Manipur Governor calls for popularising Urdu language

Imphal, Mar 1 : Manipur Governor Najma Heptulla has said Urdu language needs to be popularised among the people of the state.

Speaking at an interactive session organised by National Council for Promotion of Urdu Language on Thursday, she said people should be encouraged to learn the language.

"If proper programmes and policies are taken up, Urdu can become the language of the people," Heptulla said.

The governor said Urdu was also being taught to the youngsters in Manipur.

She called upon the council to take up practical works so that those learning the language can have adequate income.

The National Council for Promotion of Urdu Language, is an autonomous body under the Ministry of Human Resource Development.

The Council is engaged in promotion, propagation and development of Urdu language across the country through its various schemes.

It runs different courses and currently has 1,41,683 students in 252 districts of 25 states, including Union territories. [Agencies]

Remote controlled IED recovered in Manipur

Imphal, Sep 20: Assam Rifles jawans recovered a remote controlled improvised explosive device, allegedly planted by proscribed militant outfit PLA, from a road in Kamtong district in Manipur, AR officials said.

Weighing three kg, the IED was recovered from a road linking Kamtong village to Skipe village at around 5 pm Wednesday.

The IED, supposedly planted by the banned Peoples' Liberation Army (PLA), was later defused.

The recovery of the explosive device was based on a "highly accurate intelligence input by Manipur Police", they said. (PTI)

Imphal, Sep 17 : Three days after a 26-year-old man was lynched in Imphal West district on suspicion of being a vehicle lifter, police have suspended a sub-inspector and terminated the services of three other officers.

The purported video of the incident, which went viral on social media, showed that the four police personnel were "present at the spot when the victim was alive and lying unattended", Imphal West SP Jogeshwar Haobijam told PTI.

Farooque Khan, a resident of Thoubal district, was lynched by an irate mob early Thursday at Tharoijam area in West Imphal on suspicion that he had stolen a two-wheeler.

Two others with Khan, who managed to escape, have not been identified so far.

Local people set afire a car believed to have been used by the "two associates" of Ahmed.

"One sub-inspector has been suspended while three personnel of Village Defence Forces were terminated Sunday as one of the several videos of the incident circulating on social media showed that the four personnel were present at the spot when Khan was lying unattended," Haobijam said.

The episode has triggered sharp condemnations and sit-in protests by various social activists in the area.

The Manipur Human Rights Commission took up the case suo motu and directed the state director general of police to probe the matter and submit a report by September 22.

Five people, including a havildar attached to the India Reserve Battalion (IRB), have been arrested in connection with the incident so far.

Several purported videos of a bleeding Khan were found doing the rounds on social media, prompting the Cyber Crime Unit to also take action against those who uploaded the clips, the SP said.

"We are still investigating into the incident. Stern action will be taken against everyone involved in the case," he added.PTI

Five cadres of banned outfits arrested In Manipur : Police

Imphal, Sept 5: Security forces arrested five cadres belonging to different proscribed outfits from separate areas of Manipur, police said Tuesday.

A combined team of Manipur police and Assam Rifles held one woman cadre of banned United National Liberation Front (UNLF) from Leitanpokpi area in Imphal East district on Tuesday, a police statement said.

In another search operation the same day, security forces arrested an active member of proscribed militants organisation Kangleipak Communist Party (KCP) from Andro Lupaochum Leikai in Imphal East district.

A member of proscribed militant outfit Kanglei Yawol Kanna Lup (KYKL) was held from Wangkhei Loumanbi area in Imphal East district on Saturday, it added.

The same day, two cadres of proscribed outfit Zeliangrong United Front (ZUF) were held from a check gate at Chini Ingkhol in Bishnupur district, it said. (PTI)

Two members of arms-smuggling racket held in Manipur

Imphal, Sep 3: Two members of an arms-smuggling racket have been arrested at Manipur's Churachandpur district during a search operation, a police officer said.

The two accused, who were arrested Saturday, confessed to have brought arms from Behiang village at the India-Myanmar border to Churachandpur town via Singngat, the sub-divisional headquarters of the district, he said.

Based on their statements, police raided a storage vault at Sumchinvum village in Churachandpur and seized two rifles and several magazines, the officer said, adding that more details in the case would be available after further investigation. (PTI)

Arms smuggler arrested in Manipur: Police

Imphal, Aug 31: An alleged arms smuggler was arrested by security forces at a check post near Lilong bridge in Thoubal district of Manipur, the police said.

