KULGAM JUNE 23: To ensure the punctuality and work culture in government offices, the District Development Commissioner Kulgam, Sajad Hussain convened a meeting with all the district and sectoral officers at mini-secretariat here today.
Additional DC, ACR, CPO, SDM Noorabad, Tehsildars and other district and sectoral officers attended the meeting. 
DDC stressed upon all the officers to remain available at their headquarters and exhorted to maintain their movement register.
He also directed all the district officers to work with added dedication and zeal. He also asked them to ensure full biometric attendance in all offices.
He asked the district officers to submit tour diary of every month to his office and instructed the officers not to leave the station without prior permission from the DDC office.
The DC also directed the officers to submit attendance of all employees on daily basis to his office.



KULGAM, APRIL 24: District Development Commissioner Kulgam, Sajad Hussain today inaugurated Panchayat Raj Diwas in connection with Gram Swaraj Abhiyan at Panchayat Ghar  Sangus here.                                
District Sheep Husbandry Officer, Block Programme Manager NRLM, officials of RDD and other concerned besides women running self-help groups (SHGs) and locals were present on the occasion.
Applauding the efforts of SHGs, the DC said that they have become role models for others to emulate by establishing their own units and business establishments. He also complimented officials of National Rural Livelihood Mission (NRLM) for their active role and tireless efforts in guiding the women to establish their own business ventures.
The DC said that women play a pivotal role in the development of the society and their empowerment is a prerequisite for the same.



KULGAM, MARCH 27 : In order to give a fillip to the handicrafts sector and encourage the local youth to take up handicrafts as a profession, Handicraft Department Kulgam today organised day-long awareness camp at Town Hall.
District Development Commissioner Kulgam, Mr Sajad Hussain Ganaie was the chief guest on the occasion. 
Assistant Director Handicrafts, representatives of Handloom, Industries, JKEDI, Lead Bank, JK bank, besides, a large number of artisans and local people predominantly women artisans, participated in the programme. 
Speaking on the occasion, the DDC said that handicrafts industry, being the foremost traditional industry, has played a significant role in generating livelihoods and employment avenues besides representing the unique culture and tradition of our valley.  He further said that this sector is a major source of income generation for weaker sections especially for the artisans of the rural community.
Owing to the mammoth potential in the sector, the DDC stressed upon the handicrafts department to hold massive awareness camps in the far-flung areas of the district so that unemployed youth gets motivated to adopt this sector besides benefitting from the schemes.
Speaking on the occasion, AD Handicrafts briefed about the activities taken up by the department for ensuing financial independence to womenfolk. Besides, she apprised the participants about various schemes to cater unemployed educated youth and provide them with the opportunity to become budding entrepreneurs, job providers and innovators.


          KULGAM, NOVEMBER 02: District Development Commissioner Kulgam, Talat Parvez today visited fish farm Chanser to detailed take stock of its functioning.
          Director Fisheries Raj Nath Pandita, Joint Director Fisheries, AD Fisheries Kulgam were also present on the occasion and briefed the DDC about progress in the implementation of Blue Revolution Mission.
          The DDC stressed on tapping the fish potential of district Kulgam both in inland and marine sector and called for undertaking measures to triple the production by 2020 in the district.

          Pertinently, under the Mission different Departments like agriculture, animal husbandry, dairy would be dovetailed to harness the potential of Pisciculture on large scale.

          KULGAM, OCTOBER 01: The District Deputy Commissioner (DDC) Kulgam, Mr. Talat Parvez Ruhella today held a Public Darbar, where delegations of DK Marag from D.H Pora Sub Division of Kulgam District Deputy Commissioner Kulgam apprised him of their various issues.
 The Darbar which was held in a public school at DK Marag was attended by the villagers of DK Marag, Nagam, Boh, Khull-Ahmadabad, Chimber, Badijalan, Kutamarg, Drgardan, and Gulzarabad.
          The main demands presented before the DDC were the provision of availability of adequate staff in NTPHC DK Marag, adequate toilet facilities at HSS DK Marag, power supply strictly as per schedule, improvement in drinking water supply and hassle-free transportation of apples from DK Marag to outside the State.
          Responding to the demands, the DDC said the district administration would work hard to mitigate the problems if any of the local population. The DDC directed the engineers of RDD to strictly follow the plans approved in Gram Sabhas during the execution of works. The DDC was also informed that most of the schools in DH Pora zone do not have a section head whether it is principal, headmasters or head-teachers. The DDC assured the public that lack of staff issue in Education & Health departments would be taken care at an earliest.
The DDC assured that all the issues would be taken care off. He stressed upon the officers of FCS&CA department to display the rate lists of essential commodities in their stores, besides ensuring the benefits NFSA should reach to deserving applicants. He warned the officials of strict action against those who are found guilty of making fraud ration cards. The DDC directed SDM Noorabad to keep available all the services under PSGA to the public at an earliest.

