Punjab and Haryana braved cold weather conditions Saturday, with the Met Department recording Adampur the coldest place in the region at 3 degrees Celsius. Bathinda (3.5), Pathankot (5), Amritsar (5.6), Ludhiana (7.9) and Patiala (8.6) districts of Punjab had a cold start to the day. Chandigarh, the joint capital of Punjab and Haryana, recorded a minimum of 6.8 degrees Celsius.


Chandigarh, Dec 15 (PTI) Punjab and Haryana braved cold weather conditions Saturday, with the Met Department recording Adampur the coldest place in the region at 3 degrees Celsius.

Bathinda (3.5), Pathankot (5), Amritsar (5.6), Ludhiana (7.9) and Patiala (8.6) districts of Punjab had a cold start to the day.

Chandigarh, the joint capital of Punjab and Haryana, recorded a minimum of 6.8 degrees Celsius.

In Haryana, Hisar and Karnal recorded the minimum temperature at 7 and 6.4 degrees Celsius. Ambala had a low of 8.3 degrees Celsius and Narnaul 4.6 degrees Celsius.

Fog reduced visibility at several places including Ludhiana, an official said.

The temperatures dropped at many places in Punjab and Haryana Thursday, a day after rains lashed the two states. Bathinda in Punjab was the coldest place in the two states recording a minimum temperature of 4.3 degrees Celsius. Rains lashed several places in the two states, including Chandigarh, Wednesday, a Meteorological (MeT) Department official said here.


Chandigarh, Dec 13 (PTI) The temperatures dropped at many places in Punjab and Haryana Thursday, a day after rains lashed the two states.

Bathinda in Punjab was the coldest place in the two states recording a minimum temperature of 4.3 degrees Celsius.

Rains lashed several places in the two states, including Chandigarh, Wednesday, a Meteorological (MeT) Department official said here.

He said many places in Haryana and Punjab received rains during the night too.

Halwara 5.3 degrees Celsius, Faridkot 6 degrees Celsius, Adampur 6.5 degrees Celsius, Amritsar 6 degrees Celsius and Ludhiana 6.2 degrees Celsius too experienced a cold night.

However, the minimum temperatures in Patiala 9.6 degrees Celsius, Pathankot 11.2 degrees Celsius and Gurdaspur 8 degrees Celsius settled within the normal limits, he said.

In Haryana, Hisar experienced a cold night recording a low of 7.9 degrees Celsius, Sirsa 7.2 rees Celsius and Narnaul 7.2 degrees Celsius also recorded below normal minimums.

Ambala 10 degrees Celsius, Karnal 9 degrees Celsius, Bhiwani 10.4 degrees Celsius and Rohtak 11 degrees Celsius recorded above normal minimums.

Chandigarh, the common capital of the two states, recorded a minimum temperature of 9.7 degrees Celsius.

Meanwhile, after the rains, the maximum temperatures at most places in the two states dropped sharply Wednesday.

Patiala in Punjab had recorded a maximum temperature of 13.6 degrees Celsius, eight notches below normal limits. 

Karnal in Haryana had registered a maximum of 18 degrees Celsius, down four notches while Chandigarh's maximum had settled at 16.3 degrees Celsius, six degrees below normal limits.

Ludhiana, Oct 10 (PTI) Four persons were killed in a fire that broke out in a hosiery factory at Kalyan Nagar here Wednesday morning, police said.

The deceased were labourers who were working in the factory at the time of incident, police said.

The exact cause of the fire was yet to be ascertained, police inspector Surinder Chopra.

Around half a dozen fire fighting vehicles were pressed into service to put out the fire, he said, adding that it took them three hours to douse the flames 

The factory was located in a thickly-populated area of the city, police said.

New Delhi, Jun 28 : Punjab's former finance minister Surinder Singla died today at the All India Institute of Medical Sciences (AIIMS) here, after he was rushed there complaining of breathlessness.



According to family sources, Singla (78) breathed his last around 6 am at AIIMS following multiple medical complications. He was rushed there at 4 am after he complained of breathlessness.

He had not been keeping well for a few years now and was last month admitted to AIIMS for the treatment of pneumonia. He had only returned home last fortnight, but was not keeping very well, the family said.

