New Delhi, Aug 9: The Supreme Court modified its earlier order on the 'one state, one vote' policy for the Board of Control for Cricket in India (BCCI) members today and granted permanent membership of the board to the cricket associations of Mumbai, Saurashtra, Vadodara and Vidarbha.

A bench headed by Chief Justice Dipak Misra also approved the draft constitution of the cash-rich apex cricket body in the country with certain modifications and asked the Registrar General of Tamil Nadu Societies to bring on record the approved BCCI constitution within four weeks.

The bench, also comprising justices A M Khanwilkar and D Y Chandrachud, restored the permanent membership to Railways, Services and Universities.

It also directed the state cricket associations to adopt the BCCI constitution within 30 days and warned them that non-compliance would invite actions in accordance with its earlier order.

Dealing with the issue of cooling-off period and disqualification of the BCCI office-bearers, the bench said a person would have to go through a cooling-off period after holding a post in the board for two consecutive terms.

New Delhi, July 21: Wriddhiman Saha will undergo a surgery on his shoulder in Manchester at the end of July or beginning of August, the BCCI said today, posting a timeline on its website which, instead of serving the intended purpose, ended up raising more questions about how the NCA had allegedly 'bungled his rehabilitation'.

"Wriddhiman Saha has sustained a posterosuperior labral tear. He will undergo surgery on his shoulder in Manchester at the end of July or the 1st week of August," the board said in a statement.

"The labral repair surgery will be done by Dr. Lennard Funk in Manchester, UK. The entire course of treatment and consultation that was carried out at the NCA was performed in co-ordination with the India Team management and the GM of Operations," it added.

Saha was not picked for the upcoming Test series against England but the board did not reveal the full extent of his fitness problems.

The BCCI said in its defence, "The entire course of treatment and consultation that was carried out at the NCA (National Cricket Academy) was performed in co-ordination with the India Team management and the GM of Operations."

The BCCI timeline raises a questions about how the entire issue was handled by the Cricket Operations team led by Saba Karim (General Manager).

"Saha reported at the NCA on January 29 with left proximal hamstring tendinopathy (pain in the upper left hamstring). Simultaneously he complained of right shoulder pain. Subsequently an MRI scan was done in February which revealed a Labral tear," it stated.

It means the first shoulder injury was sustained in January, which the BCCI ultimately revealed in July. None of the NCA officials want to come on record.

The timeline states that after taking injections and a rehab of close to six weeks (standard time taken for healing of labral tear), Saha was declared fit on March 19, just two and half weeks before the IPL started.

As per the release, Saha once again sustained shoulder injury on May 7 and was again given ultrasound injections in Delhi. He was rested for five IPL games.

"During this period, on 15th of May, Saha requested to visit the NCA head physiotherapist, Ashish Kaushik, so that he could also review his right shoulder. Ashish assessed his right shoulder and concluded that its presentation was similar to how it had been in late January/early February.

"Ashish informed the Sunrisers Physiotherapist of this who then continued with his course of rehabilitation. The Team India Physiotherapist was informed of this sequence of events."

The next question left unanswered is if Kaushik assessed that Saha's condition was "similar to what it was in January and February" (when he first time sustained labral tear), how come Sunrisers Hyderabad or the BCCI allowed him to play the IPL game on May 25.

How did his condition improve drastically in 10 days if it was similar to the phase in January-February? A senior BCCI official, when asked, said, "Your guess is as good as mine."

As per the timeline, Saha's thumb injury had healed on July 2 as per X-ray report.

Between July 3 and 13, Saha's shoulder injury "worsened" and steroid injections didn't help.

As per the BCCI timeline, an appointment was then fixed with Dr. Dinshaw Pardiwala, orthopaedic surgeon at Mumbai's Kokilaben Ambani Hospital, on July 6.

"Pardiwala opined that another steroid injection would assist Saha's recovery. He also stated that should the injury not respond to the injection, then surgery would be necessary.

