted practical training programme at Nehru Park to aware the locals of Dal Lake to aware the people about natural disasters.
Joint Director Information, Kashmir, Mohammad Ashraf Hakak, was also present on the event.
Speaking on the occasion, Hakak said that Jammu and Kashmir is prone to multiple natural disasters, including earthquakes, floods, landslides, avalanches, high velocity winds and snow storms etc. “It is paramount that able bodied youth from the community learn basic life saving skills as community is always the first responder in any disaster” he added.
On the occasion, the volunteers under the supervision of Executive Director HOPE Sami Wani conducted mock drills in the Dal Lake making people aware about the rescue measures in case of any disaster.
Besides the officers of Disaster Management Authority, SDRF, F&ES, Tourism and representatives of CARITAS, a large number of people, volunteers, tourists and school children were present on the event.

BUDGAM, JULY 12: District Development Commissioner Budgam Dr. Syed Sehrish Asgar today directed that sector wise disaster management plans for the better and prompt response towards different natural and man-made disasters be made.
These remarks were made by the DDC while chairing a meeting of District Disaster Management and Preparedness at New Conference Hall in Budgam.
Director Disaster Management, Aamir Ali, Director Metrological Department, Sonam Lotus, ADC Budgam Mohammad Farooq Dar, CMO Budgam, HoD Disaster Management IMPA Dr GM Dar, officers from various line departments and members and volunteers from SDRF attended the meeting.
Emphasizing on the foolproof readiness, the DDC directed all the concerned departments to submit list of their available resources and demands by July-23 with the objective to ensure prompt and effective response towards disasters to mitigate the loss of public life and property.
The DDC directed all the SDMs to conduct their zone wise mapping of the vulnerable areas and submit same by July-26.
She said that safety audit of all government buildings particularly schools and hospitals must be conducted on urgent basis, besides asked the concerned to ensure the identified relief and evacuation centers to be used as evacuation points in all vulnerable areas are safe and feasible.
The DDC also directed the concerned to take strenuous efforts to make the EOC centre stationed at Humhama functional for 24/7 for better communication and effective disaster management response.
Soon after the meeting, the volunteers from SDRF conducted a mock drill and briefed about functioning of various latest equipment and gadgets used during disasters.
The DDC urged the concerned to conduct mock drills in all schools of the district for mass awareness.
She also directed the concerned to nominate 4 officers from the district to participate in 4-day Disaster Management training to be held at IMPA Srinagar from July 23.
Meanwhile, Director Disaster Management Aamir Ali through a power point presentation spoke on state level and district level disaster management plan, mitigation, NDRF-SDRF relief norms and effective flood management initiatives taken by the department.

KARGIL, JUNE 30: On the directions of Deputy Commissioner Kargil Vikas Kundal, mock drills on disaster preparedness were conducted at Kendriya Vidyalaya Trespone here today.
On the occasion, SDRF members imparted training on basic first aid and emergency lifting methods besides other ways to deal with different kinds of disasters.
Principal, Kendriya Vidyalaya, In-charge SDRF, staff members of the school, DM-Professionals, besides 200 students of the school attended the preparedness programme.
Meanwhile, the Principal expressed his gratitude to Deputy Commissioner Kargil, who is also Chairman District Disaster Management Authority (DDMA), for deputing SDRF members for conducting mock exercises.
 He appreciated the DDMA for having organized such a programme and urged for similar kind of events in the district in future as well.

