Punjab Chief Minister Amarinder Singh

Chandigarh, Jan 29 :  Punjab Chief Minister Amarinder Singh on Wednesday underlined the need for high-end equipment for security forces to detect drones used by Pakistan to smuggle weapons into the border state.

The issue was discussed during a meeting convened by the CM with Congress MPs from both the Houses and to discuss budget proposals for the next fiscal and issues pending with the Centre, a government statement said.

On the Sutlej Yamuna Link Canal issue, Singh asked the MPs to push for amendment in the Inter-State River Water Disputes (Amendment) Bill 2019, pending in Rajya Sabha, to protect Punjab's water resources, it said.

The bill seeks to expedite and streamline resolution of inter-state water disputes through a single central tribunal instead of the existing numerous ones.

The linking of the Sutlej and Yamuna rivers through a canal has been a contentious issue between Punjab and Haryana. Punjab wants a reassessment of the volume of water in Ravi and Beas rivers while Haryana seeks completion of the SYL canal to get its share of 3.5 million acre feet of the river waters.

Last week, an all-party meeting in Punjab called for a new tribunal to assess river water availability. Saying that Punjab does not have surplus water, the parties urged the Centre to ensure that the river water from the state is not transferred to non-basin areas.

During the meeting, the CM also expressed concern over the increase in activities by the Pakistani spy agency ISI near the borders and reiterated the need for developing infrastructure that can detect various kinds of drones.

Singh said he had written to the Ministry of Home Affairs back in August 2019, when the first instance of use of suspicious drones came to light.

A GPS-fitted drone was detected to have dropped weapons and money in August last year. Earlier this month, Punjab Police found two drones used for smuggling drugs from Pakistan.

During the meeting, it was also decided that Punjab Congress MPs would urge the Centre to immediately lift food grains from the state in the wake of shortage of storage facilities and tardy procurement of wheat and rice by central agencies.

The statement said 140 lakh metric tonnes of wheat and 95 LMT of rice belonging to the central pool are currently stored in the state.

As much as 70 LMT of wheat is lying in the open (covered area plinth), including 16 LMT wheat purchased under relaxed specifications (URS) during 2019-20 and 10 LMT wheat procured in 2018-19.

The MPs urged the Punjab CM to approach the prime minister over the Commission for Agriculture Costs and Prices' reported recommendation to review MSP policy, dubbing it a "serious threat" to the state's farmers.

Any change in minimum support price procurement policy will adversely impact Punjab's economy, they felt, expressing the fear that the Centre would limit procurement as the first step towards putting an end to MSP purchase.

Punjab Congress chief Sunil Jakhar said all MPs should take up in Parliament the issue of the delayed SGPC elections "to break the stranglehold of the Akalis". The tenure of the current SGPC ended in 2016.

Chandigarh, Feb 21 :  Former Punjab chief minister Parkash Singh Badal Thursday said that his successor Amarinder Singh's only aim was to put him behind bars.

The Shiromani Akali Dal (SAD) patriarch was reacting to the chief minister's address in the Punjab Assembly on Tuesday wherein he vowed to punish those guilty of the "horrendous" 2015 sacrilege incidents in the state.

"I am prepared to go to jail as their (state government) only aim is to arrest me... I am not afraid of being arrested," the five-time chief minister told media here.

"After reading what Amarinder had said in the assembly, I straightaway came from my village to Chandigarh... I told the DGP that I am available for arrest... I am prepared to go to any jail in the country," Badal said, adding that his fight against the policies of the Congress would continue.

Winding up the discussion on the Governor's address in the ongoing Punjab budget session here, Singh spoke on incidents of sacrilege of religious texts and said that they occurred because of the "failure of the law and order system" during the SAD regime.

"What was that (sacrilege incidents). It was a failure of the law and order system," Singh had said while pointing out that the Badal government had failed to accept even their own Commission's report into the sacrilege incidents.

