‘Time to transform vital sector of JK’
SRINAGAR, MAY 28: Saying that it is time to transform Sericulture sector into a viable, profitable and sustainable enterprise, Minister for Agriculture Muhammad Khalil Bandh today directed concerned officials to start 17 seed houses to boost silkworm production in Kashmir.
The Minister made these remarks during a visit of Sericulture complex at Tulsibagh and Alochibagh.
He was accompanied by Commissioner Secretary Agriculture production Mehrajudin Khan, Director General Tariq Ali Mir and other officials.
The Minister stressed on the officers to work for achieving the target of cocoon production and raw silk production with value addition coupled with employment generation.
During the tour, Minister visited departmental Nurseries and was informed about the production capacity of saplings per year and present annual sapling production.
Minister while getting feedback about the total available mulberry wealth in the State, asked the officials to safeguard the sericulture assets across the state.
Regarding the seed sector, he was informed that there are 6 Grainages, 9 basic Seed stations and their infrastructural status.  
Stressing on the employment generation potential of sericulture sector, the Bandh said that commercial silkworm rearing has to be increased.
He asked for increasing commercial silkworm rearing, rearers, sericulture villages for increasing income generation from the sale of cocoons.
During his maiden visit to the site, Bandh asked for cooperation from all employees for revitalizing the department.
The Minister also visited community rearing centre and interacted with the group members.
The members informed the Minister about the help provided by the sericulture department and the income it generates for them.

PULWAMA, MAY 23:Minister for Works, Naeem Akhtar and Minister for Agriculture, Mohammad Khalil Bandh today visited the Mulberry Farm at Tumlahal, Pulwama spread over around 600 kanals of land.
The Ministers took stock of the existing facilities at the Mulberry Farm, which the locals said was one of the oldest such farms in the area.  They were informed that around 1000 families of the area are involved in Cocoon production.
The Minister assured the locals that the Government would diversify the activities of the Mulberry Farm to create Skill Development and job avenues for the local youth in aromatic and medicinal plants.
The Ministers also visited Zasow, Shadipora and Arihal to take stock of the developmental needs of the area.
The locals complained of the dilapidated condition of Tahab-Shadipora road and demanded its immediate repairs. They also demanded a Sports Stadium for the area.
Secretary Sports Council, Waheed-ur-Rehman Para, Dy Commissioner Pulwama, SSP Pulwama and other senior officers of the district administration accompanied the Minister.

JAMMU, MAY 21:  Minister for Agriculture, Mohammad Khalil Bandh today underscored the need for making fresh efforts for the revitalization of State Agro Industries Development Corporation (SAIDC).
Minister made these remarks during his maiden visit to JK Kettle Feed Farm Bari Brahmana. "There is need to infuse new blood in the functioning of State Agro Industries Development Corporation (SAIDC) and make it more vibrant and commercial", he added.
Vice Chairman JK Agro Industries Rashid Mehmood, Director Agriculture, Jammu, Managing Director Agro Industries Development Corporation, Financial Advisor SAIDC and senior officers of allied departments were present.
The Minister said that there is huge employment potential under Agro Industries Sector. He asked the concerned to take innovative initiatives for making the Corporation profitable. He advised that new products should be introduced for better marketing, which in turn increase the income of farming community also.
The Minister instructed the management to work in synergy and coordinated manner for the overall development of the Corporation. The Minister instructed the concerned higher-ups of the Corporation to submit a proposal for the requirement of the staff to the government for taking appropriate action.
It was stated that the Corporation has earned Rs 37.27 crore during last year on the sale of various Agri tools and equipment besides other products.
It was decided in the meeting that the Animal and Sheep Husbandry Departments be asked to purchase feed from the Feed Plants of the Corporation for their livestock, which would become a major source for revenue generation for the Corporation.

