Minister reviews progress on rural sanitation works; asks for conservation of water resources
                JAMMU, NOVEMBER 09: Minister for Rural Development, Panchayati Raj, Law and Justice, Abdul Haq Khan today reviewed the progress on implementation of flagship Rural Development and Rural Sanitation schemes and asked the officers to strive hard for achieving the goal of making the state Open Defecation Free (ODF).
The meeting was attended by Commissioner Secretary Rural Development and Panchayati Raj Nirmal Sharma, Director Rural Development Jammu R K Bhat, Director Rural Sanitation, Mohammad Nazir Sheikh, Superintending Engineer REW, Assistant Commissioners Development, District Panchayat Officers besides other officers and engineers of concerned departments.
Reviewing the performance of Rural Sanitation under Swachh Bharat Mission (SBM), the Minister called for upgrading sanitation facilities in rural areas with the broader goal of total eradication of the menace of open defecation. He also reviewed district wise progress on construction of Individual Household Latrines (IHHL) and directed the concerned to accelerate sanitation coverage in rural areas to realize SBM targets in full by 2019 as envisioned by the PM Narendra Modi.
The Minister reviewed the performance of RDD in Jammu division blocks with regard to the progress made on making them ODF and the targets given to the officers to achieve the goal.
The Minister highlighted the initiatives being taken by the government to preserve and promote the natural water resources. He  directed the officials to lay stress on water conservation by constructing small dams and water harvesting tanks in upper belts of villages to tap water for future use. He also called for construction of check dams and percolation tanks.
Taking review of the RDD projects and schemes, the Minister was apprised about the progress and level of implementation. He asked the concerned to achieve the targets within set time and create durable assets for the society. He also stressed upon the importance of Geo Tagging of the assets being created by the department to enforce transparency in the system and easing out monitoring process at the micro level.
Regarding MGNREGA implementation in Jammu division during the current Financial Yea, the Minister was informed that Rs 40.16 crore have been expended under the flagship employment scheme- achieving 95.07 percent utilization of funds.
The Minister, while referring to the substantial increase in allocations for Mandays generation under MGNREGA, informed that   it has come after the centre reviewed the performance of the state under the scheme.   He expressed hope that the officers will continue their dedicated efforts towards making ambitious programme a great success in the state.
He also urged upon the officers to show more sincerity and dedication in discharging their duties as the success of the department depends on their performance. He also exhorted upon them to strictly adhere to the prescribed guidelines while implementing schemes.

Rs 6 cr transferred into accounts of 913 beneficiaries Addresses public meetings at Arnas, Mahore

        REASI SEPTEMBER 16- Minister for Rural Development, Panchayati Raj, Law and Justice, Abdul Haq Khan, today launched Direct Benefit Transfer (DBT) under centrally sponsored scheme 'Pradhan Mantri Awas Yojana' (Grameen) with transfer of over Rs 6 crore into the accounts of 913 beneficiaries as first installment.
MLA Gulabgarh Mumtaz Ahmed Khan, Director Rural Development Department Ravinder K. Bhat, ADC Babu Ram, ACD M.Y. Malik,  PO IWMP Vivek Phonsa, District Panchayat Officer  Mukhtiar Ahmed, Executive Engineers and BDOs were present on the ocassion.
Speaking on the occasion, Abdul Haq Khan said that under Direct Benefit Transfer (DBT) mode of PMAY financial assistance is directly provided to the people through their bank accounts in few seconds by pressing a button thus ensuring cent percent transparency under the scheme. He added that in addition to this, two more installments of Rs.50000 and Rs.30000 respectively would be provided to the poor people. The scheme envisages providing of Rs.130000 to poor people under this scheme thereby enabling them construct their own houses
The Minister instructed the officers of RDD to conduct proper verification of people and prepare fresh lists of beneficiaries who fulfil the genuine criterion under the PMAY scheme. He also stressed on officers to check and verify the construction designs of the houses and also ensure its full implementation.
Meanwhile, it was informed that the DBT was today made into accounts of 79 beneficiaries of block Arnas, 47 from Bhomag, 127 from Chasana, 32 from Gulabgarh, 36 Jij Bagli, 32 Katra, 98 Mahore, 65 Panthal, 195 Pouni, 95 Reasi, 48 Thakrakote and 59 from block Thuroo.
The Minister complimented the beneficiaries for getting the first installment and asked them to use this assistance in making the house only otherwise recovery of funds would be made instantly besides withholding second installment.
The Minister appreciated the efforts of the officers of Rural Development Department for achieving the targets as fixed under PMAY and other schemes of the department in the district. He also stressed for accelerating the ongoing exercise of ODF initiative in the district.
Speaking on the occasion, MLA Gulabgarh lauded the process of development works taken up by the department in the district.
Later, the Minister convened public meeting at Arnas in which the local people raised the issues of development works in Judda, Thanpal, Salal, Thakarkote, Khanikote, Hunder, Chinkah and other hilly pockets of Tehsil Arnas.
The Minister also convened a public meeting at Mahore in which the people hailing from hilly areas of Chasana, Gulabgarh, Dewal, Badder, Larh, Tulli, Banna, Shikari, Dubri, Jamslan, Shajroo etc raised scores of issues related to lack of proper basic amenities in their respective areas.

