Srinagar, Jan 27 :  A delegation of Kashmir Industrial Development Forum (KIDF) led by its President Muzamil Bacha today met Advisor to Lieutenant Governor, Farooq Khan, here today.

The delegation discussed a variety of issues and apprised the Advisor about various problems being faced by industrialists and also put forth some suggestions for betterment of the industrial sector in the Valley.

The Advisor assured the delegation that all of their genuine issues would be taken up at appropriate level for speedy redressal.


Rajouri, August 3  :    Advisors to the Governor, K Vijay Kumar, K K Sharma and K Skandan today jointly chaired a meeting to review the overall development scenario and also took the comprehensive review of the related activities being carried out in the district.

Financial Commissioner H&ME Ata Dulloo, Deputy Commissioner Rajouri Aijaz Asad SSP Rajori, ADC Rajouri, ADC Nowshera, ADC Sunderbani, ADC Kalakote, ADC Koteranka, HoDs and other district and sectoral officers attended the meeting.

District Development Commissioner Mohammad Aijaz Asad made a Power point presentation in which he gave a detailed account of various developmental activities being carried out in the district and the achievements registered in various sectors including Health, PDD, PHE, PWD, Education, Agriculture, Horticulture and others.

It was informed that against the revised outlay of Rs 24452.52 lakhs for the year 2018-19, an expenditure of Rs 23900.59 has been observed till date and the proposed allocation for the financial year 2019-20 is Rs 19893.55 lakhs.

Progress of bunker construction in the district was also reviewed in detail. It was informed that there are a total of 1892 bunkers to be constructed in the district which includes 1745 individuals, 147 community types.

The Advisors discussed status of languishing projects which are under execution by various departments in the district. It was told that there are 244 languishing projects undertaken by various departments including PWD, Education, PHE, I&FC, RDD, and others. It was also revealed that out of 244 projects, 57 stand completed till date and rest are under progress.

The meeting also reviewed the status of power scenario in the district. SE PDD informed that 132KV Barn-Siot Kalakote double recharging circuit is in progress and the work on which will be completed shortly. Regarding the augmentation of Grid station at Siot and Bathian, he said that work on the station shall be completed soon.

Directions were given to PDD authorities to complete all the projects within the set time limits so that the general public can be benefitted. Meanwhile progress on implementation of Saubhagya Scheme in the district was also reviewed by the Advisors.

With regard to PHE sector, SE PHE informed that there are 61 languishing projects which are being executed by the department for which tendering process has been done and the work on the said projects are in different phases of execution.

Functioning of Animal husbandry, Sheep husbandry, Industries and Revenue department was also reviewed during the meeting. A detailed report on digitization of land records, removal of encroachment on land was sought from the concerned officers representing the department.

Issues related to water stressed areas, shortage of ambulances in border areas, Rajouri to Thanamandi road repair work, sports facilities in panchayats, shortage of staff in education and health sector were also discussed in detail.

After the meeting, several deputations also met the Advisors who appraised them about their problems and demands. All the issues raised by local people were listened patiently by the Advisors who assured them of their redressal in time bound manner.

The officers were directed to remain active in the field and bring more value to the public services so that the idea of good governance can be achieved. The Advisors exhorted upon the officers to work with sincerity while delivering the public services to the people.


Srinagar, July 08  :   Advisor to Governor, Khurshid Ahmad Ganai, today asked the School Education Department to ensure symmetric pupil-teacher ratio across all the schools of the State. He also instructed that all the teaching staff deployed for non-teaching purposes in offices should be reverted back to their original teaching duties.

The Advisor made these remarks at a meeting convened to discuss the issues related to rationalisation of teaching staff in schools.

Commissioner Secretary, School Education, Sarita Chauhan, Director School Education Kashmir, Mohammad Younis Malik, Director School Education Jammu, Anuradha Gupta and all the Chief Education Officers attended the meeting.

