Kulgam, Mar 24 :  Deputy Commissioner, Kulgam Showkat Aijaz Bhat, today visited various Quarantine centers established in the district and took stock of arrangements being put in place at these centers.

The Deputy Commissioner visited Quarantine Centre established at GNM College, Baitul Hillal Centre and other quarantine centers in Kulgam and took stock of arrangements at these centers. 

The Deputy Commissioner impressed upon the concerned officers to ensure that proper hygienic refreshment is being served at these centers to quarantined persons.

He also took stock of all arrangements including, sanitation, electricity, bedding, heating and other arrangements at these Quarantine centre.

The Deputy Commissioner also visited Medical Quarantine center here at District Hospital Kulgam where he interacted with the Supervisory and Medical staff. The concerned officers from health department briefed the Deputy Commissioner about the arrangements which are in place at the Medical quarantine centre.

Later Deputy Commissioner inspected health center at Yaripora and took stock of healthcare services and measures which have been put in place to tackle COVID-19.

The Deputy Commissioner appealed the people to stay at home, maintain social distance and follow advisories of health department in letter and spirit. He added that 17 persons have been put in already established quarantine centers who have foriegn travel history and some of them were traced only after concerted efforts of the administration as they tried to concealed their travel history.

It is pertinent to mention that so far no positive case has been reported in the district and strict restriction and lockdown have been imposed in entire area. These steps have been taken by the district administration to contain the spread of Corona infection.

Kulgam, Mar 22 :  District Development Commissioner, (DDC) Kulgam, Showkat Aijaz Bhatalong with team of officers today visited various quarantine centers across Kulgam—which were established for suspected Covid-19 patients.

During his visit DDC visited Administrative quarantine centre which has been established at government Degree College Kulgam and took a detailed report about the arrangements which have been put in place at this administrative quarantine centre.

He also visited other buildings which could be utilized for quarantine centers which includes Gujjar Bakerwal hostel,GNM college etc.

Chief Medical Officer briefed the DDC about the arrangements which are in place to tackle COVID-19. The DDC asked the concerned officials to work with dedication and ensure all the facilities are made available at quarantine centers.

He asked them to take all precautionary measures to contain the spread of infection.He appealed people to adhere to the advisories issued by the Health Services in letter and spirit to contain spread of COVID-19.

During his visit, he was accompanied by ADC,Shabir Hussain, ACR, Mir Imtiyaz, CMO, Fazil Kochak and other officers.

Srinagar, Jan 13 :  Top Al-Badr commander Zeenat-ul-Islam was among the two militants killed in an encounter with security forces in Kulgam district of Jammu and Kashmir, police said Sunday.

"The two militants killed in the Katpora encounter have been identified as Zeenat-ul-Islam and Shakeel Ahmad Dar. Both were involved in several terror crimes," a police official said.

Islam, a category A++ militant, was a top commander who had switched over to Al-Badr from Hizbul Mujahideen in November last year following consensus between the two outfits to strengthen the Al-Badr, he said.

The official said security forces launched a cordon and search operation in Katpora area of Yaripora in south Kashmir's Kulgam district Saturday evening after receiving specific information about the presence of militants there.

He said as the forces were conducting the searches, the militants fired upon them.

As per policy, the militants were given an opportunity to surrender, but they continued to fire upon the forces, the official said.

The forces retaliated, ensuing an encounter in which two the militants were killed, he said.

Meanwhile, a police spokesman said both the killed militants were affiliated with Al-Badr and were wanted by the law for "their complicity in a series of terror crimes including attack on security establishments and civilian atrocities".

"Islam, according to police records had a long history of terror crime records since 2006 when he got affiliated with Al-Badr and was later arrested," he said.

The spokesman said after Islam was released, he again got recycled in 2016 and subsequently affiliated with HM and then recently joined the Al-Badr outfit in Shopian District. 

