New Delhi, Mar 25 :  Union Food Minister Ram Vilas Paswan on Wednesday said the government is monitoring the availability of essential commodities in the market amid nationwide lockdown for next 21 days to check the spread of coronavirus outbreak.

Paswan warned manufacturers and traders against profiteering during this period.

The Centre is also in touch with the state governments to ensure that there is no shortage of essential commodities, he said.

"In view of situation emerging from the threat of #Covid19India, the government is keeping an eye on availability of all essential commodities in the market," Paswan tweeted.

"I appeal to all manufacturers and traders to avoid from profiteering in this situation," Paswan said in his tweet.

Meanwhile, the Centre on March 23, had allowed states and Union Territories to lift foodgrains for three months in advance from Food Corporation of India (FCI) for distribution through ration shops in the wake of the coronavirus pandemic.

There are about 75 crore beneficiaries under the Public Distribution System (PDS).

As of now, the government has surplus foodgrains of 435 lakh tonnes, out of which 272.19 lakh tonnes are rice and 162.79 lakh tonnes are wheat, as per the government data.

Prime Minister Narendra Modi announced a complete lockdown across the country for 21 days from Tuesday midnight, asserting that social distancing is the only way out for the country to fight a decisive battle against coronavirus outbreak.

The Centre and state governments have taken measures to ensure that the supply of all essential items continue smoothly, he said, seeking to allay apprehensions among people about availability of food and other essential provisions.

According to Health Ministry data, the number of coronavirus cases has risen to 562.

On March 21, the Centre had released Rs 2,570-cr pending grants for local bodies of six states, to ensure that the basic services provided by local bodies are not affected amid coronavirus scare.

New Delhi, Aug 7: Consumer Affairs Minister Ram Vilas Paswan today urged Lok Sabha members to pass the new Consumer Protection Bill without debate, saying it is a "revolutionary" and "non-controversial" measure aimed at benefiting consumers.

Responding to supplementaries during Question Hour on rights of consumers, he said at present consumers have to face problems getting their right. But, he said, the new consumer protection bill pending in the Lok Sabha has several provisions to help consumers get their rights at the earliest.

He urged the opposition as well as Parliamentary Affairs Minister to bring the bill for passage as the session would end in the next two days.

"It is pending since January... the parliamentary standing committee has gone through it threadbare ... please pass it without debate. It is a revolutionary and a non- controversial measure to help consumers," he said.

The Consumer Protection Bill, 2018 provides for establishment of an executive agency to be known as the Central Consumer Protection Authority (CCPA) which will deal with unfair trade practices and misleading advertisements.

Responding to a similar question on consumer protection, Minister of State for Consumer Affairs C R Chaudhary said the government will look into suggestions of bringing consumer courts at panchayat level. But he made it clear that he was not giving any assurance.

New Delhi, Nov 29: Even as rising price of onions bring tears to people, Union Consumer Affairs and Food Minister Ram Vilas Paswan on Wednesday said "it was not in his hands’’ to bring down the prices immediately.
Onions were selling between Rs 70 and 90 per kilogram and tomatoes for over Rs 60 per kilogram in the retail markets here.
Addressing media persons after chairing a meeting with top officials, Mr Paswan said it was a question of "demand and supply’’ that had triggered the price hike of onions and tomatoes. Sowing of onions had been lower in onion producing states in 2016-17 over the previous year.
Stating the prices of the two commodities were lower in Maharashtra, Madhya Pradesh and Karnataka, he expressed the hope that the new kharif harvest of onion will temper prices.
The National Agriculture Cooperative Marketing Federation of India (NAFED) had been asked to procure onions from Maharashtra and Karnataka and the Delhi government had been requested to procure from NAFED and sell through the Public Distribution System, he said. UNI 