Responding to the issues the Minister assured the public that all their genuine demands would be redressed on priority.

'JKSRLM to raise over 1.24 lakh skilled manpower under Himayat'


           NEW DELHI, JUNE, 21: Minister for Rural Development and Panchayati Raj Abdul Haq today chaired a meeting of Project Implementing Agencies (PIAs) under Himayat scheme to review the progress and implementation of the scheme.
          The meeting was attended by Commissioner Secretary RDD, Nirmal Sharma, Mission Director JKSRLM Bakshi Javid, Regional representative North from DDU-GKY GoI Mr Murtaza, representatives of three champion employers - Apollo Medskills Limited, Manpower Group Services India Pvt Ltd and Surya Wires Pvt Ltd.
            Abdul Haq reviewed the progress and the proper implementation of Himayat by the implementing agencies and received the feedback from the officers and the recruiting agencies regarding the implementation of the scheme.
          On the occasion Minister said around three projects have been sanctioned by JKSRLM and first installment is released to the project implementing agencies Surya, Apollo and Manpower for the mobilization of candidates which is under progress.
          He said First batch of trainings will commence by the end of June 2017 in different training centres located at Bangalore, Raipur, Jammu and 9751 candidates are to be covered in the present round of four project applications.
            The Minister, while addressing the gathering, shared the vision and mission of the Government for raising skilled manpower under various skill development programmes. He asked the PIAs to come forward and share their responsibility of helping the youth to prove their worth in the field of their choice as they just need a hand holding to show their talent.
          Abdul Haq said Himayat is a skill development cum placement programme for unemployed youth in J&K under the umbrella of Deen Dayal Upadhyaya Gramin Koushalaya Yojna (DDU-GKY), Union Ministry of Rural Development with focus on sustainable employment for rural poor youth and JKSRLM has been entrusted with the job of training and placing over 1.24 lakh candidates with financial allocation of Rs. 1601.51 crore for a period of 3 years.
                    He said it is a challenge before the state government to train the youth of the state in various skills so that they are able to earn their livelihood. He hoped that the initiatives taken by the state government with the support of the ministry of Rural Development GOI would yield desired results within shortest period of time. He said the training of selected youth will be rolled out as early as possible by the end of June, 2017.

          Representatives of proposed champion employers which has been recommended by NIRD and PR and one non champion employer for sanction by SLPRC, Orion Edutech Pvt. Ltd., Team lease services Ltd. ICA Educ, Skills Pvt. Ltd. were also present in the meeting.  In addition, the meeting was attended by PIAs eligible for additional targets in terms of the notification No 17/2017 for better performing PIAs.