The 26-year-old Md Amjad Khan was caught during an operation by a team of state police commandos and Assam Rifles jawans under the supervision of Thoubal SP S Gautam Singh on Wednesday.

Acting on a tip off, the security forces launched the operation at the vehicular check point and nabbed the man.

One 9mm pistol with magazine and a car were seized from the possession of Khan, they said. (PTI)

Manipur govt to prepare ranking of all banks in state: CM

Imphal, Aug 27: Manipur government has decided to prepare a ranking of all the banks operating in the state on the basis of the services provided by them to the people, according to Chief Minister N Biren Singh.

"A circular would be issued to ask the banks to submit the details of the services provided by them to the public soon," Singh said.

The amount of money to be deposited from the state's exchequer to these banks would be decided on the basis of ranking, he said while attending a function of the Manipur State Co-operative Bank Ltd (MSCB) yesterday evening.

The chief minister said the state government has initiated a number of steps to encourage entrepreneurship and self employment.

Manipur Social Nemcha Kipgen said the government has decided to launch six integrated cooperative development projects in six districts of the state.

The integrated cooperative development projects will focus on development of primary agricultural credit societies as multi-purpose self-reliant entities, allied sector cooperatives and viable functional linkages among cooperatives, the minister said.

The projects are likely to benefit 2700 societies promoting economic activities in the field of agriculture, agro-based industries, cottage and household industries and agro-allied sector like fishery, dairy, handloom, horticulture and rural industries, Nemcha added. (PTI)

Seven labourers injured as under construction bridge collapses

Imphal, Aug 22: Seven labourers were injured when an under construction bailey bridge collapsed in Manipur's Jiribam district today, police said.

The bailey bridge was being constructed over Gorkhale river to connect Borberkra village to Jattarpur. At around 8 am this morning the bridge collapsed injuring seven labourers, they said.

The injured labourers were rushed to Borbekra health centre from where they were referred to a hospital in Silchar in neighbouring Assam, the police said.

District officials said the 160 feet long bailey bridge was being constructed by a private contractor and the project was being funded by the Rural Development Ministry under the Pradhan Mantri Gram Sadak Yojana. (PTI)

Top USRA militant shot dead in Manipur

Imphal, Aug 22: A top leader of the militant outfit United Socialist Revolutionary Army (USRA) was today shot dead by unidentified persons in Manipur's Churachandpur district, police said.

Lalminthang Vaiphei, the self styled 'commander-in -chief' of USRA was shot dead in front of zonal education office, Churachandpur town, they said.

Motive behind killing of the USRA leader was not known, police said adding that a case has been filed at Churachandpur police station for further investigation.

The body of Vaiphei was sent to Churachandpur District Hospital for postmortem, they added.

The USRA is active in Churachandpur district, they said. (PTI)

Imphal, Aug 9: Manipur University Vice-Chancellor (in-charge) Prof W Vishwanath has written a letter to the Centre that the agitating bodies have refused to cooperate with the fact finding committee to probe the allegations of financial and administrative irregularities against the VC A P Pandey.

The agitating bodies have sought for an Independent high power committee under the Commission of Enquiry Act 1952 against Pandey, who is currently on a month-long leave, Vishwanath said in the letter to the HRD Ministry yesterday.

Despite assuming office as in-charge of the post of the vice-chancellor of the central university, he has been unable to perform his official duties, Vishwanath said in the letter which was made available to the media.

As many as 93 colleges have been affiliated to the university and publication of the examination results of final year college students is pending making the possibility of losing an academic year, he said seeking a response in two days.

Academic activities in the university has been paralysed since May 30 when the Manipur University Students Union (MUSU) has demanded removal of Pandey on alleged financial irregularities and administrative negligence.

Meanwhile, a joint press release issued by the Manipur University Teachers Association, the Manipur University Staffs Association and MUSU said that investigation against Pandey should be initiated before August 14 in the interest of the public. (PTI)

Police defuse bomb in Imphal East

Imphal, Aug 8: Police today defused a powerful Improvised Explosive Device (IED), planted by miscreants, in Imphal East district of Manipur.

The IED was spotted by locals at Dolaithabi this morning and they informed the local police station about the bomb, the police said.

A bomb squad team soon reached the spot and defused it, they said. (PTI)

Imphal, Jul 31: Two militants were arrested by police from two different places in Manipur, a police officer said today.

