Land for establishment of Jawahar Navodya Vidyalya finalized’
KISHTWAR, JUNE 16: Minister for Power, Sunil Kumar Sharma accompanied by DDC Kishtwar Angrez Singh Rana today visited Block Palmar of district Kishtwar to finalize the land for Jawahar Navodaya Vidyalaya to be opened in the area.
During the visit, the Minister after on-spot inspection gives nod to the already identified land and directed the authorities for speedy completion of formalities so as to serve the purpose within a stipulated period of time.
          While interacting with the locals of the area, the Minister congratulated the people for getting Navodaya Vidyalaya.  It will definitely boom the education sector, not even of the said block but would be beneficial for whole Chenab Valley, he said adding that institutions like JNV are premium and has produced exceptional results throughout the country in terms of providing quality education. 
          While on the tour, the Minister also inaugurated Animal Husbandry Department’s trial centre which will facilitate the locals for serving various purposes like Artificial insemination and Cattle health related issues thus fulfilling the long pending demand of the locals.
          The Minister said that the blacktopping of Kishtwar-Palmar road up to Dangdooru Dacchan is underway and will be completed by the end of this year. 

Directs PDD to minimize curtailment, breakdowns
JAMMU, MAY 14: Minister for Power Development, Sunil Kumar Sharma today instructed the engineers of the Department to take concerted steps for minimizing curtailment and power breakdowns in the prevailing scorching weather conditions.  
 “J&K has achieved major feat in augmentation and strengthening of   transmission and distribution network and the people should get the benefits of the same,” the Minister directed the engineers here after inaugurating upgraded receiving stations at Gajansoo and Kanachak.
 MLA Marh Ch Sukhnandan Kumar was also present at the inaugural function.
The Minister strictly cautioned the officers against unscheduled power cuts and asked the engineers to work tirelessly to provide relief to the people during the peak summer season. 
Reiterating that the government is committed to extend full benefits of schemes to the targeted people, the Minister asked the department to expedite the process for implementation of centrally sponsored scheme Soubhagya which envisages for providing free power connections to poor households in both rural and urban areas.       He also asked the engineers to pay special focus on maintenance of machines and   cleanliness at all power installations.
On the occasion, Minister also interacted with the local people who apprised him about the problems they face due to unscheduled power cuts. 
MLA Sukhnandan Kumar, while speaking on the occasion complimented the government for completing the vital receiving stations which would effectively augment the power scenario in the villages of the area. He said that a near about 20 thousand population of the area will be benefited by the upgradation of transformers. He further said that it will bring a great relief to the locals from the unscheduled power cuts during peak summer season.
Earlier, the Minister was informed that the receiving station Gajansoo has been upgraded from 6.3 MVA to 10 MVA at an estimated cost of 62 lakh, while the receiving station at Kanachak has been upgraded from 3.5 MVA to 6.3 MVA at an estimated cost of 10 lakhs.
Chief Engineers, Executive Engineers and other senior officers of the concerned departments and a large number of people were present on the occasion.