Disaster preparedness mechanism being strengthened
POONCH, JUNE 30: District Development Commissioner Poonch, Mohammad Aijaz Asad today convened a meeting to reviewed flood protection measures and service delivery mechanism here at a meeting of senior functionaries.
The meeting was attended by ADDC, Hamid Sheikh, ADC, Dr. Basharat Hussain, ASP, Anwar-Ul-Haq, ACR, Bashir Lone, XEN R&B, XEN PMGSY, XEN IFC, Executive Engineers PWD(R&B), PHE, PDD, I&FC, AD, FCS&CA, I/C SDRF, Army representatives besides officials from other concerned departments.
The DDC   directed officials of Army, Disaster Management and Civil Defence to keep their men and machinery ready with tents, sand bags,   life jackets and other rescue equipments. He asked them to make available sand bags at vulnerable locations especially upstream and downstream of S.K Bridge and Kalai Bridge and other populated locations as precautionary measures.
The meeting discussed measures for protection at places   prone to flood like Bela Potha, Bela Sanai, Fazalabad and Sailan in Tehsil Surankote, downstream of Kalai Bridge on the right Bank, Dingla, 1km area each of upstream and downstream of S.K Bridge, Batad Nala, Ajote, downstream of Batad covering Purani Poonch in Tehsil Haveli and main town and Chhajla in Tehsil Mendhar.
Concerned departments informed that a total 32 JCBs, 1 Pick & Carry Crane and 2 BDAT have been kept on standby to deal with untoward situation.
Preparedness- cum-Rescue Plan was discussed   and the DDC   called for maintaining close coordination among different departments and agencies to safeguard precious lives in case of any eventuality during the rainy season.
The meeting decided to establish District Disaster Management Group for timely coordination, while the DDC directed the department heads to conduct mock drills with agencies to stay prepared for any unforeseen eventuality.
The Municipality and R&B Deptt was asked to ensure clearance of all drains in advance in the main markets to avoid water logging during monsoon.
  PDD  was asked to take measures for preventing  power supply   disruption and keep  alternate power lines ready in case of failure of main Line.
The DDC also reviewed the medicine stock position  in hospitals  and asked the health department to issue advisories with respect to any epidemic and health issues.
 The CMO Poonch informed the meeting that 57 ambulances and 1 Mobile Medical Unit(MMU) have been put on task.
It was decided that an Emergency Operation Centre(EOC) will be opened at DC Office which will function  under the supervision of ADC.   
DDC Poonch also directed AD, FCS&CA to keep adequate ration in stores to meet emergent requirements. The provision of buffer stock in hilly and disaster prone areas should also be ensured in time, he directed.

Stresses on spreading safety awareness
JAMMU, JUNE 30: Divisional Commissioner Jammu, Sanjeev Verma today reviewed   disaster and flood preparedness here at a high-level meeting.
The meeting was attended by IGP Dr S D Singh, Commissioner, JMC, Ramesh Kumar, Director FCS&CA Jammu, RAInqalabi, Joint Director Information Jammu, Naresh Kumar besides senior functionaries of Police, IAF, SDRF, I&FC, CRPF, Health and other departments.
During the meeting, the Div Com assessed the preparedness of concerned departments for the crisis management ahead of the monsoon. He directed the concerned authorities to gear up their men and machinery and utilize the services of volunteers and organizations to take prompt action during occurrence of any kind of disaster.
Calling for coordinated efforts and pooling of resources, the Div Com asked the concerned departments and defence forces to conduct mock drills and work as a one cohesive unit to overcome shortcomings and create a common platform for communication.
Stressing on spreading safety awareness among the population living in flood prone areas, the Div Com directed for preparing advance advisories for taking prompt action in case of emergency. He asked the Director, FSC & CA to stock the sufficient quantity of food and LPG stocks.
The Div Com also took stock of availability of machinery for road clearance and other rescue works and the crises management resources to channelize the proper mechanism for rescue operations. He emphasized on putting more focus on the hilly and vulnerable areas and taking quick action to minimize any damage.
The Div Com asked the concerned functionaries to prepare informative video representations on how to install tents, prepare rafts and other rescue equipments.