Singla was a senior state Congress leader and belonged to Samana town in Patiala district.

He was a former Rajya Sabha member from Punjab. He last represented the Bathinda Assembly constituency and was Punjab's finance minister during the previous Congress government of Amarinder Singh.

Singla's cremation would take place tomorrow at the Lodhi Crematorium at 11 am.

He is survived by his wife, a son and a daughter. Both the children are living abroad.

Punjab Chief Minister Amarinder Singh condoled the death and hailed his contribution in developing Bathinda constituency.

"Sad to hear about demise of my friend and my former cabinet colleague Surinder Singla.

"As finance minister in my previous stint he brought in many significant reforms. His development work for his constituency Bathinda was exemplary. We all will miss you dear friend, he said on Twitter.

Chandigarh, Jun 28 :  The southwest Monsoon was likely to further advance into Punjab and Haryana where widespread rains today led to a drop in the mercury.


"Conditions are favourable for further advancement of monsoon into Punjab and Haryana including Chandigarh. It is likely to enter these two states and the Union Territory later today," Director of the Meteorological Department, Chandigarh, Surinder Paul told PTI.

Last year, monsoon's arrival in the two states was delayed by over a week and it was only around July 12 that it had fully covered all parts of Punjab and Haryana.

Paul said moderate to heavy rains lashed most places in Haryana and Punjab today.

The maximum temperature continued to hover few notches below normal for the second day today.

The MeT Department here yesterday had issued heavy to very heavy rain warning for isolated places in Haryana and Punjab for June 28-29.

Haryana's Revenue and Disaster Management Department had also issued an alert in view of MeT's heavy rain warning, and said the intensity of rainfall would be more in Kaithal, Karnal, Jind, Panipat, Hisar, Fatehabad, Yamunanagar and Ambala with one or two spells of heavy rainfall.PTI

Punjab govt cleared Rs 835 lakhs relief to kin in suicide cases of farmers, farm labourers

 Chandigarh, Apr 25 : Fast-tracking the process of providing relief to the families of farmers and farm labourers who have committed suicide, the Capt Amarinder Singh government has approved financial assistance to the tune of Rs 835 lakhs in 296 cases of suicide since taking over the reins of Punjab.
This is the highest ever amount of relief given to the affected families in such cases since the scheme was launched in 2015.
Stating this here on Wednesday, an official spokesperson said the relief had been sanctioned by the State Level Committee (SLC) set up for the purpose in nine meetings since April last year.
Giving details, he said the Chief Minister had directed early clearance of the backlog in such cases by the SLC for rendering financial assistance to the kin of farmer and farm labourers affected by suicides.
All the Deputy Commissioners, who are also the heads of District Level Committees, had been directed to scrutinize the cases falling under their jurisdiction on a monthly basis. They had further been asked to forward the cases for to the SLC for approval by the 10th of every month, the spokesperson said.
Among the cases cleared by the SLC are 199 that date back to the period between 2013 to 2016. These include 11 cases of 2013, 31 of 2014, 29 of 2015, 128 of 2016 and 80 cases of 2017.
The approved cases include 80 cases from Sangrur, 58 cases from Mansa, 44 from Barnala, 24 from Bathinda, 13 from Tarn Taran, 9 from Amritsar, 07 cases each from Faridkot and Fatehgarh Sahib, 06 from Fazilka, 08 from Sri Muktsar Sahib, 04 cases from Ferozepur, and 1case each from Gurdaspur, Hoshiarpur and SBS Nagar, 11 cases from Ludhiana, 02 from Patiala and 03 from Rupnagar.
The spokesperson said the Chief Minister’s directions in this regard were being followed in letter and spirit, and monthly meeting was being held at District and State levels to ensure speedy disbursal of financial assistance to the kin of farmers and farm labourers who had ended their lives in desperation on account of their unmanageable debt burdens.
Pointing out that his government had already launched a debt waiver scheme for the small and marginal farmers, and had also assured of similar relief to the farm labourers in subsequent phases, Capt Amarinder Singh appealed to the farmers and farm labourers not to resort to such desperate measures as suicide. UNI