Govt to introduce more online MVD services
JAMMU, MARCH 15:  Minister for Transport, Sunil Kumar Sharma today launched the comprehensive online Dealer Assisted Registration here at the office of Transport Commissioner.
The function was attended by around hundred and fifty automobile dealers from the across the State with many of them through video conferencing.
Speaking on the occasion, the Minister complimented the Motor Vehicles Department for offering hi-tech facility for the convenience of the people. He informed that the department is committed to provide hassle free and prompt service to the public. He further shared that the Dealer Assisted Registration shall go a long way in putting in place an efficient and fast delivery system.  He appreciated the automobile dealers for their proactive role in switching over to the new online mode of registration. The Minister hoped that the automobile dealers and the department would synergize the efforts for achieving the goal of total transparency.
The Minister, while appreciating the efforts of the Motor Vehicles Department, informed that the online dealer assisted registration will be further simplified in days to come. He also informed that the department in its crusade to make services more accessible and easy for all stakeholders have already made the test for Learners Driving License online, which is steadily being rolled out in all districts of the State. He further informed that state of-the art Institute of Driving Research and Training as well Integrated Certification Centre are also under construction. We are also developing mobile applications and software to empower passengers by making road travel safer and trouble free he added.
Transport Commissioner, Saugat Biswas, gave a chronological background of the initiatives taken by the Department.  He shared that an ambitious beginning was made by extending this facility to the whole State in November 2017 upto data punching and fee collection stage.
This year it has been further upgraded to include uploading of documents at dealers end and electronic transmission of file to the RTO / ARTOs for approval thereby completing the cycle he said. He emphasized that the vehicle customers need not pay anything extra for the new online system other than the statutory fees and taxes.  
Joint Transport Commissioner, Vikas Sharma while, explaining the new process informed that the Dealer Assisted Registration is now in place for registration of non-commercial transport vehicles. 
Any customer can now get his documentation, submission of fee and taxes, generation of temporary numbers completed at the vehicle dealers end itself. The Department has also upgraded the system to enable uploading of all documents at the dealers end thereby enabling the electronic transmission of files from the dealer to the RTO / ARTO offices, he informed. He said with the new system in place the vehicle registration file does not need to undergo physical movement and once the fee / taxes are paid at the dealers end, the registration documents are automatically transferred to the RTO / ARTO offices online.  This shall provide great convenience to the public in getting their new vehicles registered.
Earlier, the Minister felicitated automobile dealers for their proactive contribution in switching over to the dealer assisted registration process. The technical team of the Motor Vehicles Department, Rakesh Gupta, Scientist E, NIC; Zameer and Nitin were also felicitated for their appreciable work.
Dealers, Irfan Ahmad Narwaroo and Davinder Batra   complimented the Department and assured their full cooperation in this measure.
The documentation and fee/taxes collection of two vehicles was demonstrated on spot by Anil Gupta (M/s Shree Toyota) and Temporary number and documents generated online were handed over to the vehicle owners by the Minister.
The function was also attended on location by Mir Afroz, MD JKSRTC, Mohinder Singh, Additional Transport Commissioner, Regional Transport Officers Kashmir, Jammu and Kathua, senior functionaries of the Department and dealers from Srinagar and Jammu. Huge number of dealers from all the districts of the State attended the function along with the district ARTOs over Video Conference. 



JAMMU, JANUARY 19  Minister of State for Youth Services and Sports, Mr Sunil Kumar Sharma informed the House that the Union government has approved   22 Multi-purpose Indoor Sports Halls for the state under Special Package for development of Sports infrastructure in Jammu and Kashmir.
Replying to a question by Mr Usman Abdul Majid, he said that in Bandipora district the location for construction of the Multi-purpose Indoor Sports Hall has been identified at Shadipora.

However, the Minister said due to financial constraints and huge financial implications it is not feasible to construct Indoor Stadium at constituency level.

Process to establish 3361 new ICDS Centres in uncovered areas underway
            JAMMU, JANUARY 19  Minister of State for Transport (Independent Charge), Sunil Sharma today informed the Legislative Assembly that the Government is actively considering clearance of 40000 pension cases under different social schemes being implemented in Jammu and Kashmir.
Replying to a Question by Neelam Langeh on behalf of Minister for Social Welfare in the House, Sharma said that presently there are 268839 pension cases pending under different categories including, NSAP, ISSS and NFBS with the department of Social Welfare Department for want of funds and the Government is making all out efforts to clear these cases. In the first instance, 40000 cases will be cleared for which a proposal is under the consideration of Finance Department, said the Minister.
On a specific question regarding opening of new Anganwari Centres at Ramban Constituency, the Minister informed that the Government of India has sanctioned 3361 new ICDS Centres for the uncovered areas of the State, including Ramban Constituency. He said as per the norms laid down under the Scheme the process of identification of locations is underway, he added.
About inclusion of some villages of Ramban constituency in RBA category, the Minister maintained that a proposal for including nine villages namely, Bandera, Dhar-Shibgarh, Sana, Chilla, Sanasar, Thopal, Barthal, Digdol and Sencha is under the examination with the J&K State Backward Classes Commission.

Mian Altaf Ahmed, Aijaz Ahmad Mir, Vikar Rasool and Mubarak Gul raised supplementary Questions and sought concrete steps to clear the huge pendency of pension cases and maintaining transparency in the establishment of new ICDS Centres.  


 KISHTWAR, JANUARY 01: Minister of state for Transport (Ind Charge) today took stock of developmental works here in the main town area and its peripheries.
Accompanied by a team of officers of District administration, the Minister also listened to the grievances of people in various localities.   The main problems raised by the people were regarding improvement of drainage system, repair of street lights and upgrading of civic amenities including improvement of sanitation and lanes and drains.
          The Minister issued on the spot directions to the concerned departments to meet the demands in a time bound manner. He said Rs 70 lakh would be provided initially for the purpose. 
          He asked Deputy Commissioner to personally monitor the quality of work and to ensure timeline completion.
          The Minister also visited Community hall near Govt. Degree College      which is proposed to be upgraded into an auditorium for holding social and cultural events.
          Interacting with the locals, the Minister said that government has launched a massive outreach drive to listen and address the people’s grievances at their door steps. He said Ministers and legislators along with the administration are visiting door to door to take stock of problems being faced by the people and redress the same in a time bound manner.