Amarinder had further informed the House that the Special Investigative Team formed to probe sacrilege and police firing incidents was doing its work and that he would take the findings of the Ranjit Singh Commission report to their logical conclusion.

However, Badal termed the SIT and the Commission set up by the Congress government as a "drama" and asserted: "Amarinder's only goal is to put me in jail."

The SAD leader further said that the Congress wanted to take control of the Sikh shrines in the state.

"A person who is CM should keep himself away from such things," he added.

However, if there were any shortcomings in the probe of sacrilege incidents by the SAD-BJP combine government, then I apologise for it, Badal said further.

On February 18, the SIT probing the police firing at Behbal Kalan and Kotkapura on anti-sacrilege protesters, had arrested Inspector General Paramraj Singh Umranangal on the basis of evidence that he was in command and the procedure adopted to open fire was not correct.

Two persons were killed in the police firing in Behbal Kalan of Faridkot district.

The SIT set up to probe the case had last month arrested former Moga district police chief SSP Charanjit Singh Sharma who led a police party that allegedly opened fire at the anti-sacrilege protesters.

Sharma's arrest was the first in the case after SIT was formed last year after his name was added along with other police officers in an FIR registered at the Baja Khana Police Station in Faridkot for murder and attempt to murder.

Their names were added on recommendations of the Ranjit Singh commission report.

The state government had formed a five-member SIT, headed by Prabodh Kumar, Director, Bureau of Investigations (BOI), to probe sacrilege and related police firing incidents.              [Agencies]

New Delhi, Jan 18: Punjab Chief Minister Capt Amarinder Singh on Thursday accepted the resignation of Power and Irrigation Minister Rana Gurjit Singh from the Council of Ministers.
Stating this during a brief interaction with mediapersons after meeting Congress president Rahul Gandhi here, Capt Amarinder said he had discussed the issue of the resignation, which the minister had submitted 10 days ago, with Mr Gandhi and then decided to accept the same. The Chief Minister said he would be now be forwarding Mr Gurjit’s resignation to the Governor for the necessary formalities.
In his resignation, Rana Gurjit had said that though he had not been associated with his family business for the past 10 years, the controversy surrounding it in recent months had left him with no option but to tender his resignation in the interest of his party. He did not want the issue to mar the good work done by the Congress government in Punjab and had, in the bigger interest of his party and government, chosen to step down, he said.
To another question, Capt Amarinder said he had also discussed with Mr Gandhi the issue of reorganisation of the Punjab unit of the Congress. The party restructuring, especially in the context of the 2019 Lok Sabha elections, would take place soon, he added.
The Chief Minister further said the expansion of his cabinet would take place after the Ludhiana Municipal Corporation polls. As in the past, the new appointments would be a mix of youth and talent, with meritocracy the key criteria in the selection of the new ministers, he told mediapersons. UNI

Chandigarh, Jan 11: Punjab Chief Minister Captain Amarinder Singh on Thursday welcomed the Supreme Court decision to order fresh probe, by a new SIT, into 186 cases of the anti-Sikh riots of 1984, with the hope that justice would finally be meted out to the innocent victims.
Talking to select mediapersons here on Thursday, the Chief Minister said more than 30 years had passed since the gory violence, which claimed many lives and left many others homeless, and while various Commissions had been set up to investigate the cases, justice continued to elude the victims. Several names had cropped up in connection with the riots, and it was now up to the SIT to verify the allegations and bring the investigation to its logical conclusion, he added.
It was high time that justice be provided in these cases, said Captain Singh, who himself had quit as MP in protest against the violence.
To a question on the ban announced by certain elements on entry of Indian officials in gurdwaras in Canada and the US, the Chief Minister anyone, be it Sikh or non-Sikh, can enter the 'guru ghar' (abode of the Guru) to pay his respects or partake the langar Prasad. It was against Sikhi (tenets of Sikhism) to stop anyone from entering the gurdwaras, he said, condemning the ban as totally wrong.
It was for the management committees of the Gurdwaras, as well as the Sikh community, in this region, to put a stop on such acts, he said, pointing out that never in history had any person been barred from entering a gurdwara.
On the issue of political conferences at Shaheedi Jor Melas, Captain Singh said the precedent laid in the case of the Fatehgarh Sahib Jor Mela should be followed for all other Shaheedi Jor Melas, such as Maghi and Chamkaur Sahib. All political parties acceded to Jathedar Akal Takth’s call not to hold any political conference in Fatehgarh Sahib and should now follow the same tradition for other similar melas, he added. If the Akali Dal planned to hold political conferences there, it was up to them to explain and justify their act, said the Chief Minister.
The Chief Minister, however, made it clear that he was not against holding of political conferences at other Jor Melas which are not related to martyrdom. UNI