The meeting was informed that there is no dearth of teachers in the State and only the pupil-teacher ratio in certain schools is higher than the required norm. Both the Directors informed that the process of rationalisation of staff has already been initiated and it will get shortly redressed to a larger extent.

Advisor Ganai enquired from the officers the current position of vacancies in each category of teaching staff across different districts of the State. He was informed that the vacancies of Principals, Headmasters and Masters shall be filled soon. He was briefed that with the joining of newly recruited teachers and inclusion of G-II teachers the scarcity of teachers has been overcome by a great measure.

During the meeting, the Advisor emphasised on efficient utilization of Capex Budget meant for the augmentation of infrastructure in the schools. He advised the officers that regular assessment of progress should be taken in association with the executing agencies and bottlenecks be cleared forthwith. He stressed for making devoted efforts for making provision of additional classrooms, washrooms and boundary walls for schools wherever required.

He also underscored the need for dovetailing material and human resources effectively. He directed for taking innovate measures for distribution of teaching staff as per the requirements in each school.

On the occasion, Commissioner Secretary School Education emphasised upon the officers to carry out regular field visits to schools so that the levels of monitoring and control get enhanced. She said that CEOs and ZEOs should specify few days of week for such activities and also maintain tour diaries. She said that such steps would greatly enhance the overall efficiency and output in the schools.


Srinagar, July 06   :  Advisor to the Governor, Mr. Khurshid Ahmad Ganai, today described Kashmiri Pandits as an integral part of Kashmiriyat and said that their return will restore the composite culture of our society. 

He said he yearned for those days when Kashmiri Pandits used to live alongside their Muslim brethren showering love and affection upon each other.

Ganai, who is Advisor in-charge Culture Department, made these remarks at Hotel Raddison where Ashok Dhar’s book - Kashmir as I see it: from within and afar– was released. 

Born and brought up in Kashmir, Mr. Ashok Dhar is an ex-alumni of NIT Srinagar and founding director of Kolkata Chapter of ORF (Observer Research Foundation). He has over 35 years of experience in the energy sector 

Ganai congratulated the author for producing a volume which gives insights into the age-old syncretic culture, traditions and values prevalent in Kashmir society. “Such works are fruit of painstaking labour, in-depth knowledge and exhaustive analysis,” he said while terming the book as a valuable addition to the already existing literature on Kashmir.

Those who attended the function included former DG Tourism, M. Ashraf, Director NIT Srinagar, Mr. Rakesh Sehgal, noted writer and former Secretary Cultural Academy, Mohammad Yusuf Taing, former Divisional Commissioner Kashmir, Mr. Ghulam Nabi Naik, noted journalist, Mr. Mohammad Sayeed Malik, Mr. S. Kachroo from the Firms AssociatesMumbai and senior members of the Institution of Engineers, Kashmir Chapter. Senior columnist and journalist Mr. Manoj Joshi anchored the event.


Jammu, June 28  :   Advisor to Governor, K. Skandan today met various public deputations and individuals during public grievances redressal camp here today.

Several deputations comprising civil society groups and public delegations hailing from different parts of Jammu region met the Advisor and apprised him of their demands and grievances.

Over hundred people participated in the camp and projected a number of issues seeking immediate redressal for their concerns.

Demands presented related to various departments including Revenue, Jammu Municipal Corporation, Jammu Development Authority, JKSSB, PHE, PDD, R&B, Agriculture and allied wings.

The demands and problems raised by the people included construction of roads, replacement and upgradation of transformers, issues related to revenue department, besides other issues.

The Advisor giving patient hearing to the deputations and individuals said that the merit of each demand will be analyzed and action will be taken on priority to redress genuine issues put forth during the outreach programme. He also redressed some of the issues of the public on the spot.