Series of instructions issued for immediate compliance
SRINAGAR, JUNE 30: Advisor, Shri K Vijay Kumar and Chief Secretary Shri B V R Subrahmanyam called an emergency meeting of senior officers of the Civil and Police Administration and also the Army early today morning to review the preparedness across Kashmir division, in particular Srinagar City, in the wake of flood like situation following incessant rains.
Director General of Police, J&K, Dr S P Vaid, Principal Secretary Home, R K Goyal, ADGP, Civil Defence, Home Guards & SDRF, Divisional Commissioner, Kashmir, IG Kashmir Zone, SSP Srinagar, DC Srinagar, Chief Engineer, I&FC, Kashmir, Director Health Services, Kashmir, Director Met Department, J&K, and other senior officers of the State Government, CRPF and Army attended the meeting.
 The Advisor and Chief Secretary took a detailed review of the preparations and received brief from the concerned officers/line departments. The Advisor and Chief Secretary issued a slew of directions/instructions to the concerned officers for immediate compliance which interalia, include (i) alerting the people living in the low lying/ vulnerable areas, to be vigilant about the flood situation and be in preparedness for evacuation-currently, this is only an alert for being prepared and people should be on the lookout for the next alert for evacuation, if necessary (ii) establishing joint control room with components from civil, police, CRPF and Army at Hari Niwas and disseminating contact details to the public (iii)   All relief and rescue material- men, boats etc to be kept in readiness to promptly respond to any evacuation call (iv)  Divisional Commissioner to put competent ADMs/SDMs at the disposal of DC Srinagar  immediately, to facilitate coordination in the matters relating to control room, evacuation, recue, relief etc (v) Civil and Police Administration to prepare for communication redundancies (viii) Civil Administration to prepare for redundancies related to essential supplies including power, ration, fuel and medicine (ix) DC Srinagar to ensure that shelters/evacuation centres are ready with basic facilities  like food, water, blankets etc for housing people,  in the event of evacuation of people (x) Principal Secretary Home, Divisional Commissioner, Kashmir, IG Kashmir, DC Srinagar in coordination with Information Department to disseminate information through electronic and print media to the public about the flood situation in the division.
Divisional Commissioner, Kashmir was instructed to issue an advisory to the departments to relocate the critical equipment in hospitals and other important installations to safe places where the flood threat is less, like upper floors of the official buildings. 
CRPF was requested to keep all its boats available along with manpower ready for any assistance, in coordination with IG, Kashmir. The Army was also requested to keep manpower, boats and aerial support ready along with communication sets in case of any eventuality, in coordination with IG, Kashmir
Advisor and Chief Secretary asked the officers to handle the situation calmly, confidently and sagaciously and mobilize their staff for meeting any eventuality and initiate immediate action, wherever required, without waiting for instructions from the higher ups.

SRINAGAR, JUNE 28: Divisional Commissioner Kashmir, Baseer Ahmad Khan today directed concerned Deputy Commissioners and officers to ensure disaster and hassle-free Shri Amarnathji Yatra -2018.
The Divisional Commissioner made these directions while reviewing the disaster management plan for Amarnath Yatra 2018.
The meeting was informed that adequate SDRF and NDRF personnel had been deployed for Amarnath Yatra duty, in addition to the volunteers of Home Guards and Civil Defence besides qualified Disaster Management Professionals would also be deployed at all stations for smooth conduct of the Yatra. Mock Drills have already been conducted at Pahalgam and Sonamarg areas besides Joint Control rooms were set up in these areas. 
Threadbare discussion were held regarding the various aspects of disaster management including the incident response system, various levels of disaster management, different types of calamities and safeguard against them, role of district administration during disasters, oxygen booths at high altitudes, 24x7 medical facilities, food kits, emergency kits, route plan, satellite phones, blankets, transit camps, tents, transportation, metrological & geographical factors, ecological issues and other related aspects.
The Divisional Commissioner stressed upon employing the proactive and anticipating procedure for ensuring smooth and incident free management of Amarnath Yatra so that devotees, which come from all corners of the country, should not face any kind of difficulty.
He directed all concerned departments to maintain close coordination with each agency and concerned Deputy Commissioners will personally monitoring all arrangements and preparedness of various disasters to ensure disaster free Amarnath Yatra 2018.
Deputy Commissioner Srinagar Dr Syed Abid Rashid Shah, Director Disaster Management Aamir Ali, Director MET Sonum Lotus, Joint Director FCS&CA, Deputy Director Fire & Emergency Services, Deputy Director Health Services, officers of SDRF, SP Security, SP Traffic and other concerned officers were present in this meeting whereas Deputy Commissioners of Anantnag, Ganderbal, Bandipora and Pulwama participated the meeting through video conferencing.