Islamabad, Nov 22: Dazed by the toxic haze and consequent criticism, Punjab Chief Minister Shehbaz Sharif has penned a letter to his Indian counterpart Amarinder Singh to monitor overall situation and to curtail paddy straw’s burning in the region, the Dunya News has reported.
Sharif has offered Singh to jointly tackle the environmental issue. “You are aware that since the last year, the people of both Indian and Pakistani Punjab are facing the problem of smog during months of October and November. This year the problem has become more aggravated and widespread,” the letter read, which was written to Mr Amarinder Singh on Sunday. While apprising hefty losses inflicted by smoggy weather on humans and environment, Sharif invited Singh for collective regional cooperation. “I firmly believe that it is in the interest of people of the both Punjabs to make a collective efforts towards identifying technologies and business methods that may eliminate the need to burn rice-stubble and help control smog formation”.
The spokesperson of Indian Punjab stated that Singh was yet to receive the letter from his counterpart in Pakistan's Punjab. He will reply to it (letter) at a suitable time, he added. It has become matter of routine that toxic haze cripples daily-life activities in large swathes of both Pakistan and Indian Punjabs during month of October and November with air quality plummeting to new low every year. UNI

Chandigarh, Nov 20: Punjab Chief Minister Captain Amarinder Singh on Monday welcomed the proposed elevation of Rahul Gandhi as Congress president, describing it as a step in the right direction to revive the party’s fortunes ahead of the 2019 Lok Sabha polls.
Talking to mediapersons here, the Chief Minister said the party elections announced and Mr Gandhi’s elevation were long overdue. It was time to pass on the baton of the party affairs into the able hands of Mr Gandhi, who was mature and competent enough to lead the Congress into the next Parliamentary elections. Responding to a question, Captain Singh said he was completely in favour of promoting youth, in whose hands lay the future of the party and the country. Pointing out that the Congress in Punjab had fielded the maximum number of youth in the last Assembly polls, the Chief Minister said it was in national interest to infuse young blood into the polity. Captain Singh pointed out that he had always been in favour of Mr Gandhi taking over the party’s reins in order to inject the much-needed dynamism into it. He had all the qualifications needed to provide strong and visionary leadership to the Congress. To a question on the Padmavati controversy, the Chief Minister said nobody had the right to distort history. He had himself studied history and even been to Chittoor, said Captain Singh, adding that cinematic licence did not give anyone the right to twist historical facts. Those feeling hurt by distortion of facts had the right to protest. Protests were a justified recourse in a democratic system. On the farm debt waiver issue, the Chief Minister said the process was in full swing and he had directed the DCs to submit lists of eligible farmers from their respective districts. The waiver process would be rolled out soon, he added. Reiterating his government’s commitment to farm loan waiver as per the notification issued last month, the Chief Minister said around 10.25 lakh debt-ridden farmers would get benefit of Rs 9500 crore under the scheme.
Under the notification, farmers owing money to cooperative, public sector and private banks, till March 31, 2017, will be benefitted. Farmers paying installments to banks will also benefit under the scheme. The state government has announced waiver of crop loans up to Rs 2 lakh for small and marginal farmers who own up to five acres in the state, and Rs 2 lakh relief for other marginal farmers irrespective of their loan amount. UNI