Discusses flagship schemes, pitches for timely releases in view of limited working season
NEW DELHI, SEPTEMBER 20: Advisor to Governor, Khurshid Ahmed Ganai today met the Union Agriculture Secretary, S. K. Pattnayak here and discussed the progress of various Centrally Sponsored Schemes in the State in the presence of Senior officers of the State and Central Governments.
During the meeting, all flagship programmes like Rashtriya Krishi Vikas Yojna (RKVY), Mission For Integrated Development Of Horticulture (MIDH), Saffron Mission, Prime Minister’s Development Programme(PMDP) etc. came up for threadbare discussion. It was agreed in the meeting that the State Government will send Utilization Certificates and detailed proposals to the Union Ministry to enable release of pending allocations from the Ministry under all these schemes.
The Union Agriculture Secretary assured all support to the State Government in the implementation of these programmes.
The State Government Officers apprised the Union Secretary of the difficulties being faced on the ground in timely execution of the schemes and the need for early release under these schemes in view of the limited working season in most parts of the State.
The Union Ministry, agreeing to the observations of the Advisor and the State Officers agreed to the release of held up instalments.
Sharing the expertise of ICAR and strengthening academic and research activities at the SKUAST-J/K were also agreed during the meeting. It was also felt that the Ministry shall authorise a certain percentage of funds under all the schemes for the Universities for research and academic support.  
The meeting also discussed at length the setting up of cold storage facility in Ladakh region and use of solar energy in the region.
Secretary, Horticulture and Agriculture, Manzoor Ahmad Lone; Vice Chancellors of SKUAST-K/J and other senior officers of State and Central Governments were present in the meeting.

SRINAGAR, AUGUST 30: Governor Shri Satya Pal Malik released two booklets titled “J&K Trade and Export Policy 2018-28” and “Reliving and Reviving Jammu & Kashmir Silk” published by the Department of Industries & Commerce here today.
J&K Trade & Export Policy 2018-28 highlights the ingredients of the recently introduced maiden policy on Trade & Export by the State Government, whereas the other publication, Reliving & Reviving Jammu Kashmir Silk deals with the importance and promotion of silk industry in the State.
The Governor appreciated the efforts of the Department for bringing out such informative publications and said that the books will further enrich the knowledge of readers on two particular subjects.

SRINAGAR, AUGUST 30: Governor Shri Satya Pal Malik was today presented ceremonial Guard of Honor by Jammu and Kashmir Police on his arrival at the Civil Secretariat here for the first time after assuming office last week.
Governor was received at the Civil Secretariat Lawns by his Advisors, B B Vyas, K Vijay Kumar & Khurshid Ahmad Ganai, Chief Secretary, BVR Subrahmanyam, Director General of Police, Dr S P Vaid, Financial Commissioners and Administrative Secretaries and other senior officers of the civil and police administration.

SRINAGAR, AUGUST 28: Advisor to Governor K Vijay Kumar shall hear the public grievances at JK Governor's Grievance Cell at Church Lane, Sonwar on Wednesday, 29 August 2018.
The public delegations, deputations, organizations and individuals, who want to personally bring their grievances and demands into the notice of the government, can meet the Advisor to the Governor at Church Lane Srinagar from 10 am to 12 pm.
The advisor would be hearing the grievances personally and holding review meetings to address issues and grievances of the people.