Abdul Haq reviews RDD works in Budgam

‘Ensure transparency in Deptt; Citizens have right to know about its activities’

BUDGAM, JUNE 10: The department of Rural Development has expended Rs 21.46 crore in district Budgam during last financial year under MGNREGA to provide job to unemployed youth and to create numerous assets of public welfare, this was stated by Minister for Rural Development, Panchayati Raj, Law and Justice Abdul Haq today while reviewing the functioning of the department in the district.
He said the district had an approved budget of Rs 21.58 crore out of which Rs 21.46 crore were spent in the implementation of various schemes out of which 63 percent amount was spent on the wages of the job card holders who worked under the scheme.
Abdul Haq said about 3725 works were taken up for execution during the year including spill over works out of which 3103 works were completed by the end of the year. He said simultaneously durable assets have been created under the scheme while providing employment to the people under MGNREGA.
Giving details   Minister said the department constructed 1696 roads and lanes at the cost of Rs 24.76 crore , 10 play fields costing Rs 52 lakh  and 449 flood protection work at different places at the cost of Rs 5.80 crore.
The Rural Development Minister said under 14th Finance Commission , department has taken up new works on 46 roads,  38 culverts, 320 lanes, 56 bathrooms,  181 parks and 26 irrigation canals.
He said the basic aim of the MGNREGS is to provide job to unemployed, unskilled youth of the state but simultaneously the same human resource is used to create durable assets in the village and this year the government has laid stress on the building road connectivity in rural areas and doing flood protection works.
The Minister further informed that under Indira Awas Yojna (IAY) 696  houses were taken up for construction out of which 477 houses have been completed and Rs one crore have been spent so far out of the available budget of Rs 1.07 crore.  The department has also an available budget of Rs 3.31 crore in the district under Prime Minister’s Awas Yojna (PMAY).
Abdul Haq said besides MGNREGA, department has also taken up flood protection works under 13thFC and work has been completed at 30 flood prone spots in the  district and Rs 1.12 crore have been spend for the same.
Under Integrated Watershed Management Programme (IWMP), Minister said, the department had an available budget of Rs 2.72 crore in the district out of which Rs 2  crore were spend and 49 protection works were competed in the district.
Earlier Minister reviewed the progress of works at Panchayat level and interacted with field staff including  BDOs, VLW, Programme Officers, VLWs and GRSs of the concerned Panchayats.
Minister appreciated the role of the field staff played in making the implementation of various schemes, a success in the state. He said the department has bagged many national awards in various schemes and Leh has been selected for an award for doing commendable job in MGNREGA.
He asked the officers to ensure transparency in the department that is key to make department corruption free, He said every citizen should be aware of the activities done by the department and it is duty of the field staff to make people part of the decision making by ensuring their presence in Gram Sabhas.
Minister said the government has adopted zero-tolerance policy for corruption and those indulging in such activities will be shown doors.

He was accompanied by DC Budgam Mohammad Harun Malik and SP Budgam Tejinder Singh besides other senior officials of the district.

Asks officials not to allow time overrun in execution of projects

KUPWARA, JUNE 05: Minister for Rural Development, Panchayat Raj, Law and Justice Abdul Haq today toured Kupwara district to inspect various ongoing projects in the districts.

Minister visited Syed Sheraaz Storage Tank at Chandigam which is being constructed at the cost of Rs 4.54 crore. Minister was informed that work is in progress and half of the work has been completed on the storage tank. He directed the officials to expedite the work for early completion of the project.

Abdul Haq directed the Department of Forest to make immediate arrangement for axing of trees falling in the project area for which compensation has already been paid to the department.

He said the government will allocate an ample amount for construction of storage tanks and dams to overcome drinking water shortage and for irrigation purpose.

He later inspected the work on Kantpora Bridge being constructed at an estimated cost of Rs 6.40 crore. While interacting with the people at the work site, Minister asked the people to act as eyes and ears of the government by keeping eye on the ongoing projects to ensure quality work.

The Minister also took stock of the work going on at Shumriyal Bridge which is being constructed at the cost of Rs 1.97. Minister directed the officials to press more men and machinery in service to complete the construction of bridge by August this   year.

While interacting with the officials at work sites, Minister said there would be no compromise on quality of work and impressed upon the engineers and executing agencies to complete projects well in time. He

He instructed the executing agencies not to allow time overrun in execution of various ongoing projects and said the erring officials would have to pay for the negligence.

During the visit various delegations met minister and apprised the minister about the problems faced by them. The Minister assured them that all genuine demands of the people would be fulfilled in a phased manner.

