New Delhi, Sep 5: Stepping up crackdown efforts on spread of fake news, WhatsApp Wednesday said it is expanding its radio campaign to 10 more Indian states, including Maharashtra, Andhra Pradesh and West Bengal.

The Facebook-owned company has been on an overdrive after it faced severe criticism from the government over circulation of fake news on its platform that incited multiple incidents of mob lynching across the country.

WhatsApp kicked off the first phase of its radio campaign -- which urges users to check the veracity of information received as a forward before sharing it with others -- on August 29 in seven states including Bihar, Jharkhand, Madhya Pradesh, Chhattisgarh, Rajasthan and Uttar Pradesh.

"The second phase of the campaign starts on September 5 with radio ads across 83 radio stations of AIR across the states of Assam, Tripura, West Bengal, Gujarat, Karnataka, Maharashtra, Andhra Pradesh and Telangana, Orissa and Tamil Nadu," WhatsApp said in a statement.

These campaigns will run in eight regional languages -- Assamese, Bengali, Gujarati, Kannada, Marathi, Telugu, Oriya and Tamil and will run for a 15-day duration, it added.

"The campaign has been designed in an easy-to-understand format to help users spot misinformation and further sensitise them about the challenges of fake news and addressing these as a society," it noted.

These campaigns advise users to verify authenticity of messages before forwarding them and to report content that they might find to be inflammatory. It also cautions users to be careful about forwarding messages that contain misinformation, and said doing so could have serious repercussions.

WhatsApp, which has been slapped with two notices to check the spread of fake news, has taken a series of measures, including restricting the number of forwards and added forward' label to help users identify such messages. It is also in the process of establishing a local corporate entity.

It has, however, not accepted the government's demand for traceability of messages saying that creating such a software will go against the idea of user privacy and end-to-end encryption.

With general elections slated to be held next year in India, the government is taking a tough stance on use of social media platforms like Facebook, Twitter, and WhatsApp for spread of misinformation.

The government had warned WhatsApp that it will treat the messaging platform as abettor of rumour propagation and legal consequences will follow if adequate checks are not put in place.

"WhatsApp stands committed in its efforts to address these issues jointly with civil society, stakeholders and the government," the company said in its statement.

In a recent meeting with WhatsApp Head Chris Daniels, IT minister Ravi Shankar Prasad had asserted that the company find a solution to track origin of messages on its platform, set up a local corporate entity that is subject to Indian laws within a defined timeframe as well as appoint a grievance officer.

India is a key market for WhatsApp, which has over 1.5 billion users globally, as it has more than 200 million in India.

Kolkata, Aug 30: With reports of Whatsapp messages inviting youngsters to play an on line game 'Momo Challenge', the Association of Heads of ICSE schools, West Bengal, has called upon all member schools to urge parents to keep a watch on their children.

The Association's West Bengal unit general secretary Nabarun Dey told today, they did not receive any report about student of any school having received such message, nor had the Association been given any 'Advisory' by the CID or the police till date on the issue.

However, going by media reports "two days ago we have asked the member schools to undertake sensitisation drive among children and their parents about the danger, inherent of certain on line games like 'Momo' and 'Blue Whale'.

"We are acting on our own and this is aimed at sensitising the guardians and the students about the menace of certain on line games - earlier 'Blue Whale' and now 'Momo'," he said.

Asked to elaborate on the sensitisation drive, he said, "we have asked the schools to tell the students during the assembly before classes every day that they should keep away from certain on line games.

"We have also asked the schools to ask the parents to ensure they keep a tab on what games their wards are playing at home," Dey said.

Dey, also the Principal of Central Modern School, Baranagar, said the sensitisation programme had already started in his institution.

There are about 150 ICSE-affiliated schools in the plains and 30 schools in Darjeeling, Kurseong and Kalimpong in the hills.

The state CID had earlier said all the numbers from where the messages were sent to the people in the state to play the Momo Challenge were based abroad and an investigation had been initiated into it.

New Delhi, Aug 8: Facing flak over circulation of fake news on its platform, WhatsApp today said it is rolling out educational videos in India asking users to "double check" facts before sharing messages received as forwards.

The videos, in Hindi and English, will be available on Facebook - the parent company of WhatsApp as the messaging platform looks to combat spread of rumours that have incited mob fury cases in India.

"WhatsApp is expanding its user education campaign on how to spot fake news and hoaxes. This week, WhatsApp is publishing a new video that explains the importance of the "forward" label and calls users to double check the facts when they are not sure who created the original message," WhatsApp said elaborating on the 27-second video clip.

Following multiple incidents of mob lynching across the country, the government had slapped WhatsApp with two notices, with the second one warning that it will treat the messaging platform as abettor' of rumour propagation and legal consequences will follow if adequate checks are not put in place.

In response to these notices, WhatsApp had outlined initiatives it is taking to curb fake news circulation, including education and advocacy efforts. Recently, it has introduced the forward label and also limited the forwarding of messages to 5 people at one go.

WhatsApp has also stated that it is building an India-based team and that it believes the challenge of mob violence requires government, civil society, and technology companies to work together.

Government officials however have categorically said they are not satisfied with WhatsApp's response, particularly as its key demands of 'traceability' and attribution of messages remain unaddressed.

