Discusses flagship schemes, pitches for timely releases in view of limited working season
NEW DELHI, SEPTEMBER 20: Advisor to Governor, Khurshid Ahmed Ganai today met the Union Agriculture Secretary, S. K. Pattnayak here and discussed the progress of various Centrally Sponsored Schemes in the State in the presence of Senior officers of the State and Central Governments.
During the meeting, all flagship programmes like Rashtriya Krishi Vikas Yojna (RKVY), Mission For Integrated Development Of Horticulture (MIDH), Saffron Mission, Prime Minister’s Development Programme(PMDP) etc. came up for threadbare discussion. It was agreed in the meeting that the State Government will send Utilization Certificates and detailed proposals to the Union Ministry to enable release of pending allocations from the Ministry under all these schemes.
The Union Agriculture Secretary assured all support to the State Government in the implementation of these programmes.
The State Government Officers apprised the Union Secretary of the difficulties being faced on the ground in timely execution of the schemes and the need for early release under these schemes in view of the limited working season in most parts of the State.
The Union Ministry, agreeing to the observations of the Advisor and the State Officers agreed to the release of held up instalments.
Sharing the expertise of ICAR and strengthening academic and research activities at the SKUAST-J/K were also agreed during the meeting. It was also felt that the Ministry shall authorise a certain percentage of funds under all the schemes for the Universities for research and academic support.  
The meeting also discussed at length the setting up of cold storage facility in Ladakh region and use of solar energy in the region.
Secretary, Horticulture and Agriculture, Manzoor Ahmad Lone; Vice Chancellors of SKUAST-K/J and other senior officers of State and Central Governments were present in the meeting.


          BANDIPORA, MAY 02: In connection with the" Gram Swaraj Abhiyan", Kisan Kalyan Day was celebrated by Department of Agriculture in Bandipora district today.
          The district level celebration was held at Agriculture Complex Bandipora with District Development Commissioner (DDC) Bandipora Khursheed Ahmad Sania in the chair.
The sectoral heads of Agriculture and Allied sectors besides progressive farmers participated in the event.
          Newly designated " Farmers Information and Advisory centre(FIAC) was thrown open by the DDC for the service of the farming community of the district. The centre shall provide technical know-how to farmers with a dedicated phone line besides showing films and distribution of literature.
The experts on the occasion gave awareness to the participants about various centrally sponsored schemes like Rashtriya  Krishi Vikas Yojan (RKVY), Mission on Integrated Development of Horticulture(MIDH), and National Mission on Sustainable Agriculture (NMSA).
          The farmers were asked to come forward and avail benefits available under these schemes.
 Speaking on the occasion, The DDC stressed upon the officers to work with zeal and zest for the welfare of the farming community and ensure benefits of different centrally sponsored schemes in vogue to the genuine farmers in a hassle-free manner.
 Chief Agriculture Officer Bandipora Mohammad Qasim was also present. Gram Swaraj Abhiyan was also celebrated at Hajin, Sumbal and Shadipora in Sonawari constituency during which farmers awareness programme was organized.  