SRINAGAR, JUNE 02: Minister for Rural Development & Panchayati Raj and Law & Justice, Abdul Haq, Friday called for consolidating data in legal cases and directed the officers to fight and back cases versus Government with facts and figures.
The Minister said this while addressing officers at a meeting which he chaired today to review the functioning of the Law Department.
Advocate General Jahangir Iqbal Ganaie, Secretary Law Abdul Majid Bhat, Special Secretary Law Achal Sethi besides law officers, Public Prosecutors, Additional Public Prosecutors and other concerned officials were present in the meeting.
During the meeting, the Minister discussed various cases pending before different courts and directed the prosecutors to prepare monthly report which shall be constantly monitored by the Government. He directed the Prosecuting Officers to properly monitor the investigation and trial of cases so that same are prosecuted in a proper manner.
He also discussed various cases pending before the Department and asked the officers to expedite the process for their early disposal. He stressed on effective coordination among Law and other Departments for the same.
The Minister also interacted with newly appointed Law officers. He asked them to work with added zeal and dedication and instructed the prosecutors to work hard to add up to their efficacy.
Abdul Haq also enquired about broader issues and problems of the officials and assured them that all genuine issues would be considered on priority and taken up with concerned quarters.
He assured the officers that all efforts will be taken to create a conducive atmosphere in the Department so that they are able to work in a more comfortable and in an efficient manner.
He urged the Law officers to remain abreast about latest details in their cases and explore possibilities under the legal jurisprudence to plead the cases before the Courts effectively.
The Minister said that there was a greater need to bring the synergy between the Department of Law and other government Departments for disposing off the cases on time.

‘Their success will encourage, inspire other youth to work hard’
SRINAGAR, JUNE 01: Minister for Social Welfare, Science & Technology, ARI and Trainings Sajad Gani Lone and Minister for Rural Development Abdul Haq congratulated the candidates of J&K state who cleared the Union Public Service Commission (UPSC) exams.
          In a felicitation message, the ministers expressed pleasure over the success of a fairly good number of candidates from the state in the prestigious Civil Service examination (2016). The Ministers also extended heartiest congratulations to Dr Bilal Mohiuddin Bhat from Handwara who is among the top 10 qualifiers in the country.

          Stating that it is matter of pride and honour for district Kupwara that the young aspirant has ranked among top 10, Ministers said his success will definitely encourage and inspire other youths of the state to work hard and aspire for success in various competitive exams at the state and national level.

Says no Polythene will be allowed to enter JK; Seeks Public Support to declare the State Polythene Free


SRINAGAR, MAY 31 - Reiterating Government's commitment towards eliminating Polythene from the ecosystem and making J&K Polythene free, Abdul Haq today directed for strict implementation and compliance of the court order on ban in entry and use of Polythene in the state.
The Minister for Rural Development, Panchayati Raj and Law & Justice Abdul Haq said this during a meeting convened to review the progress of work in various public welfare initiatives launched in the state including progress on SBM, IAY, PMAY, among others.
During the meeting, elaborate discussions were held regarding progress made on eliminating use of polythene bags in the districts.
Minister said the department launched Anti-Polythene drive on May 11 with collection of polythene which was followed by the seizure of polythene from markets. He said the third phase of the drive includes blanket ban on entry of polythene in the state. He said government has increased vigil at Lakhanpur and it is being ensured that no polythene is imported into the state for commercial purpose.
‘With increased vigil in the state, many illegal couriers have been successfully intercepted and polythene worth rupees crores have been seized in the state as part of government operations’ the Minister said adding that true achievement in this regard can only be achieved when people understand the negative impact of this product and work progressively to remove this substance from their day to day lives.
Abdul Haq said on Sunday Kathua Police seized a truck loaded with 13 tons of polythene, that was trying to  enter into the state illegally through alternate routes at Lakhanpur.
He said during his visit to various places, people supported the government move and had suggested to check the entry of polythene in the state. He assured the public that government will act tough against the polythene use and will not allow polythene to enter into the JK state.
          Earlier while revieweing ther RDD works, Minister was informed that under MGNREGA, Srinagar District had an available budget of Rs 2.69 crore out of which Rs 2.68 crore were spend during the last fiscal.
Meeting was informed that the department generated about 58 lakh man days for the 5997 job card holders of Srinagar district. Officials said 277 works were taken up under MGNREGA during the year out of which 233 works were completed by the end of the financial year.

Minister was informed that under IAY 22 houses were constructed out of the total target of 29 houses.