 JAMMU, AUGUST 28: Several deputations and individuals from all walks of life called on Advisor to Governor, Khurshid Ahmed Ganai and brought the issues of their respective areas into his notice on the second day of his weekly public outreach program, here today at Convention Centre.
A deputation of All Jammu Hotels & Lodges Association called on Advisor and apprised him about the problems being faced by the hoteliers. The Association demanded for regulation of registration process of hotels, exemption for old existing hotel and lodges from the operation of SRO 154 TSM of 2016 dated 24-03-2016 and amendment in the guidelines for the registration and renewal of the hotels.
The Advisor directed Secretary Tourism Department to hold a meeting at Jammu with the members of the Hotels & Lodges Association and resolve their genuine issues.
Another deputation of JK Kissan Council apprised the Advisor of the issues of farmers which includes release of funds under various Centrally Sponsored Schemes, establishment of Fodder Development Centers and filling up of vacant posts in Agriculture department.
The Advisor assured the deputation that these issues will be discussed with Union Secretary Agriculture for expediting the process of implementation of CSS in the state and also for the release of funds for RKVY, MIDH, SMAM and PMKSY.
          A deputation of Kashmiri Migrants projected the issues regarding illegal encroachment of their land at village Hangalkund, Bidder of district Anantnag.
The Advisor directed Deputy Commissioner, Anantnag, to look into the matter in this regard and take necessary action against the encroachers.
A delegation of Jammu Kashmir Passenger Mini Bus Transport Federation projected its demands pertaining to creation of terminals points, parking places and mini bus stand, renewal of permit and driving license, temporary permission for plying on interstate routes and other related issues.
The Advisor directed Divisional Commissioner, Jammu, to convene a meeting with the Deputy Commissioner Jammu, RTO and concerned officers in consultation with the stakeholders to redress their genuine issues.
 A deputation of village Basnote from Udhampur projected the demand for the construction of PMGSY road in Basnote.
Taking serious note on the delay in the execution of PMGSY and PWD (R&B) projects, the Advisor asked the Engineers of concerned departments to review the progress on the projects regularly and directed for initiating strict action against contractors with unsatisfactory performances.
A delegation of Village Development Committee, Kotli Mangotrian from Reasi demanded for opening of Veterinary Hospital and construction of drinking water storage facilities at Kotli Mangotrian.
          Another deputation of Dessa Valley Welfare Committee from Doda projected their issues and demanded augmentation of Water Supply Scheme from Talanti Kainag to Zartund grammari and Saras Dessa besides road connectivity to the villages of Shrinkly, Grammri, Mallan, Saras and Punjan, Bhata, Dessa and Bagwah.
The inhabitants of villages Anji, Keyala, Domardli, Karian, Sirla and Kotli from district Reasi demanded for conducting survey of road from Anji bridge to village Dormardli Railway road.
Similarly, residents of Daryar from Rajouri demanded for erection of electricity poles and augmentation of drinking water supply schemes.
A deputation of Dogri Film Producers Jammu raised its issue regarding screening of regional language films and local producer films on subsidized rates of JKAACL at Abhinav Theatre. The deputation also projected its pending liabilities under CDF.
A deputation of Gender Coordinators under SSA demanded for their regularization and release of pending wages.
Many other deputations including SSA Engineers, All World Gayatri Parivaar Trust, Development Council Channi Himmat, Retired Police Officers Association, J&K SRTC Retirees, Jammu Kashmir Teachers Forum, All J&K Contractual Lecturers (10+2) Forum and individuals also projected their demands and developmental issues of their areas.
During the public hearing, the Advisor heard all delegations and assured them of redressing their grievances. He ascertained that the Government would ensure outcome-based disposal of the issues raised by the people.
The Advisor also issued on the spot directions to the concerned officers and asked them to take cognizance of the pertaining issues and redress the same forthwith.
The HoDs of various departments were directed to prepare action taken report of grievances received/redressed till date.

Urges filmmakers to rediscover JK’s captivating locales
SRINAGAR, AUGUST 24: Advisor to the Governor, Mr. Khurshid Ahmed Ganai, has urged the country’s premier film fraternity to rediscover the captivating locales of the State’s incomparable scenic beauty.
He assured the Bollywood’s big production houses of Government’s full support in facilitating their shooting plans and itineraries in the country’s top tourist destination.
Ganai, who is also the Advisor I/C Tourism, was speaking at the Grand Lalit here Thursday evening, in the presence of popular film actor John Abraham and filmmaker and producer Bunty Walia, who are in Kashmir for shooting of their new film.
Welcoming the guests, the Advisor said he was pleased to see big actors like John Abraham shooting in the valley and exuded confidence that other Bollywood bigwigs will soon come back to roll out their cameras here. “I am happy that you have enjoyed your shooting stints in Gulmarg and Pahalgam, but I assure you that there are many other locations that define J&K’s unique splendour,” he added.    
Ganai also recalled the era of the Sixties and Seventies when Kashmir remained one-stop destination for top filmmakers of the country.
Secretary Tourism, Rigzian Sampheal, Deputy Commissioners of Srinagar and Budgam and representatives of tour and travel operators including Mukhtar Shah and Vicky Shaw were also present on the occasion.