Two active cadres of proscribed militant outfit People Revolutionary Party of Kangleipak (Progressive) group were arrested by police yesterday, a press release issued by the PRO of Manipur Police said.

One of the militants was arrested from Kwakeithel Heinoukhongnembi Thokchom Leikai area in Imphal West district and other from Arapti Thongkhong area in Imphal East district, the release added. (PTI)

10 injured as mob attacks police in Manipur

Imphal, Jul 28: At least 10 people including four police personnel were injured when a mob attacked the cops in Manipur's Jiribam district.

Six protesters were also injured in the clash at Lalpani area of the district yesterday, police said.

They said a large number of protesters tried to stage a sit-in demonstration protesting against the Manipur People's Protection Bill 2018 which was passed by the state Assembly recently.

The bill seeks to protect the identity of indigenous people of the state taking 1951 as the base year for treating people as natives of the state. The protesters have been demanding a change in the base year to 1972.

"Since Section 144 of CrPC have been imposed in the district since morning, the police had asked the protesters to get permission for their sit-in from the district administration," said a senior police officer.

The protesters hurled stones at the police forcing the cops to retaliate with tear gas and rubber bullets to disperse the agitators.

During the clash, four personnel including the SP and a woman personnel received minor injuries. Six of the protesters were also injured, they said.

Later, reinforcements comprising of state police commandos and Indian Reserve Battalion personnel were rushed to the site to bring normalcy and establish law and order.

The issue began on Wednesday after the Joint Action Committee (JAC) took out a rally to denounce the Manipur People's Protection Bill 2018 which was passed unanimously by the Assembly on Monday.

JAC spokesperson Md Ali had earlier denounced the Bill as "unconstitutional" and claimed it deprived them of their constitutional rights.

The Bill had sought to regulate the entry and exit of the outsiders in the state.

It maintains that those who are not ethnic Meiteis, the Pangals Muslim and STs recognised by the state will be considered as non-Manipuris.

Jiribam, which shares border with Assam, has witnessed large influx of Bangladeshis and ethnic Rohingyas over the years. (PTI)

Imphal, Jul 16 : Stressing that people in remote areas do not understand Hindi or English, Manipur Governor Najma Heptullah has said she highlighted the need to translate literature of all central schemes into local languages, during the recently concluded North East Council (NEC) plenary.

There are people who are not aware of the essential schemes, which Prime Minister Narendra Modi had initiated after coming to power, just because they are conversant only in local dialects, she said.

"It is necessary that vendors get to know about the schemes related to health insurance and pension," the governor asserted at Raj Bhavan yesterday.

Barring Assam, seven states in the North East Region, face similar kind of problems, Heptullah said.

The governor also said that the state lacks adequate resources for development projects.

"During the meeting, I clearly mentioned that the parameter for devolution of the funds should not be based on size and population but on developmental index," she stated.

Briefing the media persons, Heptullah also said that she emphasized the need to maintain the dying Loktak Lake, a popular attraction for tourists in the state.

Asked about the upcoming projects in the state, the governor retorted that it was "better to finish the existing ones first".

At the two-day NEC plenary, earlier this month, Union Home Minister Rajnath Singh, as the chairperson, discussed ways and solutions to develop the region with chief ministers and governors of the northeast states, in presence of Union Minister of State for Development of North Eastern Region (DoNER) Jitendra Singh.PTI

Seven killed in landslides in Manipur

Imphal, Jul 11: At least seven persons were killed in landslides at three places in the hill district of Tamenglong in Manipur in the wee hours today, police said.

The incidents took place between 2.30 am to 3.00 am at Tamenglong town, they said.

Rescue operations are on with the help of the district administration and state police, a police officer said, adding poor accessibility of the area was causing hindrance to the operations.

Unofficial reports said the victims were mostly children. (PTI)

Imphal, Jul 10: Manipur Governor Najma Heptulla has condemned the IED explosion that killed an Assam Rifles jawan and injured three others at a village near Indo-Myanmar border yesterday.

An Assam Rifles press release quoted the governor as saying that the incident will "negate the peaceful conducive environment" that she has been trying "so hard to create".

The banned Revolutionary People's Front has claimed responsibility for the blast, a press release issued by the outfit said.

The governor also conveyed her condolence to the members of the bereaved family.

The deceased, Subash Chandra, who was a resident of Khangbaok area in the state's Thoubal district, is survived by wife and two children.

The Assam Rifles has also expressed condolence to the jawan's family.

