SRINAGAR, MAY 18: Governor
N.N. Vohra, Chancellor of the University of Kashmir, University of Jammu,
Sher-e-Kashmir University of Agricultural Sciences and Technology- Kashmir and
Sher-e-Kashmir University of Agricultural Sciences and Technology- Jammu,
has authorized revision of salary and pension of Faculty members and non
teaching employees of the State Universities w.e.f 1-1-2016, as per the
recommendations of the 7th Central Pay Commission. The proposal was submitted
to the Governor after obtaining the concurrence of the Chief Minister, who is
also the Pro- Chancellor of the State Universities.
The additional annual financial implication of this decision is
estimated at Rs. 130 crore and the arrears, for the period 1-1-2016 to
31-3-2018, work out to around Rs. 200 crore, which shall be paid in cash
to the employees in three equal yearly installments, on 1-1-2019, 1-1-2020
and 1-1-2021. However, the arrears of the pensioners shall be paid as per the
roadmap approved by the State Government.

JAMMU, APRIL 11: Governor
N.N. Vohra, Chancellor of the University of Kashmir, chaired the 79th meeting of
the University at the Raj Bhavan. Syed
Mohammad Altaf Bukhari, Minister for Education, participated in the meeting.
The Council congratulated Prof.
Khurshid Iqbal Andrabi, Vice-Chancellor, Faculty and students,
for the University securing 47th position
among the top 100 Universities in the country under the National Institutional
Ranking Framework assessment.
While congratulating the VC for the rank obtained
by the University Governor urged him to improve Student Diversity, Intellectual
Property Rights, Perception Index and enhancing the total available Budgetary
Provisions.
Chancellor
advised VC to fully utilise all
available ICT technology based teaching
tools and make optimum utilisation of
programmes which would connect the University students and Faculty to the best
available online educational resource platforms, such as GIAN. Chancellor emphasised that
in order to make qualitative improvement
in the assessment of the teachers the online student feedback system already in
place should be more effectively used for evaluating the performances of
individual teachers.
The University Council, inter-alia, approved:
creation of two supernumerary self financed seats in LLB and B.A.LLB
programmes; establishment of Translation Centre in Department of Kashmiri;
grant of relaxation in last and final chance examination fee in favour of
candidates belonging to AAY/BPL/Orphan and Physically Challenged Categories;
adoption of draft Statutes as per CBCS for LLM, LLB (Honours) and
5 Years integrated B.A.LLB Honours; introduction of Kashmiri language at PG
levels in the North and South Campuses of the University; enhancement of
scholarship at PG level; introduction of Masters Programme in Nano Technology;
and introduction of Gender Studies.
Earlier, Prof Khurshid Iqbal Andrabi, Vice-Chancellor,
made a detailed presentation and highlighted the technological and research
breakthroughs made by the University.
In all forty
two agenda items were discussed by the Council which

Urges universities to undertake research relevant to J&K’s problems |
SRINAGAR, APRIL 2: Governor NN Vohra, Chancellor of the University of
Kashmir, urged scientists and researchers in the State
universities to undertake research which is relevant to the problems of the
state.
Addressing 13th session
of the J&K Science Congress at the University of Kashmir, the Governor
said: “I have been having discussions with the
Vice-Chancellors of all the four State Universities and repeatedly stressing
that unless the universities—their scientists,
humanists, and all the teachers—undertake research
which is related to the problems faced by the people of the state, they shall
continue to exist as standalone institutions. If universities, particularly
their scientists, get involved in the problems of the state and help the state
governments to resolve them, for instance the
problem of Dal Lake, problems of receding levels of ground
water etc., they would be able to render invaluable
support to the advancement of the welfare goals of governance.”
The theme of the Science Congress is “Emerging
Technologies and Human Society: Applications and Constraints”.
Governor observed that the annual sessions of the
Science Congress provide a very useful opportunity for the scientists in the
host university, and those who participate from the other universities in the
State and from various other parts of the country, and senior science students
who are doing their PhDs to deliberate on some of the major problems facing the
state.
Governor called for making the best and the correct
and right use of science and technology and cautioned against misuse for
purposes which are not for advancing the welfare of living beings.
“If
scientists from the Kashmir University and those from all the other
universities in the State, including the two Farm Universities get involved in
finding solution to
the problems of J&K we shall be able to achieve rapid progress.
Governor said that Kashmir University has a very
high potential of emerging as one of the top universities in the country,
especially in the arena of science, if the Faculty works with devotion and zeal
and inculcates meritocracy in the academic and research arenas and totally
discourages any manner offavouritism or groupism.
In his welcome address, Vice Chancellor Prof
Khurshid Iqbal Andrabi, said
that the University has undertaken several reforms and transparency measures
and has figured among the top 100 universities in the National Institutional
Ranking Framework-2017 and also among the top universities in BRICS. He thanked the Chancellor for his continued and
sustained support in the development and progress of the University.
This Science Congress has been supported by the J&K
State Science, Technology & Innovation Council, Government of J&K;
Department of Science and Technology Government
of India; Science and Engineering Research Board (SERB), Government
of India and the Jammu and KashmirBank , J&K.
Prof RP Tandon from the University of Delhi and
Prof Zafar A Reshi, Dean Research and Co-Convener Science Congress, also
addressed the inaugural session, which was attended by several hundred research
scholars and students.