Inaugurates moterable bridge on Gulabgarh-Ligri Road; convenes extensive tour of Padder Block
 KISHTWAR, DECEMBER 25: Minister of State for Transport, Revenue, Public Works, Rural Development and Panchayati Raj, Sunil Kumar Sharma today inaugurated 35 mtr moterable bridge on Gulabgarh-Ligri Road which has been constructed at a cost of Rs 1.31 crore.
The Minister also laid foundation stone of two road projects being constructed in the district. The Kundal–Affani road project via Tata Paani, with estimated project cost of Rs 3 crore, will connect Tatapani, Hanswar, and Affani villages and the 3 kms Garh-Kukandrao road is being constructed with sanctioned cost of Rs 2.65 crore under NABARD funding.
The Minister also undertook an extensive tour of Padder Block in Kishtwar district to listen to the grievances of people and to redress them on spot.
During the tour, the Minister visited Atholi, Gulabgarh, Dhundi, Liee, Jaad, kundal, Karthie Kijjaie and other areas and held grievance redressal camps there. The locals put forth their concerns, problems to the Minister, including demand for road connectivity, new water supply schemes and smooth supply of electricity.
 The Minister taking note of the problems, gave on spot instructions to the concerned officers to resolve them on priority bases.
Speaking on the occasion, the Minister said that government is making concerted efforts to augment rural connectivity and various projects have already been executed in the Padder, other areas of the district. He informed the people that many more projects are in pipe line for development of District Kishtwar.
During the day, the Minister also laid Foundation stone of View Point/Shelter Place at village Atholi.


Asks officers to ensure effective implementation of welfare schemes


REASI, DECEMBER 16:  Minister of State for Transport (Independent charge), Revenue, Public Works (Roads & Buildings), Rural Development & Panchayati Raj, Agriculture Production, YSS, Sunil Sharma today exhorted upon the officers to ensure effective implementation of welfare and development schemes to facilitate the people lead a comfortable and dignified life.
The government is working under a well knit strategy to bring a planned and holistic development in the state with emphasis on unattended and unreachable parts, the Minister maintained.
The Minister, while speaking at a public grievances redressal camp at Panasa Thakrakote , said that concerted efforts are being made to provide better road connectivity, clean drinking water, uninterrupted power supply and improved educational and health care system to the people. He said the initiatives of direct benefit transfer, digital India, GST, geo tagging are some of the major steps towards ensuring transparency and accountability in the system at all levels.
The Minister said that both Central and state Governments are keen to work for the development of poor and marginalised sections of the society through new programmes and policies envisaging their socio-economic emancipation.
ADDC Ramesh Chander, ACR Harbans Lal, ACD M.Y. Malik, Tehsildar Chand Singh, ARTO Shami Sharma, Chief Agriculture Officer, Chief Horticulture Officer, Executive Engineers and other officers of district administration were present on the ocassion.
Divulging on implementation of PMAY, the Minister said that uncovered BPL families would be surveyed for providing them benefits.
The Minister also announced JKRTC bus service from Jammu to Panasa saying that efforts would be made to start buses on other routes to facilitate the commuters of the area. He also announced playground at Panasa worth Rs.10 lakh on which the work will be taken up under convergence mode besides announcing Rs.20 lakh for construction of Dak bunglow at Panasa.
The Minister asked the concerned for preparing DPRs for Dharan road.
During the camp, the locals raised several issues which inter alia include staff shortage in schools and hospitals, upgradation of Rud bridge to Panasa road, construction of road to Thakrakote and Gundali, proper functioning of Anganwadi centers, release of MGNREGA payments, development of Gundali devsthan, updation  of revenue records, proper survey of BPL families, grid station,  proper survey under PMAY, new Sai Lanjan-Dharan road etc.
Sunil Sharma assured the public of early redressal of their issues and directed the officers to take speedy action on the same. He also addressed many of the grievances put forth by the public on the spot while directing the officers for redressal of remaining issues at the earliest.
Meanwhile, the locals also demanded opening of tehsil office at Panasa presently camping at Reasi and proper alignment of Dhakikote road sanctioned under CRF for remotest areas.

Senior political leaders including Kuldeep Raj Dubey, Sardar Pardeep Singh, Raman Kumar, Joginder Singh were also present on the occasion.