"Consequently, he became the chief of the said outfit. Several terror crime cases were registered against him. He was also involved in a weapon snatching case at Tukroo Shopian. Similarly, Shakeel Ahmad Dar was also involved in terror related crimes as well," the spokesman said. 

He said incriminating material such as arms and ammunition was recovered from the site of encounter and all these materials have been taken in the case records for the purpose of investigation. 

The spokesman said no collateral damage took place during the encounter. 

Bodies of the killed militants were handed over to their families after completion of medico-legal formalities, he said.            PTI

          KULGAM, OCTOBER, 05: District Development Commissioner Kulgam, Dr Shamim Ahmad Wani, today chaired a public darbar at GundKilam here during which he announced a concrete flood protection bund on river beds of  Veshow nallah in convergence mode. 
          During the darbar, a number of deputations apprised the DDC about their issues. The DDC gave them a patient hearing and assured that all of their genuine projected issues will be addressed on priority.    
          Outlining the purpose of the darbar, Dr Wani highlighted the role of general public in the development sector and also termed peoples participation and co-operation as key to growth and development.
          The DDC said a flood protection bund would come at Veshow nallah which would help in averting flood threat due to the rise of water level in the nallah.
         During the meeting, Dr Wani impressed upon the officers to work sincerely for the betterment of people and stressed on timely completion of development works in the area. He also laid emphasis on the quality of developmental activities being undertaken in the whole district.
          ADC Ghulam Hassan Sheikh, ACD Hilal Ahmad, CPO Mohammad Ashraf and other district officers were also present on the occasion.

          KULGAM, SEPTEMBER, 18:  Deputy Commissioner Dr Shamim Ahmad Wani today launched online portal, www.publicfaithkulgam.com to facilitate citizens for online registration of grievances and redressal thereof. 
           ADDC Khawaja Nazir Ahmad, ADC Ghulam Hassan Sheikh, ACR Shahnawaz Ahmad Shah besides other district officers were present on the occasion.
              Briefing the media, Dr Wani  said that citizens could access the site using the web portal, www.publicfaithkulgam.com adding that  a team of 5 officials under the supervision of Additional DC will  be operating the online grievances registration portal to respond to the complaints promptly.
         He said a mobile - app will also be developed shortly for the purpose. He added that the idea is to bridge the gaps between administration and public and promote the interface through available technologies.
               To look after the online complaints, a control centre has also been established in the office of the deputy commissioner for effective and time-bound monitoring and disposal of complaints.

Srinagar, Sept 17 : Militants on Monday shot dead a Territorial Army soldier in Kulgam district of Jammu and Kashmir, police said.

 The ultras barged into the house of Mukhtar Ahmad Malik at Churat in Kulgam and shot at him from a close range, a police official said.

The official said Malik, a soldier in the Territorial Army, died on the spot.

Srinagar, Sep 15: Five militants belonging to Lashkar-e-Taiba (LeT) and Hizbul Mujahideen (HM) were killed in an encounter with security forces in Kulgam district of Jammu and Kashmir Saturday, officials said.

Five militants have been killed in the operation at Chowgam in Kulgam district of south Kashmir, an Army official said here.

He said weapons and war-like stores have been recovered from the encounter site.

The operation is over, the official said.

The encounter between the militants and security forces began this morning after the forces launched a cordon-and-search operation in the area following intelligence inputs about the presence of militants there.

While the forces were conducting the searches, the militants fired upon the forces, ensuing a gunfight.

A police official said the militants belonged to two outfits of LeT and HM and their killing was a huge success for the forces.

"It is a huge success for police and security forces. The militants belonged to both HM and LeT," he said.

He said most of the slain militants were "involved in a series of terror acts including killing of two bank employees and many policemen".

"They were also involved in bank robberies and weapon looting," the police official said.

Meanwhile, clashes broke out near the site of the encounter as groups of youths started pelting stones on the forces, the official said.

He said a few youths have been injured in the forces' action on the protesters.

