Gurgaon, Oct 15 (PTI) An uncle of suspended policeman Mahipal, who allegedly shot dead his protectee judge's wife and critically injured their son, Monday said that he possibly took the extreme step in fury over denial of his repeated pleas for leave to attend on his seriously ill, 7-year-old daughter.

Suspended Head Constable Mahipal's uncle Daan Singh also accused Additional Session Judge Krishan Kant and his family members of mistreating him for resenting their orders to run their errands. 

"My nephew Mahipal's 7-year-old daughter was seriously ill and needed urgent treatment. On the fateful day, he had received repeated calls from his wife to reach home early to take his daughter to a doctor and he had repeatedly asked for an early leave," Daan told TV news channels at his home town Rewari.

"But the judge rebuked him and asked him to take his wife and daughter for shopping instead, possibly frustrating him," Singh said.

Admitting that Mahipal's gruesome crime cannot be justified, Singh appealed to higher-ups in police to keep these circumstances behind the offence in mind while investigating it.

Singh also said Mahipal's wife and children, besides his ailing mother and brother-in-law too have been taken away by the police.

Singh said, "The medical prescription of his daughter illness is available with us. It was also shown to the police when they came to his flat at Gurgaon police lines. But they took away all family members to an undisclosed location." 

Singh who brought up Mahipal since he was three, said Mahipal is not one to readily express his emotions.

"When upset, he would cry all alone," said Singh.

Mahipal has been working as personal security officer for various officials for the last four years. He was working as the judge's PSO for over two years.

Meanwhile, Gurgaon ACP Dharna Yadav, who is probing into the sensational murder case as part of an SIT, said, "We are doing fair investigation from all angles. The concrete reasons of murder have not emerged so far." 

"We will not victimise any one including the accused's family," he said.

The ACP said eight officers interrogated Mahipal today during the day, but Mahipal did not answer any of their questions.

"He often laughed loudly instead," the ACP said.

The police also scanned Mahipal's two Facebook accounts and one WhatsApp account to ascertain his mental state, he said.

"We are linking together all pieces of evidence to reach conclusion. The investigation is currently underway, Haryana DGP (Crime) PK Agrawal said.

According to the FIR, lodged on Judge Krishan Kant's complaint, Mahipal shot the ASJ's wife and son when they came out of the shopping mall.

"When Dhruv asked for the car's key from Mahipal, he shouted at him and and took out the service revolver and fired at him. When his wife came to Dhruv's rescue, he also fired at her," the FIR said.

Police said the shooting occurred around 3.30 pm on Saturday.

Police officers said Mahipal was a head constable in Haryana police and was serving as a PSO of the judge for the past two years. 

Mahipal was suffering from depression, the officers said.

"The judge also used to scold him often," one of the officers said.

On Saturday as well, the judge's wife scolded him inside the car when they were going to the market, the officer said. "He had a grudge against the judge." PTI


Gurgaon, Oct 15 (PTI) He came, he performed and left crooning and swaying fans asking for more; Canadian rock legend Bryan Adams wound up his five-city India tour with a first-time concert in the Delhi-NCR region Sunday night.

Beginning his nearly two-hour gig at the Leisure Valley Park here with the 2017 hit Ultimate Love', which seamlessly segued into the one-two punch of Can't Stop This Thing We Started', he went on to belt 24 more numbers from his rich repertoire of songs before going solo on being persisted by the 15,000-strong crowd.

Taking the stage after an opening act by Bollywood singer Harshdeep Kaur, Adams said, We have been coming here (to India) since 1994. It's taken long and I've always asked our promoters, where is my Delhi show'? 

He went on to say, I have all kinds of songs for you tonight, old ones, a few new ones, I'm not sure how much time you have but we have a long show ahead! Tonight we have the biggest party in India. 

And indeed, what a party it was. As Adam's song Summer of 69' says, for every fan - young couples, teenage children to 70-somethings, Sunday was really one of the best days of my life .

Dressed in a blue T-shirt and jeans, Adams lit on fire the stage which featured an oversized video wall rolling some lyrics, self portraits and videos with his band.

It was clear that the night was only going to get better as Reckless tour de force, Run To You' followed Can't Stop This Thing'. Go Down Rockin' continued the brisk start until the slow evergreen ballad Heaven'. The crowd sang the first verse in unison, accompanied by only the piano.