JAMMU, DECEMBER 12- Minister of State for Transport and Revenue, Sunil Kumar Sharma, today asked the concerned agencies to take up immediate repairs of Udhampur-Chenani road.
The Minister passed these directions in an emergency meeting convened here today with the concerned agencies which was among others attended by SE, R&B Udhampur, Executive Engineer, R&B Udhampur, Regional Officer of NHAI and representative of Gammon India Co Ltd.
Taking cognizance of the dilapidated condition of Udhampur-Chenani road, which is in state of abject disrepair with multiple potholes as a result of ongoing 4 laning of the road, the Minister directed the executing agency, Gammon India Ltd to immediately address the issue and repair the road at the earliest, so that the passengers may not suffer.
He said that the Udhampur-Chenani road has major traffic flow and with winter conditions, may become treacherous. He impressed upon all concerned to expedite these works so as to avoid accidents and make road safe to travel on in the prevailing weather conditions.
The Gammon India Co. Ltd. representative assured that they are in the process of initiating works on priority.
During the meeting, the Minister enquired the Regional Officer, NHAI about the issue of repairing of old Kud Road.

The Minister was informed that Rs.14 Crore have been allotted for the same and work will start soon.

Dr Singh inaugurates 63rd National School Games
Rs 200 crto be spent on sports development under PMDP


JAMMU, DECEMBER 11: Deputy Chief Minister, Dr Nirmal Singh today said the government has undertaken a comprehensive programme to give a fillip to sports in the State by augmenting the existing infrastructure and organizing tournaments of national and international levels.
The Deputy Chief Minister was speaking at the inaugural ceremony of 63nd National School Games Football under-17 tournament organized by the Directorate of Youth Services and Sports     under the aegis of School Games Federation of India at MAM Stadium.
Minister of State for Youth Services and Sports, Sunil Sharma, Secretary Youth Services and Sports, Hilal Parray, Director Youth Services and Sports Sheikh Fazyaz Ahmad and other senior officers, sports persons were present on the occasion.
Nearly, 23 teams from different states of the country are participating in this five-day tournament and the finals are slated to be held on 15th December.
The Deputy Chief Minister said the Government has initiated a holistic programme in order to catalyze the sports activities in the State and the Center is also providing requisite funds for the same. He said funds amounting Rs. 200 crore have already been placed at the disposal of the State Government for upgrading the Sports infra by way of constructing new stadia, playgrounds in different areas of the State under the Prime Minister's Package.
Dr Singh said the youth of the state have tremendous potential to excel in sports which has been demonstrated by the recent achievements registered by our sportsperson both at National and International level.  He said the need of the hour is to hone the latent talent of the youth by providing them the opportunities of competing with National and International players so that they can make a mark and bring laurels to the State.
While referring to the initiatives being undertaken for upgrading and augmenting sports infra in the State, the Deputy Chief Minister said that several playgrounds have been constructed in the State and renovation work is also being carried out at others. He said that under Khelo India initiative of the Prime minister several new stadia including indoor ones are also coming up in different parts of the state.
Minister of State for Youth Services and Sports, Sunil Kumar Sharma also spoke on the occasion and enumerated various initiatives being carried out in the sports sector and asked the youth to play a participatory role in the same by actively participating in the sports activities and tournaments. He said that the youth of the state have a tremendous potential which needs to be channelized in a proper direction.
Commissioner/ Secretary Youth Service and Sports, Hilal Parray highlighted the activities being undertaken by the department in different sectors of the sports and related activities.

A souvenir was also released on the occasion.
KISHTWAR, NOVEMBER 13: Minister of State for Transport and Public Works (R&B), Sunil Kumar Sharma today inaugurated a week long “Road safety week” event here today.
ARTO briefed the Minister about the activities being carried out in the district regarding road safety and the measures being adopted to motivate transporters follow the guidelines issued by the department from time to time. He stressed upon the Drivers, Tour & travel operators and union leaders to ensure strict adherence to traffic rules to avoid any mishap.
The Minister, while speaking on the occasion, stressed upon the drivers to follow and obey traffic rules properly and advised them to drive their vehicles within prescribed speed limit as Violating Traffic rules and negligent driving can lead to serious mishaps.
The Minister asked the district administration and Transport department to deal strictly with the traffic violators as their fault can cause havoc to several precious lives and property as well.
Later, a prize distribution ceremony was held to honour the drivers having good record in their driving carrier.
The Minister also distributed Helmets among the students driving two wheelers and advised them to drive carefully for their own safety and safety of others.
 The Minister was accompanied by Deputy Commissioner Angrez Singh Rana, SSP Abrar Choudhary besides other officers.