Train services between Baramulla and Qazigund have been suspended due to apprehensions of law and order problems. (PTI)

Srinagar, Sep 15: Three militants were killed Saturday in an encounter with the security forces in Kulgam district of Jammu and Kashmir, police said.

Three militants have been killed in the operation at Chowgam in Kulgam district of south Kashmir, a police official said.

He said a total of five militants were believed to be engaged in the encounter.

Acting on specific information about the presence of militants in Chowgam, the security forces launched a cordon and search operation in the area this morning.

Amid the ongoing search operation, the militants opened fire on the security forces, prompting them to retaliate and kill three of the outlaws, the official said, adding the operation is continuing.

Meanwhile, train services have been suspended in the valley due to apprehensions of law and order problems.

The train services between Baramulla-Qazigund have been suspended, the official said. (PTI)

KULGAM, SEPTEMBER 14: A Kisan Mela-cum Rice-Field Day was organized by Mountain Research Centre for Field Crops Khudwani of SKUAST – K here today.
 The Day was observed to provide awareness to the farmers regarding the cultivation of various kinds of rice varieties, researched and developed at the centre in which a large number of farmers from various districts participated.
On the occasion, VC SKUAST-K Prof Nazir Ahmad presented a detailed presentation about the progress of the research centre and new initiatives of the institute to improve the productivity of crops.
Mela was organized with an aim to sensitize the farmers about new technology and high yielding variety of seeds being introduced in the agriculture sector to increase productivity and to provide better marketing facilities to the farmers. 
Member of Parliament Nazir Ahmad Laway, legislators Advocate Abdul Majeed Larmi, and Abdul Rahim Rather were also present on the occasion.
          Farmers, on the occasion, interacted with the scientists and discussed various field issues.
          Various scientists also spoke on the occasion and shared their views and experience regarding the cultivation of the new variety of crops.

KULGAM, SEPTEMBER, 08:  District and Sessions Judge, Kishore Kumar today inaugurated Juvenile Justice Board (JJB) at Kulgam which will deal with all the cases relating to juveniles in conflict with law who have not attained the age of 18 years.
Present on the occasion were Principal Magistrate JJB Kulgam Iqbal Masoodi, Munsif Shafeeq Ahmad ADC/ District Child Protection Officer Ghulam Hassan Sheikh, Child Welfare Committee (CWC) Chairperson, Bashir Ahmad Khan, Public Prosecution Officer, Mohd Amin Padder, President Bar Association, Mohammad Shafi Bhat Secretary Bar Association, Rais Ahmad Dar senior prosecuting officer Rafi Ahmad, SHO Irshad Ahmad besides them officials of ICPS were also present.
On the occasion, 12 cases were put on for hearing in which two cases were disposed of. Five bail application were also taken up in which four were bailed out.

KULGAM, AUGUST 27: Deputy Commissioner Kulgam, Dr Shamim Ahmad Wani today announced Rs 5 lakh as a special grant for speedy development of Kund valley in Kulgam district.
The announcement was made during a Public Darbar programme organised by district administration as part of public reach out programme in far-flung areas.
The main demands presented before the DDC were provision of adequate water supply to Panghgam Nard, Razloo, Chitargam villages, establishment of Horticulture Zone, upgradation of PHC Razloo, network coverage in village NeeginPora and augmentation of existing receiving station by carving out a separate feeder so that power voltage and frequent power cuts would be minimised.
Responding to the demands of Kund valley, DDC announced Rs 5 lakhs for removing bottlenecks if any in various development projects for Kund valley as a special grant.
Deputy Commissioner assured that all the issues would be taken care of at the earliest. DDC enjoined upon the engineers of different wings that all the on-going projects under different schemes should be completed within the deadline.
While visiting the famous tourist spot Latter, DDC directed the department of RDD to come with a DPR for construction of adequate toilet blocks at Wasaknag besides upgradation of other tourist attractions at the spot.
The Public Darbar was organised by the Revenue department in collaboration with the Education & Forest department.
Among other, the Darbar was participated by Additional Deputy Commission, CPO, Dy CEO, DFO, Principal ITI Kund, HSS Razloo, Tehsildar Devsar, District officers of Agriculture, Horticulture, Sheep Husbandry, Education, Health, Irrigation & Flood Control, Rural Development, ICDS, DSW, Xens of PDD, R&B, PHE & other revenue officers.