"Post the injection, after observation and rehabilitation for five days, when his condition had not improved, he was declared unfit on the 13th of July and the India team management was informed of the same," the BCCI stated.

But on July 18, when BCCI released the squad for first three Tests, there was no mention about what exactly was Saha's injury.

Funnily enough, chief selector MSK Prasad had gone on record stating that Saha was yet to recover from the thumb injury, when it was not the case actually. Either he was unaware or the NCA and Cricket Operations team chose to keep the chairman of selectors in the dark or he deliberately hid information from the media.

New Delhi, Jul 11: The Supreme Court today said players registered with other cricket associations will not be allowed to take part in the Tamil Nadu Premier League (TNPL) cricket tournament organised by the state cricket association.

A bench headed by Chief Justice Dipak Misra, however, said TNPL matches will be held in accordance with the schedule as they have already approved by the Committee of Administrators (CoA) which has been administering the Board of Control for Cricket in India (BCCI).

Senior advocate Ranjit Kumar, appearing for TNPL, has submitted that outstation players should be allowed to participate in the prestigious tournament after they produce a no objection certificate (NOC) from their respective cricket associations.

Eight teams are participating in the tournament and every team is allowed to induct two players from outside the state to play for it in the TNPL, he said.

Senior advocate Parag Tripathi, appearing for CoA, opposed the submission saying it has been disallowed by the CoA after considering the draft constitution of the BCCI.

He also said no outside player has been playing this tournament since 2009.

The TNPL tournament, which begins today, has eight teams and every team has been allowed to have a pool of 20 players each.

The Tamil Nadu Cricket Association (TNCA) had permitted teams to induct two players from outside Tamil Nadu after they procure NoCs from their respective cricket associations.

New Delhi, Jul 2: Senior journalist Rajat Sharma on Monday beat World Cup winning India cricketer Madan Lal by 517 votes to become the new president of Delhi and Districts Cricket Association.

The results of the DDCA polls were announced on Monday and Sharma's group swept the elections winning all 12 seats.

Sharma got a total of 1531 votes while former Test cricketer Lal could only poll 1004 votes. The third candidate in the fray, advocate Vikas Singh, got 232 votes only.

It was a major setback for BCCI acting president CK Khanna, whose wife Shashi lost the vice-presidential battle against Rakesh Bansal, younger brother of former DDCA president Sneh Bansal.

Rajesh beat Shashi by 278 votes while Bansal junior got 1364 votes to Shashi's 1086 votes.

The defeat might prove to be the end of the road for Khanna in DDCA, where he enjoyed supreme power for nearly three decades.

Sharma and his panel's candidature was backed by a political heavyweight from the ruling party with the IOA president Narinder Batra throwing in all his might. Batra incidentally is a former DDCA treasurer.

"The moment Sharma got blessings from a senior cabinet minister, there was no chance in hell for any other candidate to win this election. What was not expected was a clean panel sweep. It will be good that Sharma will get a free hand to run the body. This also means that CK Khanna's reign in DDCA ends unless he strikes some deal with Sharma," a senior DDCA official told news agency PTI on conditions of anonymity.

Sharma was always considered as the favourite to win against Lal, who was backed by Khanna and former India opener Chetan Chauhan's group.

With DDCA being the first among equals to go into elections after the Supreme Court appointed Lodha Committee suggested path-breaking structural reforms, the polling also witnessed abolition of proxy system with nearly 3000 voters turning up to cast their vote.

Among the other notable winners was former sports committee head Vinod Tihara, (1374 votes) who became secretary defeating nearest rival Manjeet Singh (998) by 376 votes.

Tihara is expected to run the daily affairs of DDCA including a big say in all the representative teams -- especially Ranji Trophy and men's age group.

The joint secretary's post went to Rajan Manchanda (1402), younger brother of former treasurer Ravinder, who beat Pushpender Chauhan (953) by 449 votes. Pushpender is the younger brother of Chetan Chauhan.