Chandigarh, Jan 11: Punjab Chief Minister Captain Amarinder Singh on Thursday welcomed the Supreme Court decision to order fresh probe, by a new SIT, into 186 cases of the anti-Sikh riots of 1984, with the hope that justice would finally be meted out to the innocent victims.
Talking to select mediapersons here on Thursday, the Chief Minister said more than 30 years had passed since the gory violence, which claimed many lives and left many others homeless, and while various Commissions had been set up to investigate the cases, justice continued to elude the victims. Several names had cropped up in connection with the riots, and it was now up to the SIT to verify the allegations and bring the investigation to its logical conclusion, he added.
It was high time that justice be provided in these cases, said Captain Singh, who himself had quit as MP in protest against the violence.
To a question on the ban announced by certain elements on entry of Indian officials in gurdwaras in Canada and the US, the Chief Minister anyone, be it Sikh or non-Sikh, can enter the 'guru ghar' (abode of the Guru) to pay his respects or partake the langar Prasad. It was against Sikhi (tenets of Sikhism) to stop anyone from entering the gurdwaras, he said, condemning the ban as totally wrong.
It was for the management committees of the Gurdwaras, as well as the Sikh community, in this region, to put a stop on such acts, he said, pointing out that never in history had any person been barred from entering a gurdwara.
On the issue of political conferences at Shaheedi Jor Melas, Captain Singh said the precedent laid in the case of the Fatehgarh Sahib Jor Mela should be followed for all other Shaheedi Jor Melas, such as Maghi and Chamkaur Sahib. All political parties acceded to Jathedar Akal Takth’s call not to hold any political conference in Fatehgarh Sahib and should now follow the same tradition for other similar melas, he added. If the Akali Dal planned to hold political conferences there, it was up to them to explain and justify their act, said the Chief Minister.
The Chief Minister, however, made it clear that he was not against holding of political conferences at other Jor Melas which are not related to martyrdom. UNI

Chandigarh, Jan 6: Shiromani Akali Dal (SAD) president Sukhbir Singh Badal has appointed young leader and Chandigarh Municipal Corporation councilor Hardeep Singh Butrela as the president of Chandigarh unit of the party.
Giving this information, SAD senior vice president and spokesman Dr Daljeet Singh Cheema said Mr Butrela is a very hard working and visionary leader who has been elected to the Chandigarh Municipal Corporation consecutively for the second term on the SAD ticket. 
He said he had also served as Deputy Mayor in the Chandigarh Municipal Corporation in 2016. 
Hailing from a Taksali SAD family, Mr Butrela is son of late ex-councilor Gurnam Singh. His elder brother late Malkit Singh had also been a councilor in the Chandigarh Corporation. UNI

New Delhi, Dec  : The Border Security Force (BSF) seized 55 packets of contraband, suspected to be heroin, weighing around 55 kg, from the Border Out Post (BOP) area at Rosse, Gurdaspur in Punjab on Wednesday.
Sources said the night domination patrol sensed some suspicious movement ahead of fence this evening, at around 1830 hrs. When challenged, the intruders fired small arms on BSF, which was retaliated. After a brief exchange of fire, the intruders fled back.
Troops involved in the operation reported that there were three persons with some head load and a plastic pipe. One of them got injured during encounter, but his accomplices took him back across the IB.
The area is cordoned off. In initial search, 55 packets of contraband, a plastic pipe and two pistols have been recovered. Search is still in progress in the said area, the sources added.

Chandigarh, Nov 29: Haryana Chief Minister Manohar Lal Khattar on Wednesday directed to appoint nodal officers in each district of the state to identify the ideal land requirement of different departments for various development projects so that the same could be met out of the land offered by the farmers voluntarily for sale on the e-bhoomi portal.
Presiding over a meeting to review the functioning of e-Bhoomi portal of Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) here, the Chief Minister said that concerned District Revenue Officer (DRO) could be appointed as the Nodal Officer for this purpose.
Mr Khattar said as now the small chunks of land at different places could be consolidated at a single place for development purposes, a team of consolidation experts should be constituted in each district for the speedy execution of this work. He directed that as the state government has decided to develop the two kilometers area on both sides of Kundli-Manesar-Palwal (KMP) Expressway, the land requirement for the same should be prominently highlighted on the e-bhoomi portal so that the farmers could come forward with the land offers. 
He also directed to make the registration process for aggregators more liberal and also organize workshops for them so as to acquaint them with the entire process. UNI