SRINAGAR, AUGUST 27: A special drive carried out on the instructions of Commissioner Food Safety, Dr Abdul Kabir Dar, has seized relabeled food items in Kulgam and Anantnag districts.
 “Preliminary investigations have found a firm involved in relabeling of expired food items of reputed companies and selling them in Kashmir markets at cheap prices cheating gullible consumers,” a statement of the Food Safety said.  
It was said that further investigations into the matter are going on and action warranted under FSS Act 2006 shall be initiated against the defaulters.
The general public has been appealed to purchase food items only from those food business operators having valid FSSAI license/registration and, in case of any doubts about the quality of food items, to contact the Office of the Commissioner Food Safety at phone number 01912597445 or 01942495191 or email address cfsjandk@gmail.com.
Food business operators have also been advised not to purchase any food items from unauthorized vendors or suppliers to avoid their involvement in legal proceedings.

Civil, criminal compoundable offences, NI Act cases under Section 138, Bank Recovery cases, MACT cases, Labour Dispute Cases, family dispute, Municipality cases, revenue cases, Electricity and Water Bills, Land Acquisition cases, other civil cases, rent, easmentryright, injection suits specific performance suits etc will be taken up for amicable settlement. The interested litigants whose cases are pendingin Courts of district Kulgam desired to get their cases settled through the National Lok Adalat have been asked to approach presiding officers of the concerned courts by or before 08th of September 2018 so that the cases may be taken up in the said National Lok Adalat.

KULGAM, AUGUST 11: A full-fledged District Level Centre for Women (DLCW) will come up in Kulgam under centrally-sponsored Mahila Shakti Kendra (MSK) scheme soon.
This was disclosed by Mission Director MSK J&K Rifat Aarif while chairing a meeting with the officers of ICDS here.
Among others, District Programme Officer Sheikh Ghulam Hassan, State Resource Person for Women Sameena Mir, all CDPOs and Supervisors attended the meeting.
 It was said that the DLCW will come up in the district for which the land has been already identified.  It was hoped that the Centre will serve as a platform for skill upgradation, information dissemination and grievance redressal system for the womenfolk of the district.
The meeting was told that the DLCW will evolve into a multipurpose centre with a focus on facilitating women empowerment.
The centre on completion will house a common window clearance system through which the identified women entrepreneurs, SHGs will receive direct benefits under development and welfare schemes.
 Earlier, DPO highlighted the progress achieved so far regarding the launch of the project and assured to mobilize the staff for creating awareness about the scheme.

KULGAM, AUGUST 11: Arrangements for Muharram-ul-Haram were reviewed today in a meeting convened by the Deputy Commissioner Kulgam Dr Shameem Ahmad Wani.
Among others, the meeting was also attended by senior officers of the district administration and representatives of prominent Shia Anjumans and President Auqaf Committee Kulgam.
During the meeting, the Deputy Commissioner appreciated the pro-activeness of CMO Kulgam who had already furnished the action plan with regard to the arrangements to be made for Muharram.
Similarly, the PDD authorities were directed to ensure high mast lights/ halogen bulbs and LEDs are installed at all the important places and ensure generator sets are installed at identified locations.
The PHE authorities were directed to ensure that water tankers are deployed at identified locations, while as R&B authorities were directed to ensure that the roads where from the Muharram procession would be taken out are repaired at the earliest.
The FCS&CA Department was directed to ensure adequate supply and prompt distribution of ration, sugar, k-oil and LPG. Regarding firewood, the SFC authorities were directed to dump the required quantity of firewood at already identified locations as per past practice in the district.
Similarly, the Municipal authorities were directed to ensure proper sanitation and cleanliness measures at all the religious places. Fire and Emergency Authorities were directed to remain prepared to deal with any eventuality.
The ARTO was directed to ensure special transport facilities till the conclusion of the procession on the day of Aashura.