Also, the Department of Telecom has written to all telecom operators, Cellular Operators Association of India, Internet Service Providers Association of India and others seeking views on technical measures that can be taken for blocking apps like Instagram, Facebook, WhatsApp in situations where national security and public order are under threat.

New Delhi, Jun 25 :  The Supreme Court today agreed to hear on June 27 a plea filed by 18 disqualified AIADMK MLAs seeking transfer of their case from the Madras High Court to the apex court after the split verdict by the high court.
A vacation bench of justices Arun Mishra and S K Kaul said it will hear the plea day after tomorrow.

Senior advocate Vikas Singh, appearing for the 18 MLAs, said it is a serious matter which requires urgent hearing as the high court has given a split verdict on June 14 and the third judge is scheduled to hear the matter afresh.

He alleged that people knew through WhatsApp about the third judge who will be hearing the case after the split verdict.

The court said, "we don't go by WhatsApp messages and the matter will be heard on June 27".

The Madras High Court had on June 14 given a split verdict on petitions challenging the disqualification of 18 MLAs loyal to sidelined party leader T T V Dhinakaran, a ruling that maintained status quo in the corridors of power in Tamil Nadu.

A division bench of Madras High Court comprising Chief Justice Indira Banerjee and Justice M Sundar delivered divergent verdicts on whether the 18 MLAs deserved to be disqualified under the anti-defection law by Speaker P Dhanapal on September 18 last year for approaching the Governor and seeking the removal of Chief Minister K Palaniswami.

The court ruled that the senior-most judge after the chief justice would now hand-pick a judge who will hear the matter afresh.

In her 200-page order, the chief justice had upheld the Speaker's decision, saying, "In my opinion, the view taken by the Speaker is a possible, if not plausible view, and I am unable to hold that the said decision is any way unreasonable, irrational or perverse."

Justice Sundar, in his 135-page order, struck a dissenting note, insisting that Dhanapal's order "deserved to be set aside on grounds of perversity, non-compliance with principles of natural justice, mala fides and violation of the constitutional mandate".

The chief justice said status quo would continue till the third judge delivered the verdict on the petitions.PTI
New Delhi/New York, Jun 23 :  WhatsApp, which is testing its payments services in India, today said it is updating its terms of service and privacy policy to "reflect the addition of payment interoperability features" ahead of the full-fledged launch of the service.

Almost one million people are "testing" WhatsApp's payments service in India, which is the largest base for the Facebook-owned company that has over 1.5 billion users globally. WhatsApp has over 200 million users in India.

"We'll be updating our WhatsApp payments Terms of Service and Privacy Policy to provide simpler language on how the payments feature operates. It also reflects the addition of payment interoperability features we've added since the beta started," a WhatsApp spokesperson told.

The spokesperson added that the company has worked closely with National Payments Corporation of India (NPCI), bank partners, and the Indian government on these details of how its service works.

WhatsApp had received permission from NPCI to tie up with banks to facilitate financial transactions via Unified Payments Interface (UPI).

"We still do not have a launch date but this terms and policy update bring us one step closer to full launch," the spokesperson said but declined to comment on the launch date of the service.

WhatsApp payment service, which rivals the likes of Paytm, has been in beta testing over the last few months. Industry watchers expect the full-fledged launch in the next few weeks.

As part of the updated terms, WhatsApp said it may collect additional information when payments service is used.

"We've added new features like interoperability that request additional information (related to) WhatsApp payments user and user of any BHIM UPI-enabled app," the spokesperson said.

The terms state that WhatsApp collects information "when you send, receive, or request a payment, including the date and time and reference transaction number". Also, when someone makes a payment to a WhatsApp contact, the company collects the sender and receiver's names and BHIM UPI IDs.

The company added that it uses "all the information we have to operate, provide, improve, understand, customise, support, and market our services".

"This includes using the information to provide payments and customer support, to protect you and others using our services from fraud, abuse, or other misconduct, and to review your account activity to determine whether you continue to meet our Terms and Payments Terms," it added.

It also outlined that the company works with "the other Facebook companies to provide payments, including to send payment instructions to PSPs (payment service providers)".

Paytm founder Vijay Shekhar Sharma had earlier this year alleged that WhatsApp's UPI payment platform has security risks for consumers and is not in compliance with the guidelines.

The Reserve Bank of India has mandated all payment system operators to ensure that data related to payments is stored only in India giving firms six months to comply with it.

According to sources, the ministry of electronics and IT has asked NPCI to check if WhatsApp's payments service conforms with the RBI rules and data security of customers.

They added that NPCI has been asked to check that all compliances are in place before the US-based messaging app is allowed to scale up its services.

WhatsApp had stated that sensitive user data such as the last 6 digits of a debit card and UPI PIN are not stored at all.

While it admitted to using the infrastructure of Facebook for the service, it asserted that the parent firm does not use payment information for commercial purpose.

"Facebook processes UPI transaction data as a service provider for WhatsApp, and does not use WhatsApp payments transaction data for commercial purposes," the spokesperson had clarified.

Concerns have been growing around security of consumer data on various online social media platforms, especially after the data breach incident at Facebook where data of about 87 million users are harvested illegally by data analytics and political consultancy firm Cambridge Analytica.PTI