Chandigarh, Nov 27: President Ram Nath Kovind has said Gita can offer a spiritual way-out for the youth, caught in a vortex of insecurity, tension and confusion.
Speaking after inaugurating the three-day international seminar on Gita organised during the International Gita Mahotsav in Kurukshetra on Saturday, Mr Kovind said the message of Gita is eternal, which transcends barriers of age and time. 
The holy message of Gita is above time and country, he added.
He said people should celebrate Gita Mahotsav everyday in their mind as well as their homes. This international Gita Mahotsav is a celebration of moral, spiritual and cultural renaissance, not only for Haryana and the country, but for the entire humanity, he added. While congratulating Chief Minister Manohar Lal and his entire Cabinet for making Gita jayanti an international event, Mr Kovind said he himself belongs to the land of Sri Krishna, thus he had immediately confirmed to participate in the Mahotsav, when the Chief Minister invited him in the first week of August, this year.

Chandigarh, Nov 2: Expositions of the great Sikh guru Guru Nanak Dev were made on the occasion of ‘Parkash Utsav’, to be held on November 4.
The Department of Guru Nanak Sikh Studies, Panjab University remembered the teachings of Guru Nanak Dev at the Panjab University.
The programme was held under the chairpersonship of Prof Minakshi Malhotra. 
Dr Jaspal Kaur Kaang, professor of Guru Nanak Sikh Studies, described that Guru Nanak’s message is universal and all his teachings were very relevant in today’s world to live a righteous life; as inter-religion dialogue, toleration, humility, to share the social and political responsibility of nation, creating equality and oneness of god are very significant in today’s time also.