This Time' and a Tina Turner-less It's Only Love' continued to show off Adams' stellar vein of songs. The rockstar and his long-time guitarist and friend Keith Scott sauntered over from their corners and met at centre stage to bounce their riffs off one another.

Songs like Cloud Number 9', When You're Gone', Here I Am' and Summer Of '69'. Cuts Like A Knife', Please Stay' and It's Only Love' followed.

Before he crooned the rock-n-roll number You Belong To Me', he told the crowd: Does anyone know how to dance? If somebody does an Indian dance, it will be beautiful. Or just do something silly or whatever you like. The best dancers will be put up on the screen. 

And the crowd went wild - twisting and twirling as if there's no tomorrow.

But there was more - the uber-hit Everything I Do', Back To You', Somebody' the sensuous Have You Ever Really Loved A Woman', The Only Thing That Looks Good On Me Is You', the exuberant 18 Till I Die' and Whiskey In The Jar'.

As Adams and his band bade goodbye, fans wanted more.

He then performed solo two songs.

Before that, he recalled how he is trying to live life having lost his father and his mother now wheel-chair bound.

I lost my father and my mother had a massive stroke and now she is paralysed and uses a wheelchair. I know what it is like to lose somebody, it's not that easy. 

He then cited an incident when he was coming to India and noticed a man and his father in the plane.

His father was quite old and I asked the man: are you taking care of your father?' He said his father is coming to live with him now. That is the Indian way. In the last years of my father, I took care of my father too... And he (the man) said well, maybe you are little bit Indian, Adams said and sang Straight From The Heart' amidst a sea of phone lights.

Adams wrote Straight From The Heart' when he was 18 years old and released it as a single six years later.

He concluded the evening with All For Love', a song from The Three Musketeers soundtrack that he originally performed with Sting and Rod Stewart.

Later in the night, he took to Instagram to thank his fans.

The Ultimate Bryan Adams India Tour was organised by ENIL and Mirchi Live. It took the singer to Ahmedabad, Hyderabad, Mumbai and Bengaluru also.



Gurgaon, Oct 12 (PTI) Students at Shiv Nadar School here have developed an 'intelligent traffic light' system which they say may not only help reduce commute time but also lower air pollution.

The system created by four Grade 11 students --- Shreya Raju, Om Shelat, Ira Sidhu and Soumya Juneja -- makes the existing traffic light system responsive to real-time traffic intensity.

It is the first system meant to work on Indian roads and will function accurately keeping in mind the traffic situation in the country, according to a project paper written by the team.

"Based on our research, we found that most traffic signals work on preset algorithms and timers that are probably customised for each junction but stay static once configured," Shelat, one of the students, told PTI.

"On close observation, we realised that the lopsided nature of the traffic leads to a large portion of time of the commuters being wasted at each junction," Shelat said.

"Using a simple camera and a microcontroller, we now have a way to calculate the amount of traffic present on the road using a camera and then modify the red/green distribution time at each junction dynamically," he said.

As per a recent report released by The Boston Consulting Group, commuters in Delhi, Mumbai, Bengaluru, and Kolkata spend 1.5 hours more than their counterparts in other Asian cities during peak traffic times, the students wrote in the paper.

Vehicles are a major contributor to air pollution but after the implication of our project, commuters will spend less time on the roads as compared to earlier due to primitive traffic management system, according to the paper.

The best part about the innovation is that it is compatible with the existing traffic lights, thus cutting down the costs and time required for implementation, the students said.

The system will cost only Rs 20,000 as compared to Rs eight lakh spent on other systems, they said.

A prototype has been developed and tested in live traffic conditions. It has also been approved for a longer trial by the local authorities, the students said.

This system uses a camera to sense the changing traffic patterns around by capturing an image.

The captured image is then sent to a microprocessor, which uses image processing and edge detection algorithms to detect edged black and white pixels.

By various real-time observations and analysis under different traffic density scenarios, the students determined the amount of maximum and minimum time required for different traffic densities to clear.

"This ensures that we don't waste any time at junctions and when scaled to the city level, it would work towards ensuring that we reduce the fleet time for each commuter automatically," Shelat said.

"We are proud of our students for developing a project like the Intelligent Traffic Light Management system, wherein they have solved the real-life problem of traffic congestion using technology," said Monica Sagar, Principal, Shiv Nadar School.

"As part of the Robotics and IT classes in school, the students were introduced to the concepts of microcontrollers and image processing systems. It was great to witness how they translated classroom knowledge to solve a real life problem," Mark Nelson, Project Lead - IT at Shiv Nadar School added.