KARGIL/LEH, AUGUST 21: Chief Minister, Mehbooba Mufti who is on a three day visit of Ladakh region inaugurated the two satellite campuses of University of Kashmir here.
The setting up satellite campuses at these two places was a long pending demand of the people of the area, given the inhospitable terrain of the area. Both the campuses are equipped with adequate facilities for teaching, residing and other facilities.
At Kargil, the Chief Minister was informed that the satellite campus, built at a cost of Rs. 29 crore, would have a student intake capacity of 150, initiadorlly in the subjects of IT, Arabic and Botany.
In her brief interaction with the students, Mehbooba Mufti announced that bus would be provided to ferry students from their areas to the satellite campus. She also directed introduction of subjects like Persian, Education and some skill development courses in view of their demand from the job market.
The Chief Minister also directed setting up of a Solar power plant, V-Sat and a DG set to meet the uninterrupted power supply to the campus. She said the campus would be made as active as possible.

Later, the Chief Minister visited Leh on the second leg of her Ladakh tour where she also inaugurated the Leh satellite campus of the Kashmir University at Phyang.
Built at a cost of Rs. 27.40 crore, the Leh satellite campus is spread over an area of 819 kanals of land. It has git separate buildings for classrooms, hostels, administration, arts and science streams.
The Chief Minister directed starting undergraduate courses at the campus which have a good demand from the job market besides courses on regional development, ethnography, geology etc. She also directed the Deputy Commissioner to work out a permanent water supply source to the campus.

SRINAGAR, AUGUST 8: Governor
N.N. Vohra visited the Institute of Kashmir Studies (IKS) University of
Kashmir, and had extensive interactions with the Faculty and Post–graduate
scholars at the Institute.
Governor, who is the Chancellor of the University and the Chairman of
Governing Body of IKS, in his interactions with the research scholars and the
Faculty, emphasized the need for making the Institute a vibrant centre of
excellence for undertaking quality research on social, cultural, historical and
other issues of contemporary relevance. He urged the IKS scholars to pursue
research on identified issues relating to the core areas of the Institute’s Charter
and, side by side, also undertake analytical studies of major contemporary
problems and challenges which face India and her neighbours.
Governor
observed that there is need to strengthen the Institute’s
infrastructure and research facilities and added that IKS must have wide
ranging research programmes which, besides encompassing pure research, also
pursue inter-disciplinary studies of the major problems in the South Asia
region. Such comparative studies would be of great relevance to policy makers.
He also suggested inter institutional linkages being developed with selected
national and international institutions some of which are also doing eminent
researches on issues relating to South Asia region.
Governor
urged the scholars and Faculty to give wide publicity to their research
findings and also advised the Vice Chancellor, who is Director IKS, forfollow
up on the career paths of the pass outs of the first three
batches of the Masters Programme to assess the usefulness of the teaching being
carried out at IKS.

Later, Governor laid the foundation stone of New Administrative Block
and a Laboratory Block at the Main Campus and visited the Health Club of the
University. He also inaugurated two blocks of the Sheikh-ul-Alam Boys Hostel at
University’s Zakura Campus. Governor took a round of the new Hostel Blocks and
viewed the facilities being provided to the hostel students.
SRINAGAR, JULY 31: Prof. Riyaz Punjabi, former Vice Chancellor of the University of Kashmir, called on Governor N. N. Vohra at the Raj Bhavan, here today.
Governor and Prof. Punjabi discussed the various
pressing challenges facing the higher education sector in J&K which already
has eleven mainstream universities and institutions of higher education and two
more Institutions of Management and Technology coming up and the consequence if
further proliferation is allowed.
SRINAGAR, JULY 6: Dr. Khurshid Iqbal Andrabi,
Vice Chancellor, University of Kashmir, called on Governor N.N. Vohra at the
Raj Bhavan here today.
Dr.
Andrabi informed the Governor about the functioning of the University and the
present position regarding admissions, including those in the offsite campuses
of the University. The two discussed certain important matters relating to
making up of academic time lost in 2016-17.
The Governor stressed the
importance of ensuring against any deviation from the norm, among the Faculty
and the students, which vitiates the academic environment of the Campus and
results in eroding the teaching and research programmes. He re-iterated his
concern about strict adherence to discipline and academic accountability and
the need for teachers to remain closely connected with youth and guide them
effectively.