Jalandhar, Oct 26: Punjab Chief Minister Capt Amarinder Singh on Thursday unveiled a slew of development works for Jalandhar, announcing an immediate grant of Rs 363.43 crore for the implementation of various ongoing and new schemes in the city. On his first visit to the city after assuming office, the Chief Minister held a workers’ meeting and address the media, where he announced various development schemes, including a Rs 1000 crore Asian Development Bank (ADB) project for `Canal Water for drinking purposes’. The project, for which the ADB was already conducting a feasibility study at a cost of Rs 3 crore, would once implemented, resolve the drinking water problem in all the major cities of the state, including Jalandhar, the Chief Minister told mediapersons. It would enable drawing of water directly from the rivers instead through tubewells, which could not be used in many places because of the brackish underground water, he said. Installation and development of water systems, sewage treatment plant, roads, streets and streetlights are some of the other development works for which the state government had decided to inject the much-needed funds in the city for its infrastructural development. The financial crisis faced by his government will not be allowed to obstruct the development of any region, the Chief Minister said, reiterating his commitment to implementing every single promise made to the people of Punjab in the Congress manifesto. Making a slew of announcements for Jalandhar, he said he had sanctioned Rs 50 crore for expediting the prestigious Smart City Project, along with new development works worth Rs 42.43 crore. The new works relate to construction of streets and drains, as well as installation of street lights in various parts of the city. The Rs 346 crore AMRUT scheme also received a shot in the arm, with the state government sanctioning Rs 190 crore for the execution of several critical works under the same. The Chief Minister also unveiled a Rs 81 crore grant for ongoing work and meeting of liabilities under the Urban Mission (PIDB). The new projects under the AMRUT scheme relate to strengthening of water supply system (Rs 40 crore) and construction and upgradation of 100 MLD Sewage Treatment Plant (STP), at a cost of Rs 150 crore. These initiatives would augment the state-wide development agenda on which the government had already embarked, the Chief Minister declared, pointing out that various welfare initiatives had already been kick-started in the city as part of this agenda. Moga Aug 28 :  Taking no chance of any violence following the announcement of quantum of sentence in the rape case against Dera Sacha Sauda chief Ram Rahim, the district administration has decided to impose curfew in the sensitive towns of the district -- Moga and Bhagapurana. This was stated here today by the district police chief Raj Jit Singh. He said that Punjab Police personnel will continue to stand guard in the district to maintained law and order at all cost. The SSP also said that the administration was taking all precaution to maintained law & order in the district. He said that the police has arrested so for three persons belonging to the Dera and four in violation of the orders of the district magistrate under section 188 CRPC. According to anther information the DGP law & order, Hardeep Singh Dhillon, has directed all the district police chiefs to take all possible steps if there was any violence following the announcement of quantum sentence in the rape case against Dera Sacha Sudha chief. The district magistrate Faridkot also orders continuing of curfew in municipal area of Faridkot till further orders. New Delhi, Aug 22 :  Punjab Chief Minister Capt Amarinder Singh today warned against any attempts to disrupt law and order in the state in view of the upcoming court verdict on a rape case against Dera Sacha Sauda chief Gurmeet Ram Rahim Singh. Interacting with mediapersons after a meeting with Union Minister Ram Vilas Paswan, the Chief Minister said his government would not allow any disruption of law and order at any count and directed the state police to thwart any attempt to destroy peace. The state had received 75 companies of central forces to maintain security and all steps were being taken to ensure that law and order is not disturbed in any way in the wake of the court orders, the Chief Minister said. The people should accept any court judgement, said Captain Singh, appealing to all to maintain peace. Punjab is on high alert in view of the upcoming judgement by a Panchkula court on August 25 in a rape case registered against the Dera chief by Haryana police. The Chief Minister has directed DGP Suresh Arora to personally visit the sensitive areas and put foolproof security network in place to prevent any untoward incident. On the directive of the Chief Minister, who is closely monitoring the situation, the DGP visited Bathinda and other sensitive districts bordering Haryana this morning for a first-hand assessment of the security arrangements. Arora reviewed the arrangements in the district and instructed all police personnel to remain alert to any attempt to disturb the harmony of the state. Besides Bhatinda, the DGP also visited Mansa, Moga, Patiala, Ludhiana Rural, Fatehgarh Sahib and Mohali. Heavy police bandobast has been made in Bathinda, which shares its border with Sirsa – the headquarters of Dera Sacha Sauda. On Monday, the police held a flag march, along with paramilitary forces, the CRPF and Rapid Action Force (RAF). A similar march was also conducted in Moga. Police are also in touch with the Dera followers and have appealed to them to maintain peace. The DGP has been provided with the Punjab Government chopper to conduct aerial survey of the sensitive areas. He has also been directed to continue to main maintain a close vigil, on the ground, in the sensitive areas. The Chief Minister has held high-level meetings with top security, intelligence and administrative officials in the state to take inputs on the situation on the ground. He has directed all officials to act with an iron hand against any elements found indulging in rumour mongering or resorting to provocative statements or acts. UNI

Phagwara, Aug 19 :  Eleven people, including nine students, were injured when an auto-rickshaw they were travelling in overturned near Goal Chowk on NH Phagwara in Punjab, today. The injured were from Ramgarhia school Phagwara. The injured, including driver, school teacher Ria, students Kamaljit (6), Pooja (5), Rajbir Kaur (5), Karan (10), Priya (8), Anshika (5), Aradhya (6), Rimzim (7) and Shivani (5), were admitted to local civil hospital. SMO Davinder Singh said the condition of all injured was out of danger and stable. The accident occurred when the auto rickshaw driver, carrying the students to the School, lost control over the vehicle while trying to save an Activa scootor coming from opposite side. UNI