Air pollution has a very negative impact on an individual's health and with the increasing vehicles; this problem is going to get worse, the students said.

This reduction in time spent on the road will result in a decrease in the number of pollutants released by the cars and thus, reducing air pollution, they said.

"The idea has also been applauded by the government at the recently concluded CSIR Innovation Award for School Children-2018, where the students bagged the fifth prize," said Sagar.


Gurgaon, Oct 10 (PTI) The Shiv Sena and another Hindu organisation claimed to have forcibly shut around 400 meat and chicken shops at different locations here on Wednesday, demanding that they remain closed during Navaratri.


Chief of Shiv Sena's Gurgaon unit Gautam Saini told PTI that around 300 members of different Hindu organisations assembled at the Lord Shiva temple located at the Old Railway road on Wednesday morning and headed to different places to close meat shops.

Locals claimed a group of Sena workers assembled at Palam Vihar on Wednesday and forcibly shut down meat markets in Surat Nagar, Ashok Vihar, Sector 5 and 9, Pataudi Chowk, Jacobpura, Sadar Bazaar, Khandsa Anaj Mandi, Bus Stand, DLF area, Sohna and Sector 14.

They said 50 per cent of the shops are already closed amid fears of clashes as such exercise is launched every year around Navratri since the BJP came to power in 2014 at the Center and in Haryana.

State president of Hindu Sena Ritu Raj said, "The Hindu organizations will continue their effort throughout Navratri. The next target is new Gurgaon where there are a large number of meat shops." 

Majority of the meat sellers used blinds to cover their shops. However, the Sena and other Hindu outfits have threatened to close them down too, sellers alleged.

"We have requested and served notices to every meat selling outlet to shut shop during Navaratri. This time we have not served notices to restaurants, like KFC and other chains, as them serving chicken cannot be seen in the open," Shiv Sena's Gurgaon in-charge Sanjay Thakral told PTI.

The party workers have also asked owners of non-vegetarian food outlets to shut shop during the nine-day festival.

"We have requested every meat shop owner to close their outlets. Sixty shops have been shut. If the rest 940 shops remain open, then we will have no option but to forcefully shut them down like we did in the previous couple of years," Thakral said.

There are nearly 1,000 meat and chicken shops in Gurugram.

A dispute emerged during the march by workers of Hindu outfits on Wednesday morning to close the shops and local police arrested some of the leaders.

"We have arrested four leaders of Hindu organisations during the march. An FIR has been registered against them under relevant sections of the IPC for disturbing peace. Further investigation is underway," Gurgaon police PRO Subhash Bokan said.

Asked if the meat shops were forcibly shut, DCP (crime) Sumit Kuhar said, "We are looking into the matter. No one is authorised to take law in their hands. We will not let anyone forcibly close down meat shops during Navaratri. If anyone wants to voluntarily close his shop, then it is up to him. We have directed all city SHOs to keep a watch on the situation." 

He said aggrieved persons must file police complaints in this regard.


Gurgaon, Aug 30:
 Three members of a family were found dead under mysterious circumstances in their home in Pataudi town here while a one-year-old girl, who was seriously injured, died in a hospital, police said today.

The bodies of 25-year-old Manish God, his wife Pinki (22), his mother Phoolwati (62) were found by a milkman who had gone to their residence in Brijpura village to supply milk last evening, they said.

While Manish and his mother were found in a pool of blood, his wife was found hanging from a ceiling fan in another room with deep cut marks on her legs and hands, Assistant Commissioner of Police (Pataudi) Ber Singh said.

He said their daughter Charu was critical and taken to a hospital where she succumbed to her injuries. Their two-year-old son Akshay was reportedly in a school when the incident occurred.

During investigation, it was found Manish and her mother were hit with a heavy weapon, he said.

"A forensic team is examining the crime scene. We have deployed adequate police teams in the village to maintain law-and-order situation," the ACP said.

A case has been registered against unknown persons and efforts are on to nab them, he said.

New Delhi/ Gurgaon, Aug 28 : Heavy rains lashed several parts of Delhi-NCR through the night with waterlogging disrupting road traffic movement at many places in the national capital and Gurgaon.
Rush hour traffic was thrown out of gear in Haryana's Gurgaon as morning commuters got stuck in traffic snarls, including an over five-kilometer jam on a road between Hero Honda Chowk and Khirki Daula Toll Plaza.