Seeks financial assistance for consumer affairs projects in JK
          NEW DELHI, OCTOBER 05: Minister for Food, Civil Supplies, Consumer Affairs and Information, Choudhary Zulfkar Ali today called on Union Minister for Consumer Affairs, Food and Public Distribution, Ram Vilas Paswan at New Delhi and sought financial aid for various consumer affairs related projects in Jammu and Kashmir. 
          Zulfkar also handed a memorandum seeking attention of the Union Ministry regarding various issues of Jammu & Kashmir pertaining to Consumer Affairs and Legal Metrology.
          Seeking adequate funding for implementation of Confonet Scheme in J&K, Zulfkar said that since registration of complaints, recording of court proceedings, issue of notices, generation of cause lists, recording of judgments, record-keeping and generation of statistical reports and all other court related activities are carried out through this standardized software alone, the State Government desires to implement Confonet in Jammu and Kashmir for which central funding is required.
          Demanding grant-in-aid for construction of infrastructure of Legal Metrology Department in Jammu & Kashmir, the State Minister projected that J&K having 22 districts requires proper infrastructure for which a financial assistance to the tune of Rs 8.5 crore is needed to construct Working Standard Laboratories in every district along with construction of R&D Lab in Jammu.
          In view the topography and geographical disadvantage of the State, the Minister informed Paswan that 22 enforcement vehicles are highly required, each for a district in J&K.
          The Minister also projected that a set of Secondary Standard equipments and 15 sets of Working Standard lab Equipments are required for the labs of Legal Metrology Department besides 26 sets of computers for the Department. 
          Zulfkar also pressed for funding to develop infrastructure for District Consumer Foras and State Consumer Commission for broaden the scope of Commission by opening two Benches each at Leh and Rajouri.
          He also said that the State Government is contemplating to setup State Consumer help line numbers and establish Consumer Welfare fund. He said funds to the tune of Rs 7.5 crore as Centre share and Rs 2.5 crore from State are required to create this Fund.  He also demanded setting up of Retails Price Monitoring Cell (RPMC).
          The Union Minister assured that Centre would give a considerate look to all the projected demands to mitigate the all issues pertaining to FCS&CA and Legal Metrology. He also praised the Minister for efficiently running the Department in J&K and ensuring greater transparency in its functioning. He suggested holding Gram Panchayats to address issues regarding Food and Consumer Affairs.


New Delhi, Aug 22 :  Punjab Chief Minister Capt Amarinder Singh today warned against any attempts to disrupt law and order in the state in view of the upcoming court verdict on a rape case against Dera Sacha Sauda chief Gurmeet Ram Rahim Singh. Interacting with mediapersons after a meeting with Union Minister Ram Vilas Paswan, the Chief Minister said his government would not allow any disruption of law and order at any count and directed the state police to thwart any attempt to destroy peace. The state had received 75 companies of central forces to maintain security and all steps were being taken to ensure that law and order is not disturbed in any way in the wake of the court orders, the Chief Minister said. The people should accept any court judgement, said Captain Singh, appealing to all to maintain peace. Punjab is on high alert in view of the upcoming judgement by a Panchkula court on August 25 in a rape case registered against the Dera chief by Haryana police. The Chief Minister has directed DGP Suresh Arora to personally visit the sensitive areas and put foolproof security network in place to prevent any untoward incident. On the directive of the Chief Minister, who is closely monitoring the situation, the DGP visited Bathinda and other sensitive districts bordering Haryana this morning for a first-hand assessment of the security arrangements. Arora reviewed the arrangements in the district and instructed all police personnel to remain alert to any attempt to disturb the harmony of the state. Besides Bhatinda, the DGP also visited Mansa, Moga, Patiala, Ludhiana Rural, Fatehgarh Sahib and Mohali. Heavy police bandobast has been made in Bathinda, which shares its border with Sirsa – the headquarters of Dera Sacha Sauda. On Monday, the police held a flag march, along with paramilitary forces, the CRPF and Rapid Action Force (RAF). A similar march was also conducted in Moga. Police are also in touch with the Dera followers and have appealed to them to maintain peace. The DGP has been provided with the Punjab Government chopper to conduct aerial survey of the sensitive areas. He has also been directed to continue to main maintain a close vigil, on the ground, in the sensitive areas. The Chief Minister has held high-level meetings with top security, intelligence and administrative officials in the state to take inputs on the situation on the ground. He has directed all officials to act with an iron hand against any elements found indulging in rumour mongering or resorting to provocative statements or acts. UNI


Patna, Aug 14 :  Union Food, Public Distribution and Consumer Affairs Minister and LJP Chief Ram Vilas Paswan today asserted that NDA government was fully committed to development of Bihar and its impact would start showing only in a few days. After participating in ‘Tiranga Yatra’ in his parliamentary constituency of Hajipur, Mr Paswan at state LJP office told newspersons here that a distinct enthusiasm could be seen among people of the state after formation of NDA government in the state. He said the people were also very much relieved after the JD (U) broke its alliance with Lalu Prasad led RJD. LJP chief said the Centre and state government were working in tandem for the development of the state. He said after a long gap, the same alliance was in power both in the Centre as well as in the state. Mr Paswan said a glaring example of a better coordination between both governments was seen when they started working together for providing succour to the marooned people in the flood hit areas of the state. NEW DELHI, June 23 2017: Minister for Food, Civil Supplies, Consumer Affairs and Information, Ch. Zulfkar Ali paid visit to New Delhi to enquire about the health of Union Minister for Consumer Affairs, Food and Public Distribution, Ram Vilas Paswan who underwent heart surgery recently.

Chowdhary Zulfkar Ali remained with the Union Minister for some time to know the status of his health. He expressed his sympathy with Union Minister and prayed for his early recovery.