      Among others, ADDC Kulgam, ACR, ACD,  Xens of R&B, PDD, PHE, I&FC, other district officers, Tehsildar, BDO and BMO DH Pora were also present in the Darbar.
Asks teachers to minimize drop out ratio


          KULGAM, JUNE 17: District Development Commissioner Kulgam, Talat Parvez Ruhella, today convened a meeting to take stock of functioning of the Education Department and review implementation of various centrally sponsored schemes for the Department.
          ZEOs, ZEPOs, AD Planning, ZRCs and teachers of various Government schools attended the meeting.
          The meeting had a detailed discussion on the progress in the implementation of centrally sponsored schemes including RMSA and SSA. It was said that out of 809 Government schools in the district 38 are functioning in rented accommodation, besides work on some high school buildings is going in full swing.
          Regarding the vacancy positions of staff, the DDC was apprised that seven Higher Secondary School Principals, 22 High school Headmasters and 165 Master grade positions are lying vacant against the sanctioned strength in the district. The DDC assured the officers of the Education Department that he will take up the matter with the concerned quarters so that they vacancies are filled up at the earliest.
          He asked the officers to identify areas of concern like drop out ratio of students, comprehension and language problems so that it can be tackled comprehensively.
          The Meeting was informed that Department is going to celebrate the declaration of youth of Kulgam 2017 for which a detailed programme has been already chatted out. The DDC sought full cooperation from resource persons from education Department in making it a successful endeavor. He directed them to channelize the talent among the students for their bright future prospects.  
KULGAM, JUNE 15: District Development Commissioner Kulgam, Talat Parvez Ruhella, today convened a meeting of engineers of different wings to review the pace of various developmental works being executed under R&B, JKPCC and PMGSY in the district.
 The DDC was apprised about the different ongoing projects being executed by different engineering departments which include the Kilam-Ashmuji Bridge, Finance Complex, Residential Quarters at Lirow, Shamsi-Wanpora Bridge, Maternity and Childcare hospital and Labri Pora Laroo Road in Kulgam.
         The DDC directed the Engineers to submit Pert Chart of all the ongoing important projects so that stage wise progress would be monitored regularly, which he said will improve the work culture and ensure timely completion of projects.
         While calling for expediting work on ongoing projects particularly of JKPCC and Police Housing Corporation, the DDC stressed upon the Engineers to make judicious use of funds. He asked them to redouble their efforts for completion of the projects within the stipulated time.
          The meeting was also informed that under Central Road Fund the District Kulgam was sanctioned three major bridges to have proper Road connectivity which includes Rs 34 crore Brazloo-Pahloo bridge on NH 444, Adijan-DH Pora bridge costing Rs20 crore and Ashthal bridge to be completed at an estimated cost of Rs 10 crore.
          The Superintending Engineer on the occasion briefed the DDC that tendering process of these important bridges have already been done and work will start soon on these projects.
         While taking a detailed review of PMGSY, the DDC asked the concerned to speed up the land acquisition cases for speedy completion of projects under the programme well in time.

         The meeting was attended by Superintending Engineer Anantnag/Kulgam, Divisional Engineers of R&B, JKPCC, PMGSY, Chief Planning Officer, Assistant Director Planning and other concerned.

          KULGAM, JUNE 09: Continuing its efforts to reach out to the public at grass route level, District Development Commissioner Kulgam today held a Public Durbar at Town Hall Devsar.
          The Darbar was participated by a large gathering of people including the villages of Akhall, Dardgund, Lammer, Brinal, Manigam, Shahoo Sachin, Lankerpombay, Hablishi, Nowpora, Chowgam, Sopat, Kilam and Kund Valley.
          The people put forth different demands before the DDC which includes augmentation of Receiving Station Devsar, completion of work on PHC Devsar, HS Akhall, improvement in the drinking water supply and power distribution in the upper belts of Devsar Tehsil besides banning of illegal brick kilns which are coming up in the adjoining areas of agricultural land of Devsar area.
          The DDC also directed the Tehsildar Devsar to submit a factual report regarding the reports of unauthorized brick kilns within a weeks time.
          Speaking on the occasion, the DDC also stressed upon officers present to be proactive and responsive towards public grievances. The District Administration will leave no stone unturned to improve its public delivery system so as to meet the expectations of people, he told gathering.

The darbar was attended by Tehsildar Devsar, BMO Qazigund, Xens of PDD, PHE, R&B Qazigund, Executive Officer MC, BDO, CDPO, ZEO, TSO, Devsar, besides the representatives of different trade unions & Auquf committees of said Tehsil.