New Delhi, Nov 9: As the national capital continues to choke a toxic haze, Delhi Chief Minister Arvind Kejriwal on Thursday announced that a decision on re-introducing the Odd-Even formula to reduce regular vehicular congestion, was coming soon.
While expressing concern over the rise in the level of PM2.5 and PM10, the polluting particles in the air, Mr Kejriwal, however, blamed the stubble burning in neighbouring Punjab and Haryana states as the major cause for the present conditions. He said the local conditions in Delhi were not so much responsible for the choking smog, as was the smoke generated from crop burning in the neighbouring states that travelled to Delhi and other areas in the northern region of the country. He again appealed to Punjab Chief Minister Captain Amarinder Singh and Haryana Chief Minister Manohar Lal to give him time to discuss the issue. He said farmers need to be provided an economically-viable means of disposing off the crop residue, instead of being punished for stubble burning. UNI

New Delhi, Nov 8: A day after the Aam Aadmi Party Government blamed crop burning in Punjab and Haryana for rising pollution levels in the national capital, Chief Minister Arvind Kejriwal on Wednesday urged his counterparts in both the states to find a solution to this issue.
"I am writing letters to Chief Ministers of Punjab (Amarinder Singh) and Haryana ( Manohar Lal Khattar), requesting them for a meeting to find solution to crop burning," Mr Kejriwal tweeted. On Tuesday, his Cabinet colleague, Manish Sisodia had blamed burning of crop residue in Punjab and Haryana for rising levels of pollution in Delhi and said that the Centre should initiate dialogue with the neighbouring states to stop the practice. After Mr Kejriwal suggested Mr Sisodia to shut schools, owing to the alarming pollution levels in Delhi, the latter on Tuesday evening announced closure of primary schools on Wednesday and said if required it would be extended.  He also banned outdoor activities , keeping health issues of the students in mind.
The National Green Tribunal had sought an update by Thursday from neighbouring states, including Uttar Pradesh, Haryana and Punjab, apart from the Delhi government, about the measures taken by them to control the rising air pollution. UNI