Several residents took to Twitter to share their experiences and posted photos of waterlogging and jams.

Office-goers in Delhi, too, faced a lot of inconvenience due to traffic disruptions with most opting to use the Delhi Metro rail's services, which were delayed due to over-crowding.

Classes in several colleges here were also cancelled.

The meteorological (Met) department has forecast more rains through the day and relative humidity at 100 per cent in Delhi.

The Palam observatory recorded 101 mm rainfall, Lodi 22.2 mm, Safdarjung 49.6 mm and Ridge 6.8 mm, the department said.

Heavy rains were recorded in central and eastern parts of Delhi with waterlogging and traffic congestion being reported from areas such as Mayur Vihar, Palam, Duala Kuan, Bhairon Enclave in Punjabi Bagh, Moti Nagar flyover and between Mundka and Rajdhani Park.

Traffic was affected near Narela Mandi due to an uprooted tree.

Waterlogging was also reported from Devli, Vayusenabad, Sangam Vihar, at GTK towards Mahendra Park, Inderlok Chowk towards Zakhira near underpass, Rao Tula Ram Marg, on Rama Road and at the roundabout between Windsor place and Dr Rajendra Prasad Road.

"I waited for 45 minutes for the metro. This is not right. At least during peak hours the frequency should be improved," Sunita Kumar, a Delhi University student travelling by the metro's Blue Line said.

On Twitter, some Gurgaon residents blamed Haryana Chief Minister Manohar Lal Khatttar for failing to maintain the city's basic infrastructure.

"@mlkhattar mantra of Gurgaon to Gurugram name change didn't work. The state of affairs in the Cyber city remains the same," a resident tweeted.

"Due to the situation, I was trapped for at least three hours in a jam and had to go back home. My son skipped school and I office today," Raman Malhotra, a resident of DLF, told PTI.

Officials said vehicular movement was also affected at IIFCO Chowk, Signature Tower, Mahavir Chowk, Rajeev Chowk, Sikanderpur, Old Gurgaon, Huda City Centre and Sohna road in the city.

"The main reason for the traffic congestion (between Hero Honda Chowk and Khirki Daula) was due to some vehicles breaking down," a Gurgaon police officer said.

Teams of the traffic police are on the ground and efforts are on to decongest roads, he said, adding that vehicular movement on major roads was affected due to waterlogging.

The maximum temperature in Delhi is expected to reach 31 degrees Celsius while the minimum temperature would be 26 degrees Celsius, the Met department said.

Yesterday, the maximum temperature was recorded at 32.7 degrees Celsius, one notch above the season's average, and the minimum temperature settled at 27.3 degrees Celsius, one notch above the average.PTI


Gurgaon, Aug 2 : Three persons were arrested today for allegedly assaulting, abusing and chopping off a Muslim youth's beard at sector-37, here, police said.

The accused were identified as Gaurav, Eklash from Uttar Pradesh and Nitin from Harayana, the police said.

The incident occurred on July 31 when the accused started insulting the victim in Khandsa Mandi area. "Jaffruddin initially ignored the religious insults but he finally retorted. Following which, the accused persons assaulted Jaffruddin. Then they took him to a saloon and chopped his beard off", Gurgaon Police PRO Subhash Bokan told PTI.

Before leaving the saloon, the accused warned the victim with dire consequences if he approached the police, the officer said.

On the next day, Jaffruddin approached sector 37 Police Station and registered a case. A native of Haryana's Mewat, Jaffruddin had come to Gurgaon to meet his friend Ibrahim.    PTI



New Delhi, Jul 20: The Supreme Court today rejected a bail plea of a juvenile, accused of killing a seven-year-old boy in a private school in Gurgaon.

A bench of Justices R F Nariman and Indu Malhotra rejected the plea which sought default bail on the ground that charge sheet was not filed within 60 days.

The bench said it is a heinous offence under section 302 of IPC and the time limit for filing the charge sheet was 90 days and not 60 days.

The Punjab and Haryana High Court had on June 6 dismissed the bail plea of the 16-year-old student, accused of killing a seven-year-old boy in a private school in Gurgaon in September last year.

The high court had also rejected the accused's submission that he deserved the benefit of statutory bail on the ground that the Central Bureau of Investigation (CBI) had failed to conclude its probe within the prescribed limit of 60 days.