‘20 Lakh sand bags, 30 new boats, 20 Rubber boats to be purchased’
SRINAGAR, JUNE 06: The government will set in motion a proper Standard Operation Procedure (SOP) for all the stakeholders which will help them to work with synergy and in close coordination in case of any disaster and natural calamity in the state.
This was stated by the Minister for Disaster Management, Relief Rehabilitation & Reconstruction and Floriculture, Javaid Mustafa Mir, Thursday while chairing a high-level meeting of officers convened to assess the preparedness of the government to tackle emergency situations.
Chief Secretary B. B. Vyas was also present on the occasion.
Commissioner Secretary R&B Sanjeev Verma, Commissioner Secretary FCS&CA Dr. Abdul Rashid, Divisional Commissioner Kashmir Baseer Ahmad Khan, Secretary DMRRR Talat Parvaiz, ADG (Security) Muneer Ahmad Khan, Director Fire and Emergency Services R.T.Dubey, Chief Engineer R&B Nissar Ahmad Bhat, Commandant NDRF Ravi Kumar, SE  (Drainage) SMC Srinagar Sartaj Singh, CEO JTFRP Vinod Sharma, Chief Engineer I&FC M. M. Shahnawaz, Director Disaster Management Authority Aamir Ali, senior officers of NDMA, SDRF and Metrological Department were present in the meeting.
The Minister directed for strengthening the Emergency Operation Centres (EOCs) at the district level within one month so that in case of any eventuality the people may not suffer. He said the government will put in place a mechanism to face any kind of situation in wake of earthquake, floods, windstorm, cloudbursts or any other natural calamity.
"Though the natural calamities have no fixed timing,  but preparations to tackle the situation in case of any emergency needs to be made in advance,” he added.
The Minister was apprised that under the Jehlum-Tawi Flood Recovery Project, the Government of India has provided an amount of Rs 399.29 crore for dredging of river Jhelum which was started in 2015. He was further informed that 90% dredging work has been completed in Srinagar, while as 81% have been completed in Baramulla and other areas.
Instructions were given to theI&FC Department, Kashmir to constitute a team which will assess the impact of dredging to mitigate any flood situation.
Taking stock of the preparedness and the requirements, the Chief Secretary B. B. Vyas directed the concerned to submit proposals for the purchase of 30 boats and 20 rubber boats to the Planning Department so that the funds are released accordingly. He also directed them to submit a proposal for purchase of twenty lakh sand bags of worth Rs 50 lakh for early release of funds.
Chief Secretary also asked the officers to monitor the progress on dredging of River Jehlum submits a report on the assessment of impacts of dredging level within four weeks. He directed them to ensure that the dredging is up to the mark and as per set specifications.
It was decided that all the Deputy Commissioners will ensure identification of vantage points in their respective districts for setting up of ration stores.
With regard to dewatering of the city, the meeting was informed that an effective mechanism has been put in place for immediate dewatering in case of any eventuality.
It was given out that 80 pumping stations are in service in the city while as 114 dewatering pumps are available with the SMC authorities.  Further, it was said that 24 dewatering stations are being upgraded by the Economic Reconstruction Agency (ERA) and 49 stations are being upgraded under World Bank funding.
Threadbare discussions were held with regard to the communication system, evacuation of people, outsourcing of tractors, trucks and tippers to meet any eventuality.
It was given out that the Indian Metrological Department will soon install 3 more Dopplers in the State for recording and disseminating weather forecast well in time.
Power Development Department was directed to establish a Disaster Management Unit having a control room with designated members of response team.
Besides all the Deputy Commissioners were directed to immediately conduct a mock drill which will inter-alia check the preparedness of evacuation, communication and connectivity plan.