Jalandhar, Oct 26: Punjab Chief Minister Capt Amarinder Singh on Thursday unveiled a slew of development works for Jalandhar, announcing an immediate grant of Rs 363.43 crore for the implementation of various ongoing and new schemes in the city. On his first visit to the city after assuming office, the Chief Minister held a workers’ meeting and address the media, where he announced various development schemes, including a Rs 1000 crore Asian Development Bank (ADB) project for `Canal Water for drinking purposes’. The project, for which the ADB was already conducting a feasibility study at a cost of Rs 3 crore, would once implemented, resolve the drinking water problem in all the major cities of the state, including Jalandhar, the Chief Minister told mediapersons. It would enable drawing of water directly from the rivers instead through tubewells, which could not be used in many places because of the brackish underground water, he said. Installation and development of water systems, sewage treatment plant, roads, streets and streetlights are some of the other development works for which the state government had decided to inject the much-needed funds in the city for its infrastructural development. The financial crisis faced by his government will not be allowed to obstruct the development of any region, the Chief Minister said, reiterating his commitment to implementing every single promise made to the people of Punjab in the Congress manifesto. Making a slew of announcements for Jalandhar, he said he had sanctioned Rs 50 crore for expediting the prestigious Smart City Project, along with new development works worth Rs 42.43 crore. The new works relate to construction of streets and drains, as well as installation of street lights in various parts of the city. The Rs 346 crore AMRUT scheme also received a shot in the arm, with the state government sanctioning Rs 190 crore for the execution of several critical works under the same. The Chief Minister also unveiled a Rs 81 crore grant for ongoing work and meeting of liabilities under the Urban Mission (PIDB). The new projects under the AMRUT scheme relate to strengthening of water supply system (Rs 40 crore) and construction and upgradation of 100 MLD Sewage Treatment Plant (STP), at a cost of Rs 150 crore. These initiatives would augment the state-wide development agenda on which the government had already embarked, the Chief Minister declared, pointing out that various welfare initiatives had already been kick-started in the city as part of this agenda. New Delhi, Aug 22 :  Punjab Chief Minister Capt Amarinder Singh today warned against any attempts to disrupt law and order in the state in view of the upcoming court verdict on a rape case against Dera Sacha Sauda chief Gurmeet Ram Rahim Singh. Interacting with mediapersons after a meeting with Union Minister Ram Vilas Paswan, the Chief Minister said his government would not allow any disruption of law and order at any count and directed the state police to thwart any attempt to destroy peace. The state had received 75 companies of central forces to maintain security and all steps were being taken to ensure that law and order is not disturbed in any way in the wake of the court orders, the Chief Minister said. The people should accept any court judgement, said Captain Singh, appealing to all to maintain peace. Punjab is on high alert in view of the upcoming judgement by a Panchkula court on August 25 in a rape case registered against the Dera chief by Haryana police. The Chief Minister has directed DGP Suresh Arora to personally visit the sensitive areas and put foolproof security network in place to prevent any untoward incident. On the directive of the Chief Minister, who is closely monitoring the situation, the DGP visited Bathinda and other sensitive districts bordering Haryana this morning for a first-hand assessment of the security arrangements. Arora reviewed the arrangements in the district and instructed all police personnel to remain alert to any attempt to disturb the harmony of the state. Besides Bhatinda, the DGP also visited Mansa, Moga, Patiala, Ludhiana Rural, Fatehgarh Sahib and Mohali. Heavy police bandobast has been made in Bathinda, which shares its border with Sirsa – the headquarters of Dera Sacha Sauda. On Monday, the police held a flag march, along with paramilitary forces, the CRPF and Rapid Action Force (RAF). A similar march was also conducted in Moga. Police are also in touch with the Dera followers and have appealed to them to maintain peace. The DGP has been provided with the Punjab Government chopper to conduct aerial survey of the sensitive areas. He has also been directed to continue to main maintain a close vigil, on the ground, in the sensitive areas. The Chief Minister has held high-level meetings with top security, intelligence and administrative officials in the state to take inputs on the situation on the ground. He has directed all officials to act with an iron hand against any elements found indulging in rumour mongering or resorting to provocative statements or acts. UNI