SRINAGAR, AUGUST 23: Governor Shri Satya Pal Malik today extended warm felicitations to son of the soil Surya Bhanu Pratap Singh for winning bronze medal in 60 KG Wushu championship of the ongoing Asian Games.
Bhanu Pratap Singh, a resident of Muthi in Jammu, registered an emphatic quarterfinal victory over his Philippines rival in the men’s 60-kg category on Tuesday. He lost the semi-final bout against Erfan Ahangarian of Iran after suffering an injury in the ongoing Asian Games at Jakarta-Palembang (Indonesia) on Wednesday.
“We are really proud of his performance in the prestigious sporting event,” Governor said in his felicitation message.
Governor also congratulated Kuldeep Handoo, another son of the soil and coach of the Indian Wushu contingent at the Asian Gmaes.
Meanwhile, Advisor to Governor K Vijay Kumar has also felicitated Bhanu Pratap Singh for the emphatic victory.
Advisor Kumar said Bhanu Pratap Singh would be adequately rewarded by the Governor’s Administration on his return from Jakarta for his splendid performance in the Asian Games.
He said the Governor’s Administration is laying renewed focus on promoting sports in the State and in this regard a new Sports Policy is being formulated to institutionalize the sports culture in J&K. He said various incentives are being proposed to encourage grooming of professional sportspersons in the State.

Orders setting up of Grievance Cells at district-level
SRINAGAR, AUGUST 23: Governor Shri Satya Pal Malik today made it clear that reinforcing good governance and delivering results urgently on the developmental front must be the topmost priority of the State administration at all levels to bring J&K back on course. Rapid, people centric development is the need of the hour, he said.
Immediately after assuming office, Governor convened the first official meeting with his Advisors, B B Vyas, K Vijay Kumar & Khurshid Ahmad Ganai and Chief Secretary B V R Subrahmanyam at Raj Bhavan here this afternoon and took first-hand appraisal of the functioning of Governor’s Administration. 
To ensure a tangible turnaround, Governor enumerated the measures to be taken to give a fresh push to the “Mission on Delivering Development” and “Mission on Good Governance”. He said the state administration shall have to function with efficiency, speed and accountability and deliver quick results on the ground on developmental and governance fronts. He said the Grievance Redressal mechanism shall have to be further strengthened and expanded to ensure that people see the desired results on the ground within the shortest possible time.
“Focus has to be on working through transparency and consultation to promote a culture of excellence in governance characterized by integrity and highest standards of deliverance,” he said and added that judicious and productive use of resources has to be ensured so that the funds are utilized according to priorities keeping in mind the larger public good and requirement of basic amenities.
Governor said a clear message shall have to go down the line that the focus should be on development on all fronts and reaching out to the people to meet their basic needs. He prioritized the health, education, rural development and social welfare sectors for focussed attention.
Governor also called for ensuring that the major development programs and projects and flagship schemes are given a renewed push and completed on time. PMDP projects must be given priority so that projects such as AIIMSs, IIT, IIM, Ring Roads and others are completed on time. Cleaning up the iconic Dal Lake must also be given topmost priority and the lake should be restored to its pristine glory. He said completing all such projects which are hanging fire for quite some time due to varied reasons should be the priority and these projects must be completed within a set timeframe.
Governor also called for expanding the scope and import of the Grievance Redressal mechanism. He said grievance redressal should not be limited to the capital cities of Srinagar and Jammu alone.
Governor directed that District Grievance Cells should be urgently opened in all districts under the supervision of Deputy Commissioners. “The concerned Deputy Commissioners will personally hear grievances at least once a week,” he ordered.
Governor also asked the officers to expand their public outreach by conducting frequent field visits and meeting the people on ground in every nook and corner of the State to redress their grievances.