For treasurer's post, Om Prakash Sharma beat Deepak Singh by 1241-891 votes.

Sanjay Bhardwaj was elected for the director's post (first-class cricketer) while Renu Khanna became the women director.

The other directors elected were Apruv Jain, son of former media manager Ravi Jain, who polled 1286 votes, Alok Mittal, Nitin Gupta, Shiv Nandan Sharma and Nitin Agarwal.

New Delhi, Jun 22 : The central contracts of the Indian cricketers were finally cleared by the BCCI at the Special General Meeting (SGM) here today, ending a period of uncertainty ahead of their long tour of the UK.

The Supreme Court-appointed Committee of Administrators (COA) had announced the revised players' contracts on March 7 but BCCI acting secretary Amitabh Choudhary had refused to sign them saying it needed the General Body's approval which came through in the meeting attended by representatives of 28 state associations.

Today's SGM did not have the required go ahead from the COA and it remains to be seen what the court-appointed panel makes of the resolutions adopted in the meeting.

"Despite doubts, the SGM has taken place. All resolutions have been passed by the General Body unanimously," said Choudhary.

One thing for certain is that players will finally be paid ahead of the long tour of the UK, for which they leave tonight.

As per the revised contracts, the players in the A+ category will get Rs 7 crore, while ones in the A, B and C will get Rs 5 crore, Rs 3 crore and Rs 1 crore respectively.

The General Body also approved the proposed increase in the salary of domestic cricketers including women.

"The General Body of the BCCI has authorised me to sign the players' contracts. It has also resolved to consider proportionate increase in the remuneration of the domestic players, both and men and women. Not only the absolute amounts but also related to the gross revenue of the BCCI," he said.

On the upcoming domestic season, it was decided that new teams, including the north eastern states and Bihar, will be playing against each other in the plate division.

The top two teams from plate division will then face the bottom two sides across group A, B and C and the best two will advance to the elite division in the following season.

Recently, the COA had cleared Uttarakhand's participation in the upcoming Ranji Trophy alongside Bihar and north eastern states but that did not get the nod from the General Body.

"All decisions taken by the General Body is subject to Supreme Court's approval," said Choudhary.

Asked about the worsening relations between COA and BCCI officials, Choudhary said: "The dynamics between BCCI and COA are governed by the laws. There is no place for emotions here. We will continue to work under COA's supervision." PTI

New Delhi, June 19: The BCCI has decided to conduct fitness tests of players before they are picked in the national team to avoid embarrassing late withdrawals like the ones by Mohammad Shami and Ambati Rayudu from the Test and ODI sides after failing the 'Yo-Yo' test.
Sanju Samson was the third cricketer who could not pass the mandatory fitness test after being named in the India A ODI squad for the UK tour.
The teams for the one-off Afghanistan Test, India and A tour of the UK, were announced in the middle of the IPL last month.
The issue was discussed at the latest Committee of Administrators (CoA) meeting in the presence of chairman Vinod Rai, Diana Edulji, BCCI CEO Rahul Johri and Saba Karim, who is the BCCI general manager of cricket operations.
"Going forward, players will be picked after they pass the fitness test. The players gave the fitness test after being picked for the UK tour because of the IPL. It puts the players in an awkward situation and it will not be repeated," a BCCI official told.
Rayudu, who had made a comeback to the Indian ODI side after a prolific IPL, too was not able to attain the fitness standard set by the team management. Therefore, Suresh Raina replaced him for the ODI series in England.
Shami, who has had off the field troubles of late, also could not ace the 'Yo-Yo' test and was replaced by Delhi pacer Navdeep Saini in the squad for the historic Test against Afghanistan in Bengaluru.
The pacer will get another opportunity to prove his fitness before the team for the five Tests against England is picked.
In the COA meeting, it was also decided that the new teams in the upcoming Ranji Trophy including Bihar, Uttarakhand and north eastern states will play against each other in Group D and only one team will make the quarterfinals.