Chandigarh, Aug 18 : The Shiromani Akali Dal (SAD) today asked Chief Minister Capt Amarinder Singh to take prompt action against Local Bodies Minister Navjot Sidhu for allegedly insulting the nation and the national flag by allowing several Congress leaders to take part in the ceremonial guard of honour inspection during the Independence Day celebrations in Ferozepur. In a statement here, SAD spokesperson Maheshinder Singh Grewal said this was a fit case for taking action against the Congress minister as he was yet to apologise and express remorse for breaching the sanctity of a solemn occasion. “Dealing with Sidhu with a heavy hand has also become a matter of urgency because an insidious attempt is being made to shift responsibility to a hapless police inspector”, he added. Stating that the serious insult to national pride occurred solely due to Navjot Sidhu, the Akali leader said the Minister took the four Congress leaders along with him to the parade ground after alighting from the stage. He said the Minister was insistent that the Congress leaders accompany him while inspecting the guard of honour and this was why the police officers, including the DSP and the SSP, did not stop them from hopping on to the inspection vehicle and crowding it. Mr Grewal said Sidhu’s collusion in this brazen and indefensible disrespect to the national flag was proved from the fact that he did not at any moment try to stop the Congress leaders from stepping onto the inspection vehicle. “Sidhu did not even reproach the Congress leaders for this serious breach of protocol and security even after the function and neither did he recommend police action against them. He has not expressed remorse for the incident even three days after it occurred. All this shows he was a willing accomplice and also the primary instigator due to whom the incident occurred in the first place. This warrants immediate action against him, including removal from the council of ministers,” he added. Asserting that the Congress government should not search for scapegoats to shift the blame from Sidhu, the Akali leader said the blame should be given where it was due. “In this case it is unreservedly Navjot Sidhu who is at fault. Any attempt to close this case by taking action against a few police officials would be an eye wash and a mockery of justice,” he added. Meanwhile, he also asked the Chief Minister to circulate rules of conduct on national functions to all ministers so that such despicable acts did not reoccur. He said earlier also Sidhu had breached protocol and marred the grace of the swearing in ceremony of new council of ministers by walking away from the stage without shaking hands with the Governor. “He had to be called back and reminded to do this”, the Akali leader said while urging the Chief Minister not to show any laxity in dealing with Sidhu this time. “Stern action should be taken against him to set an example for all elected representatives so that a clear message is sent across the board that governance is not a laughter challenge or comedy circus,” the Akali leader added. Chandigarh, Aug 18 :  Punjab Chief Minister Amarinder Singh today initiated the process of implementation of the Centre’s Incentivisation Scheme for Bridging Irrigation Gap, while giving in-principle approval to the establishment of a Ground Water Authority to tackle the state’s ground water crisis. Chairing a high-level meeting to review the ground water situation and discuss the implementation of the central scheme, the Chief Minister gave his concurrence for the state’s share of 40 per cent, amounting to Rs 3448.00 crore against the total project cost of Rs 8,658.00 crore for Punjab. He directed the officials concerned to immediately send the state’s concurrence to the Ministry of Water Resources. He also approved the formation of a committee of four secretaries, headed by Financial Commissioner Rural Development, M P Singh, to make a detailed project for ISBIG. The Chief Minister also ordered the formulation of a comprehensive policy through coordinated efforts of various departments handling the subject, an official spokesperson said after the meeting. Giving details of the central scheme, the spokesperson said it envisages the funding of 60:40 (Centre:State) at aggregate level for non-special states. However, the central assistance can go up to to 70 per cent if the project meets the performance criteria of timely completion, increased water use efficiency to the optimum level, and successful project implementation management. Chandigarh, Aug 18 : Opposing the Centre’s decision to extend special incentives to the hill states, Punjab Chief Minister Amarinder Singh today said he would pursue the state's demand for extending similar incentives to the border areas and Kandi belt. Talking to mediapersons at the Punjab Kala Bhawan after inaugurating a Photo Journalists Welfare Association exhibition, the Chief Minister said Punjab’s Kandi and the border areas also had special problems and deserved to be put at par with the hill states in terms of the incentives given by the Centre. His government said Capt Singh had even earlier raised the issue with the Centre and would pursue the case even more aggressively now that the decision on the hill states had been taken. In response to a question on the upcoming verdict on Dera Sacha Sauda sect chief Ram Rahim, the Chief Minister made it clear that nobody would be allowed to disturb the state’s law and order. He said he had directed the police department to remain alert against any attempt to disrupt peace in Punjab. Peace has to be maintained at all costs in order to ensure the state’s progress, he added. To a question on the T Haque Committee findings and recommendations on the crop loan waiver issue, the Chief Minister said he had received the report and would study the same and take appropriate decisions in the interest of the farmers. The additional loan liability his government would need to incur in order to repay the loans of the farmers was a necessity for helping the beleaguered farming community, said the Chief Minister, in response to another question. Responding to a question, Capt Singh clarified that no second committee had been formed to examine Justice Narang's report on the sand mining auctions and the allegations against Power & Irrigation Minister Rana Gurjit. "I've marked the report to the Chief Secretary, who may have involved other officials for studying its findings," he said. On the speculation of expelled AAP leader Sucha Singh Chhotepur joining the Congress, the Chief Minister said while Chhotepur was a good friend they had not met for the past two months. The Chief Minister also condoled veteran photographer S Paul, who passed away in New Delhi on Wednesday. A two-minute silence was observed in the memory of the award-winning photo journalist. He also announced a Running Trophy for the Best Photographer of the Year, to be presented in December every year. UNI