SRINAGAR, AUGUST 16: Terming Horticulture sector as the backbone of State’s economy, Advisor to the Governor, Khurshid Ahmad Ganai today urged upon all the stakeholders to work in synergy to revamp and revitalize it on modern lines.
The Advisor (G) was speaking with various delegations from the Horticulture sector during his weekly public outreach programme.
Seeking cooperation from all the stakeholders, the Advisor said that Horticulture has always played an important role in the socio-economic development of the State. Therefore, all the stakeholders, including farmers, dealers, and people affiliated with the sector should offer their helping hand to Government, by adapting farmer friendly innovations and policies, he said.  
Describing horticulture as a lucrative venture, the Advisor Ganai urged upon the unemployed youth of the State to consider it as a viable career option. He said by introducing the latest technological advancements in the sector, an entrepreneur can not only reap huge dividends for himself but could also alleviate the financial health of many families by providing them jobs.
Urging farmers to adopt modern farming technology, Ganai said change is must and to boost the production, State farmers have to adopt modern technology and use innovative plans. Ganai said that efforts should to be made to bridge the gap between farmers, researchers, and policymakers.
Directing for taking remedial measures to address various issues pertaining to the sector, the Advisor said it is imperative that proper care and precautions are taken to maintain the good health of the plant. The Advisor after hearing the complaints by various fruit growers associations and societies, issued on spot directions to the Director Agriculture, Director Horticulture, Director Enforcement Agency to immediately start a drive to put a check on the practice of selling spurious pesticides and fungicides, if sold, in the market. He said those found guilty should strictly be dealt with.
More than 40 delegations, which included Kashmir Fruit Growers and dealers Association Fruit Mandi, Sopore, Dry Fruit Growers and dealers Association Kashmir, Baramulla Fruit Growers and Dealers Association Kashmir, and many more called on the Advisor during the day.
The representatives of the Kashmir Fruit Growers and Dealers Association Mandi Sopore apprised the Advisor that 606 shops have been approved by the Government for various dealers there, out of which only 147 have been constructed and allotted. They requested the Advisor to direct the concerned to expedite the process of constructing the rest of the shops so that they could work in a better environment.
The delegation besides, requesting to develop a road for the truck yard, which has already been allotted, also highlighted the need for sending two drinking water tankers in the mandi daily as the same does not have potable drinking water facility as of yet.
The Advisor was also asked to direct the concerned officers to initiate the process of introducing high-density apple variety in Sopore so that the farmers from the area could also avail benefit from it.
The issue of spurious pesticides and fungicides was also raised during the meeting.
The delegation of Dry Fruit Growers and Dealers Association Kashmir in their meeting with the Advisor appealed for allocation of land so that they could establish their own processing units in Valley. The delegation members informed the Advisor that presently the dry fruit from Kashmir gets exported via Jammu, adding the establishment of processing units would enable the growers and dealers to export their fruit from Valley directly.
Baramulla Fruit Growers and Dealers Association Kashmir requested the Advisor to initiate a process for launching crop insurance and Market Intervention Scheme so that farmers suffering huge losses due to climatic reasons could be compensated.
The All J&K Saffron Growers Development and Marketing Cooperative Association discussed Saffron crop-related issues with the Advisor.
Besides, a delegation of Contractors Association Kupwara sought the Advisor’s intervention in releasing of payments for the work that they have already completed.
Class-IV qualified employees Association Department of Floriculture, Kashmir Division delegation sought creation and re-designation of various posts of gardeners as per their present assignments.
The delegation of Auqaf Islamia ZiyaratSharief (Hazarat Noor Shah Sahib Baghdadi (RA)) Waltingoo, Kund Anantnag, sought the Advisor’s intervention in issues related to the Ziyarat.
J&K Pensioners Welfare Federation, Senior Citizen Civil Society raised the issues related to State pensioners in a meeting with the Advisor.
The Idara Auqaf Islamia Hamdania, Tral delegation requested the Advisor to issue the directions to expedite the construction work on the ZiyaratKhanqah-e-Faiz, Tral.
A deputation from Hyderpora sought the Advisor’s intervention in the construction of a park on 14 kanals of tourism land.