Announces Rs 1 cr for infra development at Jammu’s High Court Complex


JAMMU, MAY 29– Minister for Rural Development and Panchayati Raj and Law & Justice, Abdul Haq today said that strengthening of judicial system with all latest infrastructural facilities and manpower is on priority of the Government.
 The Minister said this during an inspection of High Court Complex in Jammu. He said that the government has been working constantly to provide easy access of justice to people of the state besides developing necessary infrastructure so as to improve functioning in the courts.
President Bar Association, B.S. Salathia projected various demands pertaining to air conditioning of bar rooms, additional space for bar rooms, improving drinking water supply, parking facility and separate road for court complex, lockers for advocates, Multitier Parking, Primary Health Centre, Library in district courts, Stipend to  the lawyers, renovation and upgradation of ladies bar rooms and  sanitation.
Responding to the demand, the Minister announced Rs 1 crore for installation of air conditioners in the bar rooms, court rooms and subordinate rooms to give respite to the law fraternity and the litigants during summer season.
The Minister directed R&B engineers to chalk out a comprehensive plan for alternate road for effective traffic and parking management in the complex, replacement of old fiber sheets on the roof tops of the pathways and district court complex. He further directed the concerned officers for proper sanitation and drinking water facility in the court complex.
Discussing issues pertaining to delay in implementation of certain court orders, the Minister informed that directions have already been passed to the concern administrative secretaries in this regard. He further informed that State’s Law department will soon have a special cell headed by Special Secretary to look into the frivolous litigations in courts for providing timely justice to the aggrieved persons.
Later, the Minister also took round of the High Court Complex and took stock of facilities there.

Members of the Bar Association, Senior Advocates S.K Shukla and others, Law officers, engineers from PHE, R&B, JKPCC besides officers from other departments were present on the occasion.

15 culverts, 113 Km roads, 88 harvesting tanks, 42 irrigation wells constructed 
under MGNREGA in district


          KULGAM, MAY 27: Minister for Rural Development and Panchayati Raj, Abdul Haq today chaired a meeting of officers convened to review the progress of works being executed under MGNREGA by Rural Development Department in Kulgam district.
          The Minister said that the under the leadership of Chief Minister, Mehbooba Mufti, the government is committed to overall development of the state. In this vein, the significance of the Rural Development Department is pivotal and development in this area can do wonders, said the Minister.
          The meeting was informed that during the last fiscal, Kulgam district had an available budget of Rs 39.58 crore under Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), which has been fully utilised during which 8675 works were taken up, of which 8542 were completed  both physically and financially.
          To cater to the demands of jobs under MGNREGA, the RDD provided jobs to 57146 job card holders. The department generated 17.14 lakh man-days against the target of 12 lakh. As many as 1896 households completed the target of 100 days under MGNREGA during the last fiscal.   Water conservation and water harvesting, minor irrigation works, flood protection and rural connectivity are the focus areas of development, under the scheme, the meeting was informed.
          The meeting was informed that the Department has constructed 88 water harvesting tanks at a cost of Rs23.84 lakh, 4015 cubic metre micro irrigation works, 42 irrigation wells, renovation of 6 traditional water bodies and 152 Kms of drainage works during the period. Under Rural Connectivity Programme, the department has constructed 113 Kilometres of road length, 80 Kilometre lanes and 15 culverts in the district during the last financial year. The department has also completed footbridges at Rampora, Jiabal, Kund and DK Pora during the last year.
The meeting was further informed that to create infrastructure for grass root democratic participation, the department took up work on 46 Panchayats ghars of which work on 24 Panchayat ghars stands completed.
          The meeting was further told that on the directions of the Minister, the department has identified 7 villages including Arigatnoo, Asthall,  Laisoo-Gudder, GT Pora and Adpora where flood protection works have been taken at an estimated cost of Rs 3.5 crore, of which Rs 2.62 crore stands expended so far.
 Under Convergence programme, the Department has so far dovetailed with Education, Animal Husbandry, Fisheries and Youth Services & Sports Department completing a total of 266 works at a cost of Rs13.20 crore.
          Addressing the meeting, the Minister directed the concerned officers to ensure that all the ongoing developmental projects should be executed in a time-bound manner with specification so that the benefits of the projects reach to the common masses.
         Directing the ACD to personally monitor the work on rural connectivity, the Minister also directed for completion of grading of roads so that macadamization process could be taken up soon on these roads. He  instructed the officers to ensure proper monitoring and execution of various RDD schemes including IAY, MGNREGA, SGSY, IWDP at district levels. He stressed that tangible results should be visible on the ground.
                For maintaining transparency and providing information to the people about welfare schemes being executed by the Government in rural areas, Haq emphasized that the Monitoring Information System of the Department should be updated regularly.
 Reviewing the to-date status of ongoing anti-Polythene drive of RDD in district, the Minister called upon the concerned to work with missionary zeal to realize the results.