New Delhi, Nov 1: The Cabinet Committee on Economic Affairs (CCEA) on Wednesday cleared the 
continuation of Rashtriya Krishi Vikas Yojana (RKVY) as Rashtriya Krishi Vikas Yojana - Remunerative 
Approaches for Agriculture and Allied sector Rejuvenation (RKVY-RAFTAAR) for three years till 2019-20. 
The scheme with financial allocation of Rs 15,722 crore was cleared by CCEA chaired by Prime Minister 
Narendra Modi and is aimed at making farming a remunerative economic activity through strengthening 
the farmer's effort, risk mitigation and promoting agri­business entrepreneurship, an official statement here 
said.
The scheme will incentivise states in enhancing more allocation to agriculture and allied sectors. This 
will also strengthen farmer’s efforts through creation of agriculture infrastructure that help in supply of quality 
inputs and market facilities. This will further promote agri-entrepreneurship and support business models 
that maximise returns to farmers.
Under this, regular RKVY-RAFTAAR (Infrastructure & Assets and Production Growth) with 70 per cent of 
annual outlay is allocated to states as grants for the following activities: infrastructure and assets with 50 per 
cent of regular RKVY-RAFTAAR outlay; value addition linked production projects with 30 per cent of regular RKVY-RAFTAAR outlay and flexi-funds with 20 per cent of regular RKVY-RAFTAAR outlay. States can use 
this for supporting any projects as per the local needs.
Besides, there is allocation for special sub-schemes of RKVY-RAFTAAR of national priorities for 20 per
cent of the annual outlay; and 10 per cent of annual outlay including two per cent of administrative costs
for innovation and agri-entrepreneur development through creating end-to-end solution, skill development 
and financial support for setting up the agri-enterprise. UNI
Reviews implementation of SMAE-ATMA, PMKSY, RKVY

SRINAGAR, SEPTEMBER 05: Chief Secretary, B B Vyas today chaired the meeting of the State Level Sanctioning Committee (SLSC) and discussed implementation of various schemes including SMAE-ATMA, PMKSY and RKVY.
The meeting was attended by Additional Commissioner, Government of India, Dr Rajpal Deswal, Financial Commissioner, Revenue, Lokesh Jha, Principal Secretary, Agriculture Production, Sandeep Kumar Naik, Principal Secretary Finance, Navin Kumar Choudhary, Principal Secretary to Chief Minister, Rohit Kansal, Commissioner Secretary Animal Husbandry R K Bhaghat, CGM NABARD, S K Majumdar, and other officers of Finance, Agriculture Production, Revenue and other allied departments.
During the meeting, the Chief Secretary reviewed progress with respect to ‘Sub Mission on Agriculture Extension’ under National Mission on Agriculture Extension and Technology (NMAET) in the State.
The Chief Secretary taking note of the progress report presented by concerned passed directions for conducting regular outcome analysis by using third party to identify the ground level impact of these initiatives. Further, he directed for success stories to be put out on public platforms like departmental websites, besides, 25 best practices so as to highlight the various ways in which farming communities can be benefitted. He added that the initiative would encourage other farmers to avail benefits from these schemes.
Directing for organizing exposure and training programmes for officers at all levels, the CS asked to hold regular national and international level training programmes so that best professional practices can be adopted in the State.
He also asked the departments to conduct training analysis for programmes being conducted to measure their effectiveness, besides developing accountability.
CS also directed the concerned departments to develop an independent mechanism to certify organic produce in the State so that farmers using organic practices in farming can get appropriate selling price for their produce in national as well as international markets.
While taking up the progress under Rashtriya Krishi Vikas Yojana (RKVY)- Annual Action Plan (AAP), the CS was informed that various works are being taken up under the programme, including tackling migratory locust infestation, economic empowerment of rural women through vegetable production, augmentation of meat production, intensive farm mechanization, marketing of vegetables at long distance markets by refrigerated vans, intensive apiculture colonies-mushroom corridors, ‘Kashmir Fresh’, and ‘Jammu Fresh’ value chain branding and promotion for local produce among others.
CS directed for taking up a mission mode work approach in conversion to generate maximum impact at ground level. Asking for moving away from a scattered approach towards rural development, CS said that villages and Panchayats should be taken in phased manner. He also directed for impact/outcome analysis to be conducted for these villages/Panchayats, besides, linking the progress with farmers income to analyze the progress made with regards to the programme objective of “doubling of farmers income.”  

Discussions were also taken up regarding the annual action plan for ‘Per Drop More Crop’ component of PMKSY. During the meeting, the CS sought the update on the various measures that are taken up to fulfill the mission objective of achieving more crop per drop. He also directed to work in convergence and coordination with all allied departments to achieve the desirable results.