In the press release, The Assam Rifles said, the criminal and "meaningless act has once again demonstrated the utter lack of concern" towards the well being of the state.

It said the state government and administration led by Chief Minister N Biren Singh has been endeavouring to usher in an era of peace and prosperity, but the attack has left it otherwise. (PTI)

Unrest over shifting of border pillar in Moreh, prohibitory orders imposed

Imphal, Jul 7 : Prohibitory orders were imposed today in some areas in Moreh sub-division after unrest over the alleged shifting of an India-Myanmar border pillar well into the Indian territory.
Tengnoupal District Magistrate A Tombikanta ordered imposition of prohibitory orders under Section 144 of CrPC during the night hours for the next six months in some parts of the sub-division.

The orders prohibit assembly of five or more people from 7 pm to 4 am and carrying any weapon.

It was imposed after rising tension in the area over "shifting" of border pillar No 81 three kilometres inside the Indian territory, officials said.

The move comes a day after a visit by the Manipur Revenue Minister Karam Shyam to the area where he said a high power committee on border pillars would submit a detailed report to the government on the contested pillar.

The border pillar was erected in 1969-70, the minister had said.

The residents of Kwatha Khunou had flagged the issue last month, alleging encroachment. Their claim was supported by several social bodies and political parties.PTI

Imphal, Jun 28 : Militants shot dead a man in Manipur's Noney district suspecting him to be a police informer, a senior police officer said today.

Militants belonging to the Zeliangrong United Front shot dead Lanshinthui Kamei at Gairilong Luangrang village in Noney district yesterday, the officer said.

Family members of Kamei, however, said he was a farmer.

Flood toll rises to seven in Manipur

Imphal, Jun 16: The flood toll in Manipur climbed to seven today, with one more death reported from Imphal West district, official sources said.
The intensity of rainfall decreased in the state capital this morning, but the situation was yet to improve in the valley districts of Thoubal, Imphal West and Bishnupur, they said.
One fisherman drowned in a swollen river in Imphal West district yesterday, a report issued by the Relief and Disaster Management Department noted, adding that more than 1.89 people still remain "marooned" in the flood-hit areas of the state.
The number of damaged houses across the state has increased to 22,624 yesterday from 12,500 on Thursday, necessitating the setting up of 48 new relief camps, it said.
"The floodwaters in the heavily-inundated localities of the state capital have receded, facilitating movement of vehicles on the thoroughfares. However, water level in important rivers of Thoubal, Nambol, Imphal and Irilbung continues to flow above the danger mark," the report added.
A released issued by the state government said yesterday that around 550 people have been rescued from Arapti and Kiyamgei areas of Imphal East district by the Assam Rifles.
The paramilitary force has also been providing medical assistance and necessary medical aids to flood-hit areas of Thoubal district, it added. (PTI)

CM wants administration to reach out to every village

Imphal, May 8: Chief Minister N Biren Singh said that the State Government’s ‘Go to Village’ mission has been implemented to cover all the rural and urban localities of the State.
Speaking as the Chief Guest at a ‘Go to Village’ camp held at Mongjam Community Hall in Imphal East District today chief minister said that the mission was introduced with the sole objective of bringing the benefits of different schemes at the doorsteps of the common people and also to address to their grievances at their own localities.
Stating that people would no more face the inconvenience of visiting different Government offices for enrollment of different schemes or registering their grievances, the chief minister said that officials of different Government Departments would come on their own to different localities across the State to listen/find out people’s woes.
He also said that those deserving people whose names had been left out in Socio Economic Caste Census (SECC) database, and who do not have BPL/AAY cards may also seek benefits under different social security schemes by simply submitting an application to DCs or SDOs concerned.
N. Biren said that people especially youths should not waste such opportunities but draw maximum benefits from these schemes.
Exhorting the youths to stay away from drugs and other intoxicants, the chief minister also mentioned that Agar and lemongrass plantation is a profitable occupation which they may take up with the assistance from the Government.
N. Biren said that ‘Go to Village’ mission was launched in 60 selected villages of all the 60 Assembly Constituencies of the State on May 1. On the said day, N. Biren continued, a total of 60,339 applications were received, and out of these total applications, 21,353 grievances could be immediately addressed.
Later, the chief minister distributed benefits under different social security schemes to selected beneficiaries at the camp.
About 25 different Government Departments opened stalls to address people’s grievances at the camp till evening. The chief minister also planted a sapling and inspected the stalls on the occasion. UNI