SRINAGAR, AUGUST 03: Advisor to Governor K Vijay Kumar today felicitated commonwealth Silver Medal Winner in Under-16 chess championship 2018.
Meenal and his father, Atul Gupta met the advisor at Civil Secretariat in Jammu. The advisor presented a momento to the young champion and congratulated her for her exceptional performance in common wealth games and also wished her good luck for the upcoming events.
 Meenal Gupta, a young chess player of the state is the first female champion from the state to win silver in Commonwealth silver medalist and also became the first chess player from the state to qualify for the Sports Authority of India (SAI) Award for winning an international medal in a sports event recognized by the Government of India.
The advisor interacted with the young champion and inquired from her about her experiences, career and the future plans. She dedicated her success to her parents who according to her, rendered her all possible support to reach to the place where she is today. She informed the advisor that she is now preparing for the upcoming World Junior Chess Championship schedules to be held in Turkey next month. Advisor gave her his best wishes and hoped that she will showcase her talent at higher platforms and will win more awards for the country.
While assuring every possible support from the government to the youngsters like Meenal, advisor said the government is keen to promote sports in the state that will not only help the youngsters to showcase their talent but will help them in imbibing sportsmanship among the youth and in the He said the victory of Meenal will prove as a source of inspiration for other young sportspersons especially girls to take interest in sports activities.


SRINAGAR, AUGUST 03: The Advisor to Governor, Khurshid Ahmed Ganai today reviewed the functioning of Horticulture department and status of centrally sponsored schemes presently run in the State.
The meeting was attended by Secretary Horticulture, Director Horticulture Jammu, Kashmir, Director Finance, Director Horticulture Planning and Marketing.
The Secretary Horticulture informed the Advisor (G) that in last decade there has been a substantial increase in area, growth and yield in annual fruit production in the State. "As many as 13 fruits and vegetable markets are presently functioning in the State, while development of 20 markets is underway," the Secretary said.
The Advisor reviewed the status of funding and expenditure made in central schemes including “Mission for Integrated Development of Horticulture (MIDH), Prime Minister’s Development Package (PMDP), executed in the State.
The Advisor directed the Secretary to examine for how solar energy can be used to help horticulturists in the State.
Earlier, the Secretary Horticulture raised issues included not having a horticulture policy in the State and suggested for constituting a State Committee which will frame the policy document.
He also sought support from various State agencies for promotion of their products
The Secretary also requested Advisor to provide their department with better irrigation facilities especially in areas like Karewas so that local horticulturalists can benefit from it.
They also sought expansion of fruit mandi in Narwal and rationalization of markets, besides, soil testing lab facilities.