38 culverts, 6 play fields, 4 harvesting tanks constructed in Dooru constituency under MGNREGA
          DOORU, MAY 25: Minister for Rural Development , Panchayati Raj , Law and Justice Abdul Haq along with Minister of State (MoS) Syed Farooq Andrabi today toured Dooru constituency in Anantnag district and reviewed the  progress of various ongoing developmental projects in the constituency besides attending a public Durbar.
On the occasion, Minister said that under MGNREGA scheme, the department has been able to create very valuable, durable and sustainable assets in rural areas.
          Giving details, Minister said the department constructed 22 KM roads, 18 Km lanes, 38 culverts, 6 play fields and 4 water harvesting tanks. He said under flood protection works, 4239 cubic meter bunds were constructed while micro irrigation works were also done under the scheme.
          Abdul Haq said the department has set a trend of creating durable assets under MGNREGA and has been successful in creation of numerous assets in rural areas.
          He said the dual focus of MGNREGA is on employment generation, creation of assets and its emphasis on natural resources management makes it an effective mechanism for co-creating benefits of social protection and climate resilience for vulnerable rural communities.
          MoS Farooq Andrabi on the occasion praised the Rural Development Department for helping in improving the socio-economic condition with the effective implementation of MGNREGA Schemes. He said community assets created under MGNREGA can play a crucial role by creating additional livelihood opportunities and providing community facilities.
          The meeting was informed that MGNREGA in the Dooru constituency had an approved budget of Rs 6.82 crore. Out of this amount 6.64 crore were made available during the last fiscal and Rs 5.95 crore were spend by the end of the financial year 2016-17.
          It was also informed that 2.14 lakh man days were generated for 1.12 lakh job card holders of the constituency and out of which 114 persons completed 100 days job target. Officials further informed that 1056 works were taken up under the scheme costing Rs 12.02 crore and out of which 1025 works were completed during the last fiscal including spill over works.
          Ministers were informed that under anti-polythene drive 568 kilograms were collected by the officials while 41 kgs were seized from the shopkeepers and Rs 3670 were recovered as fine.
          Under IAY, meeting was informed that 150 units were taken up for construction and 60 units were completed by the end of the year. The department has also set a target for construction of 270 units under PMAY.
          The meeting was further informed that under IWMP the department constructed 27 Harvesting tanks, 20 Protection walls, 14 check dams,4 field channel, 7 farm ponds,  3 gabion structures besides land leveling and Rs 5.84 crore  were spend on these works.
          Minister were also informed that under R&B sector including up-gradation of Larkipora Zaldoora Lisser road that will benefit more than sixty thousand souls and macadamization of 17 Kms. Meeting was also informed that 20 metres span Foot bridge at Reshipora Hergawas Kapran, Reshipora Hergawas Kapran, Qammer Doodwangan and Kuchipora Sangran Bridge will be completed by August this year.
          Under PMGSY 12 roads are being constructed in the constituency at the cost of Rs 21.20 crore.
          Later Ministers participated in Public Darbar which was attended by a large gathering of local residents. The locals apprised the minister about various problems faced by them. Minister gave patient hearing to the public and passed on-spot directions for the redressal of their grievances. The visiting ministers directed the officials to maintain close relation with the public   and redress their grievances.
While interacting with the people, Ministers urged upon the locals to work as tool of social mobilization and act as eyes and ears of government by keeping vigil on the developmental projects and ensure transparency.

They said government is working hard to reach out to people and ensure effective and efficient administration at the door steps of people. They said the aim of public Darbars is to ensure that less people visit secretariat to pursue and instead ministers reach at the door step of the people to listen to their grievances.