Amritsar, Aug 17 : Punjab Chief Minister Capt Amarinder Singh today lashed out at Akali leaders Sukhbir Singh Badal and Harsimrat Kaur Badal for misleading people of the state on crop loan waiver, GST on langar, and other issues, and challenged them to list out a single meaningful achievement of their party’s rule in the state. Lambasting the husband-wife duo for ruining the state with their ill-conceived policies and visionless programmes, the Chief Minister told mediapersons here, after inaugurating the Partition Museum, that the Akalis, in the 10 years of their rule, had brought the state to its knees. Sukhbir and his coterie had ruined the state and its assets, thus depriving Punjab of its pristine pride and glory. He hit out at Shiromani Akali Dal president Mr Badal for questioning the Congress Government's four-month rule, challenging him to explain what he they had done for Punjab in the past decade. He urged Mr Badal to introspect about what the Akali Government had given to Punjab, and added that his own Government had, in just four months, taken several historic welfare measures for the state and its people. To a question on GST exemption on Langar and Prasad, Capt Singh said he had taken up this issue with the Union Finance Minister Arun Jaitley and would pursue the same. The matter pertained to the Centre and the Union Food Processing Minister should get the langars exempted from GST instead of putting the onus on the State Government, he added. In response to a question on the Haq Committee report, the Chief Minister pointed out that his Government had already waived off debts of 10.25-lakh small and marginal farmers in the state. The Haq Committee was now working on some other key issues concerning the farming community and would soon submit its final report. He accused the Akalis and other political opponents of trying to mislead people on the issue in order to promote their vested interests. Earlier, the Chief Minister paid floral tributes to Shaheed Madan Lal Dhingra on his martyrdom day near Bharawan Da Dhaba. UNI

Amritsar, Aug 17 : Punjab Chief Minister Capt Amarinder Singh today inaugurated the world’s first Partition Museum as a tribute to the sacrifices of the millions of people who lost their lives and homes in the Partition of the country in 1947 with a call for learning lessons from history to ensure that such a sad event was never repeated in any part of the world. Capt Singh unveiled the plaque of the museum -- an initiative of The Arts and Cultural Heritage Trust or TAACHT, at a special commemoration ceremony which scripted the observation of August 17 as the Partition Remembrance Day. A minute of silence was observed after the ringing of a bell at the historic Town Hall, where the Museum has been built. The Chief Minister dedicated the Museum, developed in collaboration with the state government, to the nation on the occasion. In a speech, Capt Singh lauded the efforts of Lord Meghnad Desai in giving shape to the first-of-its-kind museum, which had 'recreated a very said chapter of our history.' The museum, along with The Azadi Memorial in Jalandhar and similar initiatives, would serve to help the younger generations know and understand their past and learn from it, said Capt Singh, adding that no nation could do well without learning their lessons from history. He said while for the younger generation, those days of the Partition had been reduced to statistics, those who went through it had many sad and grim memories of those times. The museum, he said, would help the youngsters actually see and experience one of the greatest migrations in history. He recalled his own memories of the partition, when, as a young boy, he was coming back home from his boarding school in Shimla in a train and had pushed the curtain aside to see bodies lying at one of the stations. It was a memory still etched in his mind, he added. UNI