Chandigarh, Aug 18 : The Shiromani Akali Dal (SAD) today asked Chief Minister Capt Amarinder Singh to take prompt action against Local Bodies Minister Navjot Sidhu for allegedly insulting the nation and the national flag by allowing several Congress leaders to take part in the ceremonial guard of honour inspection during the Independence Day celebrations in Ferozepur. In a statement here, SAD spokesperson Maheshinder Singh Grewal said this was a fit case for taking action against the Congress minister as he was yet to apologise and express remorse for breaching the sanctity of a solemn occasion. “Dealing with Sidhu with a heavy hand has also become a matter of urgency because an insidious attempt is being made to shift responsibility to a hapless police inspector”, he added. Stating that the serious insult to national pride occurred solely due to Navjot Sidhu, the Akali leader said the Minister took the four Congress leaders along with him to the parade ground after alighting from the stage. He said the Minister was insistent that the Congress leaders accompany him while inspecting the guard of honour and this was why the police officers, including the DSP and the SSP, did not stop them from hopping on to the inspection vehicle and crowding it. Mr Grewal said Sidhu’s collusion in this brazen and indefensible disrespect to the national flag was proved from the fact that he did not at any moment try to stop the Congress leaders from stepping onto the inspection vehicle. “Sidhu did not even reproach the Congress leaders for this serious breach of protocol and security even after the function and neither did he recommend police action against them. He has not expressed remorse for the incident even three days after it occurred. All this shows he was a willing accomplice and also the primary instigator due to whom the incident occurred in the first place. This warrants immediate action against him, including removal from the council of ministers,” he added. Asserting that the Congress government should not search for scapegoats to shift the blame from Sidhu, the Akali leader said the blame should be given where it was due. “In this case it is unreservedly Navjot Sidhu who is at fault. Any attempt to close this case by taking action against a few police officials would be an eye wash and a mockery of justice,” he added. Meanwhile, he also asked the Chief Minister to circulate rules of conduct on national functions to all ministers so that such despicable acts did not reoccur. He said earlier also Sidhu had breached protocol and marred the grace of the swearing in ceremony of new council of ministers by walking away from the stage without shaking hands with the Governor. “He had to be called back and reminded to do this”, the Akali leader said while urging the Chief Minister not to show any laxity in dealing with Sidhu this time. “Stern action should be taken against him to set an example for all elected representatives so that a clear message is sent across the board that governance is not a laughter challenge or comedy circus,” the Akali leader added. Chandigarh, Aug 18 :  Punjab Chief Minister Amarinder Singh today initiated the process of implementation of the Centre’s Incentivisation Scheme for Bridging Irrigation Gap, while giving in-principle approval to the establishment of a Ground Water Authority to tackle the state’s ground water crisis. Chairing a high-level meeting to review the ground water situation and discuss the implementation of the central scheme, the Chief Minister gave his concurrence for the state’s share of 40 per cent, amounting to Rs 3448.00 crore against the total project cost of Rs 8,658.00 crore for Punjab. He directed the officials concerned to immediately send the state’s concurrence to the Ministry of Water Resources. He also approved the formation of a committee of four secretaries, headed by Financial Commissioner Rural Development, M P Singh, to make a detailed project for ISBIG. The Chief Minister also ordered the formulation of a comprehensive policy through coordinated efforts of various departments handling the subject, an official spokesperson said after the meeting. Chandigarh, Aug 18 :  Shiromani Akali Dal (SAD) president Sukhbir Singh Badal today gave a clarion call to youth to be the change they wish to achieve and announced that his party would give fifty per cent representation in party tickets to youth in the next assembly elections in 2022. Addressing a meeting of Students Organisation of India headed by its Coordinator Parambans Singh Bunty Romana, the SAD president said the generation next would also be given due representation at all levels and units in the Akali Dal. “Even as we assure youth workers and leaders that their interests will be safeguarded in the SAD, I appeal to them to make their way up in the party through hard work and sacrifice. I have also done this and worked in the youth wing of the SAD before assuming more responsibilities.” Speaking about the Panjab University, Mr Badal said the SAD had fulfilled all the demands raised by students through SOI. “Whatever I promised I delivered be it solar panels, gymnasium for girls, fans for various departments or washing machines for girls’ hostels. In future also the SAD will continue to heed the demands of Panjab University students and work for their welfare.” Mr Badal also personally interacted with students on the occasion including those who have been chosen to head SOI election panels in the Panjab Univeristy and associated colleges. He asked them to share their vision and expectations with him, saying the SAD would devise a comprehensive youth programme which would be implemented by the future SAD-BJP government. He also asked the youth to list problems being faced by them in the University and association colleges so that the SAD could take up these issues formally. The students were keen to get themselves photographed with the SAD president who obliged them gracefully.