Minister reviews performance of Agri dept
JAMMU, MAY 18: Minister for Agriculture, Mohammad Khalil Bandh today said that bringing improvement in the economic status of farmers is the top agenda of the present government. “Department of Agriculture needs to work with full dedication to achieve the set targets as agriculture and horticulture sectors are the backbone of the economy of the state” he said while taking a detailed review of performance of the department here today.
 He called upon the officers and field functionaries to work with dedication, honesty and sincerity to create awareness regarding various technological interventions and farmers welfare schemes to produce tangible results in the fields in the shape of increase in production and income of farmers.
The Agriculture Minister also reviewed implementation of various farmers’ welfare schemes and preparedness of the department for ensuing Kharif 2018 crop season.
Commissioner/Secretary to Government Agriculture Production Department   Mehraj-ud-din Khan,  Director Agriculture Jammu,   Hari Krishan Razdan, Rakesh Khajuria, Managing Director, J & K Agro Industries Dev Corporation, Bulesh Zutshi, Joint Director SLUB, K. S. Sambyal, Joint Director of Agriculture (Inputs), R. L. Bhagat, Joint Director of Agriculture (Extension), Sunil Koul, Deputy Director of Agriculture (Trainings), Chief Agriculture Officers, Sectoral Heads and other Senior Officers of Agriculture & Command Area Development Department were present on the occasion.
The Minister stressed upon all the officers to adhere to the guidelines of the respective CSS and State Sector Schemes and said that he will personally monitor on-going programmes in all the districts soon. He further said that the present coalition Government under the leadership of Chief Minister Mehbooba Mufti is determined to give thrust to the Agriculture in the state and will make intensive efforts for improving the plight of farmers and farming community in the state.
The Minister also reviewed the supply and stock position of various inputs including seeds and fertilizers for the current Kharif Crop Season along with progress and achievements during Rabi 2017-18, Prime Ministers Krishi Sinchayee Yojana (PMKSY), Prime Ministers Fasal Bima Yojana (PMFBY), National Mission for Sustainable Agriculture (NMSA), National Food Security Mission (NFSM), Rashtriya Krishi Vikas Yojana (RKVY), Soil Health Card Scheme (SCHS) and National Adaptation Fund for Climate Change (NAFCC) were also reviewed.
Later, the Agriculture Minister along with Vice-Chairman J & K Agro-Industries and team of senior officers inspected various sections located at Agriculture Complex Talab-Tillo, Jammu including Naturally Ventilated Green House Structures for Cultivation of Vegetables, Floriculture Nursery, Seed Testing Laboratory, Pesticide Testing Laboratory and Soil Testing Laboratory. The minister also inaugurated the Working Shed-cum-Storage Room and inspected Vermi-compost Units constructed under Centre of Excellence for Vegetables.
Commissioner/Secretary Agriculture Production Department Mehraj-ud-din Khan asked the CAOs, Sectoral Officers and SDAOs to ensure maximum utilization of funds and prepare and submit Detailed Project Reports (DPRs) for the development of farming sector including mechanization, apiculture and development of local specialties.
Earlier, Director Agriculture Jammu,   gave a PowerPoint Presentation on progress of various schemes and apprised the Minister that the department has stocked more than1800 qtls of High Yielding Variety (HYV) Seeds for current Kharif Season which includes Paddy, Maize, pulses and fodder seeds in all the stores of the Jammu Division.

PULWAMA, MAY 17: Minister for Agriculture Production, Mohammad Khalil Bandh, today convened a meeting to review the status of directions passed by the Chief Minister Mehbooba Mufti for the district during her public outreach programme.
Minister of State for Forest, PHE/ I&FC Zahoor Ahmed Mir, MLA Tral Mushtaq Ahmed Shah and Ex-MLA Shopian Abdul Razaq Zawoora were also present in the meeting. The meeting was also attended by DDC Pulwama Ghulam Muhammad Dar, SSP Pulwama and other district and sectoral officers.
The Agriculture Minister, while reviewing the implementation of the CM’s commitments, directed officers to speed up the implementation of the decisions and directed the officers to complete the works at an earliest.
The Minister expressed satisfaction over the performance of the executing agencies that carried out various developmental activities under the CM’s commitments.
He impressed upon the executive and implementing agencies for removing all bottlenecks hindering the pace of the development works.
To augment the power infrastructure, Bandh announced Rs 20 lakh from his CDF for the creation of a dedicated transformer bank in the district.
He also announced Rs 2 Lakh for purchase of diesel Gensets so that water supply from treatment plants remains uninterrupted in the holy month of Ramadan.
The meeting was informed that, out of 180 directions passed by the CM in the Public Darbar, 61 have been implemented so far, while as rest are in different phases of implementation.
While giving out the details about the works pertaining to PHE department, the DDC Pulwama said that 23 decisions were implemented including water supply schemes Gundipora, Parigam, and Palpora Naina.
Similarly, under R&B sector, 33 decisions were implemented which includes upgradation of Chakoora-Gulzarpora-Dehwatoo road, Pinglena-Ratnipora road, Drabgam-CB Nath road, Drach Bridge, Karimabad link roads, Lajoora Karewa and Uthmulla Marhang road.
The DDC also informed the meeting that 13 decisions under Rural Development were also implemented.
Whereas, 89 decisions were implemented under PDD, I&FC, Animal Husbandry, Education, Tourism, Home and Banking sectors.
 On the occasion, Bandh impressed upon the officers to work in synergy for better and early implementation of Chief Minister’s decision.
Later, several deputations called on the Minister and apprised him of their problems.
Reiterating the commitment of the government in reaching out to all sections of the society, the Minister assured the delegations that all of their genuine demands would be looked into.