Thanyen-Moori-Sonpendi road to be constructed at the cost of Rs 100 cr
KUPWARA, MAY 22:  Minister for Rural Development Abdul Haq today laid foundation of two water supply schemes at Zangli and Gangbugh villages in district Kupwara that will benefit nearly 10000 souls of the area.
Abdul Haq laid the foundation of Zangli Water Supply Scheme coming up at an estimated cost of Rs 7 crore and will benefit more than 7 villages of the area with a population of about 7000 souls.
          Minister also laid foundation of WSS Ganbugh coming up at a cost of Rs 52 lakh and will benefit about 2000 souls of the area.
The Minister was accompanied by Minister of State for Hajj & Auqaf, PHE and Power, Syed Farooq Ahmad Andrabi, DC Kupwara, SP Kupwara and other officers of the district administration.
          Residents of the area thanked the government for sanctioning these water supply schemes for them. They said the locals were facing immense hardships in the absence of pure drinking water supply. They said the women folk had to walk several kilometers to fetch drinking water from nearby springs. They said the schemes will bring much respite to the people especially the women folk.
          Responding to the public grievances, the Minister assured the locals that the schemes will be completed at the earliest so that the people get benefitted from these.
         The Minister for Rural Development & Panchayati Raj later interacted with the people of Moori village. On the public demand, the Minister announced grant of Rs 50 lakh for upgradation and repair of Moori road. He also announced Rs 50 lakh for completion of Bimla-Lachipora water supply scheme.
          Owing to the issues in irregular power supply, the Minister directed the officials to distribute solar lights to entire Moori Naard households.
Abdul Haq said the government is alive to the problems faced by the people living in the rural and far-flung areas. He said government is committed to provide all the facilities to the people living in rural areas and is working to blur the rural-urban divide.
          He said the government has already sanctioned a project for construction of Thanyen-Moori-Sonpendi road at an estimated cost of Rs 100 crore. He assured the people that the work on the said project will be started soon.
          During the interaction with the locals, the Minister was apprised about various problems being faced by the people, to which the Minister passed on-spot directions for redress.
          He directed the Chief Education Officer Kupwara to assess the staff shortage in the schools and    take immediate steps to resolve the shortage in various schools.
          The Minister also directed Social Welfare officials to conduct fresh survey in the district and identify the left out persons to be included in various welfare schemes.

Calls for strict vigil to check illegal polythene import
JAMMU, MAY 20: Minister for Rural Development, Panchayati Raj, Law and Justice, Abdul Haq, today paid a surprise visit to various blocks of Samba and Kathua districts to inspect progress of anti-polythene campaign of Rural Development Department being observed across the State as part of Swacchta Week.
         During his visit to various Panchayats of block Bari Brahmana, Vijaypur, Hiranagar, Samba, Marheen and Barnoti, the Minister underscored the need for close coordination among Government functionaries and locals to curb the menace of polythene use. He asked the officers to make the campaign a regular feature to consolidate its gains.
          On the occasion, the Minister was informed that large quantity of polythene was seized during the campaign and huge penalty was imposed on violators.
        At Panchayat Bagla Dhamore of block Vijaypur, Abdul Haq directed suspension of Panchayat Secretary and incharge Inspector Panchayat of Block Marheen for dereliction in duty, besides ordered attachment of incharge BDO Vijaypur with the Directorate of Rural Development.
         He also sought explanation from ACD Samba, DPO Samba, Executive Engineer REW Samba, AEE Sub division Kathua, Incharge BDO Barnoti, MPW Panchayat Chak Bhagwana, GRS Panchayat Bagla Dhamore for slow progress in the implementation of polythene ban in their respective blocks.
          Meanwhile, the Minister directed ACD Kathua and Executive Engineer REW Kathua to gear up their men and machinery to collect all the polythene lying on different spots in their jurisdiction within two days.
          He said strict measures are being taken by the Government to ensure blanket ban on Polythene in the State. He said officials have been asked to immediately stop entry of polythene into the State and increase vigil at Lakhanpur to ensure enforcement of the ban. 

          Director RDD Jammu R.K. Bhat, senior officers of RDD and other concerned officers accompanied the Minister during the visit.