SRINAGAR, AUGUST 02: Advisor to the Governor, Khurshid Ahmed Ganai today heard a large number of deputations which highlighted their grievances at Governor's Grievance Cell, Church Lane,.
The deputations represented civil society groups, representatives of employees’ unions and public delegations from different districts. Besides a number of individuals also met the Advisor and apprised him of their issues and demands.
A delegation from Tral, led by Bashir Ahmad Jan, demanded creation of a Tourism Development Authority to tap the vast tourism potential of Tral, which is laced with bright spots like Tarsar Marsar and Shikargah. He also sought intervention of the Advisor in expeditious completion of construction work of Khankah-i-Faiz Panah.
Another deputation of Horticulture Entrepreneurs Association, Babar Chowdhary, demanded a testing laboratory for certification of organic plants, which he said fetches them low rate in international market.
Expressing serious concern over felling of Chinar trees raised by the delegation, the Advisor issued directions to the Floriculture Department to take up the matter with the Divisional and all Deputy Administrations for submitting detailed reports regarding chopping and felling of chinar trees over the last three years.
A delegation of residents of Pogal in Ramban, led by MLA Ramban, Viqar Rasool, demanded upgradation of High School, Pogal, to Higher Secondary School. They informed the Advisor that the school has been established in 1962 and deserves upgradation.   
Another delegation of Joint Committee of Private Schools, led by Showkat Chowdhary, highlighted the issues pertaining to regulation of fee structure of private educational institutions by the Fee Fixation Committee, established in the School Education Department.
While meeting deputation of Adventure Tour Operators delegation, led by Rouf Tramboo, the Advisor issued directions to Tourism Department to diversify their tourism-related activities by focusing on adventure tourism, which has vast potential in the State. He noted the demand raised by the Association about establishing a "Single Window Clearance System' in the Tourism Department for facilitating issuance of NoCs and renewals. He assured the delegation of immediate action over their demand for stopping hosting of marriage functions at the Nigeen Club.
Ganai also informed the delegation that he shall call a high-level meeting to discuss the issues related improving the functioning of Nigeen Club.
Another delegation from Aang, Mangaad, Anantnag, sought intervention of the Advisor in mitigating their sufferings due to lack of irrigation facilities which has adversely affected their crop cultivation. The Advisor issued on-spot directions to SE Hydraulics South Circle to visit the area and ensure water supply to the said village for irrigation purposes.
Another delegation of All Kandi Constructional Contractors' Association sought release of pending work done liabilities from the PHE department.
The Assistant Professor aspirant delegation raised the issue of not recruiting professional language teaching faculty in schools here.
The Advisor said he will take up the matter with JK BOSE regarding teaching of Kashmiri, Dogri and Bodhi and other regional languages and how they are being taught in schools if there are not enough teachers and arrangements.
The All J&K +2 Lecturers Association and delegation of J&K +2 Principals Forum raised the issue of extension of Assured Career Progression (ACP), restoration of non vacation status and other issues.
The delegation comprising Markazi - Idaarae - Auqaf and Village Welfare Panjran, Gund, Achan and Shahoora raised the issue of illegal extraction of sand, stones boulder and dust from Nallah Rambiara in Pulwama and Shopian.
The Advisor directed the DC's of Pulwama and Shopian to get the illegal extraction of sand, stones, boulders and dust stopped immediately as the same is exposing the locals to grave threat of floods from both the sides of the Nallah.
Another delegation flagged the issue of illegal encroachment of their land at Kishengund, Sangran in Anantnag.
The Advisor directed DC Anantnag to depute senior officer to the spot and address the issue.
The other delegations that apprised the Advisor Ganai of their issues included J&K Lambardar Association, Citizens Council Bomai Sopore, Auqaf Committee Hakripora Pulwama, All J&K Chowkidar Association, Vocational Instructors Association, Residents of Hyderpora Bypass, All J&K Fisheries Employees Association, M Tech. Students Association, Horticulture Trainees Association, Students of Biochemistry and Clinical Biochemistry, Laboratory Bearers Association, Employees of Nigeen Club, Contractors Coordination Committee, Western Bus Service Limited besides a several others.
During the five-hour-long public hearing, the Advisor heard all delegations and assured them of redressing their grievances. He also issued on the spot directions to the concerned officers asking them to take cognizance of the pertaining issues and redress the same forthwith.
He assured them that the Government would ensure outcome-based disposal of the issues raised by the people.
The Advisor also assured that the issues pertaining to other departments will be forwarded to the concerned for timely action.
Earlier, the Advisor reviewed the grievance redressal mechanism with the officers of JK Governor’s Grievance Cell along with the details of grievances received/redressed till date.