Chandigarh, Jul 18:  Conceding their long pending demand, Chief Minister Amarinder Singh today approved cash grant instead of land for war widows. The policy change will be applicable to dependents of martyred soldiers besides permanently disabled soldiers of 1962 Indo-China War, 1965 Indo-Pak War and widows of 1971 Indo-Pak War. Chandigarh, Jul 17 :  Punjab Chief Minister Capt Amarinder Singh has sought GST exemption from Union Finance Minister Arun Jaitley on Langar (community kitchen) and prasad distributed at various religious institutions. The Chief Minister has written to Mr Jaitley on the issue following an appeal by the Sikh Gurdwara Prabhandak Committee (SGPC) and other individuals and organisations to waive off GST on these materials. Capt Amarinder reminded the Minister that Gurudwaras were exempted from the payment of VAT on goods brought by them for serving food in free kitchens (langar). However, under the new GST regime, tax was payable on the purchase of these goods. He said that GST was also payable on sale of prasad, thus impacting all religious institutions including Temples, Gurudwaras, Mosques and the Churches. Capt Amarinder said that the levy of GST on goods purchased by religious institutions was not fair as these institutions did not have any source of income and were run and managed with finances raised through donations. He urged the Finance Minister to reconsider the matter and exempt all religious institutions from payment of GST, not only on sale and purchase of prasad but also on goods purchased by them for serving langar in free kitchens run by them. The Chief Minister said the demand for GST exemption by the managements of religious institutions was fair and should be acceded to by the Central Government. UNI

Chandigarh, Jul 17 : Punjab Chief Minister Captain Amarinder Singh will flag off the first set of 100 Uber bike taxis under a new scheme aimed at generating jobs for the state’s unemployed youth. Uber’s South Asia Public Policy Director Shweta Rajpal Kohli called on the Chief Minister here today to finalise the launch of the scheme, which will create another 10,000 livelihood opportunities in Punjab in the next one year. A total of 45,000 jobs will be created under this scheme in the next five years, Kohli said after meeting Captain Singh. Captain Singh had given the go-ahead to the launch of bike taxis in the state in May as part of the Government’s `Apni Gaddi, Apna Rozgar’ programme as promised in the Congress assembly poll manifesto. A spokesperson of the Chief Minister’s Office said after the meeting with the Uber representative that the company was also considering starting 7-seater vans in Punjab. Uber has been present in the state for the past three years and has already created 10,000 jobs, Kohli said, adding that its new biksharing product – UberMoto – was in line with the company’s commitment to provide affordable mobility options for riders and low entry barrier micro entrepreneurship opportunities for drivers. She thanked the Chief Minister for agreeing to grace the launch of UberMoto in Mohali on July 24. Besides job creation, to which the Captain Amarinder Government is committed, the initiative will encourage youth to engage in entrepreneurial business, while facilitating last-mile connectivity for commuters in areas not accessible by regular four-wheeler taxis. Under the policy, currently in the process of finalisation by the Transport Department, existing and new motorcycle owners will be able to get commercial permits and licences to run two-wheelers as pillion taxis. Requiring minimal investment, the scheme is expected to create a major avenue for the unemployed youth to start their own business, the spokesperson explained. As an additional advantage, the scheme, which is already running successfully in some other states such as Rajasthan, Gujarat, Karnataka, West Bengal, Haryana, will also help reduce vehicular traffic pressure on the roads, besides controlling pollution. The `Apni Gaddi Apna Rozgar’ scheme, as proposed in the Congress poll manifesto, envisages one lakh taxis, commercial LCVs and other vehicles to be provided to unemployed youth every year at subsidised rates, without collateral and with the government standing guarantee. The government proposes to tie up with major taxi operators, such as Ola and Uber, to ensure the success of the scheme, under which the youth will be expected to repay their loan in five years. This is just one the schemes planned by the Government to encourage entrepreneurship among the youth by creating easy employment opportunities and avenues for them. Some of the other schemes which the Government is working on include Yaari Enterprises and Harra Tractor. Under the Harra Tractor scheme, at least 25000 tractors and other agricultural implements will be given to unemployed youth at subsidised rates to enable them to start their own agriculture services ventures. Like the Apni Gaddi scheme, this will also entail guarantee by the State Government, with no requirement of collateral and loan repayment over five years in installments. Yaari Enterprises will be aimed at promote small enterprises started by two or more entrepreneurs, through subsidy of 30 per cent up to a maximum investment of Rs 5-lakh. The scheme envisages setting up of one-lakh such enterprises every year from 2017 to 2022. UNI