KULGAM, AUGUST 11:  Deputy Commissioner Kulgam, Dr Shamim Ahmad Wani, today convened a meeting to review the progress of Aadhar Enabled Biometric Attendance System (AEBAS) in government offices of the district.
The DC directed all district officers to register all employees who are not registered under the new system yet. He also directed heads of the various departments to immediately submit details of Aadhaar registered employees on a given format with their offices at various level of the district.
The DC said that registration of all employees in the attendance portal is mandatory, adding that concerns such as the attendance of the employees working in the fields shall be looked into during the implementation process.
The meeting was attended by ADC DR Sheikh Ghulam Hassan, ACR Syed Shanawaz Shah, DIO NIC, officials of executive agencies, district and sectoral officers of various departments.

KULGAM/PULWAMA, AUGUST 11: Secretary Disaster Management Talat Parvez  Rohella today  visited Hall Pulwama and Vessu Kulgam migrant camps to take  stock of  various  ongoing  works in the camp and to check  facilities available in these camps.
At transit camp Hall Pulwama Talat Parvez took stock of facilities provided to the migrants. On the occasion, the Secretary was apprised about demands pertaining to health, and availability of essentials items besides the security issues. The Secretary assured that all the projected demands will be taken up on priority. He issued on the spot directions to the concerned departments to address all the demands raised by migrants.
Speaking at Vessu Kulgam Talat Parvez said that construction of 512 quarters is in hand and the number needed to be enhanced to accommodate all these employees. He added that the completed quarters will be allotted to these employees by March next year to accommodate them with all necessary facilities. He exhorted upon executing agencies to expedite the pace of work to complete the project in fixed time line.
While taking stock of basic facilities in the camps he directed concerned departments to fine tune the facilities of Ration distribution and other facilities in the Camp.
Migrant employees residing in the camps apprised him about various issues they are facing in the camp and he assured them that all of their issues will be addressed on priority basis.

Srinagar, Aug 9: A youth, who was allegedly abducted and tortured by unidentified militants in Jammu and Kashmir's Kulgam district, succumbed to injuries at a hospital, police said today.

Two youths -- identified as Mehraj Ahmad and Arif Ahmad -- were abducted by unidentified militants yesterday, a police spokesperson said.

Arif was later "retrieved" in an injured condition and his body "bore visible torture marks". The youth was immediately shifted to a hospital here where he breathed his last, the officer said.

Police have registered a case and an investigation is on, he said. (PTI)

KULGAM, AUGUST, 07: District Development Commissioner Kulgam, Dr Shameem Ahmad Wani   today chaired a meeting of the District and Sectoral officers to finalize the arrangements for the smooth and enthusiastic celebration of August 15 here at mini secretariat.
ADC, ACR, ACD, SDM Noorabad, Exen PWD (R&B), PHE, DSP Headquarters, DYSS Officer, representatives of army, besides other District and Sectoral Officer also attended the meeting.
During the meeting, it was decided that the main function will be organized in Kulgam where the Chief guest would hoist the tri-color and take the salute from the March past contingents of JKP, CRPF, NCC, and School children etc.
It was also revealed that a colourful cultural programme will also be presented by the school children on the occasion. The day will start with the playing of ShahnaiVadan in the morning.
Other necessary arrangements were also finalized which include Security, Medical Facility, Drinking water facility, un-interrupted Power supply, Sanitation and Seating arrangement etc.
The DDC asked the officer to put in place all the necessary arrangements well in time and adopt coordinated approach for the smooth celebration of the Independence Day function.
It was also decided that full dress rehearsal shall be held on August 13, 2018.