The accused had challenged in the high court the February 5 order of a Gurgaon sessions court which had rejected his plea saying that the stage was not fit for granting bail.

On May 21, the sessions court had held that the 16-year-old student would be tried as an adult in the murder case.

Upholding the decision of the Juvenile Justice Board (JJB), the court had said the juvenile board took into consideration all the material placed before it to establish "the physical and mental capacity (of the accused) to commit the crime" and there was no need for any intervention.

The accused had challenged the December 20 order of the JJB, which had held that the teenager would be tried as an adult.

The CBI, in its charge sheet, had alleged that the teenager had murdered the student on September 8 last year in a bid to get exams postponed and a scheduled parent-teacher meeting cancelled.

The victim's body, with the throat slit, was found in the washroom of the school at the Bhondsi area of Gurgaon.

Earlier, the court had barred the media from using the name of the victim, the accused and the school and asked it to use fictitious names instead.

While the victim was named "Prince" by the court, the accused was named "Bholu" and the school was referred to as "vidyalaya".

The probe agency had given a clean chit to school bus conductor Ashok Kumar, who was arrested by the Gurgaon Police, saying there was no evidence to prove his involvement in the crime.

The CBI had taken up the case from the Gurgaon Police on September 22, following a nationwide uproar over the killing.

Gurgaon, Jun 28: The Gurgaon Metropolitan Development Authority (GMDA) sent a showcase notice to Google India Ltd for allegedly destroying a green belt in front of its office in Sector 15 and constructing a road to access the NH 8 without necessary permission.

However, the Internet giant said the office building was owned by Unitech Ltd and the real estate major had constructed the road.

GMDA Additional CEO MD Sinha told that Google had constructed a 20 m long and 12 m wide road to connect directly to NH 8 by encroaching the green belt in a surreptitious manner.

"The entire work was done in a covert manner. The company violated provisions under the Punjab Scheduled Roads and Control Area rules. It also violated Punjab Land Preservation act as well as applicable portions of the Indian Penal Code, Sinha said.

PTI accessed the copy of the notice addressed to VP and MD of Google India Ltd Rajan Anandan.

The GMDA directed Google to remove all structures from affected areas and restore status quo within 12 hours.

The notice said if the company would not remove the structures then the authorities concerned would do the same.

We have also sought clarifications within 24 hours about why civil and criminal proceedings should not be initiated against you (Rajan Anandan) and your organisation for violation of laws of the land, the notice said.

However, Gaurav Bhaskar, head of corporate communication of Google India Ltd, said, The building is taken on rent from Unitech Ltd. We are just tenants. We occupy the entire building but the construction on green belt was done by Unitech Ltd.

Gurgaon, May 29 :  Three persons, including a domestic help, were critically injured after their elevator fell from the ninth floor of a high-rise building here today, the police said.


The incident took place in the Regency Park-II high-rise apartments in Gurgaon's DLF Phase 4 area. The lift fell from the ninth floor and crashed in the minus two floor in the basement. 

The injured were a woman resident of the high-rise building, her driver and domestic help. All three have been admitted to a hospital and are undergoing treatment, the police said.

"Investigation into the incident is underway," Gurgaon Police PRO Ravinder Kumar said.PTI

Gurgaon, Sept 25: A fortnight after remaining closed due to the murder of a seven-year-old student, Ryan International School, situated in the Bhondsi area of this Haryana district here, reopened amid heightened security measures. According to a school official, Ryan has installed 40 new CCTV cameras, apart from changing the security agency responsible for guarding the premises. The school, which came to limelight after the body of Class 2 student Pradyuman Thakur was found in a pool of blood at the school's toilet on September 8, had earlier reopened on September 18 also, with thin attendance. However, it was ordered to shut down as security lapses were found, even 10 days after Pradyuman's death. Police had arrested 42-year-old bus conductor Ashok Kumar on September 8 evening, apprehending his involvement in the murder. Provisions of the Protection of Children from Sexual Offences Act (POCSO) were also added later. Ryan International CEO Ryan Pinto and his parents and founders of the school -- Augustine and Grace Pinto who were also arrested in the case -- had gone to the High Court last week requesting anticipatory bail, but the court didn't grant them any reprieve. The Haryana government has taken over the administration of the school for three months, while also ordering a CBI investigation into the case. The district administration would look after non-academic affairs like functioning and monitoring of CCTV cameras, transport safety policy, clear view inside the classroom through windows, toilet not be used by the support staff members, security and staff verification.
